a chance of thundershowers probably not until the evening between the early dinner and then the dead time hours. don't worry about it yet. high temps in the very comfortable low mid-80s level. full first warning forecast coming up shortly. >> good to have you. here's what people are talking about a little over a week into the new fiscal year, maryland is warning of major budget problems. state says it need to fill a 700 million dollar hole in the budget and it kelly mcpherson reports it's twice as much as originally projected. >> reporter: good morning. this is not the first time that the governor has had to trim down the budget since the recession hit but it's one of the more significant numbers. he has to cut 700 million dollar from the budget. for the fourth time during the recession, maryland's governor needs to chop up the state budget. >> it is all going to be painful. none of it is going to be easy. >> reporter: hearing the news for the first time state

workers are on edge. >> oh, my god, right now i don't think that would be the correct thing for him to do due to the fact we are lack on so many things we need. >> just like at home, when things get tight tough cut back. and it's no different in state government. >> it's hard on families and people. i am worried about myself because i don't know interdon't know what to say. gees. >> reporter: 700 million dollars must be cut to balance the 14 billion dollar budget. that is 5% that needs to go. the governor aims to preserve state programs families are relying on more than ever during the tough ecomony. >> the other thing that we do not want to do is add to the economic whoa. so that's why we have worked so hard not to engage in the massive layoffs that you have seen in other states. >> reporter: the governor will not present his solution until later this month. and until then, workers here at the state center in baltimore are thinking about the

sacrifices they have made this year. >> yeah. we had to take 3 or 4 days of furloughs. >> we are worried. it's something to think about you know considering what we are enduring. so, right now we have to roll with the punch. >> the ecomony is tight and we felt it and we are hoping that it's not a real big drastic change for the next fiscal year. >> reporter: that fiscal year has started and began july 1st. governor says he is already looking at ideas of where to cut from his senior leadership team. reporting from baltimore, kelly mcpherson wjz. >> thanks the governor will present his plan to the board of works on july 22nd. a new beginning for general motors is the auto giant emerges from bankruptcych the government owns 60% of the company after lending it 50 billion dollars in bailout money. gm, c-eo promised to pay the money back saying they are a new company focus on the consumer and making more fuel efficient cars one is the volt that is

due out next year. company is down to just 4 brand, chefy, buick, cadillac and gmc remain. 11 people are without a home this morning following a late night fire in baltimore county. it happened at an apartment complex in wood lawn in the 3400 block of firelight lane. fire official say the flames are under control and there are no reports of injuries. the red cross is on the scene helping those displayed. police are investigating after a child was struck and killed by a car near the east point mall. it happened on north point boulevard. car hit the child then lost control and then hit two other cars. three people were injured. police have not released the name or age of the child who was killed. no word on any charges. baltimore city intersection shut down for a short time after a manhole cover is blown off around 8:30 last night at saratoga and utah streets. firefighters say a small electrical fire started

underground causing the manhole cover to pop. the fire went "ñthe on its own and no one was hurt and the road reopened. police are investigating after someone gets their hands on a fire department radio then uses it to harass and taunt firefighters. the cat and mouse game went on for 10 hours. vic carter reports the culprit is still on the loose. >> reporter: for almost a day emergency workers in prince george's county had difficult communicating. an agitateor with a stolen radio. >> we are at your mama house. >> reporter: polluted the airways with chatter taunts and music. >> you. [audio not understandable] you have to speak to me i want a reward because i paid money for this. >> reporter: they asked him to stop. police tried to meet up with the road radio operator but addresss he gave led to a longer wild goose chase. >> i got the radio.

[audio not understandable] my mama was home and my papa was home and came back and now i am gone. >> that was vic carter reporting. dispatchers say despite the interference no safety was interference and crews responded to each call for help. the county is women are elementing a digital radio system allowing dispatchers to block rogue signals. a spokesperson for baltimore city police department is suspend accused a sending a picture of a nude woman to a local tv station. officer troy harris was trying to e-mail a mug shot but ies in mistakenly attached a picture of a naked woman which was saved to his city issued computer. he's nip-year veteran of the department and the department declined to comment. a documentary on lyme disease may be on the movie screen but it's playing in maryland homes. the the fill sm showing at the

senator theater and raising quite a few questions. >> reporter: undered skin is about disease and desperation. >> if i hadn't had kid i might have killed myself. >> reporter: the battle against chronic lyme disease what happens after an infected tick bites is more than a movie. >> having been a victim myself i can tell you it's gone everywhere in my body from my brain to my eyes to my gastrointestinal system to my joints. >> reporter: she is a member of lyme maryland and advocacy group for research for a disease that shows early rashes and different long-term symptoms. >> each person it travels differently. >> reporter: but its source is the deer tick and most often passed by tiny immature ticks in woods and tall grass throughout maryland. the disease itself is frequently misdiagnosed. >> i was given drugs for a disease that made the lyme disease worst. >> reporter: for three years

lori sought relief now the mother of two hope she found it in the needle and tubes she wears for a daily one hour dose of antibiotics. >> i am doing better. >> reporter: and the documentary helps following others who suffer and fight back. >> from the film i realized i am not alone and there's somebody like me and a lot of the people in the film i have read they have gotten better with the antibiotics and that makes me hope fop. >> reporter: the best way to avoid it is avoid ticks. stay on clear trails and short grass and in the fall watch out for piles of wet leaves or brush. back to you on tv hill. >> alex thanks, the centers for disease control say 100,000 means are exposed to it every year. and another health advisory this morning. this one out of anne arundel county where water contamination is threatening swimmers there. health official say stay out of the water at lower and they say high bacteria levels pose a threat to swimmers or anyone who comes in contact with the

saturday morning. looking straight down into the inner harbor. some of the bigger toys for the bigger boys and girls. at rest this day start. i want to look at first warning doppler radar. just real quick if we can. because i just i feel it on a interesting scan. forget but today the ground clear around d.c. look at that line of showers that kicked up. here in the mountains, i am not sure this is going to make it out of the mountains. but i think it need to be noted that we have a little line of showers me andering through the area. let's look at the forecast and i am still not going to obsess on rain on your saturday day side but again there's a couple light showers and we are on the air until 8 so in a half-hour we will know if it will make it out of the mountains and over here to the metro area. 85 today. just take -- jess take it away. >> the other stories people are talking about this morning, the chicago area cemetery at the

center of a grave digging scheme has been shut down to the public. the move comes after relatives showed up to check on their loved ones burial plots but found bones all over the ground. five families have filed a class action lawsuit against the buroaks cemeteriy wanting to know where the loved ones remains are to rebury them. four employees have been arrest for dig up 300 grave sights in a scheme to resell the plots. bloody gauze and dirty instruments when they raided a california dentist office. state agent say the lab tech illegally performed dental work charging his patients cash for his services. he set up the store front to look like a dental lab and performed full dental practices without sterile eyeing instruments between patients. >> it's horrible. because they are taking advantage of low income people who live in the state. mostly hispanic community and they are not only getting

ripped off but it's very dangerous and their health is in jeopardy. >> california dental board says this is not an isolated case. this is their third bust in just a week. president barack obama has entered the final leg of his overseas trip. first family landed in ghana, africa last night where the president will address the country's parliament today. it's the last stop of his trip which took him to the vatican to meet the pope for the first time. they talked about stem cell research on which the two have opposing views. they discussed immigration and peace in the middle east. >> a tremendous special on air force one. it was on discovery channel but it was the history channel it's about air force one. >> yes. >> and a lot of it was from the end of the bush administration you had president bush talking about air force one and basically it end with barack obama's first trip when president bush sent it to chicago to get him. anyway,

welcome back at 25 after the hour and here the radar. we don't really have showers in the day's forecast. here comes the contradigs look at live doppler radar and there are a couple showers trying to get out of mountains and we will watch them for the next half-hour and see if they make it into the 70 corridor. forecast day calls for clouds to sun and more humid than yesterday but most comfortable. breezy afternoon high of 85. we are in the mid-60s jess. >> thanks. it's called unity in the community. one of the oldest churches in the city damaged by lightning now a jewish temple offers the building to help out. suzanne collins reports as rule yea next step in a friendly interfaith relationship. >> reporter: the bell tower of bethel ame burned the large popular church suffered water damage and the pastor reverend frank reid was not sure where

barrier? that's a tough question. watch this -- we will watch it over the next half-hour. but first what people are talking about the fiscal year is beginning but maryland is already facing a 700 million dollar budget shortfall. that number is twice the amount previously estimated. it's forcing state law makeers to head to the chopping block. governor martin o'malley says the cuts will be painful but is aiming to preserve state programs and avoid massive state layoffs. he will present the solution july 22nd. baltimore county police are investigating after a child was struck and killed by a car near the east plane mall around 7:30 last night on north point boulevard. police say the car hit the child lost control and hit two other cars. at least three other people were injured. police have not released the name or age of the child killed and no word this morning on any charges. prince george's county police are investigating after someone gets their hand on a fire department radio then used it to harass firefighters. the taunting messages went on

for 10 hours but the culprit remains on the loose. despite the interference no one's safety was compromise and emergency crews were able to respond to calls for help. the county will implement a new digital radio system next year which should allow dispatchers to block rogue signals. the crime outraged a community and raised questions about the juvenile justice system a5-year-old girl shot in the head in southwest baltimore. the toon accused shouldn't have been on the streets. "eyewitness news" stays on this story kelly mcpherson has new reaction from the governor. >> reporter: when a 5-year-old girl was shot in the head last week, the case received a lot of attention. and today, governor omally is speaking about concerns within the juvenile system. controversy still bruise around the south pulaski shooting where raven i wouldate was shot in the head. police say that the teen charged was shooting off the gun with a waiting sentencing in a different case.

lamont davis was place on home monitoring the day before the shooting. he cut off the device. >> shouldn't have never happened and it's ridiculous you know guns on the streets. >> reporter: governor o'malley asked for a review of the case but expressed pride in recent improvements of the juvenile system. >> i think we are a leader in the nation when it comes to using gps on the yng adults i mean young people at risk to themselves or potential threats to others and we are going to continue to expand that -- those programs. >> reporter: the governor says he is in touch with baltimore city police and the -- as the investigation into the fight continues. the community around south pulaski stood together over the past week speaking out against the violence taking over the neighborhood. including raven's aunt. >> what are we as parents supposed to do? kid can't walk the street or go to school. you know, she was just a little girl. and if we can't take care of our babies now what will happen to our future.

>> reporter: there was no clear response about why lamont davis was on the street and without his gps tracker. governor addressed concerns about the number of juveniles facilities. >> it's false to think that the reason that juveniles are on the streets is because we have closed facilities. we have plans to add more facilities all be it not of the giant size of the 1950s but smaller 48-bed facilities. >> reporter: little raven is in the hospital but her family has requested that the hospital no longer give updates on her condition. kelly mcpherson, wjz "eyewitness news." >> thanks. the 17-year-old charged in the shooting remains behind bars without bail. 11 people are without a home this morning following a late night fire in baltimore county. it happened at an apartment complex in wood lawn in the 3400 block of firelight lane. fire official say the flames are now under control and there are no reports of injuries. the red cross is on the scene

helping those who have been displaced. there's chilling new information about the western maryland father who killed his family before killing himself. court record show that christopher wood left loving good-bye notes near bodies of each family member killed in a note to his wife he wrote while he loved her dearly they never should have gotten married. back in april, wood killed his three children and wife and their middletown frederick county home before he used the shotgun to take his life. new legal trouble this morning for marion barry the dc council members says there will be an independent review of a contract wean barry and his ex-girlfriend donna watts. it will look at whether barry complied with city laws and council rules when he award the contract to watts while the two were in a relationship. the announcement comes days after stalking charges against the former dc mayor were dropped. the palin family feud with levi johnston is back in the spotlight this morning. johnston says the governor resigned in order to pursue lucrative deals including books

and a reality show. johnston he overheard palin talk about that when he was engaged to palein adaughter. a spokesman calls the remarks a piece of fiction. and fans from michael jackson's hometown came together to celebrate his life. young and old showed up to pay tribute to the king of pop. lyanne jackson reports from gary, indiana. ♪ [ music ] >> reporter: fans danced the night away paying tribute to the late michael jackson at a memorial in the town where it all began. >> we are giving this because we never want to say good-bye. michael jackson put gary, indiana on the map. >> michael jackson. >> reporter: fans from gary and all over the country waited for hours outside the steelyard baseball park to hear performance of michael jackson's greatest hits by a variety of local artists. the reverend jessie jackson and michael's father -- michael's father's joe jackson came out to celebrate the icon's life.

slide show of his life and extra video log onto wjz.com. a new report gives us a positive sign the local ecomony may be improving. for the first time in more than two years, home sales are up in the baltimore metro area. according to a local multiple listing service nearly 2400 homes were sold in the area last month. falling home sales and credit federal tax credit for first time buyers likely behind the surge in sale. last month we were named the most courteous drivers in the country but that doesn't mean we are good drivers i'm cording to a recent stot studdie baltimore has some of the worst drivers in the usgigi barnett explains we have a greater chance of getting into accidents. >> reporter: out of 200 cities, baltimore drivers are second to the worst. that's what a new report released this week by all state insurance company discovered. >> it's kind of crazy. >> we try to raise awareness among drivers about what they do in traffic and were there are accidents and why they need to

be more aware and drive safer. >> reporter: the insurance company used a number of collision claims to rank the top cities with the most accidents. the only city baltimore outranks is the nation's capital. >>d.c. has been at that level for the past five years. we don't know why police say it's because it is crowded metropolitan area. >> reporter: the company found that baltimore drivers have an 80% chance of getting into an accident. and the frequency of the crashes are going up every year. and 2005, baltimore drivers experienced an accident on average once every 6 1/2 years. but now, according to all state, they can expect to crash an average of once every 5 1/2 years. >> that's shocking to me. i've driven in other places of the country and they seem -- baltimore doesn't seem tonight worst of the worst. >> reporter: some drivers may be surprised baltimore ranking the state highway administration is not saying 93% of all accidents around the state are caused by

driver error. and some drivers in the city have seen those airors -- errors. >> people cutting off and not using turn signals and. >> reporter: all state says the most common cause of city collisions are distractions especially when drivers are in a rush. >> pretty basic but you know conditions that many people don't take into consideration is if they are in a hurry. >> reporter: all state says larger -- the study shows larger cities has more accidents but they also have more people. more drivers means more accidents. now back to you on tv hill. >> gigi thanks. according to the all state study sioux fallss south dakota has the nation's best drivers. >> because it's all fabo. >> i was going to say i don't know especially in the city going up 83 jones falls expressway i don't know. there's crazy drivers. >> you think? >> and you know and the bikers and they make me so nervous and they shoot down there so quickly and you can't hear them coming

"eyewitness news" stays on the story kelly mcpherson has new reaction from the governor. >> reporter: when a 5-year-old girl was shot in the head last week, the case received a lot of attention. and today, governor o'malley is speaking about concerns within the goff nile system. -- the juvenile system. controversy bruise around the shooting which raven wyatt was shot in the head. police say the teen charged was shooting off the gun with a wait -- was awaiting sentencing in a different case. lamont davis was placed on home monitoring the day before the shooting. he cut off the device. >> shouldn't have never happened and it's ridiculous guns on the street. >> reporter: governor o'malley asked for a review of the case but expressed pride in recent improvements of the juvenile system. >> i think we are a leader in the nation when it comes to using gps on young adult i mean young people who are at risk to

themselves or potential threat to others. and we are going to continue to expand that those programs. >> reporter: the governor says he is in touch with baltimore city police as the investigation into the fight continues. the community around south pulaski stood together over the past week speaking out against the violence taking over the neighborhood including rave n's aunt. >> what are we as parents posed -- supposed to do, kids can't walk the street. they can't go to school. you know, she was just a little girl. and if we can't take care of our babies now, what's going to happen to our future. >> reporter: there was no clear response about why lamont davis was on the streets and without his gps tracker. governor addressed concerns about the number of juvenile facilities. >> it's false to think that the reason that juveniles are on the street is because we have closed facilities. >> we have plans to add more facilities all be it not of the giant size of the 1950s, but
