bill clinton is endlessly interesting. whatever else anyone thinks of him, and it's a great second act. i mean, he's at 67% approval today in america, 28%-- at a time whether the public is sour on politicians, they have no use for them, bill clinton has lifted to a different level. >> he is the power of crystallization. he takes a lot of complex events and lays out his thinking. often what he says is not blindingly new. but it's obvious once he said it, but observer he said it, it wasn't obvious. that's the tremendous skill he has. what he said about gingrich. i think that's exactly right. we knew as speaker he was a poor manager and when he was competing and sometimes cooperating with bill let he was sometimes chaotic and disorganized and he would let himself vent about where he was sitting on the airplane and things like that. so clinton puts his finger on it, which is how he manages the campaign will show whether he's grown from those days or not so we'll see over the next couple of months. >> lehrer: what did you think

those things came out of the bill. epa regulations came out of the bill. so the content is problematic. the fact we're going to have to revis it this again in february, nobody wants to do that. i happen to actually agree with the president's first position on this. he said at the beginng that it was inexcusable to pass anything short of a year. i agree with it. now he's changing his mind. i just think we have more responsibility and should be doing more in the house, in the senate, doing our jobs and passing something for a year. that's what the marketplace needs. >> ifill: i recall when the president said he wanted it for a year, republicans said they didn't want it at all. now that he says he wants it for two months republicans are saying they want it for the year. >> we came up with a compromise. we passed out before the senate, we passed out a bill in a bipartisan way with overwhelming numbers and sent to it the senate. we too have done the responsible thing. but we did it for a year, as per the president's request. >> ifill: republican senators, brown

today 60% pay bills online. when you combine that with the loss that we've seen in advertising mail as part of the recession, we've lost about 23% of our total volume. 27% of first class mail. first class mail pays the bills in our organization. so when you lose that much-- and we take no tax payer money-- we've got to do other things like consolidating facilities, reducing the number of routes we have out there in order to close that gap. >> ifill: when most people think of the post office they think of their local post office or they think of that blue box on the corner. they don't think about mail processing centers. what's the distinction for the average user of your service? >> well, we have a big network. we have a network that covers the entire country. as a matter of fact, it goes up to alaska, hawaii, puerto rico. we've got these large processing facilities, 487 of them total. and then we've got another 2,000 post offices... 32,000 that receive mail every day from these facilities. our network works on
