now. really a mixed bag. it depends on where you are. if you are not getting rain right now, you will likely get some a little bit later on. temperature across the reason on, we are in the 60s. 61 in the district. 61 at dulles airport and baltimore. there are some 50s out there to the west. winchester at 59 degrees. forecast for today, period of rain off and on today. can't rule out a thunderstorm developing this afternoon. we'll also see rain showers tonight as well. lots of clouds around, of course. highs today only in the upper 60s. we'll have more details on that forecast coming up in just a little bit. >> and to make it more clear,ments a bad hair day so now you've really got it. thank you. let's check in with julie to see how things are moving. >> unfortunately, we are not moving too quickly anywhere at this point. we have big tie-ups to report northbound on i-# 5 where traffic is already gridlocked trying to work your way out of dumfries headed into wood brim. it was a resurfacing project that went awry. the road crew will be in place

throughout the remainder of the morning drive. northbound i-95, only one left lane in the main line is open traveling north of 234 out towards the prince william parkway. expect a lot of bail outtraffic over on route one. northbound 395, the accident activity just north of duke street tying up the right side of the roadway. single file to the left gets you by. we've got problems now along southbound 270 coming inbound in towards gaithersburg and rockville. the accident activity at 370 is blocking the right leap in the local lane. overall, southbound 270, about 40 miles per hour coming in out of urbana headed down towards 109. from father hurley boulevard out to the accident scene, about a 15-minute commute. that's a check of your fox 5 on-time traffic. a heads up for you see a bunch of helicopters and activity around area hospital today. it is all part of capital shield 2012. it starts at 8:15 this morning. the terror response skills of first ponders will be put to the test.

more than 08 federal, state and local agencies will all be involved. -- more than 80 federal, state and local agencies will all be involved. after an investigation that spans several months, police have the stepfather of a 12- year-old girl in custody. stacy cohan is live at police headquarters with more. >> reporter: the latest is her 4 #-year-old stepfather david hang has been arrested, charged with the murder of his 12-year- old step daughter. this was a terrible case. you may remember back in may, may 31st, jessica nip, 12 years old, a sixth grader came home from school at 3:00 p.m. by 7:30, she was found dead stabbed multiple times in the basement of her home. her 41-year-old stepfather was apparently estranged from her mother, living with another woman in the same neighborhood and that woman was described by the woman that lived there, she said she was his wife. she showed fox 5 some court

documents including search and seizure warrants that showed that they were looking for a boot, a boot that is issued to ride-on bus drivers. that is what david hang did for an occupation. apparently, a similarrize 8 boot print was found at the scene of the crime. dna evidence found on a sheet near jessica's body, dna evidence was linked to hang. we are waiting a press conference that will happen here late are this morning at montgomery county -- later this morning at montgomery county police headquarters. back to you. now to the other heart breaking story involving a young child from montgomery county. yesterday, police in maryland found the body of a young boy in the woods in clarksburg and they think it is 11-year-old william mcquain seen here in this photo. he was last seen on october 1st. the discovery comes less than a week after his mother was found murdered ensued their home in germantown. will item's stepfather is a

to take place in michigan on novemb a winner from last night's special election in prince george's countiy. democrat derek leon davis beat republican day gardner with 91% of the vote to 9%. the county is heavily democratic. davis was the favorite ever since he won the democratic primary last month. back out on the campaign trail, someone stole the ultimate in presidential souvenirs. we are talking teleprompter, podiums, even presidential seals. all of the stuff taken while president obama's team was near richmond. we'll have an update on that story coming up next. a by star story out of ohio now. police forced to hunt big game after dozens of exotic animals escaped from a farm. the owner found dead and the situation had morning still very dangerous. we'll get an update.

making headlines this morning, it is still not clear if thieves who stole a struck belonging to the president's team knew what they were texting. it was full of sound equipment, podiums and teleprompters. it disappeared on monday from a hotel and was then discovered at another hotel near richmond yesterday. pilots of a southwest airlines plane had to make an emergency landing in texas. this happened on a flight from l.a. to kansas city. witnesses say a man started screaming obscenities at other passengers and made a commotion owe tee back of a plane when a flept tried to step n a 29-year- old man was taken into custody an is charged with interfering with a flight crew. 25 deaths in 12 states are now linked to lysteria in canted lope. this is the deadliest known outbreak of food-borne ill's in the u.s. in 25 years. in all, 123 people have been sickened but that number could grow even more because it can take up to two months for lysteria to appear. maryland is also among the states to have a confirmed death. still ahead, it is never a

several schools in ohio are canceling classes this morning while police try to track down exotic animals that escaped from a farm. people are being warned not to leave their homes. the owner of the farm was found dead yesterday and the animals' cages were left open. >> we got a little about the of a list compiled, mainly there were grizzly bears and black

minute. what is today? from this evening through late tonight. let's take a look at what is going on with our weather conditions. hd radar, we'll start with that as we do have rain showers coming through a couple of spots of heavy rain. down near dale city, you are seeing a line of heavy rain move through from dale city to points southward. we have a couple of areas where we have some heavy rain off to the west as well near reston, near gaithersburg and well off to the south and east. in some areas, we are for the getting any precipitation right now. annapolis, severna park, no precipitation there. in the district, we are seeing mainly light rainfall at this hour. let's take a look at the satellite-radar. this will be with us during the entire day today. this shows you what is happening during the last three hours with our sentinel radar. area of low pressure down to our south helping to send all this tropical moisture. we saw it yesterday down into georgia and florida.

a lot of heavy rain with this off the coast or along the shore i should say of the carolinas. so that is interesting. meanwhile, out to the west, we still have that cold front that is slowly making its way eastward. that has precipitation associated with that. so even as this pulls out of the region, the front will be moving in and that will bring us more rain later today and during the nighttime hours. temperatures across the region, we are primarily in the 60s right now. look at this, 61 degrees. 67 in quantico. 63degrees in frederick. 65 in annapolis. there are others out there to the west where we have the cooler air in place. 54 in frederick. 54 in hagerstown. i think i must have mentioned -- i think i said frederick. i meant fredericksburg earlier. behind the cold front, detroit, 49 degrees. here is a look at the forecast

traveling northbound i-9 5rbg -- i-95, the problem is with the resurfacing. delays are starting to stack up north of stafford headed up into dumfries. the good news is that the hov restrictions have been lifted on 95 and 359 to help alleviate some -- 395 to to help alleviate some of that construction of the problem is the lane don't up until dumfries. you have to sit in the backup to get to 234 which is where the mess starts in order to get over to hov. route one is taking a beating already early this morning. outer loop of the beltway, already slow, 95 around to georgia avenue. eastbound university boulevard coming south of the beltway if you will, accident activity there has traffic squeezing by single file to the left. southbound 270, better news for you. the accident activity at 307

gone. i-70 down towards father hurley boulevard, a 30-minute commute. that's a check of your fox 5 on-time traffic. it took just minute for the d.c. council to halt a controversial law that has been on the books for a long time. council men's approved a measure that would stop police officers from having the authority to arrest drivers who have expired tags. so for now, no more arrests but you can still get a ticket and be towed. >> we have some laws on the bach that don't make any sense. when you find out about them, the idea is to correct them. >> the idea is to fin out how many people have been arrested under this law in the past 10 years. i hope it is not very many but if it is one or two or three, it is too many. >> aaa supports the council's decision but wishes the city would do away with the impound policy too. coming up next, we'll go live to fox business network in new york. we'll get good news for retire years who depend on social security checks. as we go to break, it is the ultimate in gift giving. neiman marcus is out with its

the session there on some disappointing earnings results but then we got word out of europe, media reports saying that germany and france were going town crease the size of the bailout fund over there by almost five mimes times. that september thins, particularly the financials moving higher in that late trading. futures are little changed here. slightly higher at the moment. we are awaiting the profit reports later today from the like of morgan stanley. we'll keep an eye on them. the big imroas grosseery hain chain super valentine and digesting apple's reports from last night. -- and the big grocery chain super value. >> apple had missed analysts estimates but than a lot of analysted were stepping back is everyone read the media reports and saw the reports on the internet that a new iphone 5 was coming. we saw the iphone 4 instead but a lot of people put off buying

their iphones appear the new bun didn't launch until the beginning of this quarter for apple. a lot of the demand was simply pushed into this quarter from last. so it looked disappointing and it certainly was not what people were expecting. nonetheless, we'll see at the end of this quarter if that demand was simply pushed forward y a little bit of good news i guess for social security recipients. looks like they'll be get a bit of a bump-up. >> we are talking about 3.5%. it hasn't happened in three years. there wasn't enough inflation to do the cost of living adjustment or the cola if you will. so we've certainly seen price have been going up over the past few years. grocery store, gasoline pump just to name two of the most obvious places. so this will help those on a fixed income. >> thank you so much. we'll see you again soon. still ahead, two gop

was a resurfacing project that didn't go as planned. i know it is difficult to see in the dark butt crews are still here and they're still working until further notice. only left lane is getting by. delays through the work zone as far back as 234 headed northbound up towards the prince william parkway. to help alleviate some of of the tie-ups, v-d.o.t. has lifted the hov restrictions on 395 this morning. the problem is the hov lanes don't open up until the reach the work zone. you guys coming in out of fredericksburg and stafford will be sitting in the backup just trying to get to an entry point that will help save you some time as you get to the hovs. the accident activity still in place here. northbound 395 at took street. it is single file to the left working your way north of duke street with delays leaving edsall road headed up to the capital beltway. the accident activity southbound 270 gone. we are focused in on southbound

i-95. delays coming southbound, 32 out towards 212, about a 20- minute commute right now. average speed at 198 is about 43 miles per hour. that's a check of your fox 5 on-time traffic. fox 5 following two developing stories this morning, both involving the murder of young children. a hard breaking accepted to the search if a missing montgomery county boy less than a week after he was discovered missing. police believe the remains found in a wooded area in clarksburg yesterday that of william mcquain. there are signs of tarek mehanna other a. to his body. his mother was found murdered in their germantown home last week. william's stepfather is a suspect in both of their deaths. he is being extradited from north carolina. now to the case of a maryland girl found dead in her gaithersburg home back in may. police say they now have her stepfather in custody. fox 5's stacy cohan is live at police headquarters in rockville with more on this. >> reporter: good morning. two cases of children being murdered, both stabbed and both cases, it is the stepfather that is involved in the arrest

and in this case, 42-year-old david hang is charged with killing his 12-year-old stepdaughter, jessica nguyen. nguyen was found dead inside her gaithersburg home back in may. she came home from school on may 31st, went down to the basement and was discovered later this same evening. she had been stabbed to death. there is reportedly a great deal of evidence. the "washington post" is reporting that dna evidence was discovered on a sheet that belonged to a small -- a sheath that belong tied small sword found near the body. we were told by a woman living with the suspect that police executed a search warrant at their home in gaithersburg and took away a boot. it is a boot that he apparently used for work as a ride-on bus driver, a boot print of similar nature was allegedly found in the crime scene. this woman that mr. hang is living with claims to be his wife. >> have you had any interactions with them? >> they don't talk.

they don't come outside. see them only at nighttime when they are coming in the house. >> reporter: it is interesting that she says she is his wife. he is still married to jessica's mother. the two had apparently been going through a divorce battle over the prior year leading up to jessica's death. we are expecting to learn much more here later on this morning. reporting live. i'm stacy cohan. back to you. >> thank you. administrators at fairfax county's oakton high school are handing out whistle to female students that they can use if they are accosted in the streets. this is after an abduction attempt on a 16-year-old girl last tuesday and some other suspicious activity in the area. police say the suspect has a pierced eyebrow and two piercings in his left ear. the car in tuesday's incident was a white subcompact with a baby on board placard on the driver's side. a heads up today if you see a lot of helicopters and activity around area hospitals. it is all part of capital

more on the bush to ban crib bumpers. the american academy of pediatrics is weighing in saying they should not be used. melanie alnwick has more on this. >> babies are safest, says the american academy of pediatrics when they are put to sleep on their backs in a bassinet or crib with no pillows, blankets, stuffed animals or bumper pads. evidence based on better information from death scene investigates is growing that bumper pad and other soft bedding materials can cause an

infant to suffocate. babies have tiny lungs and can't move air around very well. so when they get scrunched up near soft bedding items, they can't get enough oxygen. though the risk is small, it is real. so maryland health officials are moving towards banning the same of crib bumper pads. dr.dayal is on maryland's advisory panel. he is pleased to have the backing of the mesh academy of peed -- of pediatrics. >> i think it is a good thing for infant safety across the country. >> reporter: the consumer product safety commission has not yet made an official statement about bumper pads though the agency is conducting its own independent anatural sisms american academy of pediatrics released its guidelines tuesday night. they will be published in the journal of pediatrics. -- though the agency is conducting its own independent analysis. one woman in florida aing

surprised when she found out her cell phone bill was just north of $200,000. her two brothers, who are deaf mute are on her plan. they text and they watch videos on their phones and when they took a trip to canada, the woman did for the switch to an incident man and that is where the charges came from. t-mobile has agreed to cut her bill but she will still have to pay $2,500. she can pay that out over a six- month period. >> still better than that. >> sometimes we hear these stories and it is some bizarre mistake. but she and her family did rack up the charges. >> which is shocking that you can actually rack up that kind of cost. >> and shocking to some extent that t-mobile was just like we'll cut it to $500. >> and shocking that we forget that international charges apply when you cross the border to canada. >> i've never been to canada. >> really? >> never been to canada? >> no.

coming in froth south. very heavy rain off the coast of the carolinas this morning. this yairs cold front out to our -- this area is a cold front out to our west. there is an upper level low after that. this will track to the east and bring reinforcing rain showers and maybe even some thunderstorm activity with it later on today and then the cooler air behind that lags so we'll get those effects not today but more like tomorrow and tomorrow night and then the next day. right now, 61 degrees here in washington. 62 in baltimore. fredericksburg is at 63 degrees at this hour. temperatures in the 50s out to our west. 54 in hagerstown. forecast for today, cloudy skies. periods of rain of course showers are likely. maybe some afternoon thunderstorms. high today about 68 degrees. for tonight, more ran showers, maybe a couple more thunderstorms. the rain wraps up late tonight or during the overnight hours. 54 for your low in town. for tomorrow, rather breezy. inthose winds could gust up to 20, 25, 30 miles per hour.

on in canada. >> we kind of answered the first question recently about rain and foliage. >> a couple of weeks ago, we had all that rain and the answer with the rain is unless we are experiencing a real drought, the amount of water will not affect the leaves here this fall. >> it is more about temperatures. >> and daylight hours, that kind of thing. >> how do you want to do this. do you want to go scientific first or talk about our viewers. >> let's go scientific first. here we go. yellow there, i'll put this in motion for you. we see the leaves falling. here we go. here is close to peak time here in the mid-atlantic off to the west out towards skyline drive and out to the mountains of west virginia, we are now peaking. the orange there is near peak and that is starting to move down towards harpers ferry and frederick and will be moving through here in the next couple of days and then it will be south and east. as it typical this time of year, the peak leaves work from northwest to southeast.

who actually works here. she thought we wouldn't notice that. jessica owens, takoma park. that is nice. that wouldn't be at peak yet. that is a little further off, a little later. the gw parkway. i love it. here what is i to. when the leaves are peaking, i drive the entire length of the gw parkway back and forth from the beltway in maryland all the way down to mount vernon and you just go back. >> do it at rush hour you you get a great view because you go really, really slow. >> you can count the leaves on the trees. >> let me mention a couple. southern maryland got a lot of votes. >> if we get some windy weather, will the leaves all be gone? >> slept question. the basic answer is we'll start losing leaves.

the trouble now is, if you are traveling northbound on 395, the accident activity you had at duke street is gone but check this out. i got a crash in the hov lanes here at king street and no one is moving. so now the hov lanes are blocked at king. the last chance you have to get out before this mess would be back at newington or up at duke street. northbound on i-95, the last chance would be in newington before you make your way up towards king street. on the other side of town being justify as busy. can't get a break thanks to mother nature and all this wet stuff. delays from 175 to 212, about a 25-minute commute at this point. the outer loop of the beltway, from route one to yoirm avenue, about -- for georgia avenue, about a 20-minute drive. that's a check of your fox 5 on-time traffic. next hour, get your day started with a little bit of dancing this morning. >> sounds like fun. holly is live in northwest with more on a festival that brings
