a witness tip. they say it comes from surveillance video but won't say at this time where it was taken. they are offering a reward. >> reporter: police released the first pictures of the man they believed abducted 74-year- old vi ripken, the mother of baseball great cal ripken, jr. she was taken at gunpoint from aberdeen. >> the last picture you'll see in the photograph, he was wearing a white shirt, a long, white shirt. blue jeans. had a hat on. >> reporter: authorities have not revealed a motive. wjz has learned that gunmen bliebdz folded -- blindfolded and bound ripken. police saturated this area. they closed off part of this street in front of her house. yet somehow the abductor was able to drop off ms. ripken and her car just a few doors down. >> reporter: here's the time line. she was taken between 7:00 and and8:00. her car was spotted that night. a missing alert went out

yesterday morning. a neighbor spotted her in her car about a half hour later. >> she said she had lived right close by. but somebody had dropped her off there. and left her in the back seat. >> reporter: ripken was well known for her community involvement on the board. and here at the harford county boys and girls club, she called their stunned leadership after the ordeal. >> she's coming around well. and she'll pull through it. very confident. she's a very strong woman. >> reporter: again, this saturday picture of the man wanted in her abduction, believed to be armed and dangerous. the fbi and state police are assisting authorities in aberdeen and collecting clues from ripken's home and car as they try to close this case. >> reporter: and police told us they have been asked many times today whether they believe there is anything fishy about this. whether they believe it is in any way, a hoax. they said they believe it is a real abduction. they are actively looking for this man and offering rewards for information leading to tips tonight. reporting live, mike hellgren,

wjz eyewitness news. >> mike, thank you. wjz will stay on this story with new reaction from vi ripken's friends coming up tonight at 6:00. a baltimore county man is accused of having sex with a child. police say the pair met through a smart phone app. vic has more on this disturbing case. >> reporter: 36-year-old steven photos is charged with sexual fiance against a 13-year-old boy. police say potos contacted the teen through a smart phone app called grinder. police say they engaged in unprotected sexual activity. according to the charging document, potos also infected the boy with hiv. potos will face trial in october. >> the suspect is currently free on $75,000 bail. a heat advisory is in effect for parts of maryland right mow. many people caught a breeze on the water downtown. probably the only way they could do it is temperatures shot up throughout the day. the humid conditions make it feel even worse than it actually is. anyone spending time outside is

covering up, which is a good idea. this woman used an umbrella to block the sun. and emergency cooling centers are open in baltimore city, as well as several surrounding counties. we're also watching for the chance of storms in our region, as we take a live look outside right now. looks pretty. feels a lot different. let's go to bob turk right now. he's tracking the heat and first warning doppler radar. >> take a look at temperatures, still in the mid90s. d.c. just jumped to 100 degrees as you can see. but that dew point is so much higher. in fact, it's about 22 degrees higher than yesterday. so the 96 degrees we have right now and 100 in d.c., when you combine that with a high dew point, it feels like 10 degrees warmer than yesterday. d.c., 12 degrees warmer than yesterday but that makes it feel like 107 here and in d.c. yesterday at this time, it felt like 84. that's a big, big difference. 109 in pax river. 95 in ocean city, where it is quite a bit cooler. now, until 8:00 tonight, we have a heat advisory in effect.

and to our north and northwest, severe thunderstorm watches until 10:00 tonight, including garrett county and some severe weather going on across pennsylvania right now. take a look at radar. up across central and northern pennsylvania quite a few new shower and thunderstorm activity going on. seem to be weakening just in the last hour or two. but some of the activity might nake make it into extreme western maryland and northern maryland tonight. and pretty good chance we'll see some of this action again tomorrow afternoon. denise? >> thank you, bob. what is happening to baltimore streets? first, a major water main break near the inner harbor. and now a sinkhole near johns hopkins hospital shuts down more roads. wjz is live in east baltimore. rochelle ritchie explains, city engineers are blaming an aging system. rochelle? >> well, that's right, denise. the infrastructure here dates back to the 1930s. that was during the great depression. so many aren't surprised by the problems plaguing city streets. >> reporter: it's a familiar

sound and problem on baltimore city streets. >> reporter: in just several days, the city has had two major issues with its aging infrastructure, tearing apart the asphalt. >> this is the nature of the aging inpractice structure-- infrastructure city. baltimore is not an exception. >> reporter: a water main break. and yesterday, two feet deep and 6 feet long sinkhole, opening into a storm drain built in the 1930s. >> right now, we're sending a crew in in order to do a walk- in section of the large storm drain. >> sky eye chopper 13 showing the gaping hole. causing confusion amongst pedestrians navigating their way. >> closed and no business. just a few customers coming in. >> reporter: the city says it is taking the necessary measures to find and fix the problem. so far, crews have used a camera underground to look at

the damage, scan water mains to find any other link and check the sewer drains to make sure they're intact. >> it will give us an indication of what needs to be done in order to make a correction. >> reporter: but some say that correction will be just another temporary fix for a permanent problem. >> they need a better system. >> all of this money they're making, i don't see why it ain't better than it is. >> reporter: but funding the project could take millions and years to complete. >> it's a tremendous investment. and you know, that's going to be necessary in order to achieve a steady state. >> reporter: and if the damage is to a 120-inch drain, this street could be closed for a while. denise, back to you. >> all right. thank you, rochelle. on average, there are two to three water main breaks every day in the city. we have an update on the breaking news. ann arundle county gets a new police chief in the midst of controversy. larry tolliver has been appointed to that position. he previously served as maryland state police superintendent. he takes over for james tear,

who recently stepped down. tear was facing questions about misconduct against county executive john leopold. new video tonight of a teen mob, robbing a downtown convenience store. the suspects targeted a 7- eleven earlier this summer. wjz is live. derek valcourt shows us the video and the growing problem of flash mob crimes in maryland. >> as you're about to see, this is crime by volume. so many teenagers taking part that store owners and employees can do little to stop it. this 7-eleven on light street. surveillance camera records as groups of teens walk to the back of the store for free slurpee giveaways. when store employees at the registers realized what is happening, they blocked the doors to stop the young thieves from leaving. >> but the kids physically struggle to get out and even appear to hit the store manager, who then swings back,

after the brief altercation, many kids dash out the door. witnesses saw it all. >> they really started hitting that guy. so he couldn't keep getting beat on. so he eventually let them out. and they just ran. >> reporter: after reviewing this video, they opted not to pursue criminal charges in the case, saying not every conflict warrants them. >> what happened here is not an isolated incident. it's happening more and more across maryland. and it's a real source of frustration for law enforcement. >> reporter: a similar incident happened last month at this 7- eleven on liberty road. and mobs of teens had looted several stores like this one in montgomery county, stealing hundreds of dollars in merchandise. >> i don't think there is any place that is immune from flash mobbing. >> reporter: security expert rob winehold says laws and police must deal with this new trend. >> devastating consequences can occur for innocent bystanders who happen to be in the way. for small business owners who get victimized simply because

50, 100 people walk into the establishment. >> reporter: a bill to convict this type of crime failed to pass in the last one. jeff plans to reintroduce the bill next time again. >> some of the kids seen in that surveillance video were students in school uniforms from mergen thaller votech high school in northeast baltimore. an overturned beer truck causes delays for drivers on i- 270 in montgomery county today. the tractor-trailer struck debris and hit a guardrail before spilling cans and cases of beer in the northbound lanes. the extensive cleanup last several hours, but the road is back open now. the ravens are feeling the heat. today is the first full squad practice of training camp. wjz is live at the training facility in owings mills. sports director mark viviano has more from this morning's practice and what the team's leaders are saying. hi, mark. yeah, wrapping up that first practice at the team

facility in owings mills. it has that familiar feel of summer football. and that feel is blazing hot. that is for sure. now, a number of those familiar faces you've known for years are gone. ben grubbs. they've all moved on to other teams. but new faces have come in. there are more than 20 new ranks rookies-- ravens rookies and a number of newly-signed free agents as they mix with those agents you've come to know and expect. like ray lewis, ed reed, joe flacco and ray rice. >> reporter: the first official full squad training camp workout, to kick off the ravens new championship quest. making the play-off has become the standard under coach john harbaugh. four seasons on the job. four post season appearances. twice reaching the title game. but still no super bowl. having fallen short of that goal in that closing call at new england six months ago, addingad -- adds extra motivation for some. as they regroup.

it is sunny, humid, and 97 degrees in central maryland right now. the complete first warning forecast is coming up. in the wake of the aurora shooting s. gun sales and permit applications. but one wants stronger gun measures. as gigi barnett explains, one of the top cops in that group. >> reporter: the. >> reporter: family of investments continue to mourn. but now, in light of the mass shootings, thousands of miles away in the nation's capital. police chiefs from around the country are calling for tighter gun chromes. >> we have been derelict in our

national response to the problem of gun violence. and for that reason, the law enforcement community is united like they have not been in decades. >> reporter: in a matter of days since the shooting that left 12 dead and dozens wounded, the state of colorado is seeing an uptick in gun sales, permit applications and visits the gun ranges. but now, nine major law enforcement agencies are teaming up. asking lawmakers, and democrats to strengthen the nation's gun laws with tougher background checks for buyers. and ban high-capacity ammunition for magazines, like the one used by colorado shooter james holmes. >> all across america, we've seen violent offenders, arming themselves with high-capacity ammunition magazines that have no purpose other than to inflict massive damage. >> reporter: baltimore county chief of police james johnson is the incoming president of

andrea fujii explains, many residents expect it to be a big boost for that area. >> reporter: some call it fine grocery shopping. whole foods. and one is coming to the ralphs building in columbia. >> the freshness. and the availability of many products. >> reporter: it will be the first one in howard county. the closest one now for residents is this one in mount washington. >> we live right across 29 from here. so we could actually ride our bikes there if we wanted to. >> reporter: the 45,000-square- foot market will take over the second level of the frank dairy design building. the store expects to add several hundred jobs. proponents hope it plus plans for luxury departments next door will revitalize downtown columbia. >> i'm thrilled about it. what it's going to mean for the lakefront is obvious whole foods being a home run to kick this off. >> reporter: adding to a neighborhood can increase property values by up to 25%. >> reporter: plans for the building also include a new

hazy, hot, humid. and thunderstorms upstream. take a look at radar. all across central and northern pennsylvania. a whole line of activity, off to the southeast now, between 20 and 35 miles an hour. they just issued for a little piece of northern york

counties. severe thunderstorm warning until 6:30. may get to that region. if they continue the same path and the same speed, they could be in maryland between 8:00 and 9:00 tonight, particularly northern maryland. some of the activity in the middle there has weakened. but there's still strong activity around johnstown and particularly across northeastern pennsylvania. that's going to be affecting northeast p.a. and northern new jersey. over the next four on five hours. some could be locally strong to severe with wind gusts over -- yes, over 50 miles an hour. they've had those reports in pennsylvania already. this afternoon. right now, we're at 97. that's the hottest i've seen all day. 84, ocean city. 100 in d.c. there at the airport. 96 there. and 86 up in oakland. but the dew point so high, the 97 now feels like 107. yesterday, 87. felt like 84. it was so dry. 94, westminster. bel air, and rock hall, 92. annapolis, south winds. and any of these thunderstorms,

as i said, could produce locally strong wind gusts that could would cause damage. trees down across portions of pennsylvania are being reported right now. and they've also had reports of hail. this activity continues to press slowly to the south and southeast. the front will weaken somewhat. so tomorrow, the front will be close to our vitint. another chance of shower and thunderstorm activity tomorrow as well. you can see that line of storms, all the way across pennsylvania. another batch in ohio. so we do have a risk of some activity tonight and again during the day tomorrow. won't be quite as hot tomorrow. and it will become a little less humid by late saturday. and a lot nicer here by sunday. west winds on the bay, 5 to 10 knots. and advisory for small craft until 6:00. tonight, scattered storms possible. 76. any of those could be strong. tomorrow, pretty much a same deal. more storms possible and the mid-90s. some could be locally strong to severe. ocean city forecast heading down that way. 91, 86, 82. water temperature in the mid- 70s. yes, could be a shower late

it's 5:30. 97 degrees and sunny. good evening. niewmpg for staying with wjz eyewitness news. here are some of the stories people are talking about tonight. a potentially dangerous joke. the coast guard station in baltimore has received six fake distress calls for a boat in trouble. alex demetrick reports, it's a hoax that could put a real call in jeopardy for help. boats out of the coast guard station in baltimore answer radio distress calls all the time. but earlier this summer, six of those calls were phony. >> it comes over vhf channel 16. and the caller says mayday, mayday. and all six calls have been determined to be the same male voice. all of these calls have been determined to be coming from the middle river area of baltimore. >> and the coast guard responded. dispatching boats and helicopters on wild goose

chases that have cost $70,000. because second guessing there isn't an emergency isn't an option. >> when we don't take those seriously, that will be the one time that it is a true distress call. >> reporter: two years ago, the coast guard unveiled its new communications center. this technology is why they know the hoax calls are coming from middle river. here's how. >> it register said in our computers computer a line of bearing. and it tells us that that boat is somewhere on that line of bearing. >> reporter: but to find the exact spot, the radio call needs to be picked up by the second receiving tower. >> we can go many square miles if we can the multiple lines of bearing. >> reporter: but those multiple lines have not appeared possibly because the mayday calls are so quick. >> that's all we get. and silence on the line after that. >> if the person makes the hoax calls thinks it's funny, nono one else is laughing. >> if crews are out there, can't respond to other maybe legitimate calls out there.

>> it's a crime to launch a phony search. punishable by up to six years in prison. >> the coast guard has a tip line and is asking the public for help. anyone with information about the hoaxes is being urged to call. dozens of angry protestors are rallying outside the hyatt downtown. sky eye chopper 13 is over the scene at mceldon square. the demonstration is part of a nationwide movement, boycotting the hotel. the group, unite higher, says the hyatt has recently reduced the number of people it employs. they also claim the hotel is cutting positions and cutting hotel workers to $8 an hour with hardly any benefits. moving the investigation forward with the help of a public television station. vic has developments. >> the tv station in iowa is turning over video of an interview with the mother of one of the girls going. police need the video to conduct the investigation into

the disappearance of 10-year- oldularric cook. the girls of the last seen july 13th. authorities subpoenaed the interview, after authorities stopped cooperating with them. >> detectives have focused attention on her parents who have a long history of being involved in drugs but they have not called them suspects. a 23-year-old victim of the colorado movie massacre is laid to rest today. teresa garcia reports for wjz. those who survive their injuries are receiving big help with their medical bills. >> reporter: family members and friends of michaela medic, hugged and cried, as they gathered at her funeral in denver today. >> i couldn't write anything for my sister. because words can't describe my sidekick and i. >> reporter: colorado's governor and the mayor and police chief of aurora were among the mourners.

>> michaela,. >> -- the 21-year-old student known as kayla went to see batman with her friends. she died at the theater, but investigators kept her body at the crime scene. it was almost 20 hours before her family honored -- learned the tragic news. >> we were blessed with the opportunity of michaela touching our lives. >> let us not grieve michaela but embrace her life. >> reporter: some of the survivors of the rampage won't have to pay their medical bills. three of the five hospitals say they will limit or entirely wipe out medical charges for victims. >> reporter: caleb -- katie's husband caleb who was shot in the eye is recovering from multiple surgeries. >> he is fighting to get back to us. i don't know how it happened to him. he was just -- he's such a good person. and people love him so much. >> reporter: a friend of the couple set up a website that

has raised more than $300,000 for the medleys. in aurora, colorado, teresa garcia, wjz eyewitness news. >> reverend jesse jackson visited aurora today and held a press conference near the apartment of james holmes, talking about gun control. mitt romney kicks off his london visit with a faux pas over the olympics. in tonight's campaign 2012 report, romney heads overseas to meet with british leaders, raise the money and attend the opening ceremonies. tara mergener has more from the white house. >> reporter: mitt romney walked out of 10 downing street, looking to smooth over comments he made about london hosting the olympics. >> my experience as an olympic organizer is if there are always a few very small things that didn't end up going not quite right in the first day or so, those get ironed out. >> reporter: romney ruffled a few feathers at the start ofs trip, saying he had doubts about whether great britain was ready for the olympic games. >> there's a guy called mitt

financial mess. baltimore racing development. the group that ran the race last year, lost its contract with the city. and still owes millions to taxpayers and vendors. down force racing briefly stepped in. then were quickly replaced by race on llc, a local company that is partnered with andretti sports marketing. >> everything is on schedule. we're quite happy with the way things are going. >> reporter: michael andretti and his team have less than two months to plan the grand prix. but with extensive experience, he says they will be ready by labor day weekend. >> the event is going to be, i think, one of the greatest street races in the world. you know, it has a potential to be. >> reporter: race on has signed a five-year deal with the city. the race's general manager, timothy mayer, has reworked the race course and revamped the grandstand. >> baltimore is open for business. it is going to be a great weekend. and we are passionate about communicating that to people. >> reporter: it's an effort to

it starts tomorrow and lasts 10 days. this is your time of year. ron matz reports on all the sizzle as baltimore's summer restaurant week gets under way. >> at harbor place, the appetizer challenge kicks off the big celebration. in little italy, sabba tino's is ready for baltimore's summer food frenzy. restaurant week is back. favorites are on the menu. including the famous book maker salad. >> it wouldn't be sabatino's, without a book maker salad. it is the most popular item on our menu, by far. >> reporter: about 100 restaurants are offering the big discounts. three-course dinners for $30.12. >> obviously the restaurants enjoy doing it. and i know it's a lot of work. but they see some value in it. and people keep coming. >> this is our 12-ounce strip steak, feerltsed on the restaurant week menu. >> reporter: at sullivan's steak house, they come for the steaks. and seafood. the dining room will be

speed ride on you tube. officers say the public health identifies scott, who now faces up to five years in jail. wow. the drug enforcement administration is cracking down on synthetic designer drugs. in 100 cities nationwide, the d.e.a. is rating smoke shops of synthetic marijuana and other drugs such as bath salts. earlier this month, president obama signed a bill that bans the sale and production of many of the most popular synthetic drugs. in tonight's healthwatch, doctors in london say the first child to undergo a stem cell tracheal transplant is doing well. surgeons implanted a donor tracheal into kiran frenag two years ago, lining it with the boy's own stem cells so his body wouldn't reject it. researchers say the 13-year- old's new organ is getting stronger every day and that he is back at school and breathing normally. right now, more than 113,000 people are waiting for

organ transplants. a little over 28,000 will get them. mike schuh reports, survivors from across the nation, including here in maryland, will gather to celebrate and compete. >> reporter: seven months after this now 5-year-old was born, she nearly died. i'll let her tell you why. >> my heart was very sick. >> so sick, a machine was keeping her alive. >> and the nurse came running in and said, we have a heart. >> they gave me a new heart. >> reporter: pardon me. but they were bowled over. olivia's heart transplant obviously worked. she is happy to have what she calls her zipper. >> yeah. >> what are these? >> saddles. >> wow. >> reporter: and she's a transplant actlet's. >> -- athlete. >> this was for jumping. and this one was for golfing. >> reporter: at 3, she competed in what is called the transplantz games. now at 5, she's leaving tomorrow for the next round.

her competitors, all transplant survivors. >> i won. >> no, you didn't win. >> a beautiful child, full of life. it's easy to see why her mom gets choked up when talking about the donor and their families. >> you walk by people in the street. and you think about them now as heroes. god forbid could happen and they could save nine other people's lives. >> reporter: the great thing about this 5-year-old athlete is she's not afraid to share with you her training secrets. >> i run. and then i jump. >> reporter: good luck little girl. from london. the widows of two israeli athletes are calling on spectators at the london games to protest during tomorrow's opening ceremony. >> get up and silently stand for a minute, quietly. >> reporter: their husbands were among the 11 israeli athletes and coaches killed 40 years ago, after terrorists took them hostage from their olympic dorms. family members presented a petition with more than 100,000 signatures on it. asking for a minute of silence during the opening ceremony. but international olympic chief jacques rogga denied the request. he held a tribute to the munich victims earlier this week at the olympic village, one of several commemorations planned. >> we're marking three different ways this year. we've marked it on the 25th and 30th anniversary. we will continue to mark this. and as the president himself said, we will never forget what happened. we can't. >> reporter: but that doesn't satisfy the widows, who believe the appropriate time to honor
