miserable it is to be along the beach this morning. katherine. >> reporter: well, matt, the rain has been steady the winds have been strong. if we were ranking mornings to be outside, i will not lie, this will not rank high on the list. many would agree with me, if you look at the boardwalk, it's miserable out here, it's been raining for showers and the winds are strong. high tide comes in later this morning with all of this rain we could see some coastal and tidal flooding and those spots most prone to tidal flooding could see minor flooding on the roadways, as well. it's not a day for beach weather. in the event you get any ideas there could dangerous conditions with the threat of rip currents, so just be safe, get those raincoats out, you might want to leave your umbrella at home, my

chalfonte, bucks county. an innocent bystanders continues to recover from a run in with a car that involved a shootout. this involved at pan american academy in north philadelphia. police say the driver exchanged gunfire with somebody on the sidewalk the driver died causing the car to veer out of control and hit a third person who was an innocent bystander. no word on what sparked this gunfire. there's been reported sighting of the suspect accused in the deadly ambush of the pennsylvania state trooper. but he is still out there. state police say eric frein alluded them during an encounter on tuesday. it did turn up serbian cigarettes and soiled diapers. time is 5:35, gun charges against a south philadelphia mother of two may be formally dropped today or the atlantic

county prosecutor may ask 27-year-old allen to enter a pti program. she was arrested for carrying her own handgun in her purse and driving across state lines into new jersey. the prosecutor considered seeking three jails in jail time. allen pointed out that the same prosecutor allowed ray rice to avoid jail time after being charged with aggravated assault against his now wife. >> you're telling me i have to abuse and hurt someone to get a second chance you know? i already did 46 days in jail. >> allen bought the gun after getting robbed twice after returning from her job in center city. >> president obama made an urgent call to action on the ebola epidemic. he promised to lead

in during the rush hour. lots of rain out there, a lot highlighted in yellow. that two dimensional view shows you that the movement is in off the ocean off the top of the coastal high pressure center down to our south. every now and then you get the steadier rain highlighted in yellow. i'll go in closer, we are spotting the pennsylvania turnpike out here, parts of that around norristown are getting some heavier downpours, looks like 295 and the new jersey turnpike are about to pick up a little more around woodbury and gibbs town. ac expressway, route 55 better off, but even this green isic maaing the roadway -- making the roadways wet. basically everywhere you go outside of today. you're looking at wet roads. the exception may be allentown and reading, it may be longer before you get the rain. once it arrives it won't be as

bad in the northern and western issues. the big issue is for the immediate area around the pennsylvania turnpike and i-95 and south to the shore. cape may may be past the work of this, there's a break up off the coast, but you have the yellow band that dumped a little bit of extra rain on you a little while ago. you can see the rain drops falling, the other issue, is the wind and the camera is dancing a bit in atlantic city because we have strong wind gusts across the region this morning. that will be the case for most of the day. 61 degrees in philadelphia. it is on the wet side, 58 dewpoint, winds northeast at 17 miles per hour. i have brought in that always on seven day if you would like to glance ahead. future tracker 6 is showing steady bands similar to storm tracker 6 live double scan all this is pushing in off the ocean. i think you'll be stuck with this on and off steadier rain up

until after the rush hour. after that we'll have drizzle by lunchtime and into the rest of the afternoon and evening. the heavy stuff is over the next several hours and after that, things get better. how much are we looking for by the time this winds down later on today? looks like some areas will go to 2 inches highlighted in purple. that's much of south jersey. and a third to an inch and a half in philadelphia. the the winds are part of the problem, right now they are blowing in off the ocean over the top of the low pressure center down to the south and we have gusts at 30 miles per hour at the beach and 25 miles per hour in philadelphia. these winds will pick up a bit as we go later into the day. temperatures they will remain cool. 60 degrees by 9:00 a.m. steadier rain by 8:00, 9:00 a.m. but the rain starts to die down

welcome back you're taking a live look out across center city.me back you're taking a it is a rainy morning in the delaware valley. it is 5:45 and 61 degrees. >> but people still need to go to work and school. >> reporter: they do. like it or not, you have to get up and give yourself extra time. looking in king of prussia, this is the schuylkill expressway at 202 roads are wet, but westbound near gulph mills we have a truck that ran into a median. now in pottstown we have details with the accidents they have blocked 422 westbound in pottstown at sanatoga. this is an accident where a vehicle flipped over and off the roadway, emergency crews have come to the scene they have shut it down. stick to 724 as the alternate instead of 422. in millville, cumberland county the problem is downed tree.

to intervene in the arrest of her son. the department claims the woman's son was armed and resisting arrest. >> a georgia father accused of leaving his toddler to die in a hot car will not face the death penalty at trial. justin harris was indicted on the death. the harris said the death was an accident. prosecutors will forego the death pent of this time, but did not explain what factored into that decision. a jeep other than in north jersey couldn't take it anywhere seeing a driver take upping two cars. it's squeezed up to someone's new corvett. he took the video of the driver's reaction when he returned. the driver was less than thrilled, but got into the
