their behind the scene house democrats in particular are really furious with the way the white house has handled this. the way this unfolded is the house had to vote last month on the same disapproval resolution. congress can actually disapprove of some steps that the d.c. government takes and voted on this last month and at the time the white house position was we don't like it, but they never said there was going to be a veto or anything like that. and democrats worked in the house to keep down the number of voters who voted for this republican drafted disapproval resolution. it's kind of complicated but now it heads to the senate and likely to vote on the senate tomorrow. and even though the d.c. city council has withdrawn it or tried to withdrawn it, it's still going to get a vote. so the house democrats in particular feel they were just absolutely blind-sided by the white house, didn't know biden was going to make this statement which he did last week. and the white house has spent the last couple of days defending themselves saying i never said he'd veto it, we never said that.

if you're in the white house right now, how are you managing this >> you don't want it to be a problem. the establishment republicans, the donor class are all supporters of continuing to fund ukraine, but it can be a narrow vote on these sorts of things. this is part of the reason why president biden just went to ukraine to shore up support, remind the public of how important this is. and if there's a few wigglers in there in the republican caucus who aren't going to support because they feel they're going to be in the trump desantis wing, that's a problem for them. politically biden is going to talk about values and who we are as a country, and part of that is standing up against dictators and authoritarians that is a stronger argument i think in a general election but you may have some shorter term challenges to get the funding through. >> there's one quick question, which is we haven't talked much about this since the show began 15 minutes ago, but if there is a trump indictment, how does desantis react to that because he needs to court trump voters, but he also needs to make clear

that's a big shift from what the white house said in the past. last year, they were saying, we need more funding for covid so we can continue to invest in vaccines and treatments and so that we can prepare for a potential new variant this fall. republicans have said that that is not something that they are willing to support. we're not expecting to see that kind of funding in the president's proposal, really showing a shift in the white house, that they are not necessarily focused on the disease itself but just on the economic recovery and moving past it. >> lauren, before we go, of course, the budget battle is really a precursor to what looms, the fight over the debt ceiling which could come to a dead later this summer. i know you're talking to people on both sides of pennsylvania avenue. what's the latest? how woried are people that we may be heading over that cliff? >> i think it's a real serious worry. simply because the stakes are so high here. i think the president is going to touch on that in his speech today. because this is sort of overs

with us from the white house is admiral john kirby at the national security council. thank you for joining us on this. we appreciate it. as we're taking a look at the hearings going on capitol hill right now, when it comes to tiktok, i do want to ask you about that specifically. what are the national security risks when it comes to weighing whether or not the white house wants to ban tiktok? especially when you balance that with first amendment rights? >> well, again, i don't want to preview any kind of decision one way or another. there is a cfius review going on tiktok and we want to respect that independence and not get ahead of it. the president already banned that application off government devices and the concern is data security. and the ability for the chinese in this case to be able to glean specific information and insert themselves from a data perspective into our networks and into -- and into government business. so there is a real maximum security concern there, i won't get ahead of a review ongoing and certainly won't get ahead of this testimony today. w
