it sounds like a gets done one way or number. >> it does. this is a bill that will become law whether the president, frankly, wanted to or not. it is something they spent a lot of time negotiating over. the senate passed this bill at about five weeks ago, now. somewhere between four or five weeks ago. the house had spent the intervening week fine-tuning it. there were some things at the foreign affairs committee objected to. they work those out. the bill will end up on the president's desk probably this week. again, includes sanctions against those three nations. also a provision whereby if president trump decides at any point during his tenure, he wants to drop sanctions against one of these nations, he has to see congressional approval. he has to notify them come a written, and they have a month to reply to them. it is a way they can check the executive also. >> shannon: we had heard so much bipartisan support.

on the issue of whether republicans will lose the house, i'm not sure that will actually habit for two reasons for the first is, republicans look pretty good going into 2018 despite the lack of progress so far this year. they also look like it will hold on to the senates also, nancy pelosi is facing a lot of backlash right now within her own party for the loss of a thousand seats across the country under president obama. i don't think they are ready to put her back and the speaker chair yet. >> shannon: marion, across party lines, when they work hard, daily to keep their money. they don't like giving away, and that is something that. there is a bipartisan movement that, they wanted to get tax reform done. is that possible in the current climate in d.c.? >> i think the real point here is, you are seeing the publican rank and file standing up to the republican leadership. trump, mitch mcconnell, and ryan. they did it on health care.
