temps here. almost everyone has sunshine here but upper 40s low 50s. there's some activity to the south and a little bit of high cloud deck offshore, but a far cry from yesterday. so a place in the sun for today. you can take the song or the movie, though mostly clear and mild, lots of sun, maybe a few high clouds late, but 70. there is a slight onshore breeze in the city, so temperatures 70s to inland. some 80s. all right, frank mallicoat is here. east bay, where are we going? >> we're going to try to get over the bay bridge. but right now that is not an easy chore. it's been gummed up, really, since about 530. heavy traffic and about to get worse. look at that center. cut an accident westbound just past the metering lights happened about ten 15 minutes ago and the traffic is stretchy now, up 580 and onto the maze. so we're going to be a slow roll. and if you want to see some pictures here, you go. that is the toll plaza at this hour. if you're a commuter and have that commuter pass you are good to go. if you don't, it's going to be a long roll over the bay bridge this morning and more

7:03 am
began securing the area and requesting additional resources, the suspect emerged from their residence with the firearm. >> and at that point, oakland police say their officers fired at the suspect outside the garage of the home, shooting and killing the person. it is the first deadly police shooting to happen in oakland so far this year. we don't have any more information about the person who was killed. police have not released any details on the person's name or identity. we don't know what homicide or crime in the sacramento area that the person was accused of. we're still working to get more information from oakland police. dave >> all right. ali. thank you. time now, 703. the antioch police department is still understaffed. the interim police chief, brian addington, told the antioch police oversight commission that the department now has 77 officers out of 115 budgeted positions. addington says the department is now recruiting more officers. he also says some officers who were placed on administrative leave for alleged misconduct will be

mission improving the lives of students and enabling them to fulfill their economic potential . >> tom, now 704 educators and community members gathered for a rally at the contra costa county office of education and they demanded more financial investment into schools and students. several teacher unions were represented at that rally. they called for funding reallocations that they say will lead to higher pay for teachers and smaller class sizes, especially in the aftermath of the covid epidemic. >> we have a need to bring these students up to core right on key skills not just educational, but social skills and emotional learning. there's a lot more burden on teachers to do more and less time with more students, and it's more and more stressful every year now. >> the east bay coalition for student success is made up of 21 different teachers unions from around the area. they say they support the members considering calling strikes as they negotiate new contracts.

your time. i'm frank mallicoat, the traffic center where we are keeping an eye on oakland. a few incidents. one is rather large. it's on the bay bridge. you see it right there to your left. an accident westbound just past the metering lights. it's really going to slow down what was already a heavy commute now in its height. also you see another issue there highway 13 southbound on your way to 580 southbound there. we'll take a look at that. we don't know exactly what that is, but likely a road hazard there. and there you go. there's your bay bridge. it is pretty gummed up right now. it's going to take a while and that issue will probably take you a good half an hour to get over the bridge. and finally staying in oakland highway 80. some good news. traffic is flowing nicely both north and south by the oakland coliseum. let's look at traffic time now. 708 let's get back to day. >> all right. our time is 708. some new details about how google fired 28 employees who were protesting a contract with

7:13 am
him? it's been ten hours. he was reported missing. they never found him. this is right in the middle of the campus. >> the young man's father saying his son's friend also called him to say his son was missing. so he called campus police himself. they put me on hold and then the call got transferred over to coroner's office. >> and we found out from the coroner's office that our son passed away. >> the dew point say they want other parents and students to know about the dangers of extremely cold weather, to prevent anyone else from ending up in the same situation. >> i want other parents to know that these kids are so young. they really don't know. they are so naive. they have no idea what and we didn't know. >> well, the family filed a citizen complaint with police about their response. campus police tell us the death investigation is now closed, but the complaint is still being investigated. dave >> all right, andre. thank you.

wide net and trying to, like, you know, collectively punish us . >> google says the nimbus contract in question is only for israeli government ministries. the us house of representatives has passed a bill that impacts how law enforcement can obtain americans personal data. the bill is called the fourth amendment is not for sale act. it aims to prevent law enforcement agencies from buying americans personal data from data brokers without first obtaining a court order. it passed in a vote of 219 to 199, with support from both democrats and republicans. bay area law enforcement agencies and residents have mixed opinions. >> it's really going to cripple the system. it really impacts those who are being affected by the crime. it is the victims who will suffer. >> where we go, what we browse on the internet and who we talk to is that something that the government should be tracking, profiling and keeping a list of? >> some members of law enforcement say the measure could require investigators to
7:17 am
get separate warrants for every piece of information, such as gps data or call records. supporters say the privacy implications are so critical such measures are warranted. the bill now heads to the senate. >> okay, garcia time 716. in oakland, a community response program is offering help for nonviolent emergency. 911 calls and ktvu was given a special inside look at the work of macro is that program is now expanding the members of macro, the mobile assistance community responders of oakland pride themselves on using compassion and empathy to meet the needs of the city. macro street teams respond to some nonviolent calls for behavioral or mental health problems. noise complaints, and also calls about homelessness. >> they provided me with support and medication and support and phone numbers. so i could get the necessary medication that i need to make it. >> you see people laid out on
7:18 am
the sidewalk, or people that look like they might be in pain, or people that are sleeping in precarious positions and we would stop for them. >> now. macro launched two years ago and as of last month, they have responded to more than 17,000 calls. right now they have 11 people on the staff, but they expect to triple that number in the next month. >> 717 let's get out the door, see what's happening in this busy thursday. frank. >> all right, garcia, good morning everyone. frank mallicoat here in the traffic center. take a look at the south bay. a few typical slowdowns, but actually a very green day, as you can see. take a look here. a few slow spots, one on 1 or 2. 80 north highway 85 as well, but a solid a minus for a thursday incident. free for the most part. and that's the way we all like it. highway 24 is moving along. we have no incidents there in the east bay, but as you can see all week long , a lot of folks on their way, probably into the city or into oakland, and it is pretty, pretty crowded right now. that's
7:19 am
24 westbound at lafayette, finished with the san mateo bridge. you're a peninsula. commuters coming over from the east bay. not a lot of tail lights, brake lights. it's moving, but moving slow. that's a look at traffic. it is 718. let's check in with steve. gets your forecast. >> thank you sir. appreciate that. lots of sunshine already. only a little bit of fog on the coast. not as many high clouds. probably a lot more sunshine today. so nice storm. i do think the higher clouds yesterday took a couple of degrees off some of the afternoon highs, but fog returns tomorrow. there will be more tomorrow. sonoma concord, san mateo, santa clara bumped you up just a teeny bit. just a little bit. i think there's more sun and that's why i did that. a couple of interesting little weather notes for the weather nerd in me and you. a little circulation right there. coastal area which is giving an onshore breeze to the city. and at the golden gate bridge. and there's also one down here towards santa cruz, capitola and monterey bay. but most locations have a slight offshore. but there are a couple
7:20 am
little indications of a little bit more of an onshore. so maybe slightly cooler over by the coast today and in the city. but overall mostly sunny, a few high clouds, but most of those cleared out yesterday, so we're under mainly sunny skies today. 40s 50s on the temps here. low 50s for many, some mid 40s. petaluma 4440s in boulder creek, felton, scotts valley, socal, aptos and hollister. then it's all low 50s so everyone's almost isothermal there. 30 truckee 28, south lake tahoe 26. in alturas to elko. out there 29 degrees. looks good today. a little cooler tomorrow. where's that rain? any more rain? yes, but probably about a week away. i still think 26, 27. something is brewing, but not for your weekend. that's the good news. thursday sunshine. few patches of fog. no biggie. lots of sun though. warm, few high clouds, 6070s by the water. 80s inland does look a little cooler over by the coast. i think the slight onshore breeze is kicking in cooler into saturday, but still good and then nice sunday monday. >> steve. thank you. one of o.j. simpson's attorneys says a widely reported social media post from one of simpson's own
7:21 am
accounts that said he was surrounded by family members at the time of his death, was not accurate. what he says about simpson's final moments and what we know about his final resting place. >> also, ozempic has become the hot new weight loss medication, but some doctors warn it's doing a lot more than changing people's waistline. there are new reports the drug may also fect your personality. we

both personalities. doctors say they think that's because the medications have an impact on dopamine levels, which affect emotional and physical drive. the food and drug administration requires that medications for weight management that work on the central nervous system come with a warning about suicidal thoughts, because ozempic is approved to treat diabetes, not for weight loss, it does not come with that warning. >> our time now. 723 santa clara county, may soon ban artificial turf on athletic fields. county supervisors want a new study on the possible environmental and safety problems with the turf. this comes after the biden administration took a position to ban so-called forever chemicals, some of which can be found in artificial turf. santa clara county medical association drafted a letter supporting putting that ban leads the case. >> then, if a ban is necessary, then we need to put that in place to protect our kids and players on on these fields. >> if we go to the extremes that
7:25 am
are being discussed of removing every artificial turf field around, we need probably 3 to 4 times as many grass fields in order to have the same level of access. >> now, this study is expected to be completed next month. the supervisors may vote on it in june and now a ban could affect some local projects, including the practice facility for the san jose earthquakes at the santa clara county fairgrounds, a popular camping spot in yosemite national park is set to reopen after a five year closure. >> the park's high sierra camps are due to reopen this summer. the camps include tent cabins, showers, meal service and they boast back country type camping. alongside these modern conveniences, there, spread out so hikers can spend a day hiking from one to the other. reservations are awarded through a lottery system, and most slots are already taken. today, a san francisco animal shelter celebrating one 156 years in business by asking for help. the spca is asking for donations to increase access to veterinary

to 80 on the 4k cast highs. all right, frank mallicoat here for lamorinda again. are we going somewhere else? >> no. we're advising everyone to jump on bart. if you live in the east bay this morning, because the bay bridge is a bit of a commuter nightmare. three crashes now, two on the bridge, one right near the bay bridge there at 880 and highway 80 at the interchange. those two accidents westbound over the span. the first one right after the metering lights, the other one just popped up near treasure island. the exit there, right near the tunnel. you can see a little below there to the 880 westbound issue as well. and if you look at the traffic, north of there, it's backed up all the way to albany right now. and further north. so that is just no fun at all. and there it is. a lot of folks probably tuning into their radio saying, when am i going to get to work? well it might be a while because of all those incidents. and oh, by the way, there are a lot of people on their way. that way. and look
7:32 am
at highway 24 that's westbound, and lafayette, many of those people likely heading that direction. and not much fun if you're commuting from the east bay at this hour time now with 731, that's a look at traffic. gasia back to you, frank. >> thank you. new this morning, there's a heavy police presence in san mateo county. redwood city police, along with other agencies, have barricaded several streets, including marlborough avenue and dumbarton avenue. there heavily armed and seem to be looking for some one or some thing. our crews have also seen what appears to be people who live in the area outside their homes. we're working to learn more about what's happening. as soon as we have new information, we will of course bring it to you across the bay. now where today, attorney general rob bonta will speak on california's housing crisis here in oakland. the ceo of the unity council, a nonprofit that helps people find housing, will be there as well. they'll discuss their efforts to address the issue afterward. ag bonta will meet with residents of the fruitvale transit village and tour a planned cultural hub
7:33 am
in the community. it's this morning at 930 at the casa suenos apartment complex. >> all right. our time is 732. an historic site in west oakland. getting a second chance now, the 16th street station was badly damaged back in the 1989 earthquake. now, a group of neighbors and preservationists is leading the way to bring it back to life. >> the oakland heritage alliance launched a petition last month after the developer said it wants to find a way to upgrade the structure and hired a consulting company to move forward. the site, which was once known as the ellis island for the black community, holds a lot of history stations also been used for weddings and a video set for 40 hyphy anthem tell me when to go. >> it was a main arrival point for the great migration, when people moved north at the time of world war two, it is associated with a long and glorious history of the brotherhood of sleeping car porters, which was the first black union to join the af of l.
7:34 am
>> the group organizing the project says retrofitting could cost more than $100 million. the preservation effort is backed by council member carol fife. she's working to bring stakeholders together for the best use of the space. conservationists say they need community support. >> think about what this station could be for the west oakland community and then come to oakland heritage. org look at our petition. sign the petition, email us, get involved, contact your elected officials to tell them that this is an important site that you want to see preserved and reused for the people of oakland and west oakland. >> the oakland heritage alliance wants to get the site designated as a historic site to unlock new tax benefits. if you'd like to sign the petition to bring the station back to life, we have a link for you at ktvu .com/ web links. >> our time now 734. the family of a student in the north bay filed a lawsuit accusing the benicia unified school district of hiring a teacher who allegedly sexually abused their daughter. matthew shelton is
7:35 am
facing five felony counts of lewd acts with a child. well, now the family of one of the alleged victims is suing the school district, saying the school district was negligent for hiring him. shelton was arrested back in 2007 for allegations of inappropriately touching two students. a jury acquitted him of those charges. we tried to contact the benicia unified school district. they get a response, but so far have not heard back. well, a bay area civil rights attorney is questioning the conditions of the jails in san francisco, where inmates have become violent against sheriff's deputies. the sheriff's deputies union says nine deputies have been attacked in the past three weeks. sheriff paul miyamoto blames the violence on jail, overcrowding and a shortage of deputies. however, attorney yolanda wang told us the treatment of the inmates, including a lack of sunlight and outdoor exposure, may also be a contributing factor.
7:36 am
>> you're locking them in that room 2020 two hours a day with another person. two people. we've all been in lockdown. we all know how terrible that feels. and so now it's going on year four. they're still in lockdown and what do they expect these people to do? they're going crazy. >> now the lockdown at the jail at seventh and bryant in san francisco was lifted yesterday. the jail in san bruno will stay on lockdown for now. the sheriff's office responded to these new allegations, saying it takes its obligations for incarcerated persons safety seriously. the department also said the court has consistently held that san francisco jails do not need to provide outdoor access in order to comply with the court's order. >> bart is planning a special sendoff this weekend for the last of its legacy trains. the transit agency will hold a retirement ceremony this saturday afternoon at the macarthur station in oakland. bart says the old trains will
7:37 am
run for a final time, and anyone can ride them. most of the old bart cars are being recycled for metal scraps. a few have found their way into museums or are being repurposed. i have to say, when my boys were little and we'd ride bart all the time, i'd always say, let me take a picture, let me take, and they'd be like, oh, mom, lame. but now i'm so glad i have all those photos of my little ones back on those old bart trains. >> those old bart trains. all right. time is 736. we're going right back to frank mallicoat. still watching our commute. there are some problems out there. >> yeah, you know, i remember those old bart trains used to jump on that in orinda, go to the coliseum back in the 70s, and i highly recommend jumping on an old or a new bart train today, especially if you're going to san francisco. a tough commute this morning. three separate crashes. take a look. all this morning, they're all working to westbound on the span near the metering lights. another near treasure island. the exit there, and yet another at eight 8080 at the interchange . so good idea to jump on bart. let's take a look at highway 80
7:38 am
at the bayshore. many of those cars on your left hand side are going to be pouring onto that bay bridge, and traffic is backed up all the way to pinole at this hour. so it's just a tough day of you're heading into the city if you are a peninsula commuter heading from the east bay, san mateo bridge is moving, but moving kind of slow on a thursday time now. 737 let's check in with steve and get your forecast weekend. >> yes, sir. look, weekend looks good. thank you. frank, we have a warm forecast for today. not as many high clouds. those did take a couple of degrees off some of the highs yesterday. nice to mild to warm 5 to 10 degrees above average at least inland. temps about ten. but cooler weather returns on friday. highs yesterday pretty close to where we thought upper 70s to near 80. although i do think the high clouds, you know, stopped a few from hitting 80 degrees. but san jose, belmont, santa cruz, napa, hayward, danville, oakland, san francisco , all between 73 and 81 degrees. now they're still kind of interesting here. you get a little right there. that's a little coastal eddy right on the marin coast. there's another one
7:39 am
down towards santa cruz and monterey. so this one right here has given a slight onshore breeze to the city, which is why i think they'll be slightly cooler today. it's the systems within the system that you have to watch out for. the higher clouds are really going to paint southern california. we'll probably see a few drift over us later today, but overall, this little system right out here, right there, this little guy right there. where are you? come on, come on. we'll do this tomorrow and that'll increase the low cloud deck and give us a little cool down into saturday 50s on a lot of the temps here, a few 40s, but a lot more 50s here. panel i think, made it down to 47 now there 49. lafayette's also 49 but low 50s mid 50s to even 57 at alameda and also pittsburg 57 slight. there's the west wind in the city but it's northeast up in, oakland hills, oakland hills also up at sonoma county, napa county and mount diablo. so i think overall that'll win out for most, although the coast should see a slight cool down today, yesterday high pressure, though, was there. it's not that
7:40 am
strong, but it'll it'll come back for the weekend. nice to warm today for your thursday. a little cooler going into friday saturday. and then we'll rebound at sunday. monday next rain i think a week from today we'll be talking about it 2627 looks like the best opportunity. a couple of systems drop a pretty good system on us today though. thursday sunshine looks good. a lot more sun today. not as many high clouds 60 70s to near 80. >> okay steve thank you. time 739. well, today is the 118th anniversary of the great san francisco earthquake in 1906, and people are gathering around san francisco for events marking the moment that quake hit. ktvu bailey o'carroll is in san francisco. you've been there a couple of hours where the commemoration started early this morning, bailey dave, good morning. >> dark and early is when those events started. we got here at two market street around 430 this morning. those events really started around 445 though. take a look. we are at
