virginia. we've we've been sort of looking at in the last week or so, looking at sort of the divides between eastern virginia and western virginia. we've talked about some of the political differences, the the the grievances that western authors have about the lack of funding for internal improve ments, roads, highways. we've obviously talked about the very complex role of slavery in the region as well. and we left off last time looking at the virginia secession convention when delegates decided to pull virginia out of the union in april of 1861 and shortly thereafter, that delegates go back to their home counties, that that's sort of talked about this last time. and they're trying to get support for a statewide referendum on secession. so even though the richmond secession convention has voted to take virginia out of the union, the vote gets to go to the people in late may of 1861. and so delegates go back to their home counties and one of the first things that starts to gain traction is to ho

my family grew up in west virginia and largely in virginia. we had private wells. i think a lot of folks around the country still do. a lot of folks having private wells drilled for them and their families and farms in some cases. the presence of contaminated well water is becoming a problem nationwide. in delaware we know about 173,000 residents depend on private wells. most people don't think we have that many people in delaware but we do. we have a million people now. there is about 170 3000 residents who depend on private wells for the drinking water. this number is growing and not shrinking. congress included language in the drinking and wastewater infrastructure act to allow epa to give grants to states to address underground sources of contamination in acting wells. unfortunately epa cannot implement the language except to connect homeowners to a regulated water utility which is not always feasible. because wells are managed by the states, congress does not expect epa to check on the regulation of wells under the safe drinking water act. congress did expect

we need to do it back in 2015 in west virginia we had a derailment, 27 cars, tanker cars, carrying oil, went off the tracks and derailed and, moded and caused a tremendous problem there and it was very dangerous. it could have been a lot worse had it been farther down the tracks. it could have torn up a whole wn. that wee recmending le pneumatt might prevent this. routine maintenance checks and auditings and things of this sort. i don't think any of that has been done, and it's time for us to get serious about this. we're moving many more products on the rails and roads than we ever did before, and we have a lot of people who don't want any pipelines. pipelines would help alleviate a lot of this problem with the oil we need in our country and we will be using for quite some time to do it safer, but out of sight, out of line, if you don't have a pipeline you won't be using product. that's far from the truth. this is the result of people not making good decisions and it's what's broken in west virginia and broken across the country as far as in washington, the politics. >> i want -- >> b
