deadline day. the long countdown is over. the house has passed the debt limit bill. now it's the senate's turn. surprise vote. congresswoman gabrielle giffords steals the show in the house, casting her vote just seven months after being shot. and giants of the deep. deep sea. and giants of the deep. deep sea. and deep space. captioning funded by cbs and good morning, everyone, appreciate you joining us. i'm terrell brown, in for betty nguyen. looks like the hard part is over for the bill that has kept washington tied in knots for months now. the house of representatives voted last night to raise the federal debt limit. it was a vote highlighted by the surprise appearance of arizona congresswoman gabrielle giffords. today, it's the senate's turn. more on all this now from jay dow in washington.

jay, good morning to you. >> reporter: good morning to you, terrell. a significant number of democrats and republicans voted against this bill, and have gone on record saying they are unhappy with the outcome. but party leaders were able to convince enough of their members that this bill simply had to be passed, because a default could not be an option. the senate is expected to approve a deal today to raise the debt limit, avoiding the first-ever u.s. default. >> the bill is passed -- >> reporter: house members pushed the legislation through last night, but not without a fight. >> i understand that this train is leaving the station. but it's going in the wrong direction. >> it's about time this congress come together and figure out a way to live within our means. >> reporter: after months of partisan bickering, both parties did find one reason to unite. lawmakers greeted arizona congresswoman gabrielle giffords with a long standing ovation when she surprised them on the house floor. she returned for the first time since she was shot in january, to vote for the deal.

>> we are all privileged to call her colleague, some of us very privileged to call her friend. >> reporter: if the senate approves the measure, it will go straight to the white house. president obama is expected to sign it, just hours before the default deadline. the bill increases the government's borrowing limit into 2013. it also cuts the deficit by about $2.3 trillion. though there's no guarantee any of that would come from tax increases. >> doesn't seem likely to me that it would even be recommended. much less supported. >> reporter: lawmakers may be close to solving one crisis, but another one could be looming. credit agencies are still considering downgrading the nation's perfect credit rating, which could send interest rates soaring. lawmakers are set to head home for a summer break, battered by relieved. but a downgrading in america's aaa credit rating is still a real possibility, simply because of the fragile state of the economy, and the large debt load that the government still

carries, despite this deal. terrell? >> jay dow in washington for us. jay, thank you so much. appreciate it. as jay reported, gabrielle giffords returned to capitol hill was a surprise to nearly all who were there. danielle nottingham has more now on her remarkable appearance. >> reporter: in the middle of the closely-watched vote on the debt ceiling, the house chamber erupted in applause. lawmakers cheered arizona congresswoman gabrielle giffords, making a surprise entrance. >> we all want to welcome back our wonderful colleague, congresswoman giffords. >> reporter: this is the first time giffords has been on the house floor since the shooting in tucson last january. she was shot in the head, and among the 13 wounded. six other people were killed. giffords returned to the capitol to cast her vote for the debt deal. >> there isn't a name that stirs more love, more admiration, more respect, more wishing for our daughters to be like her,

than the name of congresswoman gabby giffords. >> reporter: while congresswoman giffords was inside the chamber, her husband, astronaut mark kelly, looked on from the side entrance. after the vote, they left the capitol together. giffords' friend and colleague, congresswoman debbie wasserman schultz said she and kelly had been texting the night before. giffords had been following the debt debate and thought it was important to be there for the vote. >> i'm just so proud of her. we've been working so hard to come back, and just, you know, we knew she'd came walking in the chamber one day, and today she did. >> reporter: congresswoman giffords mouthed thank you to the crowd surrounding her. she still has more rehabilitation, and recovery, ahead. danielle nottingham, cbs news, washington. returning now to the debt limit plan, and its impact on this country's currently perfect credit rating. the rating agencies are still reviewing the plan and won't decide whether to lower that aaa rating until later this month.

anthony mason has more on what could happen if they do. >> reporter: it may not be enough. the debt ceiling deal calls for more than $2 trillion in spending cuts. but the agencies that grade america's debt want more. standard & poor's called for $4 trillion in cuts in its july report. otherwise the rating agency's president told congress last week, our $14 trillion debt will continue to rise. >> and the growth rate of the debt burden is something that does need to be addressed for us to continue to assess the credit worthiness of the sovereign commercial debt at aaa levels. >> reporter: the united states credit rating has never fallen below aaa. and it would be an embarrassment, says economist michael darda. >> but it's hard to see how the rating agencies are going to tell bond investors anything that they don't already know. >> reporter: investors have not been scared away yet. they're still buying up u.s. treasury bills. but a downgrade could drive up interest rates, and the cost of

borrowing, affecting everything from auto loans to mortgage rates. >> we definitely would have a dampening effect on the economy. would it be armageddon? no. >> reporter: economist ellen zentner. >> i don't believe that a downgrade to our credit worthiness would make the average investor think that the u.s. cannot pay its bills. >> reporter: we're still essentially going to be the gold standard? >> we are. but only because the comparisons have been lowered so much. >> reporter: the competition is pretty weak? >> the competition is weak. >> reporter: but there could be collateral damage to the economy. the aaa credit ratings of 7,000 state and local governments, universities, and nonprofits, like the smithsonian institution, have also been placed on review because of their dependence on federal funding. downgrades could mean higher local taxes, and more job cuts. anthony mason, cbs news, new york. and now that the debt crisis appears to be over, congress is under pressure to resolve the budget dispute that shut down much of the federal aviation administration.

4,000 faa workers were furloughed almost two weeks ago. it happened because senate republicans demanded a $6.5 million cut in the agency's budget, and democrats balked. during the shutdown the faa can't collect $30 million a day in federal taxes on airline tickets. that's already cost the government a quarter billion dollars. in new hampshire, an autopsy is planned today for 11-year-old celina cass, whose body was found yesterday. it was discovered in a river less than a mile from her home, not far from the canadian border. celina had vanished from her bedroom on july 25th. it remains a mystery. police say there was no sign of struggle or any indication that she ran away. casey anthony has been ordered to report for probation in florida. anthony hasn't been seen since her release from jail following her acquittal in the murder of her daughter. but an orlando judge says anthony must report to a probation officer for her conviction last year of writing bad checks. anthony's lawyers may challenge the judge's order. a deadly salmonella outbreak

boy, that is one big rock, isn't it? it's name is vespa, twice the size of california. these are the first close-up pictures of it, taken by nasa's dawn spacecraft at 330 miles in diameter. vespa is the second largest object in the asteroid belt between mars and jupiter. here on earth a new tropical storm named emily is swirling through the caribbean this morning. the storm is centered about 250 miles southeast of san juan, puerto rico. it's moving west with sustained winds of 40 miles per hour, and expected to slowly strengthen. tropical storm warnings are in effect for puerto rico, and the dominican republic. in minnesota, thousands of customers remain without power this morning after severe storms caused widespread damage yesterday. strong winds brought down trees, and downpours flooded streets in the minneapolis/st. paul area. that and more. good morning to you. >> good morning to you, terrell. it was a down day for the asian markets. japan's nikkei lost a little over 1%, while hong kong's hang seng was also lower. on wall street yesterday, a disappointing report on u.s. manufacturing sent u.s. stocks lower. the dow finished down almost 11 points. its seventh consecutive decline. while the nasdaq was down almost 12. ford motor company is recalling 1.1 million pickup trucks. the models include certain f-150 and f-250 and lincoln blackwoods. manufactured from 1997 through 2004. metal straps holding fuel tanks to the trucks can rust and break, causing the tanks to fall to the ground and rupture. eight fires and some injuries have been reported. well, part of the new debt deal involves student loans. it would scrap a special kind of federal loan for graduate students. those loans do not charge interest until six months after the student gets his or her degree.

the changes will take place july 1st of next year. a good second quarter for german automaker bmw. the company says its net profit more than doubled to $2.5 billion in the second quarter. that's mostly thanks to booming sales in asia, where sales rose 43%, with china leading that increase. u.s. sales also rose a strong 18%. and terrell, how about paying for a hotel room, but sleeping outdoors? well, hotels are sprucing up outdoor spaces like terraces and decks where guests can sleep under the stars, and even cook s'mores, and according to "usa today," a chicago hotel, the afina is offering its entire rooftop with a bed, outdoor movie screen, and a bar for $10,000. a night. >> what? >> i know. >> does that make any sense at all? i mean, forget just being outside, if you're going to be

here's a look at the weather in some cities around the country. partly cloudy and 92 in new york. 90 with thunderstorms in miami. 96 with thunderstorms in chicago. sunny, 109 in dallas. sunny, 86 in los angeles. time now for a check of the national forecast. latest satellite picture shows thunderstorms rolling over the northern plains and the great lakes. portions of the northeast are clearing after a stormy monday. the southern plains and the west coast are clear, but the rocky mountains and southwest could see passing thunderstorms. later today, scattered storms will dot the landscape in the southwest, with occasional showers and lightning. stronger storms will be seen in

the great lakes. the northeast will enjoy drier and sunny weather, except in new england, that is. the southeast will be hazy and hot. very high temperatures will continue in the southern plains with highs reaching the upper 100s. in sports this morning, video replay gave cleveland a win in boston. in the eighth inning we go, here. the indianss adrubal cabrera hit a fly ball into the right corner field. it was called a single off the wall. but video shows a little bit of a different story here. replay showed a fan in the front row, baseball even left an imprint on her knee. it was ruled a home run and cleveland beat the red sox 9-6. in new york, the mets lucas duda homered in the bottom of the ninth inning, that tied the score with the mar lines at 3-3. but in the top of the tenth, florida's mike stanton smashed a grand slam over the left field wall. the marlins beat the mets 7-3. record-setting wide receiver randy moss is retiring from the nfl. moss holds the record for the most touchdown catches in a season with 23.

on the "cbs morning news" here's a look at today's weather. it's going to be another hot one in the plains. much of the midwest and into the east, with temperatures in the 90s and 100s. storms will skirt the heat dome over the plains moving from the southwest to the great lakes. get another look at this morning's top stories. the long and hotly debated bill to boost the federal debt ceiling faces one more vote in the senate today. before it goes to the white house for the president's signature. and, yesterday's vote in the house, a surprise, less than seven months after she was shot, congresswoman gabrielle giffords showed up to cast her vote for

the debt ceiling. it passed 269-161. in health news this morning, the government has ordered insurance companies to provide birth control services to women at no extra cost. the ruling delighted health advocates, alarmed the insurance industry, and angered religious conservatives. manuel gallegus reports. >> reporter: doctors call it a milestone in the long-term health of women. under the government's health care reform plan, all insured women will soon have access to several preventive medical services at no cost, and with no copayment. the institute of medicine developed the new guidelines, which include breast-feeding support, domestic violence counseling, diabetes screening, and birth control. >> this should really decrease the number of unwanted pregnancies and the number of terminations of pregnancies. >> reporter: medical experts say that will save women, families and the government substantial amounts of money in the long run. it's estimated 41% of american women use birth control, at a
