of a man. >> reporter: julie, behind me in this dumpster are some burned books. these books were inside this portable classroom inside st. john's church. the books burned early sunday morning when this building was set afire. apparently, this arsonist returning to finish the job. it is this face in a sketch, and the possibility of more fires that keeps sylvia maldonado up at night. >> we haven't been able to sleep since. >> reporter: she's returning to saturday morning, when someone set fire to her neighbor's home when they were sleeping inside. >> i'm just worried that he's going to come back to this area. >> reporter: her worry apparently justified, because

the arsonist returned to revictimmize st. john's church. >> maybe he wants the community to know that he's lost. >> reporter: images of a potential suspect. ktvu obtained these still pictures today from a home surveillance camera. it shows a man matching the description, setting fire to the front parch on friday. he returned three times until he was successful. the homeowner did not want us to use his name or address. >> they hit our house, then the house across the street a day or two later. seems pretty brazen. >> reporter: residents are asked to keep their lights on at night. sylvia says she and her neighbors are keeping in close contact. >> everybody has just been kind of working together, and trying to get this person off the street. >> reporter: all of these fires have been set very early in the morning. 1:00, 2:00, 3:00, 4:00 a.m.

you would think there would be very little foot traffic in these neighborhoods, but the neighbor said actually, there are quite a few people out roaming the neighborhood at that time of the morning. ken pritchett, ktvu, channel 2 news. >> more details now on the search for that arson suspect, and the clues that investigators are using. these images were taken from various surveillance cameras, where the arsonist has struck so far. the figure seen in each of them has similar characteristics. the surveillance images helped police create this scatch. the man is described as white or latino and at least 6 feet tall. it's the middle of january, but even so, we have a red flag fire warning up tonight. it took effect just a few minutes ago at 10:00. we found evidence of the fire danger in fairfield this afternoon. this small brush fire that fire crews were able to put out

quickly. in a normal year, we'd have rain and the threat of grass fires would be almost nonexistent in january. but this year is not even close to normal. cal fire is keeping planes ready in chino. also hiring 125 seasonal workers. >> now to chief meteorologist bill martin on the gusty winds he's seeing tonight. >> this red flag warning is really all about the winds. we had wind gusts up to 45, 55 miles per hour. winds right now, they're not there. one of the windy spots typically is up in the oakland hills. it's starting to ramp up. 30miles an hour near los trampas. the winds are there. not as strong as last night. but, as we go through the evening as things cool off, night grows, we're going to get into windier conditions. we can see gusts going 35 miles

an hour. we've also got low humidity. fire danger up. that red fire danger going into effect. on back here after the break, we're going to show you which cities tomorrow are going to make it into the 70s, and perhaps set some records. a small earthquake rattled people in the vallejo area this evening. the 2.9 quake was centered on the south side of vallejo. we received emails from several viewers saying they felt the earthquake, but no reported any damage. new evidence of the serious consequences of the h1n1 flu this season. there is word tonight of four more flu deaths in the bay area. the victims were 61, and 62 years old. the san mateo county health department reported one new victim. at this point, the age has not been given out. sonoma county is reporting the death of a 54-year-old patient.

normal by the end of this week. reporting in santa rosa, debra villalon, ktvu, channel 2 news. >> more details. by our count, there have been 15 fatalities from the flu so far this season. this map shows where they've occurred county by county. the number in santa clara county grew to four. the deaths all involved people underthan 65 years of age. the flu vaccine is one of the best ways to protect yourself against swine flu. a uc berkely doctor says this year's h1n1 virus might be less risky for seniors, because a similar virus circulated 60 years ago. >> people that were alive in the '50s, were given a protection that younger people don't have. >> almost 400 residents are protecting themselves with vaccines, hand sanitizer and a

rule to remain in your room if you get sick. they're also using something called the elbow cloth to keep germs from spreading. the bay area's largest slaughter house is recalling more than 40,000 pounds of meat. the meat did not undergo full federal inspection. the meat, including beef hearts, tongue, and liver was shipped to distribution centers and retailers across the state. the usda says it has not received reports of illnesses, only that the meat was not properly inspected. new at 10:00, b.a.r.t.'s largest labor union has voted to raff a new contract with -- ratify a new contract with the local agency. 87% of members voted in favor of the four year agreement.

members of b.a.r.t.'s other largest union ratified the contract a little over a week ago. the bill ends months of negotiations. meantime, a bill to ban california's public transit workers from striking has lost a round in sacramento. senate republican leader bob hup introduced the measure, but today it was defeated. members voted along party lines. unions call the bill bad policy. it came as a bit of a surprise today. george miller said he is retiring. for the past 40 years, miller has represented contra costa county. the 11 congressional district stretches from richmond, to concord, to pittsburgh and south to danville. telling us why one of the most influential democrats on capitol hill is calling it

schizophrenic man three years ago. the defendants were clearly relieved when the verdicts were read. the officers encountered 37- year-old kelly thomas as they were investigating a complaint of vandalism. the july 2011 beating was caught on videotape. it shows officers repeatedly striking thomas, and using tasers on him. his parents say they're stunned by the verdict. >> it just isn't fair at all. they murdered my son, and they get away with it. >> a coroner's report found thomas died because he couldn't breathe due to a chest compression, as well as injuries to his chest. a judge today ordered an oakland man to stand trial for the murder of 8-year-old alaysha carradine. the little girl was shot and killed during a sleep overat her friend's house last july.

darnell williams knocked on the door. as soon as it was opened, he fired more than 10 shots. alaysha was killed, two other children, and a 63-year-old grandmother were wounded. charges against the second suspect have been dropped. police say the shooting was in retaliation for the killing of 26-year-old germane davis earlier that day. the father of the two children who were wounded was arrested last week, and is accused of that murder. ktvu has obtained exclusive video. it shows a fight moments before an off-duty police officer shot a man. ktvu claims what led to the confrontation, and what charges the suspect is now facing. >> reporter: ktvu has obtained surveillance video. police say it happened after an i-280 fender bender, between a

police sergeant and is suspect. the sergeant is the figure in white on the right. the suspect, wearing a dark top appears to inspect the car's front end, a few minutes in, things get heated. >> while they were in conversation, and the suspect punched the female sergeant in the face. >> reporter: the video shows that pace and the sergeant drawing a gun. >> the officer sergeant then discharged her firearm, and that subsequently struck and grazed the suspect in the lower body. >> reporter: police identified the suspect as joel henriquez. >> he was booked on terrorist criminal threat, and threats against a peace officer. >> reporter: henriquez says he is seeking a lawyer.

an argument involving a cell phone in a florida movie theater ended in a deadly shooting this afternoon. police say the suspected gunman is a retired tampa police officer. investigators say receives demanded the victim to stop texting as the movie was about

to begin. the sheriff called the incident absolutely crazy. a southwest passenger jet that landed at the wrong airport in missouri, took off this evening with a new crew, but no passengers. southwest flight 4013 was supposed to land at branson airport last night, but landed at a smaller airport seven miles away. no one was hurt, but the pilot had to slam on the brakes, as the plane came dangerously close to a steep embankment. passengers were bussed to the correct airport, and then put on correct flights. the runway is just over 3700 feet long. that's about half of the runway at branson. the southwest pilots have been grounded, pending the result of an investigation. a pastor in vacaville is denying involvement in a weekend firebombing at the home of his ex-girlfriend. authorities say mark lewis had three people carry out the attack. one of the suspects said he's not the one who should be

homelessness in san francisco. it's not a new problem, but there is a new twist tonight. some say the men and women living on the streets are being pushed out of one neighborhood, and ending up in another. san francisco's ten year plan to end chronic homelessness concludes in a few months. >> in recent months, the mayor's office set in motion a new plan to clean up the mid- market corridor. some say all those people being pushed off of market street are now gathering. >> reporter: the mayor he is office has acknowledged that the the number of homeless people has remained at about 6,000 over the years. some are complaining the city has pushed out homeless from

one area and into other neighborhoods. >> reporter: she tells me, police have given her a handful of tickets for camping along the sidewalk of market street. it's an area the city has revitalized. >> i am constantly being harass the by police, and what not, to move my stuff. you get your stuff taken all the time. >> reporter: mccann says the department of public works confiscated her backpack that had her id and all of her belongings. the 24-year-old says an increase in rent two months ago, along with the loss of her job put her on the street. >> i try to move around, so i don't get ticketed, and harassed by the police. >> reporter: people who live or work in the civic center area, say they've seen an increase in homeless people in the past 6 months. starting today, the city put up signs that say drug free school zone. >> there's drugs.

yahoo has hired a private investigator to track down one of its programmers who has been missing since new year's day. a website dedicated to finding luke says he was last seen in oakland, and may be in need of medical attention. there has been no activity on his social media account, since january 1. the 21 member task force is charged with coming up with recommendations on how to best set up a civilian review board for officer involved shootings. the killing of of andy lopez in october triggered a series of protests in santa rosa, and laid bear what some claim is a long standing distrust between segments of the community and law enforcement. >> anger. there's miscommunication. i don't think anybody denies this is a tragedy for everybody

involved. my hope is that something good can grow. >> reporter: rice says she believes that the task force represents the diversity of sonoma county. now to the south bay, where medical marijuana supporters are launching an initiative drive to keep dispensaries open in santa rosa. medical marijuana supporters are calling for a minimum of 50 stores in san jose. they're also refining guidelines to only prevent new ones within 1,000 feet of schools. supporters have until may to collect some 20,000 signatures to get that initiative on the november ballot. utility customers in one peninsula city are upset about a rise in their energy bills. allie rasmus explains why some residents saw their bills double this month. >> that's a meter. >> reporter: peter never read the dusty meter on the outside of his palo alto home. but he definitely looked twice

at his energy bill. >> it was over $400, which is high. i think normally we'd be in the high 200's range in the winter, when we're burning a lot of gas. >> reporter: he wasn't the only one surprised. dozens of customers complained about an apparent spike in their bills. the city says they didn't have enough meter readers in november and december, so they estimated the amount of energy used by 1400 customers. >> how can you estimate power usage? >> they guessed based on what they used last year, and if there was anything off, we reconcile it. >> reporter: the utility went back to check the meters, and adjusted the customers bills. >> people used much more than last year. not only more, but much more than last year, so there was a big chunk to reconcile, and put on their next bill. >> reporter: the city says it does note the estimated readings with a small e next to

the units on the bill. >> seems like they should probably tell you about that, you know, when they send the bill. >> reporter: estimating energy usage is actually a common practice. the representatives say they all on occasion will bill their customer based on an estimate of their use, if they can't access and read their meter. they say in the future, always make sure to send a representative back to read those meters, and adjust those customers' bills, accordingly. two men who died in a house fire in palo alto are being identified as life long friends who attended high school together. we first told you about the deadly fire last friday night on the 10:00 news. family members tell palo alto online that donald shownauer lived in the home with his friend, ed martin. both men were 64 years old, and graduated from palo alto high. firefighters believed the fire

age requirements on the internet. so he increased legislation that would prevent the sale of tobacco products online in california. that includes e-cigarettes. congressional leaders in washington presented a massive $1.1 trillion spending bill late today that would fund federal agencies through october. the 1500 page bill provides the details of a bipartisan deal reached last month. democrats defeated efforts to cut funding to the affordable care act, or strip the epa of its ability to regulate greenhouse gases. it also provides $1.5 billion in aid to egypt. israel laid to rest one of its most controversial leaders today, former prime minister, ariel sharon. he died saturday after eight

by a recent data breach. the hackers stole information from as many as 110 million customers in late november and early december. today's offer is for one year of free credit monitoring, with fraud resolution help if needed. everyone who has shopped at target stores is eligible. you can sign up on the target website. snapchat is dealing with an annoying spam problem that it blames on the website's quick rise popularity. it allows users to send texts and images that disappear after being viewed. it recently suffered a data breach that exposed millions of user names and phone numbers. the company says the spam issue over the weekend is not related. snapchat is asking users for patience while it resolves the problem. urging governor brown to issue an emergency drought declaration for the state.

job security? nobody. ken whisenhunt, let go after six seasons with the cardinals, spent this past year as the offensive coordinator with san diego. he is freed up to take on a job as head coach, and does so with the tennessee titans. the musical chairs is going to continue for the next couple of months or so. a stiff test for stanford next year. lots of talent headed out the door, including david yankee who has decided to forego his final year on the farm to enter the nfl draft. yankee class act. skyed he was a proud member of nerd nation and will be humbled to be part of a long list of stanford alum playing in the nfl. that he will do in the very near future. in the meantime, that's the sporting life for a monday night. no sharks, no warriors, and a lot of football hype until saturday. >> i can't wait. >> the build up has definitely begun. >> 3:30 here on channel 2.
