take browning road as the alternate there. for drivers in lower merion township, listen up, conshohocken state road is closed between manayunk road and rock hill road because of emergency construction out there. you can take bryn mawr avenue and levering mill road as your alternate. this is 95. we have activity from an accident southbound at philadelphia international airport. traffic is moving along just fine. right now it's not causing any delays in that area. lawmakers worked late into the night to approve a state budget for the new fiscal year which begins today. the plan has not been signed by governor tom corbett. nbc 10's katy zachry is live in center city to tell us why the governor is holding out. what's this about, katy? >> reporter: according to governor corbett, the budget which is on his desk there as of last night falls short when it comes to pension reforms with made calls to lawmakers to find out how long we have to operate

under the old budget before services are cut. we learned we have about a week before key services are cut. the $29.1 billion budget does not raise taxes. it was passed by the republican majorities in both houses. democrats say it relies too heavily on one-time revenue sources. late last night, governor tom corbett issued a statement saying because pension reform was not addressed in the spending plan, he will not immediately sign it. another sticking point, the cigarette tax. that will inject philadelphia public schools with $80 million, much-needed money there. that was not part of the budget plan, though. >> nothing is more important than public education. it is our, and it should be the governor's number win priority. >> i think it's still possible for us to allow philadelphia to raise their own taxes on cigarettes, only in the city and county of philadelphia. that's still an active discussion but we're only one part of the emotion that

involves the governor, the house >> reporter: republican lawmakers are offering their support over the cigarette tax in exchange for democrats to back pension reform. the bottom line is the cigarette tax we understand will be voted on later today. first, the senate will take it up and some lawmakers, well this be they say they are not leaving harrisburg until the cigarette tax is decided. reporting live from center city, conshohocken, nbc news. >> no one is awaiting the outcome more than the philadelphia school district. they're depending on the cigarette tax for a majority of their funding. the school reform commission unanimously approved a $2.6 billion budget, leaving a $93 million gap. that's because they're waiting to see what palaumakers in harrisburg decide on that cigarette tax. without that revenue, the

district is facing deep spending cuts, including laying off 1,300 employees. the man in his 20s was found slumped over a car at 46th and parish in west philadelphia. police don't think he was shot there. they are working to find out who shot him. breaking news, many casualties are feared. bomb blasts last week hit a shopping mall, a medical college in nigeria. three minutes after 5:00 now. happening later today, remembering the three israeli teenagers whose bodies were found yesterday almost three weeks after they disappeared. frem this area will be gathering to remember the boys at a people or yafs service in old city.

philadelphia creeks. skyforce 10 flew over the tacony creek while rescuers searched for the teenager yesterday afternoon. police say he was swept under water near fisher's land in juniata park as he was swimming with a group of friends there. the friends tell police the boy did not know how to swim. ocean city firefighters will check the shoreline again this morning for a 14-year-old boy. the coast guard searched for the boy was called off last night. from our nbc 10 south jersey bureau, we now know the cause of an oil spill that caused a stench in washington township. a resident was cleaning algae out of a pack yard pool. he dumped the pool water along with a type of fuel oil from a vacuum truck into the sewer system which employeed into spring lake. the spill has been contained.

no drinking water was impacted. happening today, july 1st which means it is illegal to smoke e-cigarettes in public places in philadelphia. the ban includes restaurants and bars. it treats the electronic devices the same as a traditionalç cigarette. also, today, kids under 18 are banned from buying e-cigarettes in philadelphia. now from our delaware bureau, the national guard will welcome home the last soldiers this morning who have been serving overseas, about 40 members will be reunited with their family and friends in new castle after a year in afghanistan. their primary mission was to prepare for closure or transfer. now your nbc 10 first alert weather with meteorologist bill henley. >> about a half hour away from sunrise. overall, it's a bit warm he. this afternoon it will turn hot and humid conditions. the humidity is already noticeably higher.

strong storms, not today. no, that threat arrives tomorrow and stays into thursday. and come friday the fourth of july, we're watching for arthur. formation of the first tropical storm of the season may just be hours away and may impact your fourth of july plans. right now, 72 degrees in allentown. sunshine and northeast philadelphia starting at 74, will warm into the 90s today. scattered clouds and millville and can see scattered clouds in the pocono mountains as well. this is what it looks like in the french manor this morning. sunshine into the middle 80s for the mountains today. look at this dramatic view from the marquis de lafayette in cape may. scattered clouds, no rain falling from the clouds. it really doesn't look like we'll get shower activity today. tomorrow, it's a different stor the radar is showing wet weather, a line of strong storms moving into the ohio valley. that's part of a system that will keep us damp tomorrow and

special on thursday and then add in this which may become arthur, the first tropical storm of the season. this is tropical depression right now. it is expected to move up the east coast and may impact our fourth of july, especially earlier in the day. >> for today we're starting off in the 70s early but this afternoon, it's 90s. sticky conditions later today. the seven-day forecast has that steam, heat tomorrow.ç strong storms tomorrow afternoon and heavy rainfall on thursday. for the fourth of july, we could see rainfall as arthur move oz the coast if it stays on the projected track. showers, though, may be tapering off in time for the fireworks friday evening. look at this weekend, saturday and sunday, plenty of sunshine and 80s. when i come back, a closer look at the latest forecast track for what may become arthur. this maybe the best time to beat the traffic driving down the shore for the long fourth of july weekend. >> wouldn't that be nice.

nbc 10 first alert traffic reporter jillian mele breaks it down. >> we still have activity on 95 southbound near the philadelphia international airport. i have a heads up on construction that will happen later this morning on the walt whitman bridge. we have road work in center city philadelphia. that road work has the 5th street tunnel closed until wednesday afternoon. just wanted to give you an early heads up, you could see a delay on the walt whitman bridge as a result of construction. this is the activity year the airport. it's real not thatch but it's still out there. it's been out there for 15 minutes at this point. for drivers in chester conte, route 30 bypass is looking great. this is the westbound side. this is where it gets busier later in the morning. as you can see, we have no delays. 5:10 right now. big changes take effect in the

manager told the court that he rarely saw pistorius lose his temper. he also testified that the professional runner almost never takes off his prosthetic legs. earlier today, a forensics expert testified about the sounds that neighbors heard the night reeva steenkamp was shot and killed. starting today, interest rates on all student loans offered by the federal government will increase. in fact, the rates will jump by 0.8%. here's why. there wars a bipartisan deal brokered last year by congress and signed by the president that is too the rates to the financial markets. until last year, student loan intest rates were set by law and did not adjust with economic conditions. also happening today, a georgia law will take effect, allowing permitted gun owners the right to carry those weapons into restaurants, bars and houses of worship.

they also may be carried in schools and colleges if permitted by school officials. business owners can still prohibit people from bringing them into their establishments if they so chose. loretta love of langhorn told nbc 10 she smelled somebody sunday afternoon, then heard a weird sounded from her six-year-old dell laptop. seconds later it exploded. she said she's glad she was at home when it happened. if not, her house may have burned down. >> i realized the rug was burning. i took my shirt and smothered that. >> she was treated for kel cam beens on her face, chest, arm and foot. citizens bank park is taking steps to increase security. the phillies will begin installing metal detectors at the park next week. those will beç activated on ju

21st. the phillies say the increase secured measures are the result of major league baseball's continued work with the department of homeland security. starting next season, all teams will be required to screen every fan that enters their park. now fans entering through the right field gate will have to walk through a metal detector. all cell phones, cameras and large metal items will have to be removed from bags or pockets. fans will not have to take off their shoes or belts like you do at the irairport. if you drive i-95 in delaware county, you might see delays this morning. penndot crews will be patching the highway from the philadelphia line to the delaware state line. there will be lane restrictions from 9:00 this morning until 3:00 this afternoon. crews will also be repaving part of the blue route between route 30 and route 1. take note of that. taking note of other

with meteorologist bill henley. >> there's no way around the humidity this morning. it is higher. it will stay us with for the next few days. this is the view from the studios. the flag is at rest. we'll get a bit of a southerly wind developing during the day. that will boost temperatures gnat 90s. 73 degrees right now in philadelphia. that's up 5 degrees compared to yesterday morning at this time. you can see the flags blowing on boat house row. a sunny view on boat house row is what we'll see for most of the day. the shore, plenty of sunshine, the shore, delaware beaches, warm to 80 degrees this afternoon. breezy, the southerly winds gust to more than 20 miles an hour at times. turning stormy later on wednesday and especially stormy for thursday. that will keep temperatures cooler. we'll be watching this which may impact our fourth of july. that could be the first tropical storm of the season. right now, just a tropical

depression. strengthening is expected. though it is nearly stationary now, expect impact, the carolina coast by later thursday afternoon. our area may see rain from this, at least to begin with on friday. friday morning into the afternoon. friday at 1:00. if it stay on its current projected path, it will be offshore. we may get heavier rain before that system arrives from a cold front moving from from the west. this is the future weather for thursday evening. a look at the heavy downpours, showers and thunderstorms that will be arriving for later on thursday. but the threat will be increasing for tomorrow for storms. for your fireworks, well, the threat of rain is actually low for areas north and west of philadelphia, a moderate chance of showers and that may stay f offshore as well, especially later in the evening.

welcome back, everyone. a few minutes before sunrise. 5:22. 73 degrees already as we take a live look at boat house row. meteorologist bill henley says you can expect the humidity, highs in the lower 90s ahead of storms later in the week. thursday is looking really stormy. hopefully clearing out in time for the fireworks on friday. we have an update on a story we've been following since last week. the woman seen here beating up another woman in front of the woman's toddler. that woman is behind bars. harris is her name. she's being held on $35,000 bail. that beating happened last week outside mcdonald's in salem city. authorities say harris and victim both work there. police say harris accused the other woman of spreading rumors. they say when the victim's toddler's son tried to interview and get help for his mom, she threatened the little boy, too.

the president of the greater san diego association of realtors predicts a strong summer. she says investors are still buying. there's also the appeal of financing which is still historically low. getting one of those homes can be frustrating, special if you're a first-time buyer on a budget. >> the first-time buyer is challenged right now. they have to be extremely patient, do their home work, be completely 100% prequalified, preapproved, ready to go because they do have competition. >> sales of newly built homes in the u.s. has surged. recent reports say that's due to improving employment and (ayrrñ the city of philadelphias closed on the sale of a parking garage at love park. that tops the day's business headlines. a chicago company bought that garage for nearly $30 million. laz parking will manage the

facility. the oakwood philadelphia lot was also bought for $28 million. last november, pennsylvania governor tom corbett signed a transportation funding bill that includes a customer facility charge to pay for building a consolidated car rental facility at the airport. that facility is now in the planning stage. the new $8 a day fee, though, is already in place. general motors faulty ignition switch problem is to blame for another round of recalls. morgan brennan has the details in this morning's cnbc business news. every single day it seems like we're hearing more problems for gm. >> it does, tracy. gm announcing six more recalls affecting 8.4 million vehicles with 7.6 million in the u.s. now, most of the cars are older models and are being recalled for that ignition switch issue.
