four children are dead, two other people are in the hospital after fire spread from home to home. dozens of neighbors are now in a shelter as their block is off limits. good morning. i am rosemary connors. we are following breaking news on the fire that has burned eight row homes and claimed the lives of four children. matt delucia is live from the scene and, matt, update us on what happened out there? >> reporter: a tragic day here in the southwest philadelphia neighborhood. four children confirmed dead by the fire commissioner, derick sawyer. you can see the aftermath of the scene here on the 6500 block of guessnor street. firefighters are putting out the hot spots. the fire commissioner tells me the fire spread from one rooftop to another and one porch to another. the firefighters could be seen carrying people away from the

scene overcome with emotion. a total of 42 people are homeless at this hour. i asked the fire commissioner if there were working smoke alarms and he did not know at this time. but here is the commissioner and one of the residents that had to get her family up and out of her home. >> we don't know where the fire started yet because four dwellings we had to get the fire marshal in there to do an investigation right now to determine the origin and cost. when you have four dwellings, it takes time to determine which house the fire started in. >> i was asleep in the bed and i had seen the fire, so what i did was i just woke up and just grabbed my kids and the fires were just spreading, and spreading across -- they were just everywhere, house to house, everywhere. i don't know. i had to wake up and bring my kids out and just get out.

>> a shelter has been set up at the high school, and some family members we could see breaking down right in front of us. as we look live, the firefighters are on the ladder truck and coming off the rooftops as we speak, and a large area around 56th street around woodland and pascal is shut down. we will stay out and gather new information but for now that's the latest live from southwest philadelphia. i am matt delucia, nbc 10 news. now your nbc 10 first alert weather. >> the clouds and rain have cleared out and there will be plenty of sunshine this weekend. meteorologist, brittney shipp, is tracking the conditions for us. >> we have colder air coming in from the northwest, but for the rest of today gorgeous conditions. we can barely see a cloud in the sky. the temperatures in the poconos

right now at 54 degrees, and we are at 59 in allentown. temperatures in quaker town of 57. 61 in trenton, and temperatures in wrights town, 63. if you are heading to the shore, grab an extra jacket but in the afternoon the temperatures will range between 82 and 85. sunny and nice conditions expected. >> we will check back in just a few moments. new from overnight two teenagers are recovering from a shooting in kensington. a 14-year-old and a 19-year-old were both hit in the legs. right now they are in stable condition. this morning police are looking for the shooter. also new from overnight a. car smashed into an apartment building in north philadelphia. the car rammed right into the

building along red line road. the driver managed to back out and drive away. nobody inside of the apartment building was hurt. police are still looking for both the car and the driver in the case. today crews are cleaning up after a full day of fourth of july festivities in philadelphia. this is a live look at the ben franklin parkway where workers will break down the stage from the concert. an estimated half a million people came out for the show that was billed as the largest free concert in america. this is what is left behind of the party on the parkway. overnight crews worked to get the parkway back in order after the massive turnout. nicki minaj took to the stage at the concert, and so did jennifer hudson and the roots. the night wrapped up with a fireworks display over the art

museum. today a delaware county girl who fought through the challenges of cystic fibrosis will lead the parade down westchester pike. they made national headlines last year after challenging transplant rules. she had two double lung transplants while fighting the disease. also today, you can take in the annual independence day parade in cape may. the city says it's one of the best vantage points for the event. the parade steps off this afternoon at 1:00. also in cape may you can run with cory booker. it's the first in a series of running events for booker and his supporters. the run starts this morning at 8:00 at the sunset pavilion. mother nature forced

fireworks shows to be rescheduled this weekend. the fireworks in upper darby high school has been rescheduled for tonight, and the first events will begin at 5:30. for a complete list of rescheduled fireworks show go to our website, nbc10.com. down the shore today you will find rough surf left over from hurricane arthur. you can see the waves are crashing there on the beach, and people taking a stroll along the water and one or two fisher men out there on the jetty. there was a little bit of flooding in cape may. the beaches there did stay open,

but a high surf advisory stays in effect until this afternoon. in delaware yesterday, the rough surf from the passing hurricane put the beach off limits. all the beachgoers could really do is walk down to the water's edge and stick their feet in, and beach patrol did tell us the ocean will be calm enough today for people to go in. peco is reporting that 7500 customers are still without power from the severe storms that came through on thursday night. more than 4800 of the remaining outages are in bucks county and chester county down to about 1,300, and delaware county dropped to under 1000, and philadelphia and montgomery counties total at 600. and then nbc 10 found utility crews on the job yesterday and some people got their electricity back in 15 minutes and others are still waiting.

peco tells us every repair situation is unique. we have new information this morning on the philadelphia man accused of stuffing his mother's body into a freezer inside of their home. nbc 10 learned that william care 63 yo was arraigned on thursday night and has been charged with abuse of a corpse. he is being held on $30,000 bail. police found the body of his 83-year-old mother inside of a white freezer at her home in feltonville on wednesday. investigators say she likely a died in january. authorities have not released the results of an autopsy. now to some news out of our delaware bureau. a judge will not resize the kidnapping and fraud sentence of the former op tom tryst whose father killed two people in a delaware courthouse.

this is film from the shooting last year. this week a judge rejected his claim of inadequate attorney representation in a 2009 kidnapping and bank fraud case. he is now awaiting trial on federal stalking charges in the death of his ex-wife. this morning pennsylvania does not have a governor-approved budget after missing the deadline for the spending deadline. governor tom koerbit is still reviewing the budget. >> across our commonwealth school districts are strugglingle under the inadequate and unfair funding unable to prepare our young people for the world of tomorrow. >> the governor has not indicated if he will sign the

hospital. fires spread through eight row homes and this happened just before 3:00 this morning and we know the new fire commissioner and deputy fire commissioner are on the scene. we are continuing to get updates from our reporter, matt delucia, who is live on the scene. in light of the crisis in ukraine, nato has began naval exercises in the black sea. the ten-day games are being conducted by seven nato countries, including the u.s. it's to boost readiness in the eastern part of the country. >> the north atlantic council made a very strong statement several months ago in response to what was occurring with the ukraine and with russia, and that was we are united. we are united in our purpose and our cause. >> ship from bulgaria, romania and turkey and greece and italy and britain and the united states are all taking part in

the exercises. back in the u.s., police made a arrest in connection with the shooting in new orleans. li faces charges of murder and attempted murder. one woman died and police chaptered li. and then this is how the pursuit came to an end in a chase and crash. the suspects lost control and slammed spwathrough a row of tr. the chase started after neighbors called police when they noticed suspicious activity at a nearby home. another high-speed case came to a fiery end, this time in hrafrplts. six people hurt, including two police officers. investigators tell us a man stole an electric car from a

dealership and led police in a pursuit for half an hour, and the car split in half and the driver is in critical condition. taking you back out to the deadly fire scene in philadelphia. four children have been confirmed dead, and we are hearing reports that their families are being notified. it's an emotional morning out there. a lot of people were celebrating because of the fourth of july holiday, and now this tragedy. we will continue to update you. i am also tracking changing conditions with our weather. we are going to see a potential heat wave, but not this weekend. i will let you know what to expect. that's coming up in my first alert 7-day forecast.

after a rough start to your holiday yesterday things really cleared up in time for the fireworks and for dinner. as we head into the rest of your weekend, a beautiful weekend on tap for us. we are watching out for a high surf advisory still in effect until 4:00 p.m. today and we are tracking a potential for a heat wave, but a live look outside, plenty of sunshine and barely a cloud in the sky. the temperatures are at 64 degrees, and plenty of sunshine. humidity at 52%. and temperature wise throughout the rest of our area, 54 degrees in mt. pocono and 59 in westchester and 64 in philadelphia, and 62 in mount holly.

57 in atlantic city, and 62 in stone harbor, and temperatures in wilmington at 60 degrees. feels cooler than what we saw this time yesterday. we are down 8 degrees in allentown, and 12 in northeast philadelphia, and down 14 degrees in atlantic city and 12 degrees in millville. a closer look at our live camera network here. this is a shore, a beautiful start to the morning there. a closer look to the city skyline. if we take a closer look at the parkway, you can see the cleanup has already begun after the big party in the parkway and the fireworks yesterday. our temperature trend shows our average for this time of year is 87 degrees. today will be below that average at 84. as we head into your sunday, 88 degrees. we are slowly warming above average. that warming trend will continue into midweek, and we will push back into the mid-90s. we are seeing quiet conditions.

may be slowing down. the automaker experts that the upcoming potential recalls will be less numerous and involve smaller numbers of cars. gm is under intense scrutiny over its recall process. a problem with defective ignition switches are being blamed for 16 deaths. it has been revealed gm knew about the problem for years but only issued a recall back in february. we're keeping you updated on this breaking news in southwest philadelphia. sky force 10 is over the scene where eight row homes have been damaged or destroyed by this fire. four children are dead. four others, we are learning, are hurt. at least two people are in the hospital. we will continue to give you updates and keep you posted on any new developments throughout the morning.

where it happened. you have been speaking to the fire commissioner and families out there. what you have learned in the past half hour? >> reporter: right now, rosemary, what we learned is that the investigation is still on going into how and where this fire started. we have seen family members breaking down in the middle of the street overcome with emotion because of what happened here early this morning. let me get out of the way and you can see the fire crews are still out here and still on the scene and still have the ladder truck up there and they have been keeping an eye on the roofs where we have seen smoke in the past hour and a half. for the most part, everything is out. that fire is out. now the firefighters are just getting ready to get all of their gear back in the trucks and move away from the scene. but, of course, the investigation is still very much underway. you can see that there are several row homes heavily damaged by fire. eight row homes, we're told. the fire commissioner tells me the fire spread from one rooftop to another and one porch to

another, and he tells me in the summer months when you have a fire on the roof of a porch it tends to spread quickly. firefighters could be seen carrying people away from the scene overcome from emotion, as i mentioned and in addition to the four children injured in the fire, four others are in the hospital right now and 42 people are out of their homes, and i asked the commissioner where and how the fire started and he did not know at the time or if there were working smoke alarms, and we have audio from the commissioner and one of the residents that just smelled the smoke and saw the fire and rushed out of the house with her family as quickly as she could. >> this is a tragic, tragic day for the city of philadelphia. tragic. we lost four children today. i want everybody to understand that fire is everyone's fight, not just the fire department, it's everyone's fight. >> i was asleep in the bed and i had seen the fire, so what i did

was i just woke up and just grabbed my kids and the fire was just spread, spreading across, and they were just everywhere, house to house, everywhere. i don't know. i had to wake up and bring my kids out and just get out. >> you heard the fire commissioner say this is a very tragic day for the city, and especially the southwest philadelphia. neighborhood. i believe we have video from just a few moments ago where we saw some of the family members breaking down in the middle of the street upon learning the news that four young children were killed in this fire early this morning. now, a shelter has been set up at bartram high school. the red cross is also here and the emotion out here is quite palpable. you see a large area around 65th between woodland and pascal, it's shut down as firefighters continue their work. we are continuing to gather more information. a lot of neighbors are standing around in the neighborhood and

storms in the 7-day forecast, and that's coming up in a bit. new from overnight, police looking for a person that shot two teenagers in kensington. the two are in stable condition this morning. a car smashed right into an apartment building in north philadelphia. it rammed into a building along red line road. the driver managed to back out and drive away. nobody inside the apartment building was hurt and police are looking for the car involved and of course the driver. a man is in critical condition this morning after philadelphia police say his girlfriend intentionally ran him over with her car. the victim was struck at a gas station near washington lane in the west oak lane section of philadelphia. police say the man flipped over the car, he tumbled over the car and suffered a head injury. the woman is in police custody

now. today the cleanup will begin after last night's party on the parkway and fourth of july jam. here is a live look at the ben franklin parkway at the philadelphia museum of art. crews will be breaking down the stage from last night's concert. looks like they mostly cleared it. it was part of what was billed as the freest concert in the country. the event brought out hundreds of thousands of people. ♪ the roots opened up the concert as the house band, and nicki minaj and jennifer hudson and others also performed at the show. today a fourth of july event at philadelphia's ft. pheuf lynn. the freedom blast, and there

because of the risk of electrical shock. they were sold through 1990 through this past april, so far no reported injuries. the economy got a boost during the past week after stocks soared. josh lipton has a recap. >> it was a short week on wall street with the markets closing thursday. it was a big week for stocks and the u.s. economy. more americans are back on the job. 288,000 new jobs were added in june with the nations jobless rate falling to 6.1%, the lowest in six years. overall wages ticked higher, too. that encouraging news about jobs lifted the markets to new heights. the dow and s&p 500 closed at historic highs this week, with the blue chip dow index topping 17,000 for the first time ever. june auto sales were better than

predicted with the industry on pace to sell 17 million units this year. chrysler sales were up 9% on strong demand for jeeps. sales at ford declined. meantime, the ignition switch problem at general motors got worse, three more deaths linked to the recall, so the auto maker recalled 8 million more vehicles this week for a total of 29 million recalls around the world so far this year. in a new study, the average hard-working american skips eight earned vacation days annually totally 429 million unused days off every year in the u.s., more than one million years of unused vacation days. the clouds and the rain

scene. >> reporter: the children killed in the fire range from 1 month to four years old. the fire commissioner is working to confirm the exact ages of the children. the family members have been breaking down and having to be carried away in the middle of the street, and because of that the investigators have not been able to get a full interview with them. let me show you the scene real quick once again. changes within the last half hour. the fire truck here, the ladder has come down, but we see eight row homes heavily damaged by fire and particularly the fire commissioner tells me that the fire spread from the roof tops and the roof tops of the porches. there are little roofs, wooded roofs on the porches and because of that the fire spread quickly from one home to the other. i spoke with a neighbor here and
