Any thread along these lines will only be of use if the following data is available:
1) Time of day (with timezone)
2) Download server that the item is coming from
3) Speed of download from intentionally different download server (which one)

Torrents will affect the speed significantly, rate shaping even a tiny bit (i.e. reserving 10 or 20 kilobits of upstream bandwith for non torrent traffic should help significantly (unless you are also uploading full bore via ftp at the same time, of course.)
