news. a police involved shooting at a sheetz in frederick. we can see in the video, a white car up on the sidewalk. an suv crashed into the driver's side. it looks like a bunch of papers scatter aid cross the ground through the parking lot. a maryland state police trooper shot a person they call a suspect. not a ton of information right now, but pat collins is on his way there to find out what happened. we'll have updates in the nbc washington app. back to you. >> more breaking news now a second police involved shooting, this in the district. we got off the phone with d.c. police. they tell us an officer shot and killed a suspected burglar this morning at a liquor store along georgia avenue northwest near the d.c./maryland line. police say there was a gunfight between the officers and two suspects. one was killed, the second suspect is on the run.

megan fitzgerald is heading to the scene right now we'll keep you updated. >> i'm molette greene live in prince william county where two families and two school communities are grieving the loss of high school seniors as police here dig for answers. busloads of students started the day off at osborne park high school with grief counselors ready to help them cope with an unexpected loss. 17-year-old indya davis attended this school. police found her and 17-year-old lyle ferringer dead saturday. he attended garfield high school. prince william county schools said the schools are focused on helping students and staff cope with the difficult news. that's the priority. parents in prince william county are shocked to hear what happened. >> when you have kids, you always worry about them.

just don't want to have it happen to any kids. very sad. >> reporter: police say whatever happened was not random and are working with the medical examiner to get an exact cause of death. autopsies set for today will give them some answers. >> that's horrible. do they know whahappened? >> reporter: a park ranger discovered the teens saturday near dawson park in dale city. inside the back of a locked minivan. the high school seniors were pronounced dead at the scene. now, police said the teens had injuries and we're working to find out more details about that. indya davis' brother confirmed the two were involved in a relationship together and attended the same middle school. molette green, new 4. counselors are helping

students at a spotsylvania school cope. two students were arrested in connection with a school shooting mrooplot. they planned to call in a bomb threat and then allegedly shoot students and teachers as they left the school. they will be in court this week. the alleged plot was uncovered by chance through text and social media postings that led concerned students to contact authorities. one person is missing after this boat sank off vancouver island in canada. the whale watching boat sank with 27 on board. you're looking at cell phone video of the back end under water. we know that five people died after not making it off that boat in time. the coast guard was able to rescue 21 others. a mayday call came in but there's no word on exactly what went wrong. late their afternoon, the woman who crashed into a

homecoming parade will be in court. four people died and nearly 50 others were hurt. the 25-year-old faces four second degree murder charges. witnesses say she accelerated into the crowd watching the oklahoma state university homecoming parade on saturday. chambers' lawyer said she has some sort of mental health issue and will likely ask for a competency review today. in the newsroom, we are monitoring the death toll in an earthquake in afghanistan. it keeps going up. numbers coming in to us now say close to 200 people are dead in afghanistan and pakistan. these are pictures out of afghanistan in one of the poorest areas. this house leveled by all the shaking. it's walls crumbled. the quake measured 7.5. there was panic and chaos. 12 students at a girls school in afghanistan were killed in a stampede of people trying to get out of the building. people all over pakistan felt

in a few hours two men arrested for robbing and killing a montgomery county man will face a judge for a bond hearing. 24-year-old earl bennett and chante gladden are accused of murdering garrett mcklees earlier this month. police say the three knew each other and the shooting death may be drug relate.

a new gop poll says republican voters prefer an outsider. dr. ben carson is the candidate viewed most positively by republican registered voters in the poll. 65% giving him a favorable rating. donald trump is still viewed as most electable by 70% of republican voters polled. a wave of wet weather is headed our way. meteorologist tom kierein has your updated team 4 forecast.

cloudy, back down to the 50s. storm team 4 radar not showing any rain. we have a few sprinkles in southern virginia, moderate rains tracking off to the west. timing on that beginning tuesday, thunderstorm morning. staying dry by tuesday. late afternoon, evening hours, getting close to the metro area. that rain picks up in intensity as we get into wednesday morning. we could get some moderate to heavy downpours that will be complicating the commute on wednesday morning. that will continue into wednesday afternoon, too. general motors workers will not go on strike, at least not for now. gm reached a tentative contract agreement with the united auto workers union last night. local union leaders will meet wednesday to vote. the contract covers nearly 53,000 workers. a strike could still happen since united auto workers union has not yet reached an agreement

charles severance triple murder trial. it's week four. a forensic psychologist is back on the stand. he's a mental health expert for the defense. severance's lawyers are trying to convince the jury he's mentally ill. but in cross examination just a little while ago, the prosecution made sure to point out that the psychologist made that diagnosis without talking to severance. closing arguments could start on wednesday. julie carey is live tweeting from the trial. you'll want to look at this new video of a recent u.s. special ops video. this video shows thursday's rescue. u.s. and kurdish forces rescued at least 70 isis hostages. the department of defense released this video showing an air strike destroying the prison where isis was holding the

hostages. a daring arrest you heard about first on four two metro employees tackled a man when he got into a fight with passengers and showed he had a gun. transit officers arrested rondez tibbs saturday at the gallery stop along the green line. police say he robbed a person earlier in the day at tanother station. good morning. we have a cool and rather cloudy monday underway. temperatures will in the mid 50s in washington, low 50s around the chesapeake bay. the winds are coming in gently from the northeast, it's bringing in some cooler weather, just in the low to mid 50s north and west of the metro area. in the 40s out in the mountains and many location there's getting some sunshine. elsewhere it's all cloudy and cool. lat later today, afternoon highs should reach the 50s with more sunshine there breaking out.

new chip-embedded credit card is extra security. the cards are near impossible to counterfeit. so instead of trying to steal your money after you get your card, the bad guys are try doing it before you get it. >> i think some people are anxious and eager to get that chip on the card. it's something novel, they don't know what it is. everyone else is getting it. >> reporter: so scammers are sending people e-mails posing as their credit card company. to get the new card, they say all you have to do is give out some personal information. >> if you're willing to click on a link, you could be downloading ma malware. >> reporter: so instead of a new credit card, all you end up with is trouble. what if you haven't gotten a new chip card yet how do you get one and avoid the bad guys. >> if you haven't gotten a card yet, you could call them and ask

safety. you can use your smartphone this weekend to keep tabs on your little trick-or-treaters as they collect goodies. >> trick or treat? >> aren't they so cute. let's go through a couple of our favorite apps. the family locator. this app tracks phone locations to help parents see where their children are. now, this is called the second life 360. this is cool. this is how it works. you can set up boundaries here. notifications will go off if the phone leaves that space and that boundary. police say it's great if you don't want your child to cross a certain street for example or go too far from the neighborhood. this is the red panic button. it's called the red panic button and this is for emergencies only. a press of this button sends a text message and e-mail to everyone in a panic contact list that you set up. there will be a google maps link with the child's gps coordinates in that message. three different options here.

. retailers could be in for quite a fright this season. the national retail federation reports that halloween sales are expected to fall almost 7% to just under $7 billion. that's the lowest total since 2011. halloween is often seen as a barometer for holiday consumer spending, so poor sales could spell trouble ahead for the christmas shopping season. experts blame the shift on spending fr spending on clothing to foods and other services. no rain here yet. all clear on the storm team 4 radar. just some clouds coming through. a few sprinkles in southern virginia. way down south, georgia, alabama, mississippi, most of that tracking west of the metro

area beginning tuesday late afternoon into tuesday evening and during the day on wednesday. between now and then some sun may break out with highs around 60. that light rain arrives initially in the evening hours, then some off and on showers around much of the day on wednesday. highs reaching upper 60s. might end up with an inch of rain here, maybe a couple of inches for the shenandoah valley. thursday into the weekend, we dry out. halloween looking good highs in the mid 60s. partly sunny on sunday. a big vacation destination in western maryland is considering lifting a 25-year long ban on personal boats and watercraft. a boat rental business is asking for the ban on deep creek lake to be lifted on holidays from july through labor day. property owners wants a d.c. survey before a decision is made on that. they want a survey to be done. opponents of the president's

grief counselors are on hand at osbourne park high school where 17-year-old indya davis was a student. she and her 17-year-old boyfriend, lyle ferringer, were found dead saturday. he attended garfield high school. the two had some injuries but we're waiting on autopsy results to find out how both died. >> there's a public hearing on noise levels at bars. >> the council is considering a bill about those noise levels. derek has reaction from people on both sides of the aisle. >> reporter: this is a subject that gets at the heart of d.c.'s industry, the hospitality industry, businesses, bars, restaurants that serve alcohol. increasingly there is mixed use zoning where you have residential areas up against them. that's led to this concern over noise. for a lot of these folks it's all about the base. there have been several incarnations of the bill to change how the noise is

monitored. right now someone will come out and measure if there's a complaint, but they have to come out at the time of the complaint. if someone is complaining about noise at 2:00 a.m., they have to come out at 2:00 a.m. they want bars and restaurants to self-meter, but that was too cumbersome. they are using a plainly audible standard where an inspector will come out and determine whether the noise is above the 65 decibels. some folks say it's too subjective, others says it's a step in the right direction. we are hearing from both sides. >> it's going to kill us. it's going to put a lot of people out of business, out of work. we hear from people coming in to complain, we don't hear from the tens of thousands of people who vote with their feet and money every day and every night. >> clubs, music in the air, it penetrates the walls into our

bedrooms. >> reporter: some other concerns that folks have are that some restrictions would apply to establishments that serve alcohol that are in commercially zoned areas. with that mixed use application of the zoning laws. the hearing is going on now. about 60 people signed up. they hope to come up with a bill they can work with. the whole thing for the committee chair says it's a strike of balance. happening right now, an important news conference on railroad congestion. the president and ceo of amtrak is at the national press club right now talking about how there's more freight than ever crisscrossing the rails, at the same time a record number of people taking the train. that means major rail congestion and railroads struggling to handle so much train traffic. it's a problem in the northeast corridor where ridership is at an all-time high. coo joseph boardman said a couple minutes ago tha better

infrastructure has to happen. >> it's about the people. it's about their mobility. their safety. day in and day out reliability of the system for tunnels, lift bridges, electric power supplies, you name it. that's what's needed. >> that gridlock is also causing delays for amtrak riders. back to you. >> thanks, kristin. there's a new call for metro to speed up its plan for wireless throughout its subways. passengers frequently cannot get a signal strong enough to call 911 during an emergency. metro has a new deal with four major wireless carriers to improve service by 2020. it looks like the quiet car was not the place for gop presidential candidate chris christie yesterday. the new jersey governor was actually booted from the quiet car on amtrak. christie was leaving d.c. after making a tv appearance. a christie spokeswoman said the

started shopping for the holidays. >> that's right. as chris clackum explains most shopping this year is expected to happen online and before thanksgiving. >> reporter: fact is holiday shopping has begun with many retailers making it hard not to. even online shoppers are getting a jump with a new survey indicating half of holiday browsing and buying this year will be done on the web. >> probably about 99% of my holiday shopping online. >> reporter: so much online shopping is expected, amazon is going on a hiring binge. >> we're hiring more than 100,000 seasonal employees. >> reporter: with the national retail federation projecting shopper also spend on average 463 dollars on family gifts a consumer survey by

retailmenot.com has much of that spending occurring before thanksgiving. >> 85% are expecting retailers to have deals in the stores before black friday. >> reporter: all of which explains why some brick and mortar stores are thinking about remaining closed on black friday this year. chris clackum, nbc news. we'll go now to that news conference we've been waiting for from d.c. police chief kathy lanier on the deadly police-involved shooting in the northwest. >> one suspect who is on the sce scene, we believe who is deceased. pd apprehended another suspect several blocks from here, also at another retailer on georgia avenue. the detectives continue to investigate the scene, collect evidence. we expect shortly after the evidence collection process to

be finished that the office of the chief medical examiner will come to the scene. so, at this time, police continue to investigate the scene, make sure they're collecting all available evidence. and that is where we are at this incident. i will turn it over to the chief of police to answer any additional questions. i also want to acknowledge and thank council member brandon todd who represents this area on the council district of columbia who is providing updates to the shepherd park community. the police have closed several streets surrounding this area. as soon as the evidence collection process is over, those streets will be released. there are several businesses who are impacted by the evidence collection process, we'll hope to be able to turn that air over to them soon.

no local schools are affected by the incident and all suspects are accounted for. >> still very preliminary update, i'll update you on what we do know. i have gotten some requests from residents about why the area still has crime scene tape, we have a helicopter up.kn, we put out for a second suspect this morning. that suspect was wearing construction-style clothing with a visibility vest. when we did make the stop of that second person, the clothing had been discarded. so we are currently, you may see police officers walking through alleys or in the area. we're looking for any evidence that may have been discarded by that suspect. we are not currently looking for anybody else. we believe we have the individuals involved in this case. again, officers appeared to have interrupted this robbery in progress, as did the employees of the business. the employees are safe uninjured. officers responded to gunfire

robberies in the last few weeks and this year? how does this all fold into that? >> we said for a long time that really the biggest criminal enterprise that we have a challenge with is robberies. when we see spikes in robberies, typically it is small groups of individuals who will commit multiple robberies over a period of time. what we've seen in the past few weeks with robberies including ones on capitol hill, a group of three to five persons doing five or six robberies in a night. we made two major arrests in cases in the past four days, that involved three to five suspects. the one we made last night, the criminal intelligence unit went out last night and they made an arrest. they arrested three suspects involved in multiple robberies last night and linked those suspects to multiple robberies

i'm megan fitzgerald at the 7800 block of georgia avenue where d.c. police are actively investigating a police-involved shooting. this is still an active scene. around 9:00 this morning they got a call from -- for a robbery suspect. they arrived here at the morris miller liquor store. we understand that two suspects were fleeing. one from the front, one from the back. officers in the back were involved in a gunfight with one suspect. that suspect died on the scene. the other suspect took off

running and was found about four blocks down the street from where we are here. that suspect is in custody. police say they'll keep this area here blocked off as they continue this investigation. once this is complete, that's when they'll open up the street for people in the community. they tell us no officer was injured. one suspect in a liquor store robbery has been shot and killed by police. another suspect, again, found. they are not looking for anyone else but they are still collecting evidence. we'll remain on scene here and have the latest on nbcwashington.com. >> no one hurt inside the liquor store, meagan? >> no one else was injured. the other suspect taken into custody was not injured. only the one suspect that was shot and killed. the police officer was not injured. >> let's go to tom kierein for
