packages before you can. a new investigation into potentially dangerous air bags after claims of a cover up. announcer: news 4 at 11:00 starts now. a local principal apologized to parents tonight for how she handled reports of a teacher inappropriately touching a student. good evening, i'm jim vance. >> i'm doreen gentzler. in both cases, it took the school weeks to notify parents. jackie bensen is at roberto clemente in germantown. >> reporter: the substitute teacher was fired. the allegations of how it happened and how it was handled is disturbing. they say an error was made of not informing parents sooner about a students complaint she

was inappropriately touched by a substitute teacher. it was recorded on september 30th. they tell news 4, we should have informed the community earlier about the arrest, but we made a mistake and did not. we will review the procedures to make sure this doesn't happen again. the principal apologized in a letter to parents. the parents of the student were notified and the teacher identified in court. 50 year-old jose was released on bond. are you mr. peneta. we heard about your arrest. do you have any comments on that? >> no. >> reporter: sources tell news 4 after the student left the classroom to tell administrators, she was sent

back to the same classroom. the school system spokesperson said she had no information about that specific part of the investigation. live in germantown, jackie bensen, news 4. >> thank you. a similar accident happened a month ago, but parents didn't learn about it until monday. john epps was working on school security cameras in baker middle school in damascus and inappropriately touched a 12-year-old girl. according to the letter, there may be more allegations. so far, no charges filed in that incident. a prince george's county man will spend the rest of his life in prison for killing his ex-girlfriend. a judge sentenced him to life, plus ten years for the murder of amber. investigators say he was depressed over the couple's break up and he snuck in her

home and slashed her throat. her family says the jury made the right decision. >> god inserted his wisdom to see through the charades the defense was trying to put up. they saw through all that and came to the only logical conclusion there was. >> he claims he does not remember what happened and denies the charges. he addressed her family saying my deepest condolences to everybody, i love you all. christmas is seven weeks away. we are getting into peak season for package thieves. they are casing homes in the area. we spokeith a couple who saw it firsthand. >>reporter: he was watching tv and within two minutes, i'm hearing footsteps on the porch. >> one man was handing his packages to another and took off down the street.

hit and run last night in wheaton. the driver claims he had no idea he hit anyone. he was at the burger king when a group of teenagers started throwing rocks as it suv. at one point, he claims they tried to jump into the vehicle. he sped away. a 17-year-old was hit and critically injured. one year after a d.c. woman was run over and killed, her family filed a wrongful death suit. he's serving seven years for her death. johnson was high on pcp and on the clock when he ran over smith on benning road northeast. johnson has a criminal history that included prior drug convictions. smith's family claims the employer failed to conduct a thorough background check. new at 11:00, a bank robber back in jail after a rash of robberies in several states,

including virginia. wayne bird was just released after a 20-year sentence. he's 61 years old. now, he's the prime suspect in seven different robberies that happened this week. he managed to travel 850 miles during which he hit banks in stafford and virginia and asheville, georgia. authorities tracked him down today in a hotel in orlando, florida. president obama's choice for the next attorney general is already known in new york for her character, toughness and uncompromising sense of justice. tomorrow at the white house, the president will introduce loretta lynch to the nation. she's a long-time federal prosecutor and harvard graduate. she will become the first african-american to hold the top job at the justice department. more military advisers are

returning to the most dangerous places. 1500 additional servicemen and women are going to iraq to advise and train the iraqi forces to fight against isis terrorists. many u.s. forces will go to anbar province. anbar is now under control of isis. new at 11:00, a high profile show of support for the hospital at the center of the ebola crisis. former president, george w. bush dropped by the presbyterian hospital to visit. today marks the end of the 21-damon torring period for any workers exposed. they have all been declared ebola free now. joint base in virginia is one of five quarantine locations for service members returning from ebola missions like this in west africa.

they will be housed here 21 days to make sure they did not return with ebola. it is required for service members, but voluntary for pentagon civilians. it could be one of the largest crowds the national mall has seen in years. crews are hard at work setting up for the concert for valor. they are putting together the stage today a few blocks from the capital. a dozen musical acts are slated to perform at the free veterans day concert on tuesday. to help control the crowds, metro will suspend blue line service that day. some streets will be closed. you can learn more at www.nbcwashington.com. also we invite you not to miss our special report tomorrow saluting our veterans. chris lawrence will introduce us to local vets and show us how they are getting the support they need.

left in a cab. detectives want to talk to the driver. right now, they do not think the driver was involved. mark segraves broke a story here on news 4. plans to draw big name basketball players to the district, in part by building a brand-new training facility for the wizards. the 5,000 venue would be built near the metro station on land owned by the district. the preliminary proposal cost the city to borrow $30 million to $40 million, then paid by fans with taxes on tickets and concessions. >> i don't think it's a good idea. >> even if it meant bringing kevin durant to the team? >> for kevin durant, i would bring him to the team. >> sources say the wizards want the deal done as quickly as

possible. mayor-elect wants to know more about the plans before she signs off on the deal. deeds told a group of mental health advocates in maryland we cannot be quiet any longer about mental illness and t need for quality treatment. it's been a year now since his son stabbed his father and released from the hospital when no psychiatric bed could be found for him. it honored senator deeds as a hero for the efforts to change the law for mental illness. >> the work that needs to be done is not limited to virginia. more important, policymakers need to know these high profile cases are not the norm. the reality is tragedies happen every day. >> he recognized nbc 4 with an award for the changing minds project. a yearlong report on a wide

range of mental health issues. tonight, the federal government is investigating allegations of a cover up in the recall of millions of air bags. all of them were made by the same company and many of them are still on the road. nbcs tom costello that has report. >> three, two, one. >> reporter: it's the explosive canister inside an air bag that investigators believe can blow apart spewing metal shrapnel. dozens injured. this man lost on eye when his air bag exploded last may. >> i thought i was going to die. i thought, here on the curve, this is it. my boys, my wife, my job, done. >> he is suing takata. they maintained they discovered the problem in 2008, "the new york times" today reports they

conducted secret tests in 2004 on 50 air bags and found cracks in two canisters. the notified safety regulators, a feld test was shut down after three months. >> they were instructed to destroy the test results. the prototypes were put in the trash with the inflators. >> reporter: today, they called the allegations inaccurate and says takata takes very seriously the accusations made in this article and we are cooperating with the investigation under way. since 2008 more than 11 million vehicles have been recalled. honda recalled the most. honda said it is our intention to find if they have evidence that the claims are credible. >> this shows this company had a real quality control problem that wasn't addressed.
