for the first time in u.s. history someone who should know and do better has politicized what has been nonpartisan and just about counting everybody in the united states and its territories. there is always been a historic count of hard to count populations, i will go through that in a minute. mostly communities of color and immigrants. there is a fear factor. even though they have resolved the citizenship question, for the moment, but there is still a year to go. many more surprises to come up. the damage has been done. people are afraid to participate. you add that to anti- immigrant rhetoric and threats, almost on a daily basis, not just to immigrants but are communities of color. to our disability communities, it's such disrespect for america's people. this census is the first time that people can go directly online and fill out the form electronically. which is great if you have mobile and internet access. many of our residents, in san francisco, as you know are not wired. they do not have smart phones. th

one of the criticisms that we have in the u.s. d.o.j. is that we do not have a nimble, and quick system of changing and analyzing d.o.j.'s. this matrix is a working schedule that lays out for the next five years what the schedule of review of the d.o.j.'s will be for the commission. but, as laws change, as circumstances change, as emergencies arise, we need the flexibility to take something out of order and address it properly. i don't know if we did that tonight with 5.06 or not. i don't know if that was on the scheduler came out of order. that was the reason this was not being included as part of the d.o.j. 3.01. coming before us, noticing it and have it discussed. whereas if something needs to be urgently addressed by the commission, one commissioner can be involved with the department to agree to schedule it as soon as practical. that arose after the death where we had suddenly an urgent issue and we had to take some d.o.j.'s out of order. we are not following the protocol but there is a reason for it. that is why we have the working
