I can't connect via the 4 Funston sflan link (via SFLan4) -- and SFLan4's graph shows no uptime:

Known problem? Anything I can do to kick it back to life?

The tunnel to sflan4 has collapsed. Some managed switch between sflan4 and our datacenter occasionally forgets some subnets. I notified the admins there. The tunnel will re-establish itself as soon as that underlying network issue is resolved.
