shooting inside johns hopkins. the commissioner told everyone there is room for improvement. >> the commissioner's meeting was all about security at local colleges, universities, hospitals, and more. he wants to make sure everyone has a specific plan is a crisis happens on campus or other areas of the city. the commissioner is very pleased with the response from not only the baltimore police department but johns hopkins is security after last week's shooting. the department is still investigating and reviewing protocol. in the meantime, they want to make sure they have plans in place at all the local colleges and universities. they want to meet three times per year with security directors. he wants there to be regular grills for situations like mass evacuation did a shooter on campus. >> the commissioner met with all the heads of security. the good news is that they all

have security plans. we need to do a better job to make sure we are communicating in the same way. the same way we talk at the university of baltimore, loyola, and johns hopkins. >> they talked about instituting incident command training which would help between the different institutions. reporting live at johns hopkins, wbal-tv 11 years. >> more witness testimony in the trial of three men accused of killing former council member can harris. one witness described how he knew exactly who one of the defendants was. barry simms is live outside court side -- courthouse east. >> germain murray said he watched the surveillance videos on the internet. he did report what he saw or heard the people were that he could identify to police until more than one month after the crime. >> once again, they reviewed surveillance video is.

this security officer told he called police and identify the defendants. special police officer in jermaine murray said he saw the videos online. marie identified charles mcganey and jerome williams. he said he had another -- a number of encounters with them about loitering. as he watched one video, he pointed to the person in the middle and describe what he called "a funny walk" buying one of the men. in another video and he identified mcganey saying he saw a side view of his face. they're using his testimony to bolster their case against the three men accused in the september 2008 murder of former baltimore city council member ken harris and the robbery of the new haven lounge. the defense questioned his special security certification and whether that allowed him to perform duties at the shopping center at the time of the robbery and murder.

>> he cannot tell to the jury the truth about when he was observing mr. mcganey and mr. collins. he had no authority in 2008. none of the commission granted after the homicide allowed him to get the vacation. i have my doubts that he was even at the vacation. >> murray told them he did not carry a gun when he was not supposed to. he identified the defendants because of the encounters he had had with them. during the motions hearing, he testified he identified collins because he walks with his feet pointed out. murray did not mention that today. reporting live from downtown baltimore, barry simms, wbal-tv 11 news. >> the cause of this fire is still under investigation tonight. the fire broke out after 2:30 a.m. on northern parkway. six family members were inside the house at the time.

amazingly, all survived. their 57-year-old grandmother is in the hospital. she hurt her leg jumping out of a window. the fire hit two alarms before the crew got it under control. >> all of a sudden, i felt a big bang and i heard screaming from the hallways. i opened my eyes and the doorway was just in flames. >> the fire did leave the family's 6 pence dead. the cause is under investigation. >> two years since maryland opened its first public boarding school for at risk students. it's number one priority is to repair those students for college. tim tooten is live in the newsroom. he has a progress report. >> the students are living on campus in southwest baltimore. you may recall that this is modeled after pie -- a public charter school in washington.

it opened with just 80 students from 30 maryland school systems. the sixth, seventh, and eighth graders can to live and learn on campus. >> the ability of our kids to adjust to a boarding environment, they have done a great job especially our incoming sixth graders in getting acclimated to our expectations and being away from home and their families. they have got a really good job. >> the administrators say they are committing to improve their social and academic schools which has become evident for what is being offered during and after school. >> some of our students take two math class is every day. some are taking two reading glasses. >> these they were of education still has the final say so on how the school is run and what students are required to learn. >> the enthusiasm of the students and the fact that they a diverse background.

that's in andy harris' unfair tax plan. 23% sales tax. a 23% sales tax will cut my business in half. would be devastating. andy harris' 23% sales tax absolutely makes no sense. 23% sales tax would really make things unaffordable. that's too high for the average american out here. i don't know how we would manage it really. don't like that idea. we can't afford andy harris' idea.
