randy gyllenhall, live in pike couldn'tpy. randy, what have you found out. >> reporter: i just spoke with two sources close to this investigation who tell me investigators found some sort of electronic device inside that hangar at the airport where eric frein was hiding. they say that investigators are seeping through all the data. they want to know if he was in touch with anybody in the outside world, specifically if anybody helped him move around the search area. as search teams scoured the woods for seven weeks, eric frein kept handwritten notes. they were discovered at a campsi campsite. frein wrote about the night of his attack and how i escaped. he ran back to the jeep, he wrote, i hit a road block. i didn't expect one too soon. i missed a trail around a runoff pool and drove straight into it. disaster. this was the first and critical clue, frein's car submerged in a pond using evidence from inside,

police were able to identify eric frein and 48 days later, capture him, cuff him, charge him with murder and take him to jail. >> he was able to get into cabins, into other unoccupied structures, find food. in other cases he had things hidden. >> reporter: at a news conference this morning,ç poli said the weeks of relentless searching paid off. at a $10 million price tag, it was a massive effort to find a skills marksman who knew his bay around the back woods. >> we find some comfort as a community that we are taking these next steps towards justice. >> eric, are you sorry? >> reporter: as he left court, frein had to face the public and locals in pike conte had a few choice words for this accused cop killer. >> did you feel bad, those little boys have no father! >> reporter: a lot of anger out here this morning directed at eric frein. neighbors here tell me they just had to come out and see him in

in person, in the flesh. this is a man who caused much of the poconos to shut down for two months. live in pike county, randy gyllenhall, nbc 10 news. and parts of the poconos looked and felt like a police state. officers in the woods blocking roads and searching by air for weeks. our team coverage continues now with nbc 10's christine madella. >> christine, this has taken such a toll on pocono businesses and residents. >> yes, relief is a word i heard over and over again when talking to neighbors and business owners in the community. many of them are ready to get on with their normal lives after this massive manhunt had the city on lockdown for weeks. kids are thrilled halloween is back on. parents are thrilled they don't have to be on edge as much anymore now that eric frein is no longer lurking in the woods. >> it makes you scared for your children. >> reporter: amanda kuhn went to

hour? >> a group of supporters came out here within the past hour, announcing support for the ongoing talks going on in this hotel behind me. they were talking septa and the transport workers union local 234. they have been inside this hotel since early this afternoon. i asked how confident they are that a deal will be reached. i was told that that will come from the union president within the next hour. tw local 234 represents 4,700 members who operate septa buses, trolleys and subways. they do it out of contract since the spring and have threatened to go on strike if a deal is not reached with septa in the very near future. i've been talking toç septa workers who would not like to see a strike. while negotiations have been under way behind closed doors, i've been making calls to offices.

now, we're talking also about the election upcoming this week. state senator anthony hardy williams came out to talk about his support for the ongoing negotiation. >> those of us who are here would not, we pop how old we could avert a strike. we recognize the consequence to the city and the region on election day. i think workers of septa and twu recognize the consequences of such a strike and also to that issue. >> reporter: we were expecting an update from willie brown at 4:45. now we're hearing that that is expected to happen at 5:45. now, as for their part, septa tells us that no firm deal has been reached as of yet. but sources close to the negotiations say that things are progressing. of course we will stay out here and bring that to you live when it happens later in the hour. for now, we are live in old city, matt delucia, nbc 10 news.

>> we'll check back with you, matt. all the while, every day, 60,000 students depend on mass transit. many kids will have to find a new way to and from school. in the event of a strike, student lateness would be excused if students can't make it to school at all, home work packets will be able to take home. for teachers and staff it's a different story. they're still expected to arrive at school on time. the district is working with police and the parking authority to relax parking rules around some schools. and if the strike was to last more than five days, school officials are working on plans for added school bus service. even though regional real isn't affected by the strike, those riders will also be hit hard. some 900,000 commuters who rely on city buses, trolleys, the subway, will be forced to use the rail lines to get home. they're pçlanning to adjust thr schedules to avoid the thick of

we have new information tonight on a marine who was found dead inside his new york city jail cell. the city has now reached a $2.25 million settlement with the man's family. 65-year-old jerome merdeaux tied back in february. his jail cell was 101 degrees and no one had checked on him for at least four hours. after battling two states over her ebola quarantine, a nurse in maine is now free to go wherever she wants. this afternoon, the judge rejected the state's request to limit travel for kaci hickox. she's been fighting a mandatory quarantine since her return from treating ebola patients in west africa. today the judge agreed there was no need to restrict her movements because hickox is showing no symptoms. that means she's not infectious. after the ruling, hickox said she is satisfied with the decision.

>> i remain in good spirits. there was a good decision that offers human treatment to health care workers coming back after working to fight this terrible disease. >> the judge did say hickox should continue to monitor her health daily until the 21-day incubation period is over. hickox said she will abide by that ruling. the u.s. navy released new video of its air operations against isis who was taken on board the "uss carl vincent" earlier thia week. it arrived in the gulf two weeks ago. they launched eight air strikes in iraq and syria. back here in the united states, d.c. police are looking for the man who attacked an officer's cruiser with an ax. take a look at this photo of the weapon stuck in the cruiser's driver's side window. police said the officer was patrolling early this morning when a man came out of nowhere and used the ax to attack his car. the officer was not hit but did

dislocate his shoulder when he tried to take down the suspect. in long beach, california, police are searching for the parents two of toddlers found wandering around a busy intersection. surveillance video shows the two boys shortly after people saw them walking around yesterday morning. their parents are nowhere to be found. the younger child is no more than a year old. one woman says they are brothers named kenneth and king. she baby sat them not long ago when someone was supposed to be watching them. >> the 2-year-old opened the door and was able to walk out. i'm assuming that's probably what happened in this situation. >> it's a 1-year-old and 2-year-old. take them to the police station, the hospital or the fire department. >> the boys are now in child protective services custody. now to decision 2014.

the midterm elections are next tuesday. >> "meet the press" moderator chuck todd has been on the road checking out key races all around the country. he joins us live from washington. chuck, good to see you. we have big races in our area. what do you think the candidates need to do this weekend to convince voters to choose them? >> well, look, at this point it's all about there are no more persuadable voters. there are swing voters but it's a different type of swing voting. it's a voter that chooses between voting and not voting. i assume there's another type of undecided voter. there's a slice of the electorate which isç so fed up with how state capitols are run. they'd like to run out the party in power. but they're not sure that the other party will provide the change their looking for. the voter i kept running into was this frustrated voter wanting to see big fixes but not

convinced either party could deliver on them. the question at the very end is how do candidates convince them that they have the credibility to actually bring change that's necessary? >> we saw governor corbett at the late-night news conference following the capture of eric frein. does that apprehension and governor corbett's presence there last night help him come november 4th? >> look, anytime, frankly, that he can be doing gubernatorial things rather than on the campaign trail helps him. certainly doesn't hurt people. he's trailing by a lot. there are a lot of folks that don't believe he can overcome the poll deficit he has against tom wolf. anytime you're an incumbent and you get to be the governor rather than having to it be on the campaign trail and be politician is usually a good day. >> and chuck, with congress expected to shift, republican expected of course this coming

election, what does that mean for say, corey booker in new jersey and chris coons in delaware. >> do they want to get legislation passed or do we see the same type of intransigents. we'll see. this is an odd -- this is going to be an odd change if it does happen. that's a big if. there's still plenty of close races that could somehow keep the democrats in charge. but republicans that get elected in these close races, the voters will be sending them to work with the other side. but the base of the republican party is not in any mood to compromise. so i think governing is going to be a realç challenge for the republicans should they get the majority because swing voters want them to compromise.

right now in philadelphia. mostly cloudy. about 6 degrees colder, though, than where we were yesterday at this time. it is a cooler day today. tomorrow will be cool and especially if we go into tomorrow night. temperatures through the lehigh valley, 51 allentown, 53 reading, 49 pottstown and westchester. certainly the halloween trick or treaters need jackets tonight. 52 degrees in millville, dover, 53 in atlantic city. manufacture us will stay around 50 degrees as we go through the next few hours for those trick or treaters. locally we're nice and dry. you notice snow around parts of the great lakes. so this is the cold air that will start to move in as we go into the weekend. rain off to our west with the real area of rain is going to be developing offshore. that's where you see showers out in the atlantic. that's really the rain that will be impacting us come saturday morning especially. take a look at the air, just to our north and west, at or below freezing, many areas around the great lakes and this continues to move in as we go into the

weekend. it is going to be much colder this çweekend. future weather, though, for the overnight hours tonight shows you the moisture offshore. it slowly starts working its way onshore. 11:00 p.m. at least in new jersey we should start to see some showers moving in. overknit, we'll see more showers and starting off this saturday, showers around the area, we'll be windy, also much colder, especially when you factor in the rain. here's a bigger picture. the wind will be coming in with the rain. it's from a coastal system offshore. through the afternoon saturday some of us will still be dealing with the rain and the wind. come sunday morning we do clear out of the rain but the wind and those colder temperatures stay around. we'll be in the 30s as you wake up sunday morning. very cold through the overnight hours this weekend. for tonight, though, patchy light rain starts to develop through the area. 44 degrees in philadelphia. 40 areas north and west. tomorrow, it will stay windy, rainy, also cold through the day. high temperatures in some areas could only be in the upper 40s to low 50s possibly.

but the rain in the morning, that's one thing you'll want to pay attention to if you have the plans. then come sunday, we're still windy and cold. highs around 50 degrees. waking up monday morning, look how cold we'll be, 34 degrees. areas north and west could be in the 20s come monday morning. nice 70 degree temperatures. also don't forget to fall back when you go to bed saturday night. that's because daylight savings time ends at 2:00 a.m. on sunday. that means you get an extra hour of sleep this weekend. when you turn the clock back, it's a good time to put appreciate battefresh batteries in the smoke detector. some doctors say that extra hour could leave you feeling more groggy. exposure sun will make you feel more awake. the experts recommend shutting

off the tv and avoiding large meals and alcohol before bed. many kids knocking on doors dressed in their halloween best. by night's end each of them will come home withç piles of candy. a new study reveals many trick or treaters want something else besides in their halloween bags.

the negotiating table tell us they are making headway. we'll have that press conference at 5:45. if there is no compromise, commuters here will find themselves on congested train, busy parking lots and a long wait on the platform. >> everybody else comes through the "l" or the bus line or the trolley. >> reporter: she leaves for work at 4:50, her first leg the trolley, then regional rails to greet commuters for their morning cup of joe at 30th street station. if monday comes with septa workers on strike and without her trolley -- >> they won't have an early train. i'll have to catch the 6:00 train. that puts me a whole hour later. >> reporter: while they will adjust routes, they don't have overtime aunlos or the resources to add trains earlier in the morning or later into the evening. strong is one of 126,000 daily round trip riders on the already overflowing septa regional

rails. if the strike persists, it will push some of 900,000 city transit riders who usually take the subway, buses or trolleys on to the rails. >> the other employees, i feel bad for çthem. they're not going to have a way to get here. a lot of people are making plans should we catch a cab, do this? >> we may make money, we may not, this cab driver isn't counting too heavily on more cash in his pocket. >> a lot of people wouldn't like to ride in the cab because they cannot afford it. >> reporter: more expensive? >> yes. >> reporter: still, it is one of the other options for commuters who would face major congestion on the rails, either car pooling or catching a cab. septa barry williams told me if they decide to strike, both sides have their service interruption plan, the contingency plan, would go on septa's website right away, that

held hostage. police rescued her and arrested her estranged husband. nbc 10's lu ann cahn reports from dover where her cry for help was found in a mcdonald's rest room. >> dover police say the 25-year-old woman was kidnapped a week before her estranged husband brought her here and she left a message for help. the only way she could. it was a customer that found the lipstickç message on the bathrm wall of this mcdonald's on dupont highway. police say it was enough information to start a search for her and her estranged husband, brandon turner, thursday at noon. detectives believed turner kidnapped his wife on october 23rd, took her to this rural dover home, duct taped her to a bed and repeatedly raped her until he made the mistake of taking her to this mcdonald's and letting her use the women's room where she wrote on the wall. >> we realize from surveillance video we were able to identify who those people were and the clothing they were wearing.

>> reporter: the couple was found walking outside the dover mall three hours later and turner was arrested. the victim had a no contact order issued against turner in august because of domestic abuse. a posting on turner's public facebook page from september 15th reads i have no money, no place to stay. now of all things i just lost the love of my life, my one and only wife. what else can go wrong. the day before she disappeared, turner posted call the cops, i'm leaving now. i told you you were going to miss me. >> the fact she worked up the courage to be able to do that and had the opportunity and intelligence to make that message in the long run ended up helping her return safely. >> reporter: police say tornadoer has a lengthy criminal history and now bail is set at over $600,000 on these new charges. police say the victim is recovering with her family. in dover, delaware, lu ann cahn, nbc 10 news. now, your nbc 10 first alert weather. >> right now the first alert weather team is tracking rain and cold for the weekend.

hour south of pittsburgh. they were accused of attacking a westchester man trying to stop an argument between his girlfriend and one of the players early thursday morning. witnesses heard the players yelling, football strong as they took off. the alleged assault has prompted the school to forfeit tomorrow's football game. >> i don't think everyone else on the team should suffer because they didn't make that same mistake. >> five players have already been removed from the football team's website and roster. people are talking about this next story, your tax dollars are being spent at starbucks. no joke. one federal agency spend tens of thousands of dollars in just one year. they're known as micropurchases and they are made by federal employees with taxpayer funded credit cards. the cardholder has the ability to spend any amount of money under $3,000 without reporting it. in most cases, it remains confidential. a sampling obtained shows atç

new insight into the last-minute negotiations designed to keep septa running. tonight we have live team coverage on these talks. >> let's begin with nbc 10's matt delucia, live in old city, the scene of these negotiations. what can you tell us right now. >> we've been waiting for several hours. first we were told an update would be coming from the union president in the 4:00 hour. that keeps getting pushed back. then we were told 5:45, now they are saying within the hour. anthony hardy said official word will have to wait. there is a spirit of openness upstairs here at the wyndham hotel in old city. both the twu local 234 and septa are still working to get to a reachable conclusion. now, he also says that the fact that this is taking a long time is actually a good thing. he is hoping that it will happen within an hour, that they'll
