tonight here in studio zach, you've been following these ongoing negotiations. >> yeah. and those negotiations come as israel had signaled those plans for more military strikes in southern gaza, the idf ordering some 100,000 palestinians in the region to evacuate. >> with the threat of a ramped up offensive by israeli forces in the southern gaza city of rafah, looming, palestinians once again packing up and fleeing god knows whether we will stay alive or die. monday, hamas, accepting an egyptian qatari brokered cease fire proposal. but israel not ready to sign on, saying it failed to meet its, quote core demands. middle east policy expert professor stephen zunes. >> it's clear that hamas is really interested in putting an end to the fighting. the question, of course, is will israel go along? the big sticking point has been that hamas has been pushing for a

permanent cease fire in return for the hostages, whereas israel has only been wanting a temporary pause. >> the idf conducting, quote, targeted strikes in the region after a deadly rocket attack by hamas killed four israeli soldiers sunday, national security expert hal kempfer. >> israel is not going to agree to a permanent cease fire. hamas has a long history of basically disregarding these agreements at a whim. so what they want is they want they want a much more tangible agreement in place, more limited in scope. >> the us and un weighing in on the cease fire negotiations. >> we still believe that reaching an agreement is the absolute best outcome. >> any escalation of hostilities resulting from a full scale incursion into rafah will push residents and displaced people currently living there past their breaking point sunday, israeli prime minister benjamin netanyahu, showing no signs of bowing to international

divest finances, three to defend palestinian people, and finally to declare the israeli occupation a genocide. president mahoney listened and said she saw her role as protecting free speech on campus. >> my role is actually to make it safe and i don't just mean physically. i kind of mean culturally, politically and socially for every group on this campus to if it can't play out on a university campus, then the us is doomed. >> our right to protest, mahoney said. >> moving forward, she would work with the students. this meeting lasted a little bit more than an hour. faculty members and some of the protesters say they were glad to see the dialog. >> you all. >> i'm encouraged, i think, and i believe the university is acting in good faith. they've been supportive in their own way in terms of not shutting down the encampment. we are very optimistic. >> i think this was a huge step forward. i would like to say that i do hope other universities are seeing the leadership that has been performed here today. >> after the meeting with the

president, the students held a caucus in the center of the encampment to discuss their response to the president. they say they will protest as long as it takes to have their demands met. now for the latest developments on the war in gaza and those ongoing campus protests, you can just head off to ktvu .com or download the fox local app to your smart tv. >> new at 11, the san ramon valley fire protection district board of directors honored three citizens for their quick response. on november 9th, don gordon was able to express his gratitude to the three, saying they saved his life. gordon was suffering a cardiac event while paramedics were on their way. andrew moore, amy anderson and ryan anderson jumped into action , performing cpr and using a nearby automated external defibrillator. then medics arrived on the scene, took over his care and transported gordon to the hospital. >> new tonight state lawmakers held a hearing today about senate bill 915, which will give city and county governments more control over how driverless

vehicles operate here in california. as waymo says, it will soon expand driverless vehicle service to the peninsula. ktvu south bay reporter lamonica peters reports. >> after pushback from san mateo county's board of supervisors failed to stop its expansion, waymo and its driverless vehicles are preparing to operate in the coming months in foster city. >> i see them all the time when i'm coming home from work, they practice on one of the roads i take home, state senator dave cortese introduced senate bill 915 back in january, proposing that local governments have more oversight with driverless vehicles. >> it does create an opportunity for our cities like san jose, san diego, los angeles, san francisco to come in and say, here's how you get into our airport. here's where you pick up passengers, here's where you don't pick up passengers, here's how you behave around schools. >> waymo says it plans to expand from the peninsula to sunnyvale after multiple incidents in san francisco led to criticism about safety. some residents in san

mateo county say they're skeptical of how well they'll operate on their streets. i just don't know if i trust the self-driving technology yet. >> like i'm sure there's something there, but in practice, i don't know. it's a little scary. >> it should be on the company for their autonomous vehicle violating some sort of traffic law, but instead. oh it's fine. we don't get in trouble. we don't get a ticket because no one's driving it. >> whether senate bill 915 passes or not, driverless vehicles are coming to the south bay, and one resident says she likes the idea of it, but still wants more assurance about safety. >> when i think about innovation and the future, i can see driverless vehicles fitting that future. i definitely would, especially be, initially would like to see some kind of override option. >> ann cortez says that the

appropriations committee will vote on the bill on may 16th, and if it passes in the senate, he says he hopes to have it on the governor's desk in the fall. la monica peters, ktvu, fox two news. >> a beloved berkeley restaurant near the cal campus is shutting down for good. top dog on center street had its final day on thursday. the hot dog eatery has been in berkeley for more than 20 years, according to sfgate. they decided to close the restaurant because of impending construction. for now, they say the equipment will go into storage, but the owners say they are hoping to reopen one day. >> coming up in tonight's west coast rap, how a zebra that had gone missing was finally found days later. >> also ahead tonight, a gun buyback event yielding positive results. the number of guns recovered on the peninsula. plus, at one point, he, he pulled out a taser and turned it on. >> and pointed it at her. >> a group of teenagers on a

the video shows a man in a hoodie and gloves rolling up to the manager's car, taking the money, and then eventually walking away. all the footage was taken from a tesla parked nearby. phoenix police are investigating the incident in sacramento. >> the families of fallen law enforcement officers were joined by governor gavin newsom today for a remembrance ceremony. the 46th annual california peace officers memorial was held at the state capitol. it includes the walk of honor and enrollment ceremony, where the names of eight fallen officers were read. >> it's so important for the families and i think we have these very tragic incidents that happen, you know, within our state, within our communities and our families are always on the forefront of our minds. but, you know, as you move on through the months and the years, those families don't forget and certainly we don't either. >> some of the officers honored died in the line of duty last year. others died during covid, and one officer was honored in the category distant past honored officer after he lost

after boarding the 29 bus on his way home from lowell high school, a 14 year old vietnamese-american student stood just a few feet away from a man sitting at the back of the bus who went on a rant. >> the teen asked us not to show his face. >> he was screaming like multiple racial slurs against asians using the c slur. he said things like, these people are ruining america and they should go back to their country. i felt pretty shocked. at the same time, i felt pretty fearful because because i didn't want to do something that would, like, trigger him or offend him, the student says. >> a latina teenager and a young caucasian woman tried to intervene, and the situation escalated. >> at one point, he, he pulled out a taser and turned it on and pointed it at her. >> the muni driver pulled over along sunset near taraval, and all the passengers ran off the bus. the driver called 911, but

police officers were not able to locate the man who caused the chaos. the teen's mother wants to raise awareness. >> i think it's the only way that we can help prevent it for someone else. i mean, right now the suspect is still at large. >> the sfmta says it does have surveillance video of the incident and has turned it over to police. a spokesperson for the transit agency said we do not tolerate crime, harassment and attacks of hate on muni and we thank the riders who reported this to us as quickly. reporting incidents of crime and harassment helps us begin our investigation immediately and help sfpd identify a suspect. >> they should, have them arrested and he shouldn't just be roaming around freely. >> the teen says he's grateful to the two people who tried to intervene. >> they were very brave for doing that, and i respect them a lot. >> police tell me they're investigating this incident, but declined to release surveillance video or an image of the man in

assist from the us coast guard were able to bring the three safely back to land. >> california is reporting its first increase in groundwater supplies for the first time in four years. the department of water resources says the state saw more than 4 million acre feet of managed groundwater recharge. much of the state relies on groundwater for the drinking water in people's homes. >> one of california's biggest reservoirs is officially full for the second year in a row. lake oroville, which provides water to 27 million californians, currently holds more than 3.5 million acre feet of water. this is actually video from last year. the reservoir was boosted by the two back to back pretty big winners. the department of water resources says more planned releases of the dam are expected to happen here in the coming weeks, to make room for the runoff from the snow. >> yeah, and that extra snow we got on saturday certainly isn't going to hurt. we got a little bit of rain around here as well. and as we head forward, it's not going to rain for a while. it's going to stay dry. it's going to stay warm or get warmer. the fog

is there, but it's kind of moved off. that picture i just showed you from sutro did have fog in it a few hours ago, but it's windy out there. breezy. it was today. it's gusting to 20 miles an hour in novato, gusting to about 15 miles an hour in santa rosa. but they're down. the winds are down. but they really blew hard this afternoon and they're going to blow hard again the next couple of afternoons. and temperatures are going to warm as those winds sort of funnel down the central valley, especially on tuesday night, wednesday into thursday morning, when a wind advisory will be in effect for fairfield winters. those those areas kind of just east kind of parts of napa valley, most of us won't notice the wind as much, but if you're in that area wednesday and thursday, you'll notice that i'll show you the bull's eye, i'll move it forward. here's the model. and then see this red area that 9 a.m. on thursday. on wednesday. that's that's out towards fairfield. clear lake is going to have some wind and you kind of see it hovers the bull's eye, the colors, what you're looking at there sort of hover in the central valley. and that's going to give you the final in which will accelerate the winds. it'll also probably

it'll ramp fire danger up a little bit, which is something you hate to talk about so early, even though it's rained. it's, you know, you get enough wind out there and it's going to dry up the, the, fuel moisture is pretty quick on a lot of those grasses, so i don't i'm not expecting any kind of red flag warning, but it's just something to pay attention to. there's the five day forecast and it just that's the plan. it's going to warm up each day. and as we get into wednesday, thursday, friday, saturday, sunday, temperatures up into the upper 80s i think 9090 degrees 90 in sacramento i think they'll hit 90 on brentwood, antioch maybe. yeah, maybe, maybe some of our inland bay valleys could pop 90, but most of them will be mid 80s, upper 80s, but still come on. i mean, it's gonna be really warm. and we haven't seen temperatures like these this season yet. >> i'm ready for it. >> heat on the way. >> yeah bill thank you. >> thanks, bill. well, it has been a year since the city of antioch launched a special team to respond to lower level emergencies. the purpose? to help free up police for more serious calls. our crime reporter henry lee has this story, this has been a godsend

because this has helped alleviate the police department from certain 911 calls. >> antioch mayor lamar hernandez thorpe, marking a year since a crisis response team hit the streets to help those in mental distress, freeing up police for more urgent calls. the angelo quinto community response team handles about 500 calls a month. it's named after a man who died in antioch police custody. >> we haven't had an in-custody death since we launched this and so that's a mark of success for me. the fact that we can take 500 calls off of the police's shoulders, that's success to me. >> i'm ready. on monday, the mayor tagged along with the team. it wasn't long before they got a call to assist the police for unwanted guests. >> okay, over there off of railroad. okay i'm gonna do a two bottles of water. >> thank you. more than welcome to do. >> in this case, the challenge was keeping pets and people together who don't mcenany who don't have the resources. >> right now to put them, especially with the pets, to put them anywhere. >> antioch police do still show

up alongside the team in about 20% of calls for service, but if an officer isn't needed anymore, the team handles it from there now. and if the team shows up at a call and ends up needing the police, they have radios to contact dispatch directly. either way, the team has allowed officers to focus their attention on more pressing matters, like the search monday for a murder suspect who ran from san joaquin sheriff's detectives near gentry town drive and putnam street. antioch police set up a perimeter in the neighborhood and searched the area for hours. police and crisis team members both say they have a symbiotic relationship and a good part about it. >> they rely on us. the pd, as much as we rely on them. >> the team's emphasis is on stepping back and listening. >> our main focus is going out into community. 911 low response emergency calls where we focus on de-escalation mitigation, pre escalation. >> the mayor says this community response team is on borrowed time with federal funds and that

the city might need to restructure its budget to help fund the program in the near future. in antioch, henry lee ktvu, fox two news and that suspect that henry mentioned was wanted in connection with a homicide investigation in stockton. >> police say they arrested 28 year old carlos palacios in antioch around 6:00 tonight, bringing a shelter in place. order in the area of gentry town to an end. antioch police had urged people who live in that area to lock all of their doors and windows, while officers searched for that suspect as a precaution. >> san mateo county's anonymous gun buyback program proved to be a success this weekend, with officials collecting a record number of firearms. officials say 297 firearms were turned in, including a record number of 24 assault weapons, four ghost guns and one machine gun. they say the turnout for saturday's event speaks to the importance of these events, where residents can remove unwanted firearms while creating a safer community. the san mateo county

19th. the special hours will help get race participants to the embarcadero by 7 a.m. bart says the trains will go out of service once riders are dropped off at embarcadero. passengers will not be able to get back on regular bart. service will begin at 8 a.m. >> a train system is offering adjusted schedules to help music fans see their favorite artists this spring. the capital corridor, which operates trains throughout northern california, announced today it is offering special service to help fans see luke combs. on may 17th and the rolling stones on may 18th at levi's stadium. the system will then offer trains that go north towards sacramento after those concerts wrap up. >> new at 11. the san mateo county fair will celebrate its 90th anniversary this year and kicks off in less than a month. this year. the fair promises to be bigger and better than ever. there will be some new attractions, including the great american duck racing and toy topia. it's set to kick off june 1st through june 9th at the san
