what we see on the replay, it looks to me like the knee did not connect. officials are saying that it did. still, the fight continues. if josh emmett got knocked out, there for, there is no argument. jeremy stephens is the winner. >> i don't see what people are arguing about right now. i just don't. >> everybody needs to look at this replay. they have the new unified rules. but there's no replay. we can see it at home but if you think it's illegal or not, it doesn't matter. they can't change it. the referee inside the ring decided not to call it. i think we should be allowed to have replay. >> i don't know why they don't use it and let the judges see the scorecard. the rules are, they stop to be keyed up perfectly. i think there's time for that. the elbows could've been partially illegal. the knee, he missed. but that's the ref's job keep that from happening.

times very heavy rain that will be moving through late tonight and as we head into the early morning hours of our sunday. we are expecting sunday to not be all rain all day it does seem to move as we head to two, 3:00 o'clock in the afternoon. but when this is all said and done, some of could you say see near an inch of rain i'll let you know who is expecting the highest accumulations in the full forecast and also what to expect as we head into monday it looks like it will be more sunny by then, guys. >> sounds good, thank you moni monica. happening now, people in south philadelphia in disbelief a driver barrels into more than a dozen parked cars leaving behind a mountain of damage. that man is now in custody thanks to several people who jumped in to action. fox 29's brad sattin caught up with the men who held down that driver until police arrived. brad? >> reporter: yeah, dawn. you'll hear from them momentarily. this guy slammed into 15 cars it all came to a crashing end at the energy this corner where we're standing here at third and porter. in fact, behind me here, this is

the very last car he hit. you can see the damage he left behind. and this is where neighbors then jumped in and took control. >> my god! >> reporter: unbelievable video. >> somebody get that bleep out of that car! >> reporter: blue pick up engine revved barreling down south third street late friday night slamming into one car after the next. a neighbor looked outside, grabbed her cell phone and started recording. >> it was something like a monster truck going over like one side of his truck just going over every parked car. >> reporter: at the end of the block, the corner of third and porter, the pick up after one final collision may have stalled. neighbor mike magee caught up to it. >> i opened up the driver's side door. dragged him out of the car. >> reporter: two other men then assisted. you can see the driver who police have identified as 43-year-old james keyser face down in the white sneakers. >> he resist add little bit. we were able to get him down to

the ground and secure him until the police came. >> reporter: 15 cars were hit sideswiped, some pushed on to the sidewalk. others potentially totaled. side view mirror after mirror ripped off. debris everywhere. i heard first hit was actually my car he hit. >> reporter: zac ran to the corner and hemmed restrain the driver. >> he kept just saying let me go, let me go. we weren't letting him go. definitely seemed to be out of it. in shock or under the influence of some sort. >> reporter: arrested for dui and hospitalized. two people who came to the door of his home said he was okay but declined to comment further. a scary couple of minutes. neighbors like brian finding his car damaged on the sidewalk but he's actually relieved. >> i'm happy that nobody got hurt. >> reporter: or worse. >> absolutely could have killed somebody. there's kids out here playing an hour earlier. all the kids just went in. like i said it just turned 10:0. nan thank god nobody was hurt or killed. it could have been a very very bad situation.

>> reporter: yeah, it sure could have been. this one of the car still sits here most have since been towed away. neighbors trying to deal with insurance issues and some of them having a few problems including one guy who says that his girlfriend is eight and a half months pregnant. right now as a result of this, they have no car. dawn? >> not good. all right, brad, thank you. in wilmington, two people are facing charges in the death avenue 15 month old baby. police have charged 37-year-old lavar harris and 22-year-old tam mick wright. she's not pictured here. police were called to the hospital on february 17th for the death of a child. investigators learned the child's mother left the baby in the custody harris and wright. the child's death ruled a homicide by blunt force trauma. harris and wright arrest add few days later and charged by murder by abuse or neglect in the first degree. young man is in the hospital recovering tonight after he was shot in the head in the frankford section of philadelphia. this happened this afternoon just before 3:00 on the 1700 block of scatter good street.

19-year-old man was found by police at the scene. he was taken to the hospital where he is in stable condition tonight. no arrests have been made. if you know anything police would love to hear from you. developing to night in the florida school shooting, a new report says several broward county deputies waited outside marjory stoneman douglas high school instead of rushing in as a 19-year-old killer stalked the halls. the allegation comes just two days after the school resource officer resigned. police say security footage showed deputy scott peterson failed to go into the building during the shooting. 17 innocent lives lost when 19-year-old nikolas cruz opened fire at his former high school. senior brandon huff says he could hear gunshots from outside. when he got near the freshmen building he saw peterson standing there pointing a gun at the building but never moved. >> despicable. you didn't do your job. you were trained for this.

you were armed. you had a bullet proof vest you were pro decked more than anybody else who died hook lost their lives and you did nothing. you froze. you got scared. you know, you did nothing at all. you could have saved a lot of lives. >> peterson resigned after he was suspended without pay pending an internal investigation. the broward county sheriff says his office will investigate the additional claims that two more deputies did not enter the high school. meantime in orlando, survivors of the pulse nightclub shoot log have soon have a place to pay respects. permanent memorial is being built to hahn in the memory of those who died. these are pictures of what the memorial will look like. construction begins on monday. >> amazing. this memorial site is going to, you know, it's going give healing. it's somewhere you can mourn. you know, and people from all over the world to come and see what happened in orlando, florida. >> another meeting on the memorial is set for next saturday at the public library in downtown orlando.

the permanent memorial is expected to be finished within two years. we're leaning more details tonight about the woman accused of driving a van into a security barrier around the white house. she is 35-year-old jessica ford from tennessee. the secret service says this was not the first time that ford has come into contact with agents near the white house. she's been arrested several times for a variety of criminal violations. authorities say yesterday was the fourth time that ford has tried to unlawfully gain access to the white house. but this time she was armed when she reportedly drove a white van into a security barrier prompting a lock down on the premises. i heard a dull pop it sounded like a dull firecracker. it didn't sound like a crash or anything and then i turned around seen all the smoke and as soon as i saw the smoke and all the police were starting to pile out of the back of the white house and from across the street and then everybody just scream going, go, that's when i told

wednesday of natural causes. he was 99 years old. afghan officials says at least 18 soldiers have been killed after their checkpoint came under attack by taliban insurgents. two other soldiers were wounded in the attack which took place in a western province. two security personnel were killed in a suicide bombing in the country's capitol of kabul. the islam tick state group is claiming responsibility for that attack. now to a developing story out of our nation's capitol. after weeks of waiting, the democratic rebut tell to the republican's claims of fbi and doj surveillance abuses is now out. fox's catherine herridge has details. >> reporter: the newly released ten-page memo a direct reply from the house intelligence committee's top democrat congressman adam shive to the republican staff member that was released earlier this mom the gop memo says the fbi and justice department abused rules to spy on members of the trump campaign. republican house intelligence committee chairman devon nunez

also weighing in on the democrat's memos release tweeting that the memo is quote a total political and legal bu bust. just confirms all the terrible things that were done. so illegal! white house's official response is that the democrats memo was designed to under cut the president politically and also that it fails to answer serious questions about surveillance during the 2016 election. in washington, catherine herridge, fox news. >> president trump now weighing in on the redrawing of pennsylvania's congressional map. in a tweet this afternoon the president said "democrat judges have totally redrawn election lines in the great state of pennsylvania. this is very unfair to republicans and to our country as whole. must be appeared to the united states supreme court asap! >> the pennsylvania supreme court recorded a new map to be drawn saying the previous one was unconstitutional. this week republican state lawmakers tried to block the new map from going into effect but suffered a set back yesterday

before u.s. supreme court hearing that could outlaw public sector unions from requiring non members to pay dues or fees as part of a lawsuit which aims to dramatically change national labor law. soon nasa might not be the only ones in space and we're not talking about aliens here but rather a little competition. fox's phil keating has details about the launch of a new space station. >> reporter: blasting off modified space x falcon heavy rocket or another powerful launch system, bigelow aerospace plans to launch it's own space station three years from knowledge nasa and its global space partners would no longer be the only game in lieu of earth's orbit or i don't know. the b330 where sick people could live and conduct no non-governmental commercial research in space. found and ceo robert bigelow gave fox news exclusive access and tore of the larger olympus space station which could house up to three dozen people. it's four levels also provide
