look at california. we have in part a man-made drought because of the way that the water has been misallocated how it's been allowed to flow out into the ocean because we could have been storing some of that water. we are in the second year of a drought situation but all of the leaks were basically jammed full. we are in this situation two years later. so much is being allowed to escape based on issues and see for the delta example or the other species. what it really boils down to in the municipalities there are being allowed to let their sewer and untreated water get back into the delta and going into the ocean. that's the kind of infrastructure we should be focused on, water storage and having water that is released from these urban areas that is the municipalities to be released cleanly instead of overflow. how many have driven down the right lane full of potholes and it's pretty terrible driveline. we have flood control situations. i had at northern california we did a lot of good work and more need
