♪ >> we begin with breaking news at 10:00 o'clock night. there has been another fence jumping at the white house.

it happened just couple of hours ago. this time the jumper just made it over the fence and was quickly detained by secret service agents. this is the seventh fence jumping incident at the white house this year. of course it comes on the heels of last month's incident in which a man named omar gonzalez allegedly made it over the fence through the front door and into the east room of the white house before being captured. since then the secret service has come under fire for multiple security lapses at the executive mansion. well tonight scare also comes as tensions were running high following a tragedy in the capitol of canada today. >> a canadian soldier shot and killed outside that country's war memorial. the gunman then stormed parliament building and was shot and killed inside. >> cbs news correspondent chris van cleve is tracking the latest now in ottawa. >> reporter: gunfire echoed through can in a today's' parliament building as guards

chased a gunman. politicians barricaded themselves inside meeting rooms. >> just taking off my jacket into caucus. i hear this pop, pop, pop. >> assault began just before 10am across the street at cana canada's war memorial. police confirmed the suspect drove up and shot the soldier standing guard at point blank range. >> there's a shooter on the loose. please move back. >> reporter: this amateur video believed to show the man leaving the scene and getting back into his car. the guard 24 year old nathan serillo taken to a hospital but soon died of his injuries. the area around parliament was locked down. the gunman wearing a scarf over his face was finally shot and killed. he's identified as michael abdul bee bow 32 year old canadian citizen and recent convert to islam. the attack came a day after canada raised its national terror threat level to medium after another incident where a canadian soldier was killed. police linked monday's hit-and-run in quebec to terrorist act by a suspected jihad different.

>> this week's events are a grim reminder that canada is not immune to the types of terrorist attacks we have seen elsewhere around the world. >> reporter: so far there's no word on any motive for wednesday's attack or whether the suspect had any ties to known terror groups. chris van cleve for "eyewitness news" on the cw philly. >> president obama called the canadian prime minister to express his condolences today. he says american officials are monitoring the investigation. also have more on this developing story coming up on it witness news at 11:00. >> this has been a wet, raw night all across the area. "eyewitness news" in university city where the umbrellas were out in full force. and the rain is not done with us yet. meteorologist kathy orr is tracking more of that wet weather on radar. kathy? are you getting tired of it. >> yes. i think everybody is. yeah, it hasn't been here that long but we are getting a little tired of this weather. it is damp and dreary and we are seeing more rain moving into the delaware valley and area of low

pressure well off the coast as it pulls farther away we will see improving conditions but you can see long island right now see all that red, orange and yellow we're talking about winds gust to go 50 miles an hour and torrential downpours on long island. for us periods of heavy rain but for the most part it will be here or there through the overnight and then getting more showery during the day tomorrow. take look at these win. it's not just the wind. winds gust to go 26 miles an hour in atlantic city. 25 at ocean city maryland. philadelphia gust to go 31 miles an hour so the rain is part of the story. the wind is the other part. overnight occasional rain additional quarter of an inch in most locations. but where we see some pockets of heavier rain it could be an additional half an inch in those isolated sections. winds gust to go 30 miles an hour even overnight and temperatures falling into the 40s and that's just the half of it. we'll be seeing more cool air moving into the region tomorrow. we'll talk more about that and also the weekend weather later

in the broadcast with the seven day forecast. for now, jess, we'll send it back to you. >> kathy, thanks. new tonight, nothing drums up anxiety for high school students like the process of getting into college. so imagine taking the act exam then the sheets with all of your answers disappear? as "eyewitness news" reporter matt rivers tell us tonight nearly 200 students are now scoreless. >> i have nothing send to them i don't meet the requirement foss for the school. >> reporter: eli means the university of virginia. he wanted to apply early and the deadline is november 1st. so he took the act exam on september 13th at upper darby high school. weeks went by, but no scores came. >> not only was it nerve racking it was agitating. >> we were expecting results fairly soon. >> reporter: waiting game was being played by jonathan. his daughter took the test the same day and she never got her scores eye either they call the act organizations three times. their response didn't help. >> there was a 1% that had still

not been graded. they didn't say anything about whether they were lost. >> reporter: in fact it wasn't until yesterday that officials admitted the tests were missing. so what exactly happened here? we act officials. they say they know the tests made it from the high school all the way to a local post office but from there, it's anyone's guess. officials never received the exams at their headquarters in iowa. a company spokesman says officials new of the problem for weeks but chose not to release the information. they hope the test boss still show up and didn't want to cause panic but eli says he would have signed up for another test had he known of a problem. he hopes the university of virginia will understand but -- >> it's a complicated process. they might not want to deal with it and it worries me it might hinder my getting in. >> reporter: act officials did apologize saying the incident is rare but that they will be evaluating how the situation was handled. that does little though for those affected now. >> mistakes happen. but the cover up here which is what it's been is unforgivable.

>> reporter: matt rivers "eyewitness news" on the cw philly. >> the act organization will hold another test free of charge for the students affected but no date has been set. also give those students letters to give to universities notifying them of the problem. >> there's a growing scandal tonight involving student athletes at the university of north carolina at chapel hill. at issue, bogus classes and inflated grades. we've now learned about 3100 students, student athletes received easy a's and bs over a span of nearly two decades. that's many more students than first reported. most of them played on football and basketball teams. at least nine university employees have been fired or are under disciplinary review. >> also new tonight, former tinicum township police officer with a troubled past is facing up to 20 years in state prison. jack parker was found guilty in delaware county today of stalking his wife. parker was charged in 2011 when

he violated an order to stay away from his wife's job at the country dispatch center in lima. he told police that he had placed a gps tracking device on her car in order to catch her cheating. the 69 year old lost his police job in 1996 after being convicted of holding two women hostage at gun point at interboro high school. >> the i-team is asking questions about this dirt bike and atv rampage through the streets of philadelphia that lasted for several hours yesterday. those riders zipped passed pedestrians performing superintendents and weaving in and out of traffic. it all followed the funeral avenue fellow rider. the question is, why weren't they ever stopped? the police department says they did keep a close eye on the bikers who had gathered for the funeral but when some took off, the department ruled out any kind of pursuit by police citing an increased danger to the public. >> i understand what the video is disturbing when you see the video but imagine now my

officers engaging these individuals, forcing them up on to the sidewalks. >> philadelphia's district attorney seth williams called the bikers behavior wreck less. >> a row home fire left more than a dozen people homeless in hunting park. passerby being called a hero after banking on doors to alert residents of that fire. it gutted five homes in the 3800 north park avenue. two people suffered minor injuries. the red cross is assisting those displaced families. >> the atf is joining the investigation into a devastating building fire in reading. flames swept through the former reading outlet center at eighth and olney early saturday morning and developer was converting that building into apartments. the atf says around 70 apartments were destroyed. the damage is estimated at $12 million. >> there's news on ebola in the u.s. tonight. testing will begin in january on a new vaccine that could tackle that deadly virus. johnson & johnson says its planned vaccine will prevent against an ebola strain similar

to the virus that has triggered the outbreak in west africa. meantime today the cdc began a new 21-damon touring of anyone returning to the u.s. from ebola stricken african nations. and in philadelphia, officials held a summit today to determine the region's preparedness for any possible ebola cases. >> it is a two-week reprieve tonight trump entertainment will keep the taj mahal casino in atlantic city open through november. the casino was scheduled to close notify 13th. the company says it still can cannot guarantee the taj mahal won't close by the end of the year. trump entertainment is seeking $175 million in state assistance and give backs from unionized workers to keep that casino op open. meanwhile projects are giving atlantic city an economic boost. lawmakers signed the final steel beam that will be hoisted up top -- boardwalk hall and the atlantic city convention center.

the mayor says this just the beginning. >> this is new atlantic city. beyond gaming this is what we want to be. there's positives going on here. so no one should think that atlantic city has seen its boast days. >> the new conference center has lined up $14 million worth of conventions to high-end clients. >> big relief at the pump tonight. gas prices are now at their lowest levels in nearly four years. here's the average cost of a gallon of regular unled in our area. in pennsylvania, it's 3.22 a gallon. in new jersey it's down to 2.91 and you don't have to pump it in delaware it is 2.95 a gallon. our diana rocco talked tonight with drivers who are enjoying some big savings. >> reporter: gas is the lowest it's been since any driver we asked can remember. >> probably about two years since it's been this low. >> it's been a long time. >> reporter: triple a says prices are the lowest they've been since january of 2011. more than 20 states will go below the $3 mark this weigh

week. >> it's great. i'm so excited i can fill my tank in under $40. >> reporter: price at this gulf station in washington township reached 2.73 but just about anywhere you look along the black horse pike, the prices are just as low and dropping. we found 2.72 if you're willing to pay cash. but why the drop? i'm not asking questions. >> reporter: aaa says inexpensive crude oil prices, healthy supplies, low demand and no hurricanes to date reduced the barrel cost and all of that trickles down to the consumer. >> my car is like a gas guzzler so it's good for me. >> i love them. i love spending less than $50 to fill my tank and i have premium so that's awesome. >> reporter: and things are only looking up or down if you will from here. triple does estimate prices to drop another 10 to 20 cents by the end of the year. we're live in washington township, new jersey, diana rock company for "eyewitness news" the cw philly. >> diana, thank you very much. if you want to fine the cheapest gas near you check out

>> new at 10:00 o'clock tonight arbitrator rule the nfl commissioner should testify in the appeal of ray rice. the former raven filed a grievance against baltimore for releasing him from the team last month. rice of course was let go after a video surfaced of him punching his soon to be wife in an elevator in atlantic city. the nfl players association argues that rice should not be punished twice for the same violation of nfl rules. he was initially suspended two games in july when the first video of the incident surfaced. now if rice wins this grievance process he could be reinstated and receive millions of dollars in lot of salary. >> well we're used to seeing super heroes fight the bad guys but in hollywood they were caught on camera fighting one another.

production company was filming along the walk of fame when it spotted the fight and turned its cameras. eyewitnesses say is a couple of super hero impersonators through punches at each other. some believe this was a culmination among people dressed as super heroes over turf and tips. don't worry i think chewbacca helped break it up. police are looking into the incident. nobody was hurt. not eventual dough. >> chewbacca handled worse trouble. trust me. >> three on roar side night with warning of potential produce problem. giant food stores recalling several peppers to night due to possible salmonella contamination. these were sold in a variety pack and purchased on or after october 9th might just be tainted. so far there are no reported illnesses. >> a vip grand opening party tonight for a new retailer in center city philadelphia. century 21 opens tomorrow for what it calls its c1 status members.

they'll have exclusive access to the store until the 26th it opens to the public on the 28th. century 21 is a legendary new york retailer offering up top designer merchandise at discount prices. >> it is a damp and dreary evening across the delaware valley from the city to the shore. down the shore, winds gusting over 30 miles an hour in atlantic city. we're talking about rain, we're talking about wind and this is going to continue for at least the next 12 to possibly 18 hours and then we'll slowly dry it o out. on storm scan3 we're seeing the rain rotating in to the delaware valley moving ashore from an area of low pressure storm system that is slowly moving away and really deepening over long island and new england. but you can see the darker greens going through trenton, burlington county heading toward atlantic city. this is heavier rain that will be persisting over the next several hours. but drying out through the poconos, reading, berks county as well. where we are seeing just some showery conditions and eventually the rest of us will

see that as well. on our live neighborhood network you can see some of our higher rain totals near an inch of rain in hamilton and princeton three quarters of an inch newtown, third of an inch valley forge only about a third of an inch of rain so far. temperatures are cool everywhe everywhere. in the 50s we're going down in the 40s overnight and the poconos down to 47 right now. in philadelphia 53 the same in wilmington and millville. wind gusts very impressive. right now gusting to 31 miles per hour in philadelphia. gusts to 28 in dover and these will continue into the early morning hours. our area of low pressure well off the coast of new jersey. moving toward the northeast. and it will continue to do so as it does. gradually we will be clearing it out from the southwest toward the northeast over the next couple of days. so for your thursday, some showers here and there. but still very gusty winds. temperatures only in the 50s a day much like today. not quite as rainy. and friday, the difference in pressure between this area of low pressure leaving fair weather high pressure trying to build in will keep the winds

going even though the rain is long gone temperatures will be back into the 60s. saturday we warm it up with high pressure to the south. we get into a southerly wind. and that sets the stage for very nice warming trend. in fact when we look at the jet stream sunday it lifts well to the north through monday and tuesday. you see those nice oranges and reds lifting tour the north. those are the 70s. so we are going to be in for a very big warmup in our seven day forecast. overnight periods of rain. it will be windy the low temperature 47. perhaps even few rumbles of thunder. for your thursday, windy and showery especially in the morning. and then those showers becoming few and far between late in the day still windy the high 56. on the exclusive "eyewitness weather" seven day forecast, here's a warming trend. friday, 65. saturday and sunday very pleasant. monday, 65. tuesday 70. wednesday 71. so that's just the beginning. those temperatures looking very comfortable the average high temperature this time of year is 65 degrees.

>> all right. only one within the last six games of the season but the flyers try to get the ship back righted against that old rivalry in pittsburgh. right now the flyers are up four-two in the third period of play. now, it's you battle of the birds this sunday in arizona. eagles head west oh take on the cardinals. both teams at five and one. eagles offensive line is still on the mend but more good news that help is on the way. guard evan mathis got back on the field for the first time since week one. he still on the short-term injury reserve list but should be ready for the carolina game
