ground because the atmosphere is relatively dry. however, moving a little farther to the west virginia have a, west virginia as well as ohio the western part of the state we're looking at that snow. winter weather advisories have been posted for a part of the area as we watch this system move into that colder air late tonight into the first part of the day tomorrow. so it's not necessarily the amount of snow that we're talking. mainly one to 2-inches. but it's the timing that will impact your friday morning commute. so you can see places like lower merion, norristown, plymouth meeting also moving toward bensalem, west chester into all of south jersey and all of delaware. you are included in that winter weather advisory. and take a look at the impact on your commute. tonight no problem. but tomorrow morning, use caution, allow extra travel time so here's the bottom line. we'll be looking at those temperatures hovering around freezing. overnight tonight the first part of the day tomorrow. so the snow it will stick mainly on the grassy surfaces, the no non-paveed surface tomorrow morning when you walk out the

baby in the back seat. we first showed you the video last night. today police identifying and charging that mother. 28-year-old heaven richardson charged with endangering the welfare of a child. a good samaritan walking in port richmond saw the woman on tuesday and call the police. when officers got there the woman ran from the scene leaving her one-year-old son. police found her hiding under a truck nearby. they say she was high on narcotics. happening right now p thieves pull off a literal smash and grab at a high end clothing store in rittenhouse square. it happened at vince's on the 1700 block of wall it in street. trio burglars in and out of the store in minutes. fox 29's dawn timmeney is live in written house square. dawn? >> reporter: well, lucy and iain, this is where the burglars broke in. you can see it is still boarded up. someone actually witnessed it happening, called police but by the time investigators got here, the thieves were gone. people just can't believe how brazen these three were.

>> i walked past and i saw the window just broken into and i'm like what happened? >> reporter: what happened according to investigators is three thieves smashed the window at the vince clothing store at 17th and walnut racks of high end merchandise trio hitting the store at 5:00 saturday morning. police releasing this surveillance video today hoping someone recognizes the bold burglars. >> they came prepare. it's not like someone just walking down the street and deciding, hey, i'll smash this window. >> reporter: in fact police believe the crooks, two men and a woman, cased the store before hitting it n an and out in just minutes getting away in light colored sedan park right by the window. >> usually these smash and grabs like this don't take long. they usually know pinpoint what they're going to get. they go in, grab it and get right back out. >> reporter: brazen break in has workers at neighboring stores on walnut street feeling a bit nervous. >> that's just craziness. like how did that happen? how did they get away with that so quickly. >> reporter: vince is not the only high-end center city

retailer to be hit. nine masked men robbed bloomingdale's outlet store on chestnut on february 16th. two days later, two front windows at century 21 on market street smashed in and several thousand dollars in merchandise stolen. police don't think there's a connection other than a bunch of bad guys trying to make some fast cash by selling the stolen goods. >> it makes it a lot easier with the internet and social media to sell merchandise and things like that. they can get rid of it really quickly on social media or the internet. >> reporter: we're talking about $12,000 worth of high-end men's and women's clothing. i talked to the manager here. she didn't want to go on camera. she said it's actually her first day on the job. not exact al great way to start out. if you recognize the thee in the surveillance video, police definitely want to hear from you. lucy? >> thank you very much, dawn. and philadelphia police are searching for the man who burglarized two day cares in olney in the same night. it happened late last week. the man removed an air-conditioner from a window

and climbed into the around the clock daycare on west tabor road. they say he ransack the place but didn't take anything that they know of. 15 minutes later police say he forced open a window at the little explorer's daycare on north fifth street where he did steal money they say from a cash drawer. so if you recognize him, give them a call. police have made arrest in violent home invasion in point breeze. tillman bird accused of of forcing his way into a home and assaulting a woman. police say he pretended to be utility worker and told the victim there was a problem with the pipes. when the victim refused to let him in he and another man push their way in after struggling with the suspect the vick testimony was pistol whipped. nothing from the home was taken. bird is charged with robbery and other oh fences. >> philadelphia's new mayor made it official tonight. he's pinning most of his campaign promises on a new tax that the city council is already rejected twice. bruce gordon has been following what's bubbling up at city hall. bruce, the mayor is proposing a soda tax. >> reporter: lucy it's

actually a little broader than that. attacks on several kinds of sugary drinks that he believes will raise the money needed to pay for his ambitious agenda. mayor kenney's wish list is bold and it's pricey. two vick million dollars to expand pre k programs in philadelphia. vick million to help rebuild parks and rec centers around the city and 39 million to create more than two dozen so-called community schools. which would add neighborhood health and social service programs to the traditional school model. >> we have give our citizens all those thing with just one tax. i know that one tax can make some very wealthy and very powerful people very very upset. >> reporter: it won't be easy. under the kenney plan the city would add a 3-cents per ounce levee on non diet sodas, sports drinks and sweeten juices and teas. the tax to be paid by the distributor of those drinks. the folks who cliff those drippings they're blasting the tax as job killer. >> it's punitive to one indust

industry. it's regressive it sends a terrible message to business to stay away from philadelphia. we believe if this passes people will do the same thing they're doing with cigarettes. they'll take a short ride to the suburbs or over to jersey to save two or $3 on their purchase. >> reporter: it's likely the distributor boss pass along the tax hike to restaurants and stores that sell sugary drinks and they would pass the higher costs on to consumers. they are mixed in their reacti reaction. >> soda is not particularly good for you. and we sure need some money to pay for the expenses in the ci city. >> anything that's going to benefit early childhood education i think is something that is worth doing. they can find money in other places because they have it for schools and they shall. >> reporter: not through attacks on soda. >> right exactly. >> the city's calculation the tax will raise about $400 million over the next five years assumes a big drop in soda consumption mostly because of the tax. but the mayor notes that lots of stores and restaurants are

already seeing growth in the sale of bottled water and other exempt beverages to make up the slack there. there is some council support for this plan lucy but enough for passage, that we will have to wait and see about. >> all right. the list goes on as far as looking for money. mayor kenney also looking for $550,000 annually for five years to help pay for 800 police body cameras. he's asking for two, $50 million bonds to cover an energy efficient tee campaign. mayor kenney also wants to trim the wage tax to three point three 3% for non-residents and 3.73% for residents bringing that tax to its lowest rate since 1975. new jersey governor chris christie is responding to criticism against him and the man he's endorsed for president donald trump. christie speaking to reporters today at the state capital in trenton after giving some remarks about new jersey's unemployment rate which the governor says is now at its lowest rate since he took office. four-point 8%. the governor answering all sorts

of questions, one, about 2012 presidential candidate mitt romney's harsh words describing billionaire businessman donald trump. >> that's the way it goes in a primary. republicans differ with each other. but i have great respect for governor romey and i'm sure there's others in the race who wish he would make an endorsement and get out there and try to help someone but he's chosen not to do that. >> just yesterday six new jersey newspapers calling on the governor to resign claiming he's neglecting the state. the governor was asked if he plans on stepping down. >> no, of course not, and i am not shocked that the star ledger editorial page or guinette editorial page none of which have ever supported me, my policies or my existence would call on me now to resign. they're trying to find some way to be relevant. as their circulations decline, as their reader ship declines, they're trying to be relevant and the only way to do is to set themselves on fire.

the impact rolled the path finder. the driver of the other car is at the hospital. the path finder's driver faces charges for not having a license and careless driving. >> dam cash video from new mexico shows a wanted felon making an tempt to get away from police. cher revs deputes pulled the driver over and asked him to step out of the car because of an active warrant for his arrest. the man refused. one of the deputes tries to pull the guy out of the car but the driver tries to speed away. deputy hit the driver in the head with his flashlight that did the trick. the driver stopped was arrested and is in jail tonight. march is women's hiv row month. betsy ross house unveiling new installation at the historic landmark. women at work and revolutionary america is an interactive way to learn the jobs colonial women performed in their time also

debuting today phyllis the lawn drift she was an african-american woman born into slavery, freed when they was 21. they've work for months to bring her back to life. betsy ross house says it's the only site in historic philadelphia dedicated to telling the stories of women. it's only the beginning of march but flowers will soon be in full bloom in philly for the annual phs philadelphia flower show. and today organizers of the show announced the winners of the bloom philly window decorating contest. businesses across the city decorated their storefronts in anticipation of the flower show which kicks off saturday. the big winner is hub properties in center city. i love the flower show. went laugh year. i'm going every year from here on out. 11-year-old golfer shows how it's done at tiger woods new golf course. >> tiger was there for the grand opening of his new course. blue jack national in montgomery

texas newer houston the opening becomes even more special when this kid 11 years old crozer take the first shot and makes a hole in one right in front of tiger. tiger had to hit the next shot. october make a hole in one after this kid does it. showing the guy up. got 14 majors and 82 wins make a hole in one. i got to follow that, really? >> nice. we're following up a very nice stretch of weather with winter weather because now we're back into winter wither authority again. spring a few weeks away that doesn't mean old winter has pack his bags. >> chief meteorologist scott williams has your forecast in 15 seconds yes, spring is right around the corner but we have snow in the month of march. not unheard of but this system is not going to be that major

we're looking at just one or 2-inches of snow and then it will be melting pretty rapidly during the day. dry and quiet right now. but take look off to the west. a lot of this isn't making it to the ground through sections of maryland, however, as you move into roanoke, charleston, west virginia, looking at that snow also around the cleveland area. so this moisture it's moving in our direction after about 10, 11:00 o'clock tonight. through midday tomorrow. so take look at the counties highlighted in purple. all of south jersey that includes you in cherry hill, voorhees, moving toward millville. cape may, atlantic county also all of delaware. then look north and west. berks you're not in that also the lehigh valley where the pocono mountain not looking at a whole lot out of this system. so mainly right around philadelphia into south jersey as well as delaware. look at the temperatures right now. pretty chilly for march. we're looking at 34 degrees in pottstown as well as trenton. 35 right now in atlantic city. upper 30s in philadelphia. we've been talking about this system all week long. it's going to pick up moisture

off to the south. a weak system when it's around the mid atlantic but watch what happens after it moves out to sea. it rapidly intensifies and we're looking at very gusty winds in the open waters of the atlantic but for us, we'll break out into some sunshine before the sun sets tomorrow afternoon. so let's take a look at the clock and the temperatures. the clouds are already here. but look at 10, 11:00 o'clock. looking at some light snow moving into south jersey, sections of delaware and then continuing to move up toward the i-95 corridor. once again it's going to be a light snow. so we have that broad window from overnight until midday tomorrow but that does not mean impressive snowfall accumulati accumulations. just allow for some extra travel time tomorrow morning and then watch what happens by the afternoon. 1:00 o'clock, the last hoorah, flakes down the shore and look at those temperatures right around 40, 41 degrees and y, we see clearing behind that system. so here's your break down of

your friday at the bus stop light snow, temperatures right at or below freezing by a degree or two. by lunch the know it's wrapping up, clearing skies after school and then tomorrow evening looking pretty good with temperatures in the upper 30s. so we're mainly looking at about coating to an inch philadelphia north and west as you move into south jersey, sections of delaware, one to 2-inches. there might be some locations over achieve because most of that moisture will stay to our south with this system. but then as we move into next week, 60s, 70s even in that forecast so for tonight that snowfall arrives after about 10, 11:00 o'clock. and then look at the seven day forecast, 46 degrees on saturday. maybe a few flurries early sunday. upper 40s. upper 50s monday. 65 for the high tuesday. and there's your 72 degrees day, iain on wednesday. >> so that would be a good day to use a comp day. >> absolutely. >> okay. >> i don't think you have any left. >> i have three or four i got to use, man. >> exactly.
