volunteers in the state of california. california volunteers is a state-run organization by the government's office that's responsible for ensuring coordination of volunteer activities related to disaster response and recovery throughout the state, including the training, equipment, and transportation provisions that are required. the purpose of the grant from the state's perspective is to increase the pool available to them of volunteers that are trained and incorporated into the state's disaster corps program. the disaster corps program is a more advanced level of volunteers fully integrated into the state's emergency management system. as the members in this group have a higher level of training, they can be called upon by the state and deployed to event as needed by the state. san francisco currently doesn't have the disaster corps level of training offered to volunteers. the level of training qualifications required exceed current curriculum of programs and includes requirements such as c.p.r., first aid certification

this is the 2010 california building code, mechanical code, energy, and so forth. every three years, the state adopts a new code. by law, we are required to use the state code, and we are given authority to amend it based on local conditions, climate, topography. we have done this many times over the years. excuse me come up to 1984, we had our own code. since that time, we have had to take state coach, and by law, we have six months to make local changes and bring them toward to have an effective date of colon with the federal code. in doing your code update every cycle, we develop a code of cycle adoption plan, schedule, and i will point out, we are always on a tight timeframe because the city only gives us six months to make changes. that might be ample time for other jurisdictions, but we have to take the code to through the various subcommittees. i know some of you attended those hearings. we then had in-house staff comment, review, analysis, we have to bring it to the full board, mayor, mandatory 30-day waits -- so we are just always on a tight time frame. of

i work labor and delivery at cpmc california campus. we have 18 labor beds, and usually three-five patients -- three-five guests for each patient. after delivery, the patient goes to post part of for mother and delivery care and we have approximately 50 beds. that is 150 cars coming to visit the patients. itadd to this the cars of doctors, nurses, what a challenge. history and research has educated us to know that the support of family and patients results in a quicker recovery and better outcomes. we want people to get visitors. we want people to stay with them. i am very concerned about patient safety. transporting a patient far away from their community will cause unnecessary stress. we have already had a patient come to us in triage, barely making it to the bathroom to deliver with us, and barely made it because of traffic. that is why i am keeping gloves with me when i travel the buses, and for the safety of myself and the patients. i would please ask you to consider this in your discussion, thank you. president miguel: thank you.

the california puc is charged with implementing the choice aggregation in california. the petition that we filed calls on the puc to modify their roles. i want to give you some background about wind it is critical 40 commission to make the changes. -- about why it is critical for the commission to make the changes. one of the key positions in the legislation states that the utilities are required to "cooperate fully" with the programs. in 2005, when the california puc was making the rules, pg&e continues to be a supporter of community choice aggregation. pg&e proposed that utilities should not be allowed to market against committee's choice aggregation programs. they should not be allowed to discourage customers from becoming customers of the program. add that time, a judge here recommended utilities are barred from marketing. the final decision did not adopt that particular provision without providing a full explanation. based on the cooperative attitude of the facilities, they did not see any need to be concerned about the cooperation. things have changed considerabl
