By "self assigned" addressing your friend probably means you're not getting an address from a DHCP server but did try to reach one. In that situation Windows picks an address on its own. If you have the option, try sniffing traffic for a while with Ethereal or something similar. It shouldn't take long to find the subnet details, confirm that others aren't getting DHCP leases and find an unused address. Avoid network and broadcast addresses (no matter how small the subnet) and avoid any address generating ARP responses. At the Windows command prompt, arp -a after ping will tell you whether a protocol (IP) address has been resolved to a hardware (MAC) address. The Cricket graphs suggest sflan15 (the router) has been down for more than a week and that during the few days before that it was up for no more than 3.5 hours at a stretch. If the AP is up and the router is down you'll have a good signal and no IP connectivity. It that is the situation I expect all you'll see when sniffing traffic is DHCP requests and windows announcements.
