700 block of teal court in front of her house while her children are sleeping inside. she is in the hospital in critical condition. police have not told us her name yet or who shot her or why. new jersey senate just passed a plan pushed by chris christie to keep dangerous suspects behind bars. at a special session today the governor pressed lawmakers to overhaul the state bail system. he wants to give judges more discretion to keep high level suspects in jail while awaiting trial. and at the same time, suspects facing lesser charges could be releaseded without paying. the current lawen fairly punishes low income residents while allowing violent criminals to go free. >> we have a system supposed to be rooted in fairness. and as it is evolves over time it's no longer server those people or our aspirations to have a fair and just criminal justice system.

and west of philadelphia a couple of showers have erupted in western parts of berks county. you can see along i 78, bethlehem, hamburg, working towards the lehigh valley. that's 8 only shower we're tracking at the current time on double scan live. as we look ahead it will turn more humid as we get into the latter part of the week and upcoming weekend and it will be certainly unsettled weekend with many downpours and thunderstorms and shirleen, no 90s we're tracking in that 7-day forecast as we go to august. we'll have the details about the wet weekend in the full accuweather forecast. >> adam, breaking news update for you right now we learned from deldot that i-495 southbound lanes will be opening today at 5:00. this comes after the highway had been closed since june because of structural problems. >> as we mentioned, at the top of the hour, officials in delaware are planning a news conference to discuss these major developments at about 4:30 in 2 5 minute from now and

weeks. that's welcomed news. once again this afternoon jammed 95, detour around the 495 closure. in fact the southbound side, from naamans road to 495 it's a 27 minute ride right now. that ride ideally should be 12 minutes. looking at 15 minutes away on the southbound side of 95. here on 95 in south philadelphia, we're not moving so well. northbound side locked up from this point tasker to girard avenue and earlier crash there that gave us big early afternoon delays. the delays spilled back here on to the eastbound side of the vine street expressway remaining bumper to bumper across town to the skull till to 95 and those delays are spilling on to 76, schuylkill itself. speeds in the teens either way as you head to the vine. also watch for a crash whitemarsh this afternoon ridge pike spring mill road and collegeville by cvs park avenue carmen drive. let's grab the ipad and do commuter report this thursday. you know what that means almost friday afternoon one of our friend out and about 295
