lifting to the north and east and will get here through remainder on have this evening. taking you to the triple sweep we have hail signatures as well so there will be threat for up to quarter sized hail with some of these storms and win gustness excess of 60 miles an hour. here's our severe thunderstorm watch, again right now things are quiet across the region but if you have outdoor plans this evening keep an eye to the sky, storms will move fast and furious much like last night with downpours, frequent lightening and again those damaging wind. we are under a flash flood watch for the area as well with the tropical moisture in play, we have expect any showers or thunderstorm to dump a heavy amount have of rain on the area as much as one to 3 inches in any storm leading to the risk for poor drainage flooding and smaller creeks and streams could breach their banks as well. you can see through rest of the evening strong thunderstorm will advance across philadelphia area still around ten or 11:00 and in the first part of the overnight as we await hurricane arthur moving up the coast. for more on hurricane arthur and what it means down the

shore lets go to meteorologist the kathy orr live from cape may, kathy? >> reporter: kate, beaches have been crowd today but life guards have been pulling everybody close inner because of the is your f it is increasingly rough because of the swells, due to hurricane arthur. take a look, not many folks out there right now especially in the water, guards go off-duty 59:30 #. we will feel impact. down beach you can see swells building and they will continue to do so right through tomorrow morning when the storm comes, to us and it is closest point here in cape may within a 150 miles. and then accelerates out to sea. here is arthur from space, radar view and distance, right now 425 miles to the south southwest of cape may, new jersey. you can see, it impact in the north carolina coast right now. we are tracking arthur as it will pass closely to or over the the north carolina coast late night and strengthen, to a category two storm, and then it will accelerate out to sea

and begin to weaken to a cat one by friday and into saturday. now, here's a look at its impact, showers and storms with a flash flood watch in effect, even down the shore, through tomorrow morning. and that is due to the moisture, of arthur, interacting with that approaching cold front that kate is talking about. also, we're concerned about the winds picking up, we're gusting to at least, 30 miles an hour right now, and rough surf and rip currents. that threat will continue, now, right through saturday, so long after the storm is gone, on saturday we will be feeling its impacts. coming up later in the broadcast, we will talk more to the experts and the officials here, about what is going to be going on this weekend. as far as fire works are concerned and plans to venture back into the water, when the hurricane comes closest to us, tomorrow morning and through the afternoon. reporting live from cape may i'm meteorologist kathy orr, now back to you in the studio.

>> as she was just saying southern states along the coast are bracing for the worst. cbs news correspondent craig boss well is in north carolina tonight to give us a closer look at conditions there, right now. surfers took advantage of the waves, hurricane arthur kick up ahead of it arrival in the outer banks. the storm is expected to make land fall, on north carolina's barrier island late tonight or early tomorrow. evacuations have been ordered on cape hatteras and suggested in other areas. >> we are, of course, asking our citizens and those people vice inning this weekend to be extremely careful so as also not to put our public safety personnel in unneeded jeopardy. >> reporter: arthur packing wind of 80 miles per hour. forecasters say that could push closer to 100 miles an hour and coast could get 6 inches of rain. beach here in nags head is usually packed with vacationers the day before the fourth of july, hurricane arthur chased many people away but not all of them. charlie's family was forced out of their rental home on

hat race island so new jersey family moved their vacation to nags head. >> we want to ride out the storm. we don't want to leave the island. >> reporter: arthur is expect to clear out by noon time friday and move out to sea rumbling north. in nags head north carolina craig boswell for cbs-3 "eyewitness news". even as arthur rumbles north it is not stopping them from heading down to the jersey shore for the holiday weekend. "eyewitness news" reporter matt rivers is in ocean city cape may count which more, matt. >> reporter: as you know people come here to ocean city every year to celebrate the the fourth, what doesn't come here every user is unwelcome storm and so far hurricane arthur is proving to be quite the buzz kill. disappointment up and down jersey beaches thursday, as word spread that several fire works displays scheduled for the the fourth of july are now postponed including here in ocean city. >> seven other people came to watch fire works this week. definitely a bummer.

>> reporter: drove i i is in town for a week long trip, file works display got pushed back until saturday night. >> they are upset about that. that is one of the reasons we come down we pick the same week every year. >> reporter: show got put on hold because fire works are launched from ocean barges not exactly stable barge necessary an ocean churn up by an off shore storm. familiar scenario a bit farther north in atlantic city. fire works went off without a hitch last year but big waves push this years event back to sunday night, some are making the the best of it though. >> we were in florida a few years ago with hurricane charlie so this is not anything. >> little rain. >> reporter: even just getting to the shore noise picnic, gas prices are the highest they have been since they have topped $4 a gallon back in 2008. >> for our vehicle it takes to fill it up full over a hundred dollars or more. a lot of money. >> it is a lot of money. >> reporter: rain or not, high gas prices or not, vacations must go on. >> there is no beach in philadelphia so we have to get to the sure. we are frugal in other ways.

>> reporter: back here live in ocean city, a few disappointed people here along the boardwalk as one person told me hurricane arthur is a very unpatriotic storm. we are live from ocean city, matt rivers, cbs-3 "eyewitness news". right now final preparations are underway for the welcome america concert and fire works on the parkway. crews putting last minute touches on the concert stage near the the philadelphia art museum. safety is city's number one priority tomorrow and city officials are asking everyone to take precautionness this hot weather. >> you have to wear light clothing, keep hydrated, do the the things we need to to. we will have have e ms out here. we will have everyone ready to do what is necessary to keep you safe but we want to you play your part. >> reporter: crews are setting up for celebration of freedom ceremony at independent mall tomorrow. vice-president joe biden will be the special guest. formal holiday events around the holiday and keep up to date with any changes, head to cbs philly.com and click

top spots. well, developing news tonight a laundromat sign comes crashing down on park cars in kensington. lets take a look at the the bricks and broken glass left behind at the wash house laundromat. it happened in the 2100 block of east allegheny avenue just after 2:00 this afternoon. there were a couple of customers inside at the time of the collapse but luckily no one was harm. >> i stood up and i just saw all smoke every where, something dropped, and then i charged out and i saw my dad and we just showed them what happened. >> reporter: l and i officials on the scene tell "eyewitness news" that the building is structurally sound but laundromat cannot reopen until the ruble is cleared away. they say last night's heavy rain may to be blame for that sign collapsing. search continues tonight for a boater who disappeared in the delaware river. u.s. coastguard is looking for a 66 year-old man from bucks count hoy was last seen in the river around 8:00 last night. he and four others on board a sail boat were heading back to shore when the storm caused

the boat to capsize. four people swam back to shore, the 66 year old was last seen using a cooler as a floattation device. new at 5:00 police say they have recovered body of the teenager who disappeared while swimming in ocean city with friend. fourteen year-old corry hammond got caught up near ninth street jetty sunday night. police say boater discover his body near ocean city longport bridge this afternoon. still to come on cbs-3 "eyewitness news" a disturbing story, parents arrested after their 11 year-old autistic sonnies found living in the dog cage. plus... >> reporter: police say this video showing an allege drunk driver plowing into four vehicles, including a police car, shows you all you need to know if you are thinking of driving impaired touring this local holiday weekend. i'll have the store friday montgomery township coming up. also two boaters are dump in the ocean, we will have more on their unbelievably close call, with the the largest animal on earth.

after his eight three-year old mother, andrew a was found in the freezer on northerly street on tuesday. carrasquillo reportedly told a family member that he made a mistake by putting his mother's body in that freezer after she had tied in a fall. a couple in california are facing serious charges tonight for allegedly keeping their autistic son in a dog cage.

tracie lee and one other were taken from their home in handcuffs last night. police say cage had bedding and other items inside leading them to believe that boy had been staying there for some time. neighbors were shocked and angry to hear this was happening right next door. >> she's joking and playing a prank or something, because it is not the kids fault he had autism. it is just the parent's problems. >> reporter: investigators say they have heard different store business how long that boy has been in the cage anywhere from a few hours to years. he, along with his younger siblings, have been placed in protective custody. good evening, everyone, you know, we have been really lucky, i would say from the beginning of this week moving our way i would say until yesterday, but now, since we're hitting thursday and fourth of july is tomorrow, we are seeing, yeah, the flush, of a lot of rush. and take a look at 42 freeway

traveling on the 42 in the southbound direction we are jam, up and over walt whitman bridge and all the way out through the atlantic city expressway. i know it doesn't look that awful. it looks like we have breaks. do not be fooled. you will sit in the slow down, for sure. now more so on your shore commute, lets talk about the atlantic city expressway. if you are traveling east bound we are seeing delays but westbound we are seeing an accident, west of the farly services plaza definitely be mine full of that an overturn vehicle that we are dealing with the on the westbound side. maybe taking seen i can route down the shore, southbound side of 55 we are seeing high volume stemming from the 42 freeway. also delays if you are traveling on 47, delsea drive, north bound side, however moving fine but as i was mentioning earlier we caught a break in the beginning of the week but not so much today. thirteen is your average on the schuylkill expressway. we are seeing high volume east and westbound between western suburbs and center city. a lot of that has to do with a lot of folks heading down toward the bridges. definitely be mindful of that.

a lot going on today especially when it comes to the weather. we are tracking those storms that have been popping up and we have an eye on hurricane arthur. >> we have live team three coverage, kathy orr down the shore in cape may. we will start with kate bilo in the studios, kate. >> jessica, we all remember what we dealt with yesterday, heavy storms that rolled through the city.

another round today. i want to show you cool time lapse down in atlantic beach in the carolinas. the surf is picking up. time lapse all day. strong waves as arthur moves up the coast. you can see band of showers and storms coming through as well. band of very heavy rain and very strong win just off of the coast of north carolina and headed in that direction coming up, kathy will have have more on arthur and its potential impact on our area as well. in the near term we have a strong cold front moving through, this is getting slowed down by arthur off to the south but not directly related to arthur. little extra tropical moisture to deal with here but we have heavy storms to the the far north and west and pretty nasty looking storms north of d.c. starting to cross, toward lancaster county. this is first area that will get hit and notice lightening with these storms, once again, frequent lightening and dangerous cloud to ground lightening with any storms as well. if you are out and about for a kids baseball game this evening keep an eye to the sky and ear out as well. if you can hear thunder you can be struck. if you hear thunder just get

indoors and take shelter if you can. here's timing between now and 6:00 northern and western suburbs we will see storms roll through. i expect them to get to the city between 7:00 and 9:00 surrounding area perhaps wilmington delaware and camden, new jersey and south jersey and delaware between 9:00 and 11:00 tonight. temperatures still very hot and uncomfortable. ninety-one at the airport. ninety in wilmington. ninety-two in dover. still feels like triple digits in wilmington and dover at this hour. heat is still on, perhaps not as hot as yesterday but still very uncomfortable. flash flood watches in effect right through tomorrow morning as these storms will produce locally heavy rain, take a look at hutch we are talking about. throughout the rest of tonight we expect one to 2 inches in pockets with the heavier storms but as we get in the outer bands of arthur tomorrow afternoon especially south jersey some spots could see over 3 inches of rain and that is why again that flash flood watch does remain in effect. for tonight showers and thunderstorms around warm, sticky any storm locally heavy.

we have had wind for past couple days with that approaching front and high pressure off the coast. we have arthur moving up the eastern seaboard and you can see the swells here in cape may, they are increasing and the period between waves is increasing as well. so we expect this impact to get worse tonight and thomas arthur comes within a 150 miles of cape may as it accelerates towards the north and the east. now as of the 5:00 o'clock update from the national hurricane center, max wind with arthur is 90 miles an hour, cat one storm moving north/north east at 13 miles an hour. already interacting with the north carolina coastline. it will come close to or pass over the coast, later tonight as a possible cat two storm and then accelerate toward north east. take a look at our future weather and you can see the front approaching and also hurricane arthur. heavy rain moving up through mid-atlantic and then moving off shore.

by 9:00 a.m. tomorrow morning it will be about 150 miles south of cape may and at its closest point and then by 6:00 p.m. tomorrow afternoon moving towards the north east towards long island and also towards new england. here's a look at our forecast, for your friday we expect morning rain down the shore and some wind. it will be very humid, and as that sticky air will still be around, saturday some sunshine but still windy as this storm moves off to the north, northerly wind gusting to 30 miles an hour and things settling down for sunday. i'm joined by the the mayor of cape may here, mayor mahaney and what do you say about the fire works what is the go or no go situation with this storm. >> city fully intend to have fire works tomorrow evening at 9:00 o'clock, unless the wind prevails as it is now in which case we will have move the fire works to sunday night at 9:00 and we will make that decision mid afternoon tomorrow. >> we have our captain of the beach patrol in cape may our good friend buzz smoke, what is the situation as far as

the front of the laundromat including its large sign crashed down in park cars in kensington this afternoon. a few customers were inside the wash house laundromat on allegheny avenue but there were no injuries. the coastal states are bracing for impact of hurricane arthur, some areas in the south east are already being evacuated as storm moves

this stunning video of a alleged drunk driver will save lives this holiday weekend. "eyewitness news" reporter walt hunter has message behind this incredible crash. >> reporter: sitting at wheel of his patrol car like this one an officer stopped for the light at this busy intersection suddenly sees a car racing towards him out of the darkness. smashing into three cars, ahead, before plowing into his cruiser. >> very little braking, if anything, and he comes through and starts hitting cars. >> reporter: police chief scott benediction says philip maris drunk and under the influence of narcotics, rammed in the vehicles. victims getting no chance to take evasive action. >> just kind of holding on to the wheel and hoping for the best. >> reporter: officers say the suspect wasn't seriously hurt. when they walk up to him in his overturn vehicle here he simply stared at them, basically wondering what all of the commotion was all about. an officer stating national rest warrant he did not appear the least bit concerned over the situation telling ambulance personnel that he

western suburbs. so if you are traveling between 202 and i would say really south street area vine street area will see some sort of delay that whole way this guy has been out there for a little over 20 minutes, close to 30 minutes, blocking right lane, it is within lane only as you move beyond center city philadelphia traveling westbound on the schuylkill you will drop down speed sensors in the teens as well, entire westbound side of 76 is flooded from the roosevelt boulevard area, all the way down through 476, and anyone heading to the poconos this weekend to celebrate the the fourth, watch out for delay around the toll plaza 35 on 476, southbound we have been seeing delays down toward 95, anyone near delaware beaches, excuse me but 95 in northeast and far northeast bensalem, bucks county looks good and watch out for an accident on the 42 northbound approaching 295 and delays on the 42 heading down toward your shore commute routes, chris and jessica. still to come here on

checking out is what trending now, two whale watchers get the scare of a life time off the coast of southern california... yep, and then, in they go, they were 12 miles out when a blue whale sprung up from underneath the boat. they were able to capture the whole thing on waterproof cameras. luckily they were able to make it back to land, to tell this amazing story. >> i mean he was 150 yards

away, you know, i have been whale watching for 20 years and never had anything like this happen to me before. >> boaters say whales were feeding and they happened to be in the wrong place at the wrong time. blue whales can grow nearly 100 feet long and weigh 90 tons. sometimes random act of kindness can go a long way. >> especially in this case, good samaritan in south dakota is getting a tension all over the country for had she did and it was caught on cell phone video. watch as this woman is trying to buy diapers for her infant at a local wal-mart but item that she has turnout to be more expensive then she thought but carol flynn, in line, right behind her, then offered to pick up the extra tab. >> what i did, sunday evening at wal-mart was just something i did. i never expect to have it videos. >> i could not believe it, i was so surprised. i was just like, you know, i don't even know you. >> that is a nice thing to do

is there the big number, dow jones finally hitting 17,000 today, index crossed that mark this morning, after a whole week of tip together the line and many see it as just a psychological threshold but it is a level that the u.s. stocks have never seen before it comes a mere six months after the dow jones crossed 16,000. stocks jumped overall after latest jobs report from the department of labor show that the u.s. economy added 288,000 jobs in june. that is fifth consecutive month of growth and good sign that the economy is finally improving. well, severe weather is starting to move through the the area tonight and down the shore hurricane arthur is already kicking up the surf. >> we have live team three coverage. kathy orr is in cape may. we will start with kate bilo here in the studios, kate. >> behind me you can see storm scan three completely lighting up and storms have just moved

in the region. we have our first severe thunderstorm warning for portions of lancaster and chester count business this area of thunder, lightening, heavy rain and potential hail moving towards us quickly. over past her look at the lightening with that as it moves over i-95, headed for maryland and eventually getting into our western suburbs. lets track this storm, it is moving east at 25 miles per hour, and again, getting into much of lancaster county right now and as we track this through next hour or so we will get towards ago ton by 5:50, that is ago done and ab bean die 6:07. west caln26 and by caln by 6:44. this storm has heavy rain and frequent wind. here is arthur coming up. kathy will have have much more on the latest track of arthur. lets go back to the severe thunderstorm warning across western chester county and much of lancaster county as that storm with the frequent lightening moves our way and storms have have had heat and moisture to work with in the

area and another day in the 90's. ninety-one still at the airport. ninety-two in dover. ninety in wilmington. it feels hotter with the tropical moisture in place. we have heat index values topping the triple digits. as these storms continue to work their way in through this evening they will retain their strength and been a few days in hot weather. first heat wave tuesday. ninety-six yesterday. ninety-two today three days's in the 90's makes it a heat wave to kick start july. it will turn cooler tomorrow and saturday. we have 7:00 p.m. we expect them still in the western suburbs. worst should cross through between 7:00 and 9:00 and they hang around for first part of the overnight we will watch showers, storms and then band of showers and storms from arthur get in the shore points at least by noon time tomorrow. flash flood watch remains in effect right through tomorrow morning, across the entire area, these storms will have a lot of heavy rain with them. your holiday headlines, flash flood watch, strong thunderstorms, clearing

tomorrow in the city as arthur passes off shore, sunny breezy, nice for saturday, sunny beautiful for sunday. tonight's low 71 with heavy showers and storms. morning showers and will clear it out by night fall. nice weather for fire works but breezy. you're witness weather seven day shore cast and forecast we will salvage the holiday weekend. beautiful saturday and sunday and back to hot and humid conditions as we head in the early part of next week. and as i mentioned hurricane arthur could make big waves down the shore, meteorologist kathy orr joins us live from cape may with more on that, kathy? >> reporter: we already have windy conditions here with that front approaching kate and arthur will add to that tonight, enduring the day tomorrow, as it passes within about a 125 miles have of cape may during tomorrow afternoon. we have swells that have been building, people are not venturing far in the the water, the guards are off-duty

so everyone is advised to stay close. we have one surfer out there, that is surfing at his own risk. take a look at hurricane arthur right now just south of of wilmington north carolina, moving to the north/north east at 13 miles an hour, bringing heavy rain and strong wind to the carolinas already as a cat one storm. it is forecast to be a category two storm tonight as it either passes very close to or across the north carolina coast. by 2:00 o'clock friday it will be 125 miles off of cape may, its closest approach and then accelerate north and east. it is weakening saturday as it moves off the coast of new england during the day. now we are looking at a changing situation, now, for your friday we do expect some morning rain down the shore. it will be humid, windy even when the storm passes and then we will see northerly wind gusting to about 30, maybe even 35 miles an hour, the high of 7o for saturday mostly

sun which a northwesterly wind and a temperature of 81 degrees. back here live, all of these people are going to stay for the holiday weekend. we are celebrating the fourth, the storm will be out of the way by the afternoon tomorrow, and then there is another celebration going on, at the the cape may ferry terminal, it is 50th anniversary of the first crossing have of the cape may lewis ferry. let's take a look. for families arriving in cape may by ferry the vacation fun begins long before their feet hit the the sand. >> it was fun watching like the bay and the light houses. >> great, great, a lot of fun. >> reporter: fifty years ago this summer first ferry shoved off from lewis crossing the delaware bay bound for cape may. our crews documented start of services. >> on board dozens of passengers and a handful of vehicles. first car load was a 64 mustang, back then agotations were pretty low tech compared

to today. >> air conditioning, custom seating in the inside, wifi all the way across the bay, wide screen televisions so all of the soccer fans can keep up with the world cup here. >> reporter: history on display in photos, memorandum peel use in both terminals. four furies are in the fleet. each one carries up to 1,000 passengers and 100 vehicles. despite arthur off the coast the ferry will still sail. >> it might be extra rocking and rolling here but we know how to compensate that. >> reporter: 17-mile crossing last an hour and a half but for many it is a trip there that will be a life long memory. it is amazing though, chris and judge contact, over 1 million vehicles have been transported from cape may to lewis, delaware and back over those 50 years. of course despite weather, might be rocky but they will continue to have have the trips over the course of the weekend.

now, severe weather moving through our area while hurricane arthur churns up the the atlantic coast. both could impact our fourth of july plans. good evening, i'm chris may. i'm jessica dean. we have a team of meteorologists covering these big weather story, kathy orr is keeping her eye on the conditions there. we will start with meteorologist kate bilo and thunderstorms pushing through right now, kate. >> it is a repeat performance of what we saw last night, strong storms developing off to the west and moving through the philadelphia area, right around night fall. so we can expect that. you can see front coming through and interaction with the advancing trough and hurricane arthur hoping to push arthur further are north and east and see how band of showers and storms are developing that rotation around the storm off to the south. pretty amazing thing to see there that interacting. lot at storms to the west. you can see a lot of lightening and just like last night they are starting to connect, this over lancaster county and heavy rain here. look at lightning southern

lancaster county and headed for chester county at the moment. that is storm we just track heading toward maryland and first spot it will stop in our neck of the woods will be across chester county over 280 lightening strikes in that one section of lancaster county. so some very strong wind, very heavy rain, and, again, frequent and dangerous cloud to ground lightening. that prompted issuance of the severe thunderstorm warning until 6:45pn for lancaster county and portion s of western chester county but this is just the first spot getting hit by these storms. eventually storms will track east across the entire area likely getting into philadelphia by about 9:00 o'clock tonight. perhaps a little bit before that. eight or 9:00 is when we will deal with that. severe thunderstorm watch in effect for the entire region until ten, any storm producing those downpours, lightening and damaging wind. we are under a flash flood watch right through tomorrow morning an indication that these storms could produce on the order of one to 3 inches of
