philadelphia, with cloudy skies. and middle 20s for the lehigh valley. and delaware's at 27. a cold start but look what happens. when we get sunshine this afternoon, upper 30s for the lehigh valley. the rest of the area will warm into the low 40s. 42 degrees for philadelphia. and 41 in new jersey. i'm break the forecast down hour by hour for today and show when you the first snowflakes arrive tomorrow when i'm back in ten minutes but first, jessica boyington has "first alert" traffic. >> thanks, bill. starting off with mass transit with septa regional rails we're dealing with problems from chestnut hill west service from amtrak wire services. and 1701 also running 20 minutes late. take the regional nrails. and my cameras are moving around. moving from this point up to the vine street expressway, it should be clearing around this time. watch the lane restrictions coming the other way.

i'm here with the pennsylvania turnpike drive lime. west, route 1 to valley forge, speeds also there into the 60s. 5:01 right now. breaking news in philadelphia's oxford circle neighborhood. police say a car cashed and killed a woman in roosevelt boulevard. the car hit the victim with such force she came out of her shoes at the large street intersection. investigators say the driver of that car does not have a license but did stop to talk with police. authorities have not provided us with names of anyone involved. ♪ it may only be a hundred feet wide. but we'll find a way to make room. for everyone. >> it will be the biggest party in philadelphia's history. the eagles released this video to get fans fired up in anticipation of a huge parade set for the city on thursday. take a look at this map. the eagles parade of champions will start at broad and

patterson in south philadelphia. it will then head up broad street to city hall saand then to parkway before finishing at the art museum. millions of fans are expected to pack the streets of philadelphia thursday morning. that's going to have a major impact in how you get around. >> and how you get into the city for starters. matt delucia is live. tell us how we need to know about getting in the city. any accommodations being made? >> reporter: the best is to plan ahead of time, katy and ted, if you're heading to city because it is going to be crowded. it's going to be a big party like you just heard there. and take a look, philly police getting ready putting up parking restrictions up throughout center city. and also the bike racks up still up as barricades around the parade routes to make its way around city hall. and city hall and rest the folks around here have been getting ready. so if you're a commuter and still have to work on thursday

or if you're coming down for the parade just be prepared. septa says it's finalizing a service plan but you should expect it like when the pope visited philly three years ago. what does that mean? express lines and accommodation of rail stops to accommodate larger crowd. we do expect more detail coming on those plans but for eagles fans who waited so long for this, might be willing to wait a few extra minutes. some estimates put the crowd at perhaps 1 million or 2 million people. coming down here for that parade on thursday. so, another live look here in center city. you see another bit of preparation here, secell towers that have been put up temporarily. there's a little bit going on around city hall. also all the way up to the art museum. there's preparation for the stage being set is there. again, transportationwise, we're expecting to get more information on that from septa. but plan ahead, that's the key. for now, i'm live in center city, matt delucia, nbc10 news.

yesterday morning. rowdy eagles fans knocked over traffic lights in center city. toppled news paper boxes and smashed windows. we want to see how you're celebrating history use t the #wewonit when you post your videos and photos. and turn to the nbc10 app for coverage leading up and through the big parade. topping other news headlines this morning. at the man at the controls of a deadly train derailment in philadelphia has a court hearing today. prosecutors are expected to argue that criminal charges should be reinstated against that man there, branden boston. a judge briefly threw those charges out noting that evidence suggests the crash which killed eight people was an accident. investigators concluded that radio traffic distracted boston as the train hurdled toward a curve at twice the speed limit and flew off the tracks. pennsylvania governor tom wolf will deliver his budget

address. according to his office, that budget will protect services for the state's most vulnerable citizens. it also says it provides funding for schools and makes investments in job growth. governor wolf will outline the full details before a joint assembly at 11:30. look for a live stream on nbc10.com and the nbc10 app. the u.s. supreme court will allow pennsylvania to redraw its congressional district map. the court made the decision yesterday after republicans had repealed redistricting. last month, the state supreme court ruled the current 18-district map was unconstitutional and unfairly benefits republicans. the state court gave governor wolf and lawmakers three weeks to submit a plan. good morning, i'm meteorologist bill henley. 7 after 5:00, we've got a dry start this morning and the wind has finally died down. this is a view from the linc.

if you look closely, the wind turbines, it's not moving. 20s and still falling probably won't go a lot lower. we've got cloudy skies over new jersey and the rest of the area, so the temperatures goring to hold in the 20s. lumert eber lumberton. 21 degrees. 21 degrees in princeton. but the temperatures break. in the 40s in philadelphia and suburbs and lehigh valley. now, you might see a few snow flurries, maybe snowshowers in kutztown, we'll see that on the radar. part of the area going to stay completely dry. we'll get that afternoon sunshine that warms into the 40s in new jersey. the shore, 45 degrees in atlantic city. and mid-40s in delaware, too. that snow, you see most of it falling outside of our area. and we'll get some snow this morning, but it's just glancing berks, lehigh and northampton

county. just a flurry or two. and that's not a problem for us. this, hour, is going to team up with that and tomorrow morning got warmer weather, this is the hour-by-hour for tomorrow. look at the snow in reading and pottstown. that's 5:00 in the morning. look how it spreads through new jersey and the suburbs to start with. but as the day goes on, in fact, we'll see a nice warmup to snow. it will change to rain. and eventually all rain for the area. a really rainy area. even into the evening, then it clears out clearing the day for a nice parade on thursday. tomorrow, it's "first alert" for the morning for snow, sleet and freezing rain for the pennsylvania neighborhoods, northern delaware, from 4:00 in the morning to 10:00 in the morning. that wintry mix is going to make for the walkway and improving for the parade, with the parade forecast coming up at 10:00. ten minutes after 5:00,

♪ a philadelphia institution is collecting on a super bowl bet with its counterpart in boston. since the patriots lost, the big game to boston, while the boston public library has prominently displayed books with the words eagles in the title. boston library tweeted this with the proof, and a cattle nice "wholesome wager. ". the federal reserve bank in beantown has to have philly cheesesteaks on its lunch menu all week long. and an ice cream company in massachusetts must name one of its flavors something philly related after losing the wager.

and workers have to wear doing masks after dropping to yuengling and victory brewing. and budweiser will promise the free beer. >> johnson said in an interview that if the birds won the super bowl, he would give out bud light to everybody. the company tweeted him saying if that happens it would pick up the tab. thursday, along the parade route, officials from budweiser will give out free bud light to everyone 21 and older. johnson drove home the promise with this tweet, hey philly philly, bud light said they would help us celebrate if we won it all. so bring your friends and join me along the parade route on thursday. about a quarter after 5:00 right now on tuesday morning. let's get a check of how things are on the road it's. >> including mass transit, right, jess?

>> yeah, a few problems starting with regional rails for septa. the amtrak wires causing problems here. thes is is currently suspended and now all trenton outbound supervise is running with at least 20-minute delays. that might change, now we were only seeing one minor delay now it's the outbound service. watching the cameras at 17th street. both directions look okay. this is southbound moving towards the schuylkill here. the northbound side, not seeing any problems, and lower gwynedd, with dekabul pike and greycliff lane. >> we've been talking about the weather, since yesterday, wondering when the parade would be. now we know it's thursday. >> right, and the city listened to bill, obviously. he told us all yesterday morning that wednesday would not be a good day for it, right? >> yeah, i tried to get a #not wednesday, trending but it

didn't work. somebody got the message. light snow in camelback, a little light snow. but tomorrow, they could see a half a foot of snow. this morning, certainly cold enough for snow. look at the temperatures in the 20s but completely dry. we have clouds overhead. the clouds will make for sunshine this afternoon and warm into the 40s. this is the snow we're going to see developing in the pocono mountains. it stays dry in philadelphia, spreading clouds through the area. the light snowfall not going to amount to much in the mountains today. you might see a flurry in lehigh valley and berks, but sunshine later today. tomorrow, it doesn't look like much on the map. you can see the rain showers to the south. and the snow showers in western kansas, those two systems are going to come together and converge in our area and start in our area with snow tomorrow morning but by thursday, we're
