san francisco sheriff deputies attacked in the county jails. and tonight their union is calling for more staffing and the national guard to step in. >> there's no rapid hiring. there's no aggressive hiring. hiring doesn't seem to be a priority to the sheriff's department. it's like they think everything's fine. >> recent attacks landing several deputies in the hospital and prompting the sheriff's office to put two jails on lockdown. good evening everyone. i'm mike mibach and i'm julie julie haener. >> those lockdowns halting all visits, programs and services in the jails. new at ten tonight ktvu zac sos live outside one of those jails in the city. after speaking with the president of the sheriff's union, zach. >> and it is our understanding that this jail known as county jail number two, as well as county jail number three, which is in san bruno, both remain

under lockdown. earlier, the sheriff's union pointing to staffing shortages, as you mentioned in the department, as partially causing some of this violence, this uptick in violence. and as you mentioned, asking for the national guard to be brought in until that can be resolved because people are getting hurt. >> it's extremely violent. >> san francisco county sheriffs union president ken lomba speaking out after nine deputies were attacked by inmates at county jails over the last three weeks, some of them taking punches to the head. and just this friday, several deputies had dislocated shoulders. the day before, another deputy bitten by an inmate so hard that his skin was broken. >> i mean, there's a high risk of disease, being transferred over to you. >> the escalating violence prompting the sheriff's office to temporarily lock down two county jails, one on moreland drive in san bruno, the other on seventh street in san francisco's soma district.

>> we're almost like running prisons in san francisco. it's not a jail environment. >> prisoner on prisoner violence. also a concern, according to the union and 2023 county jails saw a 58% year over year increase in prisoner fights . attacks on inmates grew by 79. lomba says the root cause is a department wide staffing shortage. >> we've been warning the sheriff for years there needs to be appropriate level of staff. you need deputies to be there for backup for emergencies, and you need deputies for, you know, command presence as a deterrence and all that's being whittled away. and our staffing is thinning out and there's no aggression of hiring, prompting the union to call on sheriff paul miyamoto, mayor london breed and city supervisor aaron peskin to bring in help from the u.s. military, the california national guard, to assist with staffing until the sheriff brings us up to proper staffing.

in a statement, the sheriff's office calling the union's request, quote, premature and not necessary at this time, adding, quote, in light of recent incidents in our jails, the sheriff's office is actively working on comprehensive plans to address issues raised by the deputy sheriff's association. >> we believe that our current internal response strategies will immediately address the increase in assaults on our members. >> i haven't seen any of that happen. it's been four years. our staffing has been collapsing . this needs to be done now. i hope he does it. i really do. >> and we did also reach out to supervisor peskin's office and the mayor's office for comment. we'll update you when we hear back. as for these lockdown, we're told that normal operations in both jails should resume this week. >> julie. yeah. zach, the president of the sheriff's union says this all has to do with staffing levels. just how short staffed are they? >> well, they're short quite a

bit, he says. >> about 30% below the staffing levels that they should have right now to make sure that operations run smoothly. >> all right. zac sos reporting live in the city tonight, zach. thank you. well, oakland police made several arrests last night at a series of illegal sideshows . shows. at least three cars caught on fire in multiple sideshows across the city. they lasted for hours. oakland police had their hands full trying to disperse the crowd as participants drove through alleyways, onto sidewalks and through parking lots, trying to evade arrest. police say gunshots were fired at several of those sideshows. one driver even rammed police cars to try to geaway. also in oakland, police are now investigating a hit and run in th injured one person. itd happened just after 715 last night near the harrison and hamilton place intersection. authorities say the victim's

injuries are considered non-life threatening. it's not clear if drugs or alcohol were a factor in the crash, and police have not released a description of a suspect or the vehicle involved. >> petaluma police arrested a man who led them on a chase in a stolen semi truck. officers say just before 930 friday night, they responded to a report of a stolen semi in the area of north mcdowell boulevard and professional drive when officers arrived on scene, they say the suspect took off and led them on a pursuit, at times hopping the curb and driving onto the sidewalk. the driver, identified by police as 41 year old glen hopkins of san francisco, finally pulled over and was arrested in the central valley. the cause of a deadly accident is now under investigation. tonight manteca police say a vehicle crashed near van ryan avenue and atherton drive last night. officers say four people died at the scene. three others were taken to the hospital. right now, it is unclear what caused the crash. >> tonight, police in napa are searching for clues in a shooting that killed two young women. ktvu bailey o'carroll

spoke with witnesses who described the terrifying events leading up to those killings. >> there was just something about those pops that just didn't feel right. and, you know, there was just this scream that like, you know, you feel throughout your whole body. it scared the #### out of me. brandon perez lives in napa, across the street from where police say two young women were shot and killed on saturday night. >> he says they appeared to be teenagers, according to police, the victims were shot at around 8 p.m. on the 400 block of riverside drive. >> this is a lot of families around here, so there's kids, there's teenagers, it can be a little on the rougher side sometimes, but nothing like what happened last night. >> according to some residents, the neighborhood has become a target of gang graffiti and crime in the last few months, according to perez, who says he witnessed the shooting. a group of girls were arguing loudly and then walked towards the back of a boat on the side of a sea scout building. and that's when perez heard gunshots and ran over. >> they weren't responding right, so i thought, oh, maybe they're just a little, you know,

already from the gunshots and stuff, because i saw like 2 or 3 on their back just from them being leaned over. at that point, i, i, i there was just something about the like little like noise he was making that or she was making that. it just, you know, it sounded like it was already passed. >> two other girls, one of whom had been shot, according to perez, were taken to a nearby apartment complex by a neighbor. according to police, one victim was pronounced dead at the scene. another was transported to a hospital where she later died. police have not provided a suspect description, but perez said he saw a car drive away fast right after the shots were fired. >> there was a car that pulled up. it was most likely a drive by because it was clean. the transition, they did the gunshots in less than like five seconds later they were in the car and they sped off, and, you know, down the street. >> now, police have not confirmed if the shooting could have been gang related. police have not provided any information on a possible suspect or a description of that car. bailey o'carroll, ktvu, fox

two news. >> firefighters in oakland quickly knocked down a garage fire, keeping those flames from spreading to the entire home. this fire was reported at a house located at the corner of east 12th street and 19th avenue. no one was hurt at this point in the investigation. oakland fire says the cause appears to be the spontaneous ignition of a lithium battery. the alameda county fire department has released new footage of a house fire that left one person injured. last week. this fire started at a home in san leandro on fleming street thursday, the department sharing this video taken from a camera that was mounted to a firefighter's helmet. it does show firefighters working this one from the exterior of the structure. two families were displaced. one person suffered smoke inhalation. the cause of the fire is not yet known. >> four people were rescued after their boat capsized about three miles off san francisco's ocean beach. the fire department says. a coast guard vessel and a police marine unit pulled the four victims from the ocean shortly after ten. this morning. all four were in stable condition, officials say they

are still trying to figure out what caused their boat to capsize. six adults and a child were rescued as they clung to an overturned boat in tomales bay. marin county firefighters say they received a call from a boater after their boat capsized at about 3:00 yesterday afternoon. multiple agencies were deployed. they sent three rescue watercraft to helicopters, two water rescue boats and ambulances to the scene. all seven people who were rescued were treated for exposure in the south bay. >> santa clara police tonight are looking for a missing elderly woman. officers say 92 year old rosalind martin was last seen yesterday near baird avenue and clyde, wearing a black jacket, blue jeans, white shoes and a bright colored hat. if you have any information on her whereabouts, you're asked to contact santa clara police. >> san francisco mayor london breed left the bay area today to lead a local delegation on a trip to china. the mayor's trip is part of her effort to strengthen san francisco's economic ties with shanghai, its sister city in china, and there

are plenty of other items on the mayor's agenda. >> we are going to be meeting with three airlines to talk about direct flights, adding more flights to sfo, where back to pre-pandemic levels at our international flights, and we want that to be more. we're going to be meeting with a number of businesses. we want to revitalize our downtown with investments. we want to make sure that china knows how important it is for our relationship. >> the mayor is traveling with several asian business and community leaders from san francisco. they will be making stops in four cities during their trip across china, which just means they're going to run the ballots through the scanner again. >> and those tend not to end up changing the results. >> tomorrow, santa clara county starts to recount votes from the district 16 congressional race. what one political expert believes could come as a result. >> hope you had a nice weekend. the weather is shaping up around here. you're going to like this

reporter lamonica peters live now in san jose, after speaking with a political analyst about that recount and what happens next. lamonica >> julie, this two way tie has never happened before, but a local expert says this is about more than just recounting votes. it's about the political process , democracy and election integrity. >> liccardo and simitian and lowe, they're all really well known folks in this district. and so they had a lot of people who thought, yeah, this is it. this is his chance. >> melissa michaelson is a political science professor at menlo college. she says the second place tie in the district 16 race between evan lowe and joe simitian is the talk of the town, and it's not surprising that a recount has been requested. >> if you think my guy is going to win in a three way race,

there's no need to spend this money for the recount. >> one of the two people making a recount request is jonathan padilla, a former sam liccardo campaign staffer. padilla posted this message on social media saying why other democrats don't believe in counting votes and ensuring that the will of the people is transparently reflected confuses me. it's especially baffling that many of the folks criticizing the recount i'm proposing have themselves advocated for automatic recounts in the past. >> it might be that somebody in liccardo's camp thinks, oh no, we might lose if it's three. but if we knock one of those two out, then we have a shot. >> santa clara county's registrar of voters says it will begin recounting votes in district 16 for eight hours each day starting monday. the registrar says it will take about five days to complete the recount by machine, and it will cost about $84,000. >> if we're just going to a machine, recount the outcomes, probably not going to change. if

it was a hand recount, then i think the odds are actually a little bit better that we might see a difference. >> san mateo county also makes up a portion of district 16, but it's unclear whether or not someone will request a recount in that county as well. julie. >> so just to clarify, is it a hand recount or a machine recount? >> it's a machine recount, and that should take about five days, right? >> we will be watching to see what happens. incredible that they even tied with just that many votes cast in the first place. lamonica peters live tonight in san jose. thanks, lamonica. >> all right. we had some pretty nutty weather over the weekend, right? it was kind of wet, kind of cool. not like the weekend before. as we go into this week, it's going to be very spring like. we did have rain up to two inches in the santa cruz mountains over a couple of days. ken field came in at almost an inch half inch for everybody

else over a couple of days. the mountains didn't get much snow at all. it didn't really work out for them, but for us we got some beneficial rainfall that is now done and we head for a warmer setup. these were the highs from today and it was these were the highs. it was warmer today than yesterday by five and ten degrees. so yesterday we were in the low 50s for a lot of a lot of areas. so much cooler yesterday. even though today warmed it didn't feel like it much. temperatures tomorrow those low 60s turn into mid and upper 60s. and then towards the middle of the week they turn to 70s. even some low 80s potentially. so that's good news. we've got a little bit of a well, we don't have any yet, but i think we'll see a little bit of patchy coastal fog start to show up. it's that time of year is that high pressure sinks and builds in. in the meantime, you wake up tomorrow morning, the cloud cover will keep us relatively mild and not in the upper or not in the low 30s, but probably in the upper 30s and the coldest spots and then 40s for pretty much everybody else. the story this week is this high pressure. you know what it means. it means the fog is going to try to reform or it's going

to warm up and air quality is going to become less than perfect. even though it's not going to be bad. and we also have the setup with the tree pollens, which are a thing right now and most certainly will continue that way. here's the low. what can you see it? you can kind of see the rotation of it. it's spinning off and moving off towards the south and the east. we dry out, we warm up. it's spring. it's going to start acting like it. i'll see you back here with the full forecast. >> all right. sounds good bill. thank you. caltrans says the work to stabilize the crumbling cliff near highway one in big sur will reach an important milestone by memorial day. it's been nearly two weeks now since heavy rain washed out this part of the cliffside south of rocky creek bridge. caltrans says it anticipates stabilizing this part of the highway by may 27th. there is still no estimate for when the roadway will be fully repaired. >> governor newsom's office announced new federal disaster assistance today for counties impacted by the winter storms. president biden has approved the state's request for a major disaster declaration for nine california counties, including santa cruz and monterey counties. the february storms caused downed trees and power lines, along with widespread

flooding and mudslides. the declaration will release federal funds to help state and local governments with recovery costs and funding for mitigation efforts happening tomorrow, caltrans is closing the shoulder along part of highway 13 as crews work to get rid of flammable material along the side of the road. the work is happening near mountain boulevard in east oakland. caltrans says these efforts will reduce the likelihood of a fire spreading quickly. the shoulder will be closed from eight in the morning until five in the evening. no lanes will be closed during this period. caltrans is asking drivers to use caution. >> tomorrow is april 15th. tax deadline day. the irs says it has received more than 100 million returns so far, and also says the new program aimed at making filing easier, was rolled out this year. california is one of 12 states allowing those who made $79,000 or less last year to file for free on the irs website, the irs says you can file a free extension if you

cannot make tomorrow night's deadline. a new report suggests americans are reaching new levels of credit card debt. a recent survey found 1 in 3 adults questioned have maxed out their credit cards in just the last few years of those surveyed, 85% blamed inflation and said they are relying on their credit cards to make ends meet. the study by detcom found that credit card debt among millennials has grown faster than other generations. new figures suggest a sizable portion of u.s. companies are considering four day work weeks in an effort to attract employees and combat burnout. the recently released kpmg survey of ceos found roughly 30% of major firms are looking to alternative solutions for their staff, such as the four day workweek, the growing interest in changing up the week is being pushed by some lawmakers, as well as academic and business leaders, as a way to draw workers into the tight job market.

song with me? no, sorry, but what now has become a social media staple. >> started with a love of music and a man who is known as guitar oh 5000. he started singing in the subway to earn cash to pay for his $5,000 tuition for nursing school, and he almost couldn't do it the well, the first time i did it, i was so nervous i couldn't get one word out, couldn't get one song out. >> i couldn't even get the guitar out, to be honest with you. but, but i made sure that i went to the subway to the new york city subway with only enough money for a one way trip. and so if i was going to make it out alive, i had to sing something. >> oh, that's awesome. how much money did you make that day? >> the first day i made, like, $30. and i was like, what? this is it. this is a great life. >> he would keep playing sometimes with more success than others. and like a lot of things, what worked one day wasn't dependable. the next. baby. it don't matter if you're black or white.

>> at some point it was michael jackson, black or white, which i used to play inside the train. i had a really impressive rendition of it, and i would play in the same car at the same time. day in, day out. and i remember someone i remember walked in and someone said, oh, he's going to play michael jackson, black or white watch. and then i played it and he was like, oh god, that song again. >> then one day he had an idea. >> my cousin junior was working with me as my intern because he wanted to start a music career, and i wanted to show him like, hey, you can play the subway, you can make videos and things like that. so i had, i had i had him in my company that day, my cousin, i had my cousin in my company that day and i said, look, hold my phone, i'm going to do something. and he he held my phone and i said, press record. i'm going to go around and ask people to sing. >> he was convinced it would go viral. so he made his edits, uploaded it, and went to bed believing he'd wake up to a viral video. >> so the morning of i wake up and i look at the views and i'm like, no one's really watching

this? so it didn't get a lot of views, but it got really heartfelt comments. >> those comments were enough to convince him to keep doing it, but it wasn't until the pandemic hit in 2020, when people seemed to be searching for a way to cope, a way to find light in the dark that those videos started to resonate in a deeper place. i said, i am the one, but the kid is my son. >> june 2020, in new york city is hot, and i just remember being inside all the time because there was nowhere to go. there's i was busking, actually, but other than that, i was inside because there's like no establishments open or anything like that. and i was at a gig, i was at a gig, an outdoor gig one day, and i just opened my phone and i saw that the video that i uploaded in 2019, in june 2020, it got like a thousand more views. what and every day i was getting a thousand more and a thousand more and a thousand

more, and eventually got to the point where it got 10,000 views a day. and then it got to the point we got 100,000 views a day. and it was just like this video was viral. >> so you are pandemic viral. i mean, people were really searching, i think, for they were searching for content because they were stuck in their homes, but they were searching for things that made them feel good as well. >> yeah, yeah. >> and i was i was blown i was blown away. and someone, someone said in the comment, she's like, i don't know what about this video is getting me so emotional, but i think i know what it is. i think i just miss seeing people's smile now. i feel numb to things. >> and just like that, he knew he was creating something that people seem to need now, four years later, this is his full time gig with ad revenue paying the bills. >> shake it loose and let it fall. but i always keep in mind that it is a public service first, so. >> so we're going to be out there regardless of whether whether or not it's bringing in a bunch of money or getting a bunch of views. we're always going to be out there. now that

you've sung, how do you feel? >> because the magic of what he does still is unpredictable, but also human. the unexpected joy of asking someone to sing with you and having them say yes. >> what i found was that it's a transformative experience for the guest and it's a transformative experience for the audience, too. like they were also feeling the feelings of transformation that comes from self-expression. they were also feeling the good feelings. they were almost living vicariously through the person who sang, the person who started out as being, you know, apprehensive of being shy, being unsure of themselves, being suspicious of me. they started out the guest starts out that way, and at the end they sing a song and they all that just melts away. they become express, they become happier. young people.

>> claudine wong, ktvu fox two news. >> well, today was the final day of the first weekend of the northern california cherry blossom festival in san francisco. the celebration took place in japantown. this is the second largest cherry blossom festival in the nation. the festival is aimed at celebrating the japanese american culture and the cherry blossoms bloom. the two day event was highlighted by a grand parade, floats and performances, food and vendor booths. the festival continues next weekend. and thousands celebrated in stockton today for the annual sick festival. the event is a staple in the region with a century's worth of tradition, one of the highlights of the festival is the parade, which winds through the streets of downtown stockton. this weekend's event draws in people from all corners of the globe. >> it's amazing. i mean, we've got people from across the world who came here, again, across the central valley, of course, but

even from punjab, from canada, from east coast. so for us, it's a blessing to kind of host everyone that came from afar. >> a building at the center of this weekend's festival was the stockton gurdwara. not only is it touted as the oldest sikh place of worship in the country, but it also acted as a launchpad for advocating immigration rights and sikh religious based movements. organizers say around 20,000 people attended this year's festival. anyone planning a trip to yosemite national park will now need a reservation. >> the entry request system went into effect at the park yesterday in the hopes of cutting down multi-hour lines at the entry station. so from now until june 30th, you will need a reservation on weekends and holidays. then every day, starting july 1st to august 16th, reservations go back to weekends and holidays only. august 17th to october 27th. >> a big crash at an east bay intersection tonight at 11. the status of those involved in the

sunday wasn't too bad. saturday was pretty good. that mid morning we got rain. we got up to two inches of rain in the

marin county area, in the santa cruz mountains, and then we got a half inch for the rest of us over a couple of days. temperatures today were warmer than yesterday and they were warmer. they were warmer by like 5 or 10 degrees. that's how cool yesterday was. temperatures tomorrow will be in the 60s, upper 60s and low 70s, so it will be significantly, noticeably warmer tomorrow. there's a live camera shot. no fog at the coast. beautiful night. temperatures will get chilly, but not cold. it'll be, you know. yeah, it'll be 40s, low 40s, maybe some upper 30s. but the cloud cover is going to kind of keep things kind of warm. but the story here is it's springtime. it's going to do what springtime does. and with that you'll notice tree pollens, allergies, things like that. but what do we have? a big ridge of high pressure building. you can see it coming over the top. and then down here you see this guy here, you can hardly see it. but that's the system we just went through. and that's kind of just pushing off. and we'll gradually warm as we go through the next couple of days, and that we'll get into the upper 70s, mid 70s and even some low 80s. towards

for chemotherapy and adhd. this is according to reports from the american society of health-system pharmacists and the utah drug information service. they've been collecting data now since 2001. they say the first quarter of the year alone surpassed the last record of 320 shortages in 2014, lacking supply could be due to competition among generic manufacturers, as well as the supply chain and economic factors in manufacturing efforts to help a gray whale that is tangled in fishing gear continues off the coast. >> marine biologists say the whale made its way up from southern california, where it was first seen march 23rd, tangled in the fishing net. the marine mammal center and noaa fisheries launched a boat with the rescue team last week after the whale was spotted near daly city, but could not locate the whale after that, experts have said. the young, 30 foot long whale appears to be moderately malnourished. >> but coming up in sports, the a's are on a roll after winning their third consecutive series. our jason appelbaum has the story next in sports.
