which will be here for part of the weekend. but not today. leave the umbrella at home. 64 right now in the center. it's dropped to 55 in pottstown. trenton, 60. it's 57 in wilmington and 58 in millville. clear to start with of any fog. but the clouds will take some time to thin out. 63 degrees at 9:00. you'll see more sunshine at lunchtime with temperature near 70 degrees. your neighborhood-by-neighborhood forecast when i come back. first jillian has traffic. morning, jillian. >> good morning to you, bill. early morning problems on 95. a tanker truck was on fire shortly before 4:00 this morning. the tanker is still out there but thankfully crews were able to get two lanes open on 95 northbound approaching cottman avenue. we did have all lanes blocked for a little while out there, but traffic is moving by that scene. you can expect to see a tap of the brakes. just use caution if you are heading out in that portion of 95 this morning. this is 76. quiet as can be in both directions. right near south street looking good. no issues to deal with if you're headed out on 76.

55, we have construction out there in both directions between deptford and the 42 freeway. that's expected until 5:00 this morning. chris. new from overnight, police have a man in custody for the shooting of a 17-year-old girl. this happened late last night on cottage street. investigators say the girl was sitting talking with another man when the man came up and started arguing with them, then fired shots. the girl was hit in the arm. she's in stable condition. officers arrested the suspect a short time after that shooting. also new from overnight, a series of small fires inside an old abandoned school building in north philadelphia. nbc 10 on the scene in germantown and allegheny avenues. that's when firefighters had to walk up several flights of stairs through thick smoke. we're told crews will be putting out hotspots throughout the morning. also overnight, police are looking for the armed robber who held up this pizza shop. it happened after 1:00 this morning at pizza city on

frankfurt and mayfair. police say he got away with $1,000. no one was hurt. police in delaware county are investigating a home invasion that terrorized a family. it happened last night in collingdale near mcdade boulevard. our katie zachary is live. katie, this was a case of several men storming into the home with adult family members inside? >> reporter: yeah, and the police chief tells us, christine, that this family is pretty shaken. understandably. imagine getting ready for bed around 10:30 at night and all of a sudden a group of men with guns storms your home and holds you against your will. it happened for a couple and their two sons here on the 100 block of lafayette in collingdale. we have video of the scene soon after police were called. when police arrived, they were told that three men each armed with a handgun and then one with a shotgun broke in through a back basement door. they wore dark clothing. their faces covered. they found the homeowners in the basement. the couple was pushed to the floor and then held there while

the men ransacked the rest of the house. the two sons were upstairs and also held at gunpoint according to police. throughout the whole ordeal, here's how the victims reacted. >> there was no defense, no fight. i mean, 10:00, 11:00 at night getting ready to go to bed, somebody walks in your house with a gun and you don't have the advantage, you kind of give up. >> reporter: and the police chief went on to tell us the men ran from this stretch of the 100 block of lafayette street to an unknown location. so police are still looking for those armed men. it's unclear if any valuables were taken and if so, what they are. we'll check in with police in the next few minutes. coming up at 5:00, you'll hear from the chief about what the biggest threats to the community is as the result of this crime that happened here last night. reporting live, katie zachary, nbc 10 news. things are about to get real for "real housewives stars" joe and teresa giudice. the couple will appear before a

federal judge after pleading guilty to wire and mail fraud charges in march. both face prison time and restitution. and joe who is not a u.s. citizen could also be deported to italy. also today, a delaware county teacher and coach charged with sexually assaulting a student will be in court for a preliminary hearing. bill barber is accused of having sex with a 15-year-old girl at garnet valley middle school. state police say the girl now in high school sent barber nude photos of herself prior to the encounter in the coach's office last month. this morning two state troopers are recovering. they were hurt while assisting in a manhunt for suspected killer eric frein. nbc 10 was at lehigh valley hospital in allentown last night as helicopters carrying those troopers arrived. the two fell off a tree stand in monroe county, but they're expected to be okay. today marks day 20 of the manhunt for frein who's charged with killing one state trooper and wounding another. the search for frein has put the brakes on hunting and trapping season in that area of the poconos. the season is closed across

seven townships in monroe and pike counties. hunters are dealing with the ban, but many stay they don't like it. >> i mean, i don't know where they're coming from. it is better to be safe than sorry. >> portions of the poconos outside the police search area are reporting business as usual. tourism officials say few people are canceling plans to visit to see the fall foliage. 4:36 now. the respiratory illness ent enterovirus is now affecting several children in south jersey. there are two confirmed cases in burlington county. a total of seven children now have it. now, there are steps you can take to help prevent that virus from spreading. hand washing and extra disinfection are the most effective. and those who get sick may notice symptoms similar to those of a cold. doctors say there's nothing to be alarmed about unless those symptoms become severe. >> it's like with any

respiratory virus, there's no need to panic. as long as your child is not demonstrating any signs of respiratory distress. >> doctors say actually many kids who get the virus will not get seriously ill. meantime, there are new efforts happening this morning to keep the ebola virus from spreading after the first confirmed case in the u.s. this week. >> still ahead, the concerns at a dallas school where children came in contact with the victim and how a local company is joining the ebola battle. plus, driving towards savings. a new plan in philadelphia to lower taxes.

4:39. happening today, a bill that would improve taxi access for the disabled and others will be up for final passage in philadelphia's city council. the bill's sponsors is asking state lawmakers to approve 30 taxi licenses for upgraded service. the cabs would be wheelchair accessible and be equipped with bike racks.

proceeds from the new taxis would be used to reduce the city wage tax. today state and federal lawmakers will join trenton's mayor to announce some financial help for trenton police. the city is getting a $1.5 million federal cops grant to beef up public safety and hire more officers. this is part of a $12 million statewide grant to add officers across new jersey. u.s. senators cory booker and robert menendez will be part of this afternoon's announcement. happening today in bucks county, a job fair for military veterans. companies large and small, local and national, will be interviewing vets for a variety of jobs. it happens at parx casino today from 10:00 to 2:00. meteorologist bill henley. >> clouds in the area to start with, but no sign of any rain. and look at this, no wind either. it is calm this morning. and the clouds in some areas are already starting to break up. so we'll see sunshine today and the temperatures will be back in the 70s.

clouds will be thinning out. and sunshine will be here today. but got some wet weather ahead for the weekend. at least part of the weekend, could see some pretty good showers move through the area. and then behind those showers, the temperatures will be turning colder. the 70s will be taking a break. right now, we're looking at 60s in philadelphia. look at wrightstown at 59. 57 in wilmington. lafayette hill right at 61. but go farther into montgomery county and look at the 50s for collegeville, eagleville and in the mid-50s for gilbertsville at 55. 56 right now in pottstown. cooler north and west than yesterday. this is an indication that the clouds overhead have already started to break just a bit. really don't look as impressive as they did yesterday. so we'll get some sunshine and the temperatures will be climbing. won't be a terribly warm day but typical for this time of year. 68 degrees in mount pocono with

partly sunny skies. 74 in reading. quakertown warms to 72 degrees today. norristown, northeast philadelphia, mount holly will see skies partly sunny. there will be more clouds in atlantic city, but the farther south we go, the more sunshine you'll see for cape may and rehoboth. dover warms to 73 this afternoon. turning partly sunny, pretty nice afternoon for wilmington, chester and philadelphia. at times we'll have a few clouds but no sign of any rain. till we get to the weekend, the seven-day forecast with the timing of that rainfall when i come back. 4:42 a.m. it's early but we're already seeing problems out there. >> yeah, jillian mele has been on air telling us about a number of issues. hopefully things are clearing up on 95? >> not clearing yet. i think it's still going to be a little while only because we have this massive tanker truck here that was on fire earlier this morning. as you can see, crews extinguished that fire, but this is still out there. police are guarding that scene so the right lane still blocked on 95 northbound as you approach cottman avenue.

we still have to get this thing off of 95. so it is going to be a little while. but we're not reporting any delays because two lanes of traffic get by that scene. that's the good news for drivers out there. heading into center city, the vine street expressway, quiet in both directions. that's westbound as drivers head out to 76. no problems on the vine. looking good across the board on 95 southbound. 76 is clear and so is the blue route. 4:43, new trouble this morning for the nfl. >> that's the last thing they need. next, allegations of more bad behavior. this time against the dallas cowboys player. plus, a slowdown on the rails. why riders will have to wait a bit longer to take a ride on upgraded trains. and the getaway gone wrong. more on the thieves who bumbled their way through an illegal beer run.

c.j. spillman is under investigation after an alleged sexual assault. police say is happened september 20th at the team hotel in texas. that's less than 24 hours after the commissioner held a news conference to address concerns about the way the league has handled domestic violence cases. there's no comment from spillman's agent or the cowboys. this morning there are new worries for parents in the dallas area after word that five schoolchildren may have been exposed to the man diagnosed with the first case of ebola in the u.s. >> the head of the dallas school says the children were in class after being in contact with the man. at this point, officials say none of the children are showing any symptoms and are being monitored at home. also this morning, we know the name of the ebola patient. he is thomas duncan. we've also learned duncan was sent home from the hospital's emergency room last week despite telling a nurse he visited west africa. health officials continue to track down people who may have had contact with him. you'll hear from duncanduncan'sw

later this morning on the "today" show. new jersey health officials say all 71 hospitals in the state are prepared to deal with ebola if a case should turn up. personal protective equipment packets are now just standard issue just for possible cases. the nursing station in the er has a new guide book on protocol and warning signs about the disease have been placed at the front door. a pharmaceutical firm montgomery -- in montgomery county is among the companies involved in the race to make a vaccine to keep the ebola virus from spreading. there are no reports involving -- there are no reports that inovio is expected to head into trials with 30 volunteers next year. it's one of at least two experimental ebola vaccines in the works right now. the world health organization is working with pharmaceutical companies and regulators to accelerate development for potential treatment to fight the disease. it's 4:47. happening today, as we touched

on earlier, a delaware county native named joseph clancy is now tasked with running the secret service after a series of lapses and scandals brought down the former director. nbc 10 national correspondent tracie potts reports from washington. >> reporter: joe clancy is in charge of the secret service for now. he's interim director. clancy headed the president's security debail three years ago. he's replacing julia pierson. >> there are probably some other folks who need to take the exit signs -- exit ramp out, too. >> reporter: pierson resigned wednesday after failing to tell lawmakers that she knew a security contractor with a gun and three assault convictions rode an elevator with president obama last month at the cdc in atlanta. >> the more i learn, the worse it is. and that scares me. >> reporter: the white house learned about the elevator incident just minutes before it went public. >> if there's a serious breach of the president's security that we would anticipate that at a minimum that white house officials would be informed in a

the floormat didn't help. then something happened in the parking lot. police are still looking for the bandits who did get away with most of the pilsner. now your nbc 10 first alert weather with meteorologist bill henley. >> we are watching very little wind this morning. usually with clear skies and no wind, you get some fog forming. but skies are not clear. we have some clouds overhead. so no sign of fog this morning. not in our area. central pennsylvania is getting the thick stuff this morning. clouds over philadelphia. we're at 64 degrees. the humidity not as high as yesterday. that's going to help thwart any fog. no rain to show you. not today. but this weekend, look at the system that's moving into the midwest. heavy downpours there. that's part of the system that's going to come together with rainfall for us. timed just for the beginning of the weekend. satellite shows the clouds overhead this morning are already starting to thin out.

so just like the last couple days, we'll start off with clouds and then get sunshine to warm into the 70s this afternoon. a little breezier today. there's a northerly wind. dry air rushing into the area that is going to start things off for tomorrow. tomorrow afternoon, 74 degrees after a morning low of 58. we'll see sunshine in the morning and then partly sunny in the afternoon. come friday night, that's when the clouds take over with rain. we could see some steady if not heavier rainfall during the morning hours. and early afternoon on saturday. but it will be quickly clearing as cooler chillier air rushes in. the breeze will be blowing on sunday. 64 degrees. the high temperature after a chilly start in the 40s. then we bounce back a bit for monday, tuesday and we could see more showers come tuesday and wednesday. at 4:51, if you're heading ready to head out the door, be aware of an issue on 95. >> that's right. let's check in with jillian mele. >> good morning.

just a few minutes before 5:00, and we still have the right lane blocked on 95 northbound as you approach cottman avenue. you see this tanker truck right here. this was on fire earlier this morning. so crews are still out there. we have police at the scene just guarding that right lane. the left two lanes get by. so it's not causing any slowdowns right now, which is a little bit of good news for drivers. checking in on 76 heading eastbound, you can see average speeds right now across the board in the mid-50s. and that continues all the way into center city, philadelphia. the vine street expressway looks good. 95 aside from that one issue, the rest is clear right now. for drivers in new jersey, we have some construction on the northbound side of route 130. right at browning road. we have one lane blocked out there. and that's expected to be blocked until 6:00. chris. later this morning, the wells fargo center will get dirty. it's actually the monster jam thrill show coming to town this weekend. you're looking live at the wells fargo center in south philly.

and today jump truck dump truc the dirt inside the arena starting at 9:00. this is why. they need lots of dirt for these things. the monster jam thrill show features huge trucks like this one performing stunts and tricks and driving over other cars. the show runs tomorrow and saturday. well, new jersey is adding a new requirement for high school seniors. up next, we'll tell you about the new test that they'll soon have to pass to graduate. plus, a new charge at the checkout line. a local town that's considering a fee for using plastic. plus, down they go. gas prices are falling. we'll tell you by how much lower they could drop by thanksgiving.

4:55. starting in 2016, some high school jurps in new jersey will have to pass new tests in order to graduate. state education officials say those tests will be in math and language arts. juniors who score high enough on the s.a.t. and other standardized tests can decide not to take these new exams. one official said that the new

tests violate a state law that requires schools to notify parents of graduation rules when their children enter high school. california just banned single-use plastic shopping bags. now in new jersey, support is growing for mercer county to take steps to charge people for using those kinds of bags there. supporters want to see a nonbinding referendum for a plastic bag fee. it would ask mercer county residents if they favor paying 5 cents per bag for using disposable plastic bags. environmental and civic groups rallied at the state house in trenton yesterday in support of that measure. well, gas prices may not have bottomed out just yet. a spokesperson with aaa mid-atlantic says gas prices could drop by another 20 cents per gallon by thanksgiving. something we'd all be thankful for. according to aaa, the national average last month fell to $3.39 a gallon. that's the lowest since september 2010. and for some con, this year's average was 13 cents less than last year. and 44 cents less than it was in

2012. and right now the average in the five-county philadelphia area is $3.40 a gallon. prices are down 2 cents over the past week in delaware where you'll pay $3.27. the lowest prices are in south jersey. prices there dropping 2 cents in the past week to $3.13 a gallon. looking nice. a spokesperson with aaa mid-atlantic says gas prices could fall another 20 cents per gallon by the time families load up the car for thanksgiving. you may be paying less at the pump, but you'll pay more for natural gas in south jersey. the state's board of public utilities approved rate hikes for south jersey gas yesterday. last year's harsh winter is part of the reason for the increase. the company is also investing in safety, reliability and service improvements. now, here's what you can expect. plan to pay about $8.44 more each month. that's for the typical residential customer. but it's still less than what people paid ten years ago. the utility serves 365,000

customers. those customers are in seven south jersey counties. well, you'll have to wait a while to ride patco's refurbished railcars. a software problem is forcing a delay in the delivery of those cars. a live look here at the ben franklin bridge where those train cars are running. they hoped to start testing the cars last month, but there's no word on when testing might begin now after this delay. drivers are riding to a new tune in new mexico, and it's not coming from their radio. a stretch of scenic route 66 is now singing. the song "america the beautiful" is embedded in a rumble strip on the roadway. if you go too fast, you can't hear it. you have to go the speed limit. the state transportation department says it's all part of their plan to try to get drivers to slow down. that's interesting. well, you might call it a game of thrones. >> hopefully without the violence. a famous spot in chester county is in the running for best bathroom in the country. we're talking about longwood
