music and dense fog are making this halloween. sharon is watching the roads. marty is over at first warning weather. good morning. let's take a look at first warning doppler weather radar. what we're seeing is a clear scan. i'll show it to you here in just a second. 54 degrees on tv hill is the reason we have fog. a big warm front is pressed up over the area. almost 10 degrees warmer than this time yesterday. by lunch 68 on its way to a high of 72 on the 31st day of october with gray skies. don, take it away. >> thank you. fog also a factor on this morning's hurry up. here is sharon gibala at wjz traffic control. >> good morning. we are seeing fog on our traffic cameras. it hasn't seemed to effect thin. speeds 55 on the top and west sides of the beltway. 56 and 54 on 95 southbound between white marsh and the tunnel. that's a look at the foggy west side of the beltway there at exit 17. there's another look at

spaghetti junction which apparently we have problem with that camera. now wjz has the stories people are talking about this morning. here's don. >> thank you. we also have a eastern school shore advisory to pass along. talbot county schools will be operating on a 90 minute delay with no morning pre-k due to heavy fog east of the bay bridge. congress grills healthcare.gov's point person. a cabinet secretary is taking the blame for the website's failures even as americans continue to struggle to use it to sign up online. it's danielle nottingham with the latest for wjz. >> health and human services secretary kathleen sebelius said computer specialists are working 24/7 to get healthcare.gov working properly. >> you deserve better. i apologize. >> sebelius blame d the slowness of the site on robs with a ver vie verizon server. >> i'm angry. >> cbs news obtained this

internal government memo from september 27th. it discusses incomplete security testing on the website. >> we have exposed millions of americans because you-all, according to your memo believed it was an acceptable risk. >> secretary sebelius said the memo authorizes further testing and consumer information is secure. >> it's not just on capitol hill, frustration is high for maryland counting on coverage. here is derek valcourt with more. >> waitress cathy kelly one of millions accounting on the affordable care act for the health insurance she doesn't have. >> for my age i need health care for surgery if it comes up or whatever might come up. i need some kind of health care to help me out. >> she said she was able to log into the healthcare.gov website but said she's still in sticker shock over the rates she was quoted and can't afford on her modest income.

>> i had a $20,000 deductible with a $302 payment a month. >> she's not the only one running into roadblocks. glitch with the websites have forced many people to seek asylum outside help getting enrolled. small businesses like the tt diner's are waiting to learn more before they explore plans for their employees. >> we will be shopping when the time comes. we don't offer health insurance at the current time. you know, it's something that we will have to look into and shop. >> for now cathy said she will wait for changes and improvements to the healthcare.gov website before she decided what she'll do next. >> maybe it will find out something i don't see or don't know. >> and you'll hope that it helps you? >> hope that it helps me. >> officials are promising they will fix problem with the federal and state insurance websites. derek valcourt, wjz eyewitness news. >> back on the washington end, the white house said the president has complete confidence in secretary sebelius. here the family of a man who

died in city police custody has filed a multimillion dollar wrongful death lawsuit. according to the baltimore sun the suit alleges anthony anderson was beaten by three detectives before he died last september. prosecutors found the detectives did not use excessive force and nobody was ever charged. the police department has not commented on that lawsuit. a local man suspected of giving students cookies laced with drugs is behind bars this morning. we are being told 40-year-old collide tatum is charged with possession of a handgun. they found that while serving a search warrant. he worked at the reach partnership charter school in clifton mark where students became sick after eating cookies containing marijuana. there's new security concerns at federal facilities across the country, including those in this area. lawmakers are pushing for immediate changes at those facilities. wjz and mike schuh are live on this story. good morning, mike. >> reporter: good morning.

this comes after a watchdog said that the security at federal facilities is not good enough. >> security at federal facilities across the country is under the microscope in the wake of recent deadly violence. >> our hope is that our bill represents a sensible task forward to help protect national security. >> last month 12 people were killed at the washington navy yard when government contractor aaron alexis went on a shooting spree. now lawmakers want to strengthen security clearance and background checks. >> i don't know if this would have prevented the navy yard shooting. i know it would have given us a much better chance of preventing the navy yard shooting. >> the government accountability office is examining the security at federal facilities. they said too many guards are not trained to respond to active shooter situations. that's a big concern to people in maryland. there are 35 federal installations across the state,

including the massive social security administration in baltimore county. >> how after 10 years does the department not have a handle on what measures are in place? >> reporter: now, it is a big task. across the country there's over 9,000 federal facilities that require special security. i'm mike schuh reporting live. >> thank you. there's 14,000 security personno protect this nation's federal facilities. a judge has denied a question to remooufve a navy officer. josh tate is trying to get michael miller removed from his case. tate's attorney arguing that miller is bias from pressure from the pentagon. tate and another midshipmen will face court marshall in the case. a local man is behind bars once again. police say he has spent years scamming local restaurants by faking medical

emergencies to get out of paying his bill. rochelle richie has more on the latest charges against him. >> baltimore city police have dubbed him the dine and dasher but his real name is andrew palmer. he likes a good meal but doesn't like paying. >> we have a number of incidents where an individual pretended to be meal to not pay. >> palmer's latest incident this sunday at terps restaurant where he ordered beer and pizza. >> we're getting all the money together to bring up to the office and he had no money to pay his bill. >> once the bill came the manager said palmer told her a sob story about how three men robbed him prior to him coming into the restaurant. >> and knowingly came to the restaurant and ordered $50 worth of stuff. >> he has more expensive taste

too. sullivans lost out on more than $150 after palmer collapsed to the ground pretending to have a seizure to avoid paying for his blue blue moons, chicken, and to top it off coffee costing more than $160. paramedics were called to the restaurant. police say he was taken to the hospital where doctors found no evidence of a seizure. >> palmer has been arrested eight times for petty theft. he's now in the baltimore city jail with a $1,500 bail. i'm rochelle richie, wjz eyewitness news. >> police also say many of palmer's cases involve thefts of under $100 which add up to in most cases little or no time in jail. the red sox beat the st. louis cardinals winning the world series at home for the first time since 1918.

>> it hasn't happened at fenway park for 95 years. >> the crowd roared as shane victorino unloaded the base with a triple. he pounded his chest 234 celebration after wards. the red sox went onto beat the cardinals 6-1, winning the series in six games. the last time boston clenched a world series victory at fenway park babe ruth was on the team. >> [cheers] >> as you see, excited people celebrated the victory inside the park and out on the street. police cleared the area surrounding the ball park but crowds were seen jumping on cars and rocking some vehicles. one car was flipped over in that all madness. >> yeah, okay. having said that, looking at tht positive side of the story, congratulations to boston. the people are having a good time and enjoying their victory as they should is. they won the world series. >> yep.

let's take a look at first warning doppler weather radar. it's a really interesting morning. the ground is kind of wet. there's no rain in the immediate area looking at a scan there. i said the immediate area. there will be a chance of a stray shower around later. this fog is really starting to thicken. that's for darn sure. that high from yesterday is drig ing warm air our way. having said that, you go back to first warning doppler weather radar. those showers sitting out to the west because of this instability and warm air, we will time it out for you coming up shortly. 54 now going to a high of 72 degrees today. ron matz joins us from gersbeck's. it's classic tv. >> reporter: yes, it is. we're in middle river. halloween is

one year ago millions of americans were starting to realize the extensive damage done here in maryland and all along the east coast from super storm sandy. >> ♪ [ music ] ♪ >> couple days ago residents carried candles on the jersey shore as survivors of super storm sandy remember all that was lost last year. it doesn't take storms as strong as sandy to endanger maryland's coastline. wjz's first warning weather team revealed some parts of the state will be under water within a few decades. tim williams shows us why the shoreline is vulnerable. >> maryland's fragile coastline is vanishing. each wave, high tide carries more land back into the water. >> there's fewer and fewer days

that we have much of a beach at all. >> place the blame on climate change. wjz's first warning weather finds it's ripple effects causing the sea level to rise in maryland, more than 3.5 feet by the end of this century. >> what's interesting about maryland is that sea level rise is occurring three times faster than that of other locations. >> denise is watching her property at the tip of miller's island disappearing. hurricane isabel broke apart her bulk head. >> there is the type of erosion we would get. it's gradually working its way back. >> maryland has the fourth longest coastline in the united states. >> here in maryland portions of the coastline are sinking. at the same time sea level is rising. >> wjz obtained these maps of maryland showing how much land would be lost with only a 4 foot

rise in sea level. much of lower ocean city and dorchester county would be under water. the department of natural resources is focused on dealing with this problem. >> flooding today that we see on a more frequent basis in communities like crisfield or annapolis or fells points could really be to high tide that we see in the future on a daily basis. >> first warning weather redeals nearly 600 acres of land rose in maryland each other. holland island has been lost where this house once stood now washed away. >> the lower eastern shore of maryland is our most vulnerable. crisfield, maryland for example. >> long term that's bad news for maryland. by the end of the century with the water projected to rise more than 3 feet crisfield will wash away. for homeowners like denice on miller's island it's only a matter of time before they'll be under water. >> water has risen to the point where when we get a high tide

>> during a house hearing wednesday michigan's mike rogers questioned sebelius about security concern with the website. in a newly released internal memo a medicare official wrote, from a security perspective the aspects of the system not tested due to the ongoing development exposed a level of uncertainty. >> they believe that was an acceptable risk. that means you put millions of americans personal financial information at risk to hackers. >> republicans complained insurance companies are canceling the policies of millions because the plans don't meet the standard of the affordable care act. president obama addressed that concern during a speech in boston. >> if insurers decided to downgrade or cancel plans what we said under the law is you've got to replace them with quality coverage. >> the obama administration insists the website will be fully functioning by december. in washington, susan mcginnis,

wjz eyewitness news. >> the chairman said he plans to ask secretary sebelius back in early december to testify about the progress that's been made with healthcare.gov. new details are emerging in the sky spying scandal. they say the tsa nsa listened on the vaticans phone calls. the vatican released a statement saying it's not concerned. several european allies have expressed out rage after reports that the nsa has been spying on leaders for years and years. lawmakers are saying many of the security personnel stations inside the nation's federal buildings outside of washington dc needs crucial training. wjz and mike schuh with live with this story. good morning, mike. >> reporter: good morning. a watchdog group says that federal facilities are poorly protected and now congress is getting involved. >> security at federal

what measures are in place? >> reporter: there are over 9,000 federal facilities across the country that needs special protection. >> there are 14,000 security personnel. a washington state man will serve jail time for mailing fax anthrax letter. christopher carlson mailed dozens letters last year. the package forced 10 staffers into isolation for a while and tied up the city's police and fire department for a time. carlson faces up to 5 years in prison when he's sentenced to february. olympic scar oscar pistorius will face two more gun-related charges at his murder trial he's accused of two instances of firing a gun in a public space, incidents that occurred before the death of his girlfriend

steenkemp. they said it's to characterize him as an irresponsible gun owner. he have claims he shot her but mistook her for an intruder. a dutch cyclist is lucky to be alive. the camera is rolling as a storm uproots the tree sending it crashing down on to the road. the cyclist seeing the danger and misses it by a few inches. he's shaken up but okay. turning to baseball, the celebrations are still going on up in boston as the red sox fans celebrate. fans watched the final out at fenway park. the report for wjz. >> it hasn't happened at fenway park for 95 years. >> for the first time in 95 years the boston red sox became the best team in baseball on their own turf.

the red sox defeated the st. louis cardinals 6-1 in game 6 of the world series. >> i did have tickets for game 7 just in case. no, i was sure. >> after two scoreless innings the crowd erupted in the bottom of the 3rd when boston's shane victorino unloaded the bases with a triple off the green monster, pounding his chest in is celebration. >> the last time they win here was in 1918 when babe ruth was the piper. >> the red sox have been a driving force behind boston's rise for tragedy. boston bombing survivors have been guests at games and thrown first pitches. >> every since the day after the bombing they have been part of it. they put the stripes on their jerseys honoring the victims. they really have been a part in connecting to the

tragedy in a special way. >> it was celebrated as far as anybody would see. >> there was so much demand to attend the game that tickets were going from $900 to $12,000 hours before the game, a price some may have considered worth it to see the red sox win at home. in boston adrianna diaz. >> the red sox join ed ed the 1991 twins as the only teams to win titles one year after finishing in last place. turning to football news, the ravens are shaking up their roster. the team has signed safeties folic and brown from the practice squad. to make room they cut michael huff and marcus spears. don't forget you can see the game, the ravens playing the browns in cleveland this sunday at 4:15 live right here on wjz

13. >> just real quick, congratulations to the people who won the world series and karma came home, just like japan winning the soccer championship after the earthquake, alabama winning after a tornado, joplin after a tornado, the st. louis cardinals win a world series. after boston and the bombing they win the world series. bobby williams, my partner on football talk, i'm friends with on facebook posted this. it's interesting. now we have to start turning our attention back to the ravens after the bye week. >> sure. >> with huff and spears will be -- being released by the ravens, when was the last time the ravens signed a vet free agent that were starters at the beginning of the season then released them at mid-season? i'm not too sure that's really happened recently.

would you explain how you came up with the title of this comp position? >> it's very odd. i'm good friends with glen beck. we disagree on just about everything. he's religious, i'm an atheist. he would always ask me questions about being an atheist. what does your family do with this, what do you believe on this and on that. one day i was talking to him and said every day is an atheist holiday. every day is a celebration of the sun coming up, the sun going down, being around my family, eating, all the joys, music, the art that we experience. i started going through different holidays and telling stories from them. that turned into a book that just talks about how i live my life. you know, a lot of people for atheism it's still a minority view in this country. it's

growing so fast it's almost ridiculous. it's still a minority view. a lot of people wonder about things like what an atheist does on halloween, christmas, new year's. i just try to tell stories of what it's like to live a godless happy life. >> as an atheist you still have to celebrate other people's holidays. >> of course and happily. one of the best ones is hal loween. it starts out as a holiday full of fear, full of super natural angst, full of all sorts horrors and guilt and hate. you throw that in the american tumbler, melting pot and it comes out now for little children to dress up as iron man and get candy and

says are you one of those creepy people. the next thing you know you're getting a burrito at the 7-11. >> what about the hallmark holidays like father's day? >> father's day, all the family holidays are just family holidays. i'm from a very close family. i was close to my mom, my dad, my sister. i'm very close to my wife and my children. i spend all the time i can with my children. father's day is a nutty day for me. i had children late enough in life that i never am able to get a father's day card and send a father's day card the same day. it's still a wonderful day to remember my dad. my dad was a christian his whole life and was thrilled with his atheist son. he never got that memo that said, dads are supposed to
