we're in the 40s. there are showers out there. by noon, 51. at 5:00, 54. temperatures will not be moving much at all today thanks to that stubborn storm system still on top of us. the showers this morning, you see them to the northwest. you see them off to the south and the east and that's exactly what we're looking at on live doppler 9000 hd. we'll take you up toward the shenandoah valley and you can see from new market to mount jackson, toms brook, strasburg over to front royal. this goes all the way up toward the hagerstown area. frederick, meyersville probably seeing a few showers there. then at the calvert county, darker green here. prince george's county, even northeastern charles. this is all drifting off toward the north. grab the rain gear and a jacket. highs today only in the mid- 50s. monika, over to you. good morning. good morning, everybody. i'm going to keep it at the green light. you're beginning to see volume on the interstates. really no big deals. not enough anyway to change it to yellow yet. we'll zoom into the southside

of town. things are looking fine. where you see the yellow cars is where you have some delays. we'll take a look at the franconia springfield parkway. no problems up through springfield and on to 395 and up to the 14th street bridge. back to the maps, this time, let's zoom into the southside of town. you have some traffic forming. remember the new traffic pattern from the inner loop. stay right to get on to 66. otherwise looking fine at the dulles toll road. no problems here as you head southbound on the beltway across the potomac river. you'll be fine. a quick look if you're planning to take trains, everything is still running on time. in my next report, we'll take a look up in maryland at 6:12. >> let's get to some of the stories happening today. a week of announcing nobel prize winners is underway. three men won the prize moments ago for medicine for their research on disease. the nobel peace prize big prize

developments and these protests aren't limited to new york. surae? >> reporter: no, they aren't, michael, andrea. protestors have been building in numbers spilling out from wall street to the brooklyn bridge. police formed a human shield to prevent any more people from getting on to the brooklyn bridge. it stopped traffic. police arrested 700 people and demonstrators are part of the movement, occupy wall street, and have been camping out at the financial district for three weeks now. the message has been spreading across the country. protestors have formed in new mexico, los angeles, and spread to chicago and here in d.c. there is a planned conference at the washington hilton this morning. >> the goal of this movement is to take our nation back from the corporations and for the people and for the 99%. >> my father has been unemployed for a couple of years.

we got foreclosed on. my sister is in college with tuition we can't afford. there are a lot of different reasons why i'm here. i'm supporting the cause. i've been waiting for this for awhile now. >> critics say this is a leadership less resistance. they just want their voices heard. they vow they'll be out protesting throughout the winter. a benefit concert in woodbridge, virginia, raised money and spirits for victims left homeless after tropical storm lee. ♪ >> the money will go to help residents of holly acres trailer park get back on their feet. 70 families lost everything when the creek flooded their neighborhood last month. nancy lyle is with the worker's

committee. >> you can raise actual funds for the family. >> every penny donated will go to the victims of the flood. >> the national weather service is hoping the weather cooperates today so they can resum the inspection job of the washington monument. it was cancelled over the weekend because of wind and rain. there is a live look at the monument now. engineers rappelling down the side of the monument. got moved about 30 feet off of it by a gust on friday. the crew is looking for damage following the earthquake back in august here. inside the monument is closed indefinitely. >> jessica doyle is here with a haunted "your money" report. >> you have 28 days left to find the perfect halloween costume. >> i think it is cruella doyle. >> i had a makeover this weekend. what do you think? >> we're all really tight with our budgities but when it comes to the kids, we're opening up our wallets a little bit this halloween. >> retailers don't think

consumers will be too spooked by the economy to spend a little more on halloween this year. the national retail federation says the average american will spend about $72 on costumes, candy and decor up $6 from 2010. total sales, $6.8 billion. >> most people will spend the majority on costumes. average spends $25 on costumes for themselves, children and petss. $20 on candy and $20 on decoration. the economy will impact how much they spend. >> halloween is also an opportunity for retailers to gain insight on how consumers will spend during the holidays. >> what types of advertising is working? what are they buying for their kids versus themselves.

rick perry is still trying to drum up support despite the latest hit to his campaign. on sunday, "the washington post" reported that the texas governor and his family leased a huntening camp named after a racial slur, n head with n being the n word. >> that is very insensitive and

since governor perry has been going there for years, to hunt, i think it shows a lack of sensitivity. >> republican presidential candidate herman cain shared his outrage sunday. but perry's camp says "a number of claims made in the story are incorrect, inconsistent and anonymous." the governor denied to use the camp when the racial slur was still visible on a rock saying his father painted over it. while perry tries to get his campaign back on track, political observers are still waiting to see whether another potential candidate jumps into the race. new jersey governor chris christie didn't answer questions sunday. but he's reportedly closing in on a decision and apparently even has a team looking into a possible presidential bid. >> i think he's done a great job as governor. he would an very viable candidate. >> some high profile republicans are ready to see christie run but others believe his moderate views on issues like gun control and

momslikeme.com bus stop forecast, it is calling for a few showers. it is cool and damp. kind of chilly and raw as temperatures start in the 40s this morning. sun is not up until 7:06. our day planner, lots of clouds. showers at times. 54 at 5:00 with highs today in the middle 50s. west of town and now east of town, we're looking at some showers out there. we'll go west first. this goes from harrisonburg up and down interstate 81 toward charlestown just getting over to around harper's ferry. this is slowly moving off toward the east. the other area of rain. plum point, north beach up to shadyside. even into eastern areas of prince george's and charles county. light rain moving in and coming up route 4, route five, even 301. you'll run into the light rain

off to our east over the next hour or so. we'll have to watch it as we go throughout the day. temps are cold. 43 leesburg. 45 winchester. 50 at tappahannock. annapolis at 45. here in town, we're up one from last hour. 48 with the clouds. dew points 41. west-northwest wind at 5 miles per hour. winds won't be much of a factor today but tomorrow, i expect some bigger ones. big storm system here in the west coast. one off british columbia with the rain coming on the northern california to the northwest. hen this other big storm system, number two across the country. sitting here across the east for days and days with showers back toward detroit. upper lows here, surface low offshore. surface low gets a little better developed here, it will start to pull away. still a few showers. low starts to pull away. the mountain showers toward tomorrow but for the most part, as the winds kick in. sunny, breezy and a little

washington monument. been in the news lately, hasn't it? where inspection crews hope to get back to work today. it is chilly on the national mall right now. 47 degrees. but it will be the wind speed that will determine whether they go back up today. >> what a weekend, huh? >> thanks for starting your day with us. we're glad you're here. >> howard bernstein is on the weather terrace with our forecast. he can tell us about any winds today. >> winds don't look too bad today. tomorrow, i don't think they'll be out at all. you can imagine you get some height in elevation, easily get some gusts, 35, 40. today though, it is cool. damp. you're going to feel it. i'm feeling every degree of it this morning. that dampness transfers the heat that much better. by noon, 51. showers at times also with highs only in the mid-50s. we've had snow showers all weekend going on in the mountains. in fact, this morning, there may be a few more up at higher elevations. we're seeing showers around shenandoah valley and now east of us. and a quick look at live doppler 9000 hd, you see it there from the park up and down

81 and then really into parts of prince george's county, central and southern anne arundel, much of calvert, eastern charles and a couple in st. mary. a couple of light showers out there. it is going to be a cool day. we'll have more on the warm-up in few minutes. here's monika samtani right now. >> i finally decided to turn the light to yellow. that's because we have one incident. it is not a big deal but it is causing some slow traffic. we're going to zoom into the southside of town. and in fact show you the live look. it is just north of the occoquan river. disabled bus sitting on the right shoulder. it is flashing lights causing all of the delays. i would say coming up from dale city to the occoquan river, there is the bus right there. no big deal. this time, let's zoom into the northside of town. first of all, on the outer loop of the beltway, slow traffic also on the bw parkway at route 32. word of an accident. let's take a live look at the beltway at new hampshire avenue. just slow traffic as you head on the outer loop from 95 over

toward new hampshire and silver spring. that's where your slow traffic is. the lanes are open. if you take metro, marc or vre, everything is running on time this morning. no problems to report on those three trains. but speaking of metro, metro's extension through tysons corner and on to dulles is going to be delayed again. "the washington examiner" reports the project is six months behind schedule. that means the so-called silver line is not expected now until june 2014, just the first phase. work all the way to dulles and ashburn will take four more years. as far as going over budget, an emergency fund to cover overruns is down to $83 million. the hot lane construction, the metro construction for virginia riders has been really tough. >> let's put money on it. the silver line will be built before that british light bulb runs out. what do you think?

>> we hope so. >> i'm with you, andrea. >> that one they used to try to take care started out at over $300 million. >> incredible. in just a few hours, the supreme court begins its new term. that's when the justices will start deciding which cases they will hear over the next few months. they actually take about one in ten that are proposed. they're expected to go for president obama's new healthcare law. that's because 28 states including virginia claim that law is unconstitutional because the federal government requires people to buy health insurance. tom goldstein says the decision could come months before next november's presidential election election. >> the law itself is obviously really important whether you like it or not. it has tremendous consequences for president obama's re- election because it is a signature achievement. >> it may take up whether the

police can put on a gps unit on a suspect's car without a warrant and whether indecency rules on television rilate free speech rights. >> while you slept, amanda knox spoke in an italian courtroom pleading for her freedom. >> she's convicted of murder in italy. she's trying to appeal the conviction. >> surae chinn has been tracking developments all morning long. shae joined us live from the satellite center. >> good morning, andrea and mike. we're waiting as the jury decides amanda knox's fate. she spent about 15 minutes speaking to the jury. i've been listening to the appeals court proceeding which wrapped up about an hour and 45 minutes ago. >> speaking in italian, she addressed the jury made up of eight including two judges in a packed courtroom and perugia, italy. an emotional knox says i've lost a friend in the most brutal, inexplicable way possible. i'm paying with my life for things i didn't do.

she said she's innocent. she said she did not rape, steal or kill. she said she wasn't present during the crime and believes she was home, she would be dead, too. instead, she was at her boyfriend's, raffaele sollecito who has pleaded for his innocence just before knox spoke this morning. knox's attorney was the first to speak. very animated and passionate, calling for knox to be set free. it has been four years since 21-year-old british exchange student meredith kercher was found stabbed to death, partially clothed in the house she shared with knox. police believe it was a night filled with drugs and sex but the evidence has been sloppy, mainly dealing with dna evidence. there are several other things that could happen today. the jury could decide to uphold the conviction and give her time served already. they could also acquit her and set her free this afternoon. of course, we're waiting to

hear what the jury will do. it is expected the decision will come down around 2:00 washington, d.c. time. thank you, surae chinn reporting live. "the early show" will have much more on the amanda knox case coming up at the top of the hour. this morning, we've learned that a soldier from prince william county, virginia, was killed during an ambush in afghanistan. 32-year-old army first sergeant billy siercks was severely injured. he was flown to germany where he died the next day. he leaves behind a wife and two sons in nokesville, virginia. >> get ready to pay a lot more for the long cab rides in d.c. last week, the d.c. taxicab commission announced plans to remove the $19 cap on the fare. that means the meter keeps running no matter how long the ride is. riders will still have to pay any surcharges and oh, yeah, that $1 gas surcharge, you'll still have to pay that, too.

showers here. you'll also notice the showers going back toward the detroit area this morning. this storm system has been annoying a lot of people. this morning on live doppler 9000 hd, now south of hagerstown down i-81, showers and also off to our east. some of these are getting close to the east side of the beltway. we'll go west first. western frederick county, through charlestown and harper's ferry down to front royal getting into fauquier county. especially west of route 17 and down into the valley. we're seeing the showers. east of town, showers have been affecting from the northern neck where jan in readville says light rain. lower st. mary's and calvert. southeastern charles. brandywine, upper marlboro. this heads up toward annapolis. so, we'll be watching in spots as i said for those showers at times. as far as our weather headlines this week, one more cool damp day today. breezy and warmer tomorrow. mid to upper 60s tomorrow. really nice by wednesday and right now, the weekend looks

first of all, let's zoom into the southside of town. over to 95 where you've got the red cars and the yellow cars because of an incident at the occoquan river. let's take a live look at the prince william parkway. the incidents on the right shoulder and then let's take a live look at 395 where it is just volume, no big delays as you leave duke street, trust me, that's not too bad. we'll go back over to the maps. this time zoom into 66. we've got an incident at route 234 at the exit lane. that's causing quite a bit of slow traffic trying to get through that area in manassas. beyond that, it will be route 50 toward route 123. otherwise 66 inside the beltway is doing fine. coming up, we'll take a look at the big problems around the area at around 6:58. back to people who have replaced andrea and mike. not sure who these people are. >> this is "your money" report. it is a trick and a treat. >> we're talking about the top
