tonight's last words are taxable income. the 11th hour with stephanie ruhle starts now. good evening once again. i'm stephanie ruhle. we are now 228 days from the election. and less than an hour away from a midnight deadline to pass a bill to fund the government and avert a partial shutdown. again. earlier today, the house passed

a $1.2 trillion government funding package which then went to the senate for a vote and that vote has still not happened. so let's bring in sahil kappur. why has this vote not happened yet? >> reporter: well they haggling over amendments. the senate cannot vote without the unanimous consent of all the members. republicans are trying to force votes on a bunch of tough issues like immigration. trying to put democrats in politically difficult positions. some centrist democrats would support them if it came up. it would pass. then go back to the house which is just adjourned for a two week recess so we would have a protracted shutdown putting

schumer in an awkward position. look, this is only because they left things until the last minute, stephanie. this is a 1,000 page bill released just yesterday and it passed the house just this morning giving the senate very little time to do it. if they had saved more time, they could ping-pong the bill back and forth. but this is what happens when you wait until the 11th hour to do your job. >> all right, so what's the over under? is there going to be a vote or what? >> they are still negotiates behind me. they have not given up hope. it is less than an hour away. even if they come to an agreement right away. it would take several hours to get through all the votes on i a mendments. the best case scenario we are looking at a technical government shutdown if they figure it out. if they don't get a deal and it is plausible they don't get a deal to vote quickly, this could drag out until monday meaning it would not be a technical shutdown. not just be the weekend when a

got of government workers don't show up to work. it means some services could be suspended on monday. there could be a bunch after furloughs of workers. essential functions like tsa screenings and air traffic control. would continue regardless. stephanie, this would be the first government shutdown since 2019. >> all right, do not go too far. if anything changes we want live updates. house republicans who do currently hold the majority could be on the verge of yet another battle over their leadership. hard right republican congresswoman marjorie taylor green is back again. she filed a motion to oust her speaker mike johnson. even as the house was voting on the spending bill to avoid a partial shutdown. that bill was pushed through by speaker johnson himself. green says the bill was a win for democrats and showed johnson had betrayed house republicans. >> it is more of a warning and a pink slip and i do not wish

to inflict pain on our conference. and to throw the house in chaos. time for us to go through the process, take our time, and find a new speaker of the house that will stand with republicans and our republican may jr. ty instead of stapping with the democrats. this bill was passed without a majority of republicans. this is a democrat budget. and it was passed by mike johnson. >> meanwhile, the speaker is once again facing a shrinking gop majority. congressman mike gallagher of wisconsin who announced last month he would not run for reelection said he would now leave congress much sooner. april 19th, months before expected. that means the party's already slim majority is now down to just one single vote. with that, let's bring in our lead off panel tonight. my friend john allen is herement senior national politics reporter for nbc news. susan glasser, staff writer for the new yorker and mark

liebavich. mark, seems like a lot of house republicans are add at speaker johnson. know this is a win for democrats. what about a win for america? isn't it the job to work with lawmakers to do basic crucial things like keeping the government open? >> yeah. that is so quaint and old fashioned. that is not how this has worked. essentially, the fringe elements of the party, now the main element of the party, the mainstream element of the party hold a veto on anything that could possibly pass and look, this has been hanging over mike johnson since the day he became speaker. what is interesting about the guy who proceeded him, kevin mccarthy, is arguably the two responsible things he did. one was cut a debt ceiling deal. and, you know, the white house, and, it was the thing that

actually ended his speakership. that's what did it for him. this has become the chaos that defined the republican conference. and this will probably happen again. and look, as you mentioned, the majority is down to one. that will tonight, too. but there is not a lot more room for that to continue also. >> susan, marjorie taylor green has gotten nothing done on a legislative basis. and she says she does not want to cause chaos. how could she possibly think that threatening to remove the speaker isn't pure chaos? >> well, perhaps the comment wasn't on the level. you know, the whole situation really does remind me of the phrase former speaker john boehner threw up his hands and said i'm out of here rather than deal with this kind of tactics. he called the members of congress like marjorie taylor

greene legislative terrorists. he said and this was years ago, that they had become ungovernable. this is what we are dealing with. an ungovernable conference that does not want to govern. so when they won the majority in the house, essentially the contradiction embedded at the heart of this conference became everybody's problem. and not just the side show circus. keeping the government open. and you know, that is incompatible with the kind of person marjorie taylor green is in politics not to legislate, but to create a circus performance of sorts. with only one vote, you got to wonder if there is one more republican out there who says congressman gallagher, enough of this. then we really have some chaos

and interesting times. >> i do want to talk about that more. now let's talk about a newly elected democrat. tom swaze. i want to share what he said about mike johnson. >> would you vote to protect speaker johnson? >> yes i would. >> this is a comedy routine what they are doing. trying to kick the speaker out for trying to keep the government open. absurd. i'm fed up with it. >> the guy from long island calling it a clown show. would other democrats join him to protect johnson just to keep a general sense of order? >> yeah. funny thing happened on the way to congress. tragedy tomorrow, comedy tonight. i think there are probably a handful of democrats that would vote to not have the chaos. but, to be honest, i mean they are trying to win a house majority.

for most of the democrats we have already seen what they would do. they basically allowed kevin mccarthy to get jacked by his own caucus. and i don't think they see any reason to bail out this majority as they are going to campaign against them. >> kevin mccarthy weighed in on what is happening with mike johnson, comparing it to of course his own removal last year. watch this. >> what is happening in congress today goes back to when those eight republicans partnered with every single democrat to decide who could be speaker. that is when republicans lost the majority. >> mark, what's the difference between what happened to mccarthy and what's happening now? >> well, it hasn't happened quite yet. i mean, first of all, they are almost losing the majority. they are throwing their hands

up. before you know it, you're in the minority. in mccarthy's case, you were piecing together a lot of people with grievances. here it just seems like as susan said, the legislative terrorist, but also, just a few people. i do think i would disagree with john a little bit. quite a few democrats would sign onto help speaker johnson. probably because ukraine aid is so vitally important to so many of them. it is quite tangible to actually getting something done in a budget. but also, it is not as if democrats bailing out republicans or mikeon son specifically is going to bail out republicans as far as ending their chaotic reign. that could possibly lead to greater defections, more defections, and frankly, i think help democrats more down the road. i don't think it is tenable for johnson. but he might see more of that and it could be an interesting

dynamic going forward. >> let's stay on this slim, slim, slim majority that the republicans now have now down to one vote. john, what do we know about mike gallagher's decision to leave early? now that seat will sit vacant until november. >> yeah. a fascinating thing that happened. he already said he wasn't going to run for reelection. he was going the stick around. get things done. boom. today we were reporting on this, this morning. he starts telling colleagues aim out of here now. he is attributing this to family. personal decisions and what is going on in congress has rubbed him the wrong way. he was a republican who voted against the impeachment of alejandro mayorkas, the homeland security secretary. very much at odds with his party and his caucus. very frustrated with what is going on in congress. and i think he felt like it was time to get out and go to the private sector. what that leaves republicans with though, is the caucus that

is much less manageable. someone who would vote for what you consider normal things is now gone. they don't have as many of those as they would like. they have more people who are itching for dysfunction and destruction. those two things dysfunction and destruction are basically a point for at least a significant number of republicans. >> then let's talk about what is motivating them. gallagher's announcement came weeks after ken buck decided to leave. are they sending a message they are so angry they do not care about republicans hold the majority? is it their only way of curbing the marjorie taylor green offensive? >> they are not curbing it. they are throwing up their hands and walking away from the fight. i think that is really the macro story of the last few years in politics really in the republican party is that you are seeing what you might call

team normal throw up their hands and largely walk away from the fight. donald trump and the trumpists if you will have sort of won the day when it comes to the republican party. it is not the same party that was before. i have been really struck by the fact that you have seen so many republican committee chairs leave congress. congressman gallagher had a history of being respected by democrats as well as republicans. he was working on an area where there was a surprising amount of consensus, around policy toward china. and you know, that is just not the kind of rational conversation that we are having. and i'm just really struck by the fact that congress has essentially been transformed into a non-legislative body. it is all about theatrics. this republican majority has been as broken as anything i have ever seen in american politics.

the repeated crises over their government's inability to hold conference or basic spending legislation. when i was a young reporter on capitol hill, after i graduated from college in the early 1990s , the deadline for congress to pass the bills is september 30th. that is the end of the fiscal year. here are having this conversation at the end of march. it's broken. you know, in my son's lifetime, they have not passed the spending bills by the deadline. it is a joke, basically. >> campaign slogans. vote for me, get dysfunction. all right, new topic, house oversight chairman james comber was asked about his beloved biden impeachment inquiry and i want to share what happened. >> where are you attempting to go at this point, congressman? >> well, i want to hold accountability. that is what we said all along. we want to provide the truth to the american people and provide

real accountability. so what does it look like? does it look like impeaches joe biden in the house and the senate? tabling it like they are going to do with the merrick garland impeachment or does it mean providing real criminal referrals to the department of justice? i think the latter. i believe the best path to accountability is criminal referral.s. >> i believe i just heard a word salad or a drinking game where you had to drink to the word accountability. none of that made sense. >> it is a pretty good idea. it would be a good drinking game. >> it is late night. >> it is late night. i don't think he knows what we are talking about. word salad is generous. first of all, the merrick garland impeachment, i think he meant alejandro mayorkas. there was a great moment i think a couple of days ago, jared moskowitz looked at him and said why not just impeach

him now? waiting for a second. everyone, no serious person thinks this is a serious effort. i don't understand why the theatrics keep going on and on because everyone looks more foolish than they normally do. this is obviously going nowhere. >> we are talking about our elected officials. i do want to get your thoughts on the deadly attack that took place in moscow today. the russian investigative committee says 60 people were confirmed dead. we'll have more on this ahead. but i know you have reported from russia for years. what do we need to know about this? what's your take? >> i was having terrible flash backs today. it was probably the biggest mass casualty event like this. back in 2000.

it is an enormous scale dead and injured in the out skirts of moscow. i was struck by how quickly u.s. officials were putting out this american intelligence saying we validated this claim from the islamic state which has taken credit for this horrible act. we'll see what russia says about this. obviously it is not lost on anyone that it is coming right after an election in russia and also in the midst of this war in ukraine, there was an enormous wave of russian attacks on ukrainian cities today and ukrainian targets. i'm just going to be watching with great interest. i thought it was very notable we haven't really heard from vladimir putin himself yet. comforting the country in this moment of horrible attack. >> all right, susan, john, mark, thanks so much. when we return, trump's truth

be a meme stock. if he goes to sell his stock is going to trade down dramatically like most stocks do anyway. so i don't know anybody who is going to take this risk unless they just want to be tight with donald trump. >> but that's the thing. ron, yes, he knows some really wealthy friends. but this company, all it is, is donald trump's post. without them, there is nothing there. is anyone paying attention to history repeating itself? he failed with a casino company. is anyone paying attention to this? >> i know the story quite well. marvin rothman had very negative things to say. donald trump sued him. marvin won the lawsuit. and actually won enough money to go out and start a business.

very hard to lose money in that business. in this case, is somebody willing to put up $500 million and put the risk that will depreciate almost immediately once djt goes public, particularly if they know he will be selling shares? that's a tough call. even billionaires don't like to lose $100 million or $200 million or $300 million. they will have to really be comfortable taking that kind of risk. >> okay but that is exactly the point. even billionaires, they became billionaires because they are smart shrewd investors. bill. so, if one were to do this, it would be public that they bought up these shares. that they then toppled in their face. or, if they decided they were going to be the person that was going to put up the bond for donald trump, wouldn't that cause so much scrutiny for this person? wouldn't that have people wondering what on earth do you

need a potential next president to fix for you that you would do something like this? >> well, of course, stephanie, it would raise those kinds of questions. that's why, you know, this is a very, very sketchy situation. but again, i get back to the fact that you know, until today, like yesterday, he couldn't have offered this as a potential asset for somebody to lend against. now if by some miracle a waiver of the board, he might be able to pull this off. he might be able to find somebody, you know, the this guy who owns 15% of tiktok who is a big donald trump fan might lend him $500 million against that dwac stock. i wouldn't do it. you wouldn't do it. and it will certainly trade down and it may not be a good investment but you know, that

guy may not care. >> yes. and you are talking about the cofounder, a huge investor in tiktok. of course, donald trump said i don't want to see tiktok getting banned. it all stinks to the high heavens. do you think, ron, this is the run donald trump doesn't return to twitter? his posts are the only thing keeping truth social afloat. trump's money ticket to get out of jail. theoretically. not literally. >> theoretically. it didn't really become actual money until the deal was closed. until the acquisition corporation or truth social, the shareholders agreed to engage in the merger and go public. had that not happened, his shares would have been worthless. if he were to find a willing buyer, $500 million versus the $3 billion it is worth, you can do an off market transaction

and sell it in a single block to someone else. it is highly unlikely there are ways for him to monetize this. but yeah. he is the only asset that truth social has. and from a business perspective, it is not a great proposition. but he might have just enough in the way of a stake in this company to get out of dodge. >> it is a bad business move. i'm out of time, but any chance he files for bankruptcy? he knows how to do it very well. >> he has never filed for personal bankruptcy as he is the first to point out. but until this merger was agreed to today. i would have bet he would be filing personal bankruptcy sunday night. now i think he is going to announce some sort of deal on sunday night. he is mr. drama. he is going to do it on sunday night just before everybody thinks he is going to not be able to pull this off.

political dynamics in congress, charlie dent and connor lamb. both of pennsylvania. charlie, she says this is the fight she want to have in an election year, is this smart politics? >> i can't begin to tell you, stephanie, how idiotic this move is. because look, they have a very slender majority. one vote majority to begin with. it is clear she does not want to be in the majority. so think about it. in eight months there is an election. where this very slim majority is already at risk. the house could easily flip. so why not have another gop circular firing squad now or when ever she tries to move this motion to vacate. why not do that again? that's the thing. it is beyond absurd. it is pure lunacy that she somehow thinks h is a good idea. luckily for mike johnson, seems like some democrats may not allow her to succeed this time

unlike kevin mccarthy. but as a political matter it is beyond stupid. >> democrats to save mike johnson. i never thought i would see the day. what do you think this all means for house republicans? >> it reveals they don't know what they stand for. that is why they are having so much trouble keeping their own members. they have talented people like mike gallagher quitting on them. they can't decide whether it is kevin mccarthy or jim jordan or whoever it is. because they are not actually debating like a series of policy issues they disagree on or anything like that. it is just a power struggle among a bunch of people who don't know how to use the power they have. and i think that is because the whole party is based around trump now. the person. but these guys were in washington having to take votes on a multitude of issues. raising the age of social security in an election year when people are struggling with inflation. so, they are just lost in the

sauce as we might say. and they don't know their way out. that will put them in the majority. >> when ken buck announced he was retiring, he warned more republicans could leave. now mike gallagher. what's coming next? >> well, at this rate, house republicans could be in the minority by memorial day if the resignations keep going. i don't want to speculate about who will be next. there may be. but you have to look at the members who announced they are retiring. you have to look at that list of people who might decide to resign early. just think about it. we lost, republicans have lost about five members.

ohio, gallagher and buck. she had a distinguished record. she is stepping down as house of appropriations committee. she is over 80. who knows. maybe she decides to pack it in early. and there might be other members there. so, it is hard to say who will be next. but at this rate, i think there will be another one or two who might believe. >> only in congress when leaving, when you are over the age of 80, is considered packing it in early. that is amazing to me. let's go back to this house republican budget. raiseing the retirement age for social security. you mentioned a moment ago, this is an election year. they have to know they this will not go over well with older voters. >> again, it is just, when trump isn't telling them what

security division. >> it seems more and more likely the claims by what is known as islamic state, that is the group that was in afghanistan. you might remember. it was known for the suicide bombing it did as the u.s. was withdrawing from afghanistan. they claimed responsibility for this. and, you know, looking at all the different options and possibilities that are out there, it does match a targeting pattern that would line up with the terrorist group. this is a mass casualty target the way they entered in the videos you saw there. the killing and the destruction. all match that sort of a pattern. i think we still need to wait and really gain some more information. but i think the state department warning was very clear. and very spot on for what we saw here today. which was large venues. large gatherings and concerts. when you compare that to what is known as the islamic state's attacks. they did a major attack just a

little while ago. in iran as well. they inflicted many casualties. they are still a force to be reckoned with. and i think it just also points to what looks like the u.s. still having really good intelligence on that group. and being able to forewarn others. >> there was the state department warning and we have great intelligence there. the majority of the information we are getting tonight is from the russian investigative committee. is there any reason for us to not believe the information we are getting from them? it is russia. >> stephanie, we should be skeptical and we may never know all the details or know they are accurate. immediately after this attack, there was a flood of information coming out of the russian state media. some of it blaming ukraine. and those orbits on telegram. very little details to it. so anything that is coming out out of russia at least this early, especially with there's still some reaction to the actual fires that were there,

still me. good evening. i'm stephanie ruhle. midnight on the east coast, 9:00 p.m. in the west. we are following breaking news on capitol hill. there is a deal in the senate to fund the government. the house passed a $1.2 trillion government funding bill which then went to the senate for a vote. the senate is still in session tonight. we will have more on that in a moment. there was also no surprise, drama in the house today when far right republican congresswoman marjorie taylor greene filed a motion to remove republican speaker mike johnson. she made that move even as the house was voting on the spending bill which she then voted against. >> i am saying the clock has started. it is time for our conference. mike johnson, the republican speaker of the house, handed over every ounce of negotiating power to chuck schumer and the democrats. and went ahead and funded the government. when this
