get ready for a rainy morning. a lot of spray out there. a live picture from the storm team 4 by 4. we're tracking where this rain is heaviest so far. . storm team 4 meteorologist tom kierein. good morning, tom >> good morning. we have had this rain off and on overnight. it's beginning to come down a little bit harder as we get over the next hour or so. heavier downpours from the north and east of us. right now raining really hard around baltimore. there you see in the yellows and oranges and reds, that is tracking closer to us. in fact, it will be near the beltway, 95 and 29 in 50 minutes. before 7:00, northern suburbs and around the beltway from route 50 to 95, 29 over to 270, those heavy downpours will move in. scattered right lane. enough to make everything wet. wet roads, watch out for those wet leaves on your front steps when you're stepping outside on

the sidewalks. also armed much of the region with the temperatures in the low to mid-50s. you'll need a jacket this morning. and an umbrella of course. low 50s throughout much of the morning. during the afternoon, walking home from the metro and school, the rain will be ending. the winds will get quite gusty. when they pick up and how strong they will get coming up next at 6:11. melissa, how are the winds now? >> penn north 544 is 30 minutes late. so quite a delay. new crash 66 east at westmoreland. and 66 east at nutley street a crash in the left corner. 95 headed northbound out of stafford county you can see we're jammed the entire way.

this is one of the more accident broken intersections in arlingt arlington. here's what arlington county police plan to do today. starting at 7:00 this morning, in just a little bit, we'll see at least two traffic cops at wilson boulevard and north lynn street between 7:00 and 9:15. and also lane closures designed to help with pedestrian flow as well. they will take the construction vehicles and move them away from the busiest traffic areas to ease congestion. this is the latest fix-it plan put in place to make it safer along what many call the intersection of doom. back to you now. . thanks. >> 6:03. we are remembering a giant of american journalist. ben bradlee, former executive editor of the "washington post" died in his home in d.c. he was 93 years old. bradlee became a household name

we're following developments on the u.s. an nbc news camera man who once had ebola will leave the hospital today. he was flown to a special treatment hospital in omaha. he spent two weeks in a biocontainment unit. now doctors say he is completely free of the virus. he is scheduled to be discharged sometime later this morning. relief for a dallas nurse being treated at nih in bethesda. nina pham's condition has been upgraded from fair to good. she contracted it after treating thomas eric duncan. duncan is the only person to die from the disease in the united states. we're waiting to learn if the man in new jersey has ebola. he arrived at new york after traveling from liberia. dulles international is the only other airport that sent passengers to the hospital with possible ebola symptoms. in fact, it had four people

tested for the virus. each one of the tests came back negative. in all, homeland security said 562 people have been screened for ebola. all flights from new guinea, liberia and sierra leone can only land at one of the five airports that check for ebola. a woman claims a man attacked her near 57th and annapolis road monday night. detectives canvassed the area hoping someone might know something about this crime. there's a $25,000 reward for tips that lead to an arrest. a disturbance on metro trains. men flashing. the steps police are taking to track down the men doing this. a new list of the most popular costumes this year so you can make sure your kid looks unique as a trick or treat. . get ready for this, a rain where drive to work. tom kierein is looking ahead to when this rain will end in your weather and traffic on the 1s at 6:11.

time 6:16. heavier rain moving in. that could be a problem for the morning commute. meteorologist chuck bell in the storm team 4 x 4. you're in virginia. what are you seeing? >> so far we are on the inner loop just about ready to pass the exit for georgetown pike and gray falls. we'll be passing over the american legion bridge. we're running 50 miles per hour at this point in time. as we move our way over the bridge and into montgomery county, i expect the rain will begin to increase a bit. we're tracking hem in the storm

team 4 x 4 as well. an area of moderate to heavy rain in anne arundel. unusual direction for the rain drops to be moving. so heavy rain now leaving northern prince george's county. that will be impacting the northern, top side of the inner loop. top side of the beltway very big impact coming up within the the next 15 to 30 minutes is when the rain will start reaching the i-95, 495 junction. so be ready. i suspect that travel conditions will get slower, not faster in the coming hours. the roads are slippery. the leaves could make the roads slippier, not to mention slippery sidewalks. take it easy, everybody. >> definitely going to want to slow down. secretary of state john kerry said he is grateful for germany's cooperation in returning three teenage girls. the fbi believed they were

headed to turkey to possibly join isis. the the girls are from denver. two are sisters, ages 17 and 15. another girl with them is 16 years old. their parents report them missing after $2,000 ended up missing, along with their passports. they lied about being sick on friday and then bought plane tickets to istanbul, turkey. they were found on a layover in frankfurt, germany. the state department is looking into exactly what happened. . a suspected serial killer will be in court. he was arrested friday night after they found a woman strangled to death at motel 6. he confessed to killing the the woman and six other people. charges are pending in the other cases. . 6:18 now. metro transit police are seeing an increase in flashers on trains. it's a trend that start the last two months. police are looking for these

men. they are calling them persons of interest in four straight cases where a man exposed himself to riders on metro. >> i have never seen it happen myself. >> the crime is happening at all times of day. if you recognize any of these men, contact metro police. >> back up. >> remember that explosion in baltimore county? today we could learn more about who was to blame. in may 2013, a train and truck collided causing the explosion in rosedale. today they will release a final report on what happened. the driver of the truck said he didn't hear the train's horn. the conductor, though, said he did sound the horn. several people were hurt there. today we are expecting to learn more about the outbreak of the enterovirus.

the cdc is expected to release information. the cdc cautions that this does not mean the ept row virus was the cause of death but just a link. there have been 1,000 confirmed cases in 46 states. a texas school is killing the remainder of the swarm of bees that attacked two dozen sixth graders while they were playing soccer outside during their p.e. class in fort worth, texas. a specswoman says the the bees built a hive inside an ear gas station box. one student stepped on the box cover and sent the bees into a frenzy. one was stung twice in the ear and leg. others were stung as many as 12 times. >> i thought i could run away and be okay. but i guess they just got me. >> animal control is test to go

make sure they are not the africanized killer bees. i have been stung by a bee before. the first thing you want to do is remove the stinger and immediately wash with soap and water. >> and you don't know who has allergies. >> 6:21 on a rainy wednesday morning in the area. >> it is a wet wednesday. we all want to know when things are going to die down and taper off. let's go to storm team 4 meteorologist tom kierein. >> i said this morning we would have a wet commute. and we certainly are. just been analyzing the latest rain totals for storm center. total amots around half an inch in the metro area. getting moderate to heavy rain. areas in yellow and orange in northern anne arundel coming down 95 and 29. that moderate to heavy rain should be right at the outer

loop of the beltway in prince george's county in 30 minutes. that heavy rain coming into northern prince george's, southeastern montgomery. after that it will sweep through washington, northern virginia. right now we have scattered light rain that's falling. enough to make everything wet. we have wet roads and leaves on sidewalks too. tapering by noon time. much of the shower activity into virginia and southern maryland and on the eastern shore. around 5:00 or 6:00, most of the rain will be over. by then, winds will be increasing. temperatures in the low to mid 50s. struggle to make it to 60 this afternoon. have a warm jacket, umbrella and rain boots as we will have the rain throughout much of the day today. winds gusts to 30 miles per hour tonight into tomorrow.

60 today. 40s tomorrow morning. sunshine back. then a milder trend the first part of next week. sunshine up around 70 degrees. next weather and traffic on the 1s at 6:31. breaking news on the roads with melissa. the outer loop between connecticut avenue and wisconsin avenue we have a crash. slowing down. hopefully will be out of the roadway in just a little bit. it is causing slowdowns. it is very slow. two mile backup. police say nothing is happening. but still really, really close. be careful. a patch of rain. silver, error rang, blue lines, franconia. that alert came through. generally looking good except the top of the beltway where the crash is.

66 and 95 looking typical. penn line, 30 minutes behind. follow us on twitter. wow. dramatic cell phone video. a three-car crash in pennsylvania about to happen right there. two men were coming back from a delivery and they noticed a woman right there swerving in traffic. this is on monday morning. one of them pulled out his cell phone and recorded the crash. thankfully, though, nobody was hurt. ray rice is going after the baltimore ravens for his contract termination. the running back was dropped from the team after video showed him punching his then fiancee in a casino elevator.

from storm team 4 x 4 on the beltway. expect it to look like this as you head into work. tom, we're dealing with a little bit of spray this morning on the roads. yeah, indeed. light rain in the metro area is enough for road spray. all the leaves are wet on the sidewalks and your front steps. this band of moderate rain near natural coming down 95 from howard county near the beltway here just about 10, 15 minutes. 45 minutes away from northeast and northwest washington. the band will be moving on through after that. farther south and west into northern virginia. right now we have scattered light rain that's falling, next to make all the roads wet this morning for your morning drive. even after the sky gets bright after sunrise, the the wipers will be the low 50s. during the afternoon, the roads will be drying out. the rain will be ending by late afternoon. by then should be around 60

6:41 with some traffic times. melissa, thank you. the secret service has no legal authorization to send agents miles away from the white house to protect another employee. that's just one of the findings in a new report coming out later today. tracie potts has her hands on some of the details. she has the new information live from capitol hill. tracie? >> reporter: that report is coming out later todayful the question is, did a fight, a dispute between neighbors that landed in an arrest, by the way, pull officers away from the white house who were supposed to be protecting president obama? apparently one of the neighbors involved in that was an employee of the secret service, had friends high up in the secret service. and someone decided to do her a favor and accepted two officers from the white house almost an hour away to her home in la plata not to check on her once or twice but five times. president obama was at the white house on two of those occasions.

the officers were not on personal security detail but on the prowler unit. the people supposed to be looking for anyone trying to get into the white house. it is something that happened. the inspector general's report said they would not have been there. reaction from the secret service. now they say they are reviewing this. the inner general says it is problematic. this is a personal situation and should not have involved government employees. >> thank you, tracie. . d.c. police trying to track down the driver who ran over a teenager. this happened on east capitol and 50th streets last night. investigators don't have much to go on on this hit and run case. they can only say they are looking for a dark colored vehicle. d.c. police investigating a string of sexual assaults, four

in one morning. it happened in georgetown, george washington university. police arrested 46-year-old comb in two cases. they say he threatened to rape a george washington student near foggy bottom metro station. she got away. as officers were responding, he tried to attack another woman on campus. >> it's very sad. i think we need to do more coming together as a community. >> it is very populated. i just haven't felt much of a threat. >> the other two cases we told you about also sunday morning, one in georgetown, the other in dupont circle. still no arrest in those cases. police do not believe the incidents are related. this is pretty unbelievable. someone set a playground on fire. montgomery county fire officials want to know who did it. it happened at st. paul's park in kensington.

the the playground charred, completely melted. if you have any information, call montgomery county arson tip line. loudoun county could get pay raises. the chairman would get $20,000 bump. supervisors would get $10,000 more in pay. the workload has grown along with the county population and budget. if approved, they would start in the year 2016 when the next board is in place. . 6:35. today you can voice any concerns about a plan to expand the kennedy center. it will focus on the environmental impact of any changes. it would add classrooms and space. it would put more pedestrian and bike trails around the center. that's an impact the national mall and rock creek park. today's public meeting at the kennedy center at 6:30 tonight. we know what's to blame for a backup many of you have to

failed to report eighty-five thousand in income. now, we learn, barbara comstock pushed a client's issues in the virginia legislature and didn't disclose it. barbara comstock shepherded a trio of bills through the legislature and into law, but barbara comstock never officially disclosed that all the while she was being paid thousands of dollars. no wonder she hid it.

welcome back. many of you getting ready to deal with frustrating daily ritual. you get on the car, the beltway, 270. pretty much any road around here and you sit in traffic. we're learning how much that is costing you in time and money. the numbers are pretty staggering. >> that's right. this is a study done by a data tech company. it found americans wasted $124 billion sitting in traffic last year. that's $1,700 per household. it will get worse before it's better. if nothing is done, that $1,700

following several developing story to get you up to the minute the minute you're up. live in arlington. good morning, mollette >> reporter: angie, good morning. this is a busy time in this area in arlington. we're on lynn industry. lee highway is just behind me. this is an area where cars, pedestrians and folks on bicycles can collide, making this one of the more dangerous areas in arlington known as the intersection of doom. in just about 15 minutes, arlington county police will post two traffic officers out here on wilson boulevard and north lynn street between 7:00 and 9:15 this morning. there will be lane closures and rerouting of construction vehicles all designed to ease traffic congestion and make things a lot safer in this area.

he spent much of this month in a biocontainment unit. they called it a profound relief that ebola is no longer in his system. and a dallas nurse in bethesda. doctors at nih upgraded nina pham from fair to good. she was admitted last week. pham was one of two nurses who contracted ebola after treating thomas duncan. duncan is the only person who died from the disease in the u.s. a hospital in arlington says it is now prepared to admit possible ebola patients. that was not the case last week. they told the "washington post" it turned away a woman with expected symptoms of the virus. she got sick after leaving last friday. it didn't have a dedicated space to treat the woman at the time.

since then it finished preparing a biocontainment area. this is the first day on the job for a man selected to join as ebola czar. ron klain will meet with president obama and top aides in the oval office. he will manage federal agencies dealing with the ebola crisis. the headline of today's "washington post". you see it right there. it says it all. he was an editor of legendary impact. honoring bradlee this morning. he was at the helm when bob woodward and carl bernstein covered watergate and brought down nixon. bradlee's family says he suffered from alzheimer's disease. tom sherwood worked at the post with bradlee and he said bradlee was always thinking about the big story. >> he was always inspiring

jung un was he was taken into consideration the repeated request of president obama. so late last night we will foul boarded a plane. he was taken to a navy base where he checked out in good condition. we believe this could be him stepping off that plane. just walking off the plane. there he is reunited with his family after six months. six months in north korea. still a lot of questions about why he was released. we heard from secretary of state john kerry at a news conference in germany that there was no quid pro quo here, there was not a deal made behind the scenes. a lot of people are wondering why north korea, why that government would just release him after six months for no apparent reason. but, again, the statement from north korean leader kim jung un he took into consideration the repeated requests of president

southbound in laurel. how is it looking there now, chuck? >> reporter: oh, tom, all we had to do was turn around. we turned from northbound to southbound there on the laurel exit. we are now doing 20 to 25 miles per hour. minutes ago we were doing 50 to 55. much, much slower. big impact on the roads this morning. like you said, the rain will continue to intensify. that how welling gale of rain and wind. let's talk about that, tom. >> an hour ago i said we would have the heavy rain on i-95 and 29 right before 7:00.

it is now moving in right now. the area in level is the moderate to heavy rain. enough to make everything wet. here's the timing for the rest of the day. by noon time, much of the rain tapering off. scattered showers. a few more lingering showers during the afternoon. much of the rain will be ending by 5:00 or 6:00. then forth south and east. dissipates in the evening hours. clouds breaking up. winds will be quite gusty. it's a cool morning. low to mid-50s. most of the metro area. have a light jacket with you. an umbrella and rain boots. an occasional shower activity throughout much of the morning and at the bus stop as well. temperatures hovering near 50 between now and 8:00 with that rain.
