fur coats, travel, and cash from ron lipscomb. her lawyers argued to have the perjury charges tossed, claiming she is protected by a far reaching doctrine of legislative immunity. they argue prosecutors violated when they use evidence meetings dixon had with lipscomb about a publicly subsidized development project. texted should go as far as meetings with constituents and individuals who are discussing present, pending, proposed, and possible legislation. >> prosecutors say legislative immunity was never intended to go that far. >> it does not encompass everything a public official does. >> dixon's lawyers declined to answer a continuing mystery, thousands of dollars of deposits that went into her accounts in 2004.

>> if it ever comes up in the case, i will be glad to address it. >> the same judge did previously dismissed perjury charges against the mayor. the state prosecutor went back to a different grand jury and got new charges using different evidence. >> stayed bridge inspectors have found serious problems in two major crossings over the susquehanna river. an investigation turned up advanced deterioration of its foundations. >> state officials declared today the bridges are safe, and repairs are on the fast track. they consider three to five years the fast track. the agency has also identified $3.5 billion of needed repairs in the system. >> pillars holding up the

bridges are deteriorating. repairs are now on the fast track. the question is, are they safe? >> the bridges are saved, and motorists have no need to worry about the bridges. >> the peer foundations are showing its age. 11 million vehicles travel over this bridge each year. deck repairs are currently underway. >> there has been some deterioration in terms of the actual concrete for the bridges, and the base of the bridges themselves. >> documents and photos reveal an ongoing challenge to keep up with wear and tear caused by mother nature and mankind. >> inspections -- revealed what appeared to be more severe deterioration.

inspections are now being done more aggressively than even just a year ago. the agency follows recommendations from a peer review panel, which includes surveys of bridges that stand in running water, and a plan of action, rather than just monitoring. the combined costs of fixing the bridge's exceeds $50 million. the agency relies on toll collections for funding. >> we would take a look at the level of dole's and -- the level of tolls and the amount of work that needs to be done, and make the appropriate adjustments. >> the board may not discuss toll increases for another year, and if they do happen, that would not go into effect until 2011 or 2012. >> starting tomorrow, if you

think and text and drive at the same time, don't be surprised when you get a ticket. you are being urged to keep your eyes on the road and your hands on the wheel. the department of presentation says it saves lives. they announced today distracted drivers accounted for almost 6000 deaths last year. >> some students at anne arundel community college got to see up close and personal just how dangerous it is to text while driving. when they had been driving simulator to show the danger of texting while driving, i had one strike against me. how do you text? as i fumble with the keyboard while i tried to drive, you can see i had issues.

>> testing and driving the texting and driving is extremely dangerous. the purpose of this demonstration at anne arundel community college was to show students the dangers they face texting while driving. >> we see them on their cell phones, not paying attention, distracted driving. it is really important, because we want to get the word out. we want to protect everyone else out on the street. >> while some students notes texting and driving can be dangerous. >> i can barely text. that would be not a good idea for me. i would end up hitting something, i am quite sure. >> others think the new law

the morning low was above normal at 54. the normal low is 51. tomorrow morning, some chili stuff coming in, not as cold as a record low, but northern suburbs and low-lying valleys, cool air will be settling down in there. the last of the little sprinkles clearing the lower eastern shore and moving away. it looks like a winter like weather map when the moisture comes in off the lakes and banks up against the mountains. just some cloud cover out there, and cold for this time of year. that is oakland out in garrett county, not even getting out of the 40's this afternoon. the air has been coming from the canadian border all afternoon. expect a chilly thursday morning with the skies clearing out. for western maryland may have some frost in allegheny and

garrett counties for tomorrow morning. 42 north and west of town to 52 at the inner harbor. a beautiful day on tap for tomorrow with sunshine state wide. on friday we will see some cloud cover coming in. clouds during the day, slightly milder, and late evening some showers start coming up from the south into central maryland. the showers might linger into the morning on saturday before dry air comes back in from the west for the second half of the weekend. for tomorrow, welcome to october. on the day tomorrow, west wind gusting up to 15 not. bay water temperatures hovering around 70. it will feel chilly tomorrow after 40's in the morning. we will hit 67 in the afternoon.

clouds and a few scattered showers friday and 74. a chance for a shower in the morning saturday, clearing out in the afternoon. partly cloudy sunday with a high of 73. >> it is time you see the new england patriots on the schedule, you expect to see a quarterback with the rating over 100. you did not expect him to be the ravens quarterback and not tom brady. he has scored as did prices many quarterbacks as new england. brady has the more pedestrian rating, just below 80. brady missed 15 games last season with knee surgery and has struggled to regain his legendary accuracy this season. flacco has enjoyed the kind of success that has people thinking of him as the next tom brady.
