rain. it is wednesday night, and the big story on "action news" tonight is what happens when heat and humidity reach the breaking point. and most of you saw it and heard it tonight. this is a time lapse from sky six in center city philadelphia. it went from utterly stormy to utterly spectacular. the rain made driving a tad dicey on route 202 in chesterbrook tonight, and flash floods made driving down right difficult, in reading. tonight's storms knocked out power to thousands across the area, more than 5700 peco customers are still in the dark, mostly in philadelphia a. while atlantic city electric is dealing with over 11,000 outages. del marva has more than 3,000 outages, and new castle county. pse and g says power is out for more than 28,000 customers, across the the entire state of new jersey. meteorologist cecily tynan and adam joseph have been

following the storm as it ran rampant through the tri-state area tonight. let's begin with double scan radar and cecily tynan at the "action news" big board. >> jim, as expect it was a very busy night for storm tracker six live double scan it shows that pennsylvania is getting a break in the action but we still have some strong storms, over south jersey, one cell, really blew up and moved through philadelphia about 45 minutes ago. it is crossing route 130, new jersey turnpike, moving to the north east at 25 miles an hour. the past 15 minutes we have had 74 lightening strikes with this cell, also, 40 miles an hour wind gusts and even possibility of some small hail in addition to the the torrential rainfall. a lot of photo app was this storm. it occurred during a, sunset so we have had reports of the yellow sky. this is photo i posted on my facebook page. looking very closely our facebook "action news" viewer i should say, stopped in fran

to 103 in philadelphia with a combination of that air temperature, and humidity. as you can see through much of the delaware valley even lehigh valley, feeling over the the century point with dover at 108, but the place that broke the heat was at the shore. it felt like 80 degrees from sea isle city to surf city because of an ocean wind, on shore wind, but 10 miles inland in the atlantic city airport it felt like 96 degrees. on top of the downpours and thunderstorms we will deal with tonight and then again tomorrow we are watching tropical storm arthur, very late that he is just came in from the national hurricane center, keeps it at a tropical storm, wind sustained at 70 miles an hour moving north at least than 10 miles an hour as it is heading toward south carolina and will brush the outer banks of the north carolina when meteorologist cecily tynan comes back she will talk about the downpours tomorrow but that fourth of july forecast as arthur pushes just off of our coast.

injury, red cross is helping the family of four. meanwhile red cross is helping 12 displaced families from this fire in the apartment complex in levittown. "action news" viewer captured the flames at the orangewood apartments when they broke out tonight at 8:20. fire fighters were fortunately able to extinguish the blaze before any residents were hurt. we have breaking news tonight, a 66 year-old man is missing, in the wake of a sail boat accident on the delaware river. "action news" reporter sharrie williams has the store friday northeast philadelphia. >> reporter: by helicopter and by boat crews searched for missing boater, five people were on board a ale sale boat in the delaware river tonight when they were met with the strong thunderstorm causing the boat to capsize. >> the boat turned over, filled with water and, according to the individual on the boat, it sunk immediately. >> reporter: four of the five swam a shore to safety but a

66 year-old man was still in the river, using a small will cooler as a floattation device. >> they looked back and they saw the cooler floating and they no longer saw the 66 year old male holding on. >> reporter: mary had just left the river area when she received a phone call from the missing boater's wife. >> i got a phone call from his wife saying that the boat capsized. there was five people on board. they cannot find richie. >> reporter: night fall making search difficult but family and friend are hoping for the best. >> my gut has never been wrong and i know he is along this cher line someplace just trying to find his way back down. >> reporter: in northeast philadelphia along delaware river, sharrie williams, channel six "action news". thanks, sharrie. this is video of an explosion, the food truck explosion, yesterday, that critically injured five people, and shook up a whole philadelphia neighborhood both literally

and emotionally. tonight we have received cell phone video of the moments following the blast. at this hour investigators think they know what caused the truck to blow up. here's more from "action news" reporter chad pradelli. >> reporter: investigators are still conducting interviews but they have two key pieces of evidence the. they have that video of the explosion itself, and some new viewer video, that shows the immediate aftermath and those tending to the victims. the explosive flames engulfed wyoming avenue when propane vapor had finally burned off this was the scene. one woman olga gomez was on the roadway unable to move with severe burns. she had been blown from the truck. the septa police officers were among the first on the scene and can be seen in the viewer video carrying another severely burned woman in the chair. then they try to tend to the woman. >> she was severely burned. like i said, we were able to get her on that blanket because you cannot pick people

up in that condition. get victims away from the vehicle as fast as possible because we saw there were tanks and vehicle still on fire. >> reporter: she and her daughter jaylin landvery remain hospitalized. relative say they recently opened up the food truck a few months back and, city officials say they had all of the proper licensing. investigators believe a leaking propane tank led to the blast, witnesses told them they smelled gas. >> first thing we thought about was this will affect the industry. >> reporter: chris pepper is with the philadelphia mobile food association. he says the explosion raises important questions, about food truck safety. pepper, along with city and state officials say food truck propane systems do not require inspections, focus is on health conditions and business licensing. other state however are stricter. california, reportedly inspects truck integrity once a year, including propane lines, and new york city, only allows two, 20-pound tanks on

a truck. police satank that exploded yesterday was a hundred pounds. >> i don't know that a size limit on the tank is really the answer. the explosions were not as severe with a smaller tank but real answer is tighter regulations, get everything inspect more frequently. >> reporter: some in the industry say regulations are fine as they are, that this was an an racial. the others, however say that tighter, regulations are needed. in feltonville chad pradelli for channel six "action news". the son and grandson of the 88 year-old plymouth township man have been charged in connection with his murder. david saint onge senior and his son, david junior were arraigned tonight at district justices office in conshohocken. police say on june 10th, david senior, hit his father 88 year-old jack howard saint onge in the head with a large flashlight and that is after the the the father threatened

to kick him out of the house. police say david junior help his father dispose of the body in the wooded area in susquehanna county. the revelation has stunned neighbors on arch street in plymouth. >> unfortunately, it is every where. i don't want to say it doesn't surprise me it ace cross the treat paw i think it is every where. >> saint onge senior is charged with third degree murder, his son face's boost of the corpse and criminal conspiracy charges. in philadelphia investigators have to wait to determine if a woman from feltonville was murdered or died of natural causes. the corpse must thaw before the medical examiner can conduct an autopsy, the body of eight three-year old andrew a carrasquillo was discovered inside a freezer in the home on northerly street yesterday. police believed that she died in january, she lived with her son, who has in the been seen since the grim discovery. surveillance video released by ocean county prosecutor today, shows us

what led to the motel fire that killed four people in march. officials say you can clearly see john alberti smoking inside of the mariners cove motel in point pleasant beach. he falls asleep on the couch with the lit cigarette. alberti later walks away but cigarette continues to smolder on the couch, an hour later the couch catches fire. the prosecutor's office say alberti was high on opiates at the time and among four people died. pennsylvania legislator has granted philadelphia permission to impose a cigarette sales tax to help fund public schools. the the house tonight voted 119-80 to send the cigarette tax bill back to the senate which has already approved the measure, the $2 per pack tax would help close the school's 93 million-dollar budget gap. so it is a big political victory for philadelphia's democratic members of the legislator despite the fact that both houses are republicans controlled.

new jersey governor chris christie is sending a recently passed gun control bill back to the legislator, with a veto tonight. the measure banned gun magazines that can hold more than ten round of ammunition, supporters say that would force mass shoot tours reload more often slowing down shooting sprees and giving police and victims time to reactor intervene but christie vetoed the measure saying limiting the number of bullets a gun can hold at a time will not stop killing sprees. twelve year-old new mexico boy who opened fire in his middle cool in january will be lock up for the maximum time allowed. today a judge sentenced boy to be incarcerated until he is

philadelphia 77 degrees. millville 79. allentown 76. dover still very warm degrees. today's high 96 degrees. the hottest day, in nearly a year. the problem as we head toward the fourth of july we have a very slow moving cold front, essentially stalling, thanks to arthur. what will happen between now and noon friday we will get loaded with moisture. any storms one to 3 inches of rain and that could cause more localized flooding. we will get a break in the action for morning commute tomorrow but future tracker showing in the afternoon some thunderstorms bundle up, really getting more active in the evening around 6:00 o'clock. the reading and allentown moving in the south jersey by 9:00 o'clock and then friday morning, it is not going to be nice on the beaches friday morning. some very heavy rain, really thanks to arthur. the good news is, for the evening picnics for fire works for fourth of july all of this
