organizers say they staged the event and they put it on pause for the first three months of the year because of financial problems. the monthly block party has been a gathering place for artists and performers and small businesses in oakland for several years. >> there is progress being made on a major commute mess that's tying up traffic on southbound 880 in hayward this morning, a big rig crash blocking lanes and cars backed up for miles. an update on the situation and the one bit of good news from the scene, plus the search for a missing swimmer in the north bay about to resume with the swimmer was doing right before disappearing in the waters of the russian river. and the warning for everyone about the dangers in the water. plus, after almost ten years of work, the san francisco police chief says his department has reached a critical milestone on what's changed in sfpd and what prompted the action. >> from ktvu, fox two news. this

is mornings on two. >> good morning and welcome back. i'm gasia mikaelian and good morning i'm dave clark. >> it is a friday. it's april 12th. good to see you on a friday. >> good to be here. what a mess. >> we have some big problems. we're starting our 7:00 hour with that traffic alert in the east bay. >> as you've been reporting here, a big rig overturned in hayward blocking lanes of southbound 880. there is a mess on the highway, but progress is being made. ktvu james torres has been giving us a good look very often here throughout the mornings. what do you report now, james gasia dave, good morning to you. >> we are on southbound 880 this morning just north of the san mateo bridge. if you were going to hop over toward the peninsula, here's what we're seeing now. at this point, we're still seeing a little bit of traffic flowing through the scene of the crash here. we're actually going to expect some more lanes to open up momentarily as soon as crews can get some of the oil that spilled through some of the fuel that's spilled onto the roadway, cleaned up. once they can mark it safe enough for cars to drive

through, you'll see those lanes open up. just about a half hour ago, you saw one half of that tractor trailer, i should say one of those trailers, because it was a truck that was carrying two trailers overturned and a few lanes over. what they've done is bring in two tow trucks, push that over kind of close to the center divide to give these crews the chance to kind of clean this up and then get this moving. i had a chance to talk with a sergeant with chp out of the hayward office a little earlier this morning to kind of give us an idea of how this all started. >> for an unknown reason, it veered off to the right, hit the wall on the right shoulder, lost control, and came back and hit the center median wall there where the trailer overturned. no injuries. report here. no injuries. the drivers, perfectly fine. >> yeah, that is the bit of good news here today. no other cars on the roadway. when that tow truck, kind of crossed all lanes of traffic and ended up smashing

to the center divide so no one else was hurt. and as you heard, the driver working with chp this morning also expected to be perfectly okay. so i'll take you back live out here to the scene here. because what the next step is going to be that one little trailer. remember this truck was hanging on to two trailers, one trailer tipped over. it's still overturned right now. and right now it is sandwiched in between these two large tow trucks. crews are getting all the cables and wiring on it to get it to come back. upright. and then that's when they're going to remove the trucks from the scene here. shortly after that, clean up the mess that's left behind and then eventually reopen the freeway. so if you have this part of 880 as part of your normal morning commute, gosh, it's certainly been a really unlucky week here. but chp comparing to the two accidents from yesterday and today saying this one should be a lot quicker to clean up a lot quicker to handle, and you should be able to get on your way, probably they say in the next hour or so,

of course, to talk about what some of the alternative routes might be for at least the next hour and look at some of your traffic throughout the rest of the bay area. frank mallicoat in the traffic center, taking a look at all that for us this morning. >> all right, james, nice job out there. of course, 880 was a mess yesterday. that another, jackknifed big rig in an accident and here we go again. give you an idea of where it is and all the backup, despite those two lanes open that james showed you. perhaps a third one opening soon. traffic is pretty much gridlocked all the way up to 580 westbound there in castro valley. and that is a mess. so pretty much from san lorenzo all the way down to hayward. and a lot of cars have been getting off at side streets. one in particular, at the winton exit. the side streets are are pretty caked with cars as well. it's very busy and we are, as you can see, another accident at that winton exit. a couple of hondas running into one another. no injuries there, but that's causing some issues as well. so

if you can avoid that area at all costs today, highly recommend it. as for the rest of the bay area commute, it's been great actually. if you can stay off 880, that's highway 24. we just lost it. but take my word for it. it was great because yesterday it was not. so if you're coming in from the east bay, clear sailing through lafayette and orinda and the toll plaza, it's not friday light, but it is friday. and that's a good thing. take your while to get into the city. as for the weekend, let's check in, get your forecast and say good morning to mr. steve paul. thank you frank. >> appreciate that. all right man the for those of you listening you're not watching. you can watch on your 85 inch high def tv. look at that fog just pouring in. my goodness 40s 50s on the temps. big change in the weather today. and that's a cooler pattern for sure. upper low will not move in until saturday evening saturday night, but in advance of that we have low cloud, some sun, a lot of high clouds. rain. looks like it will arrive late tonight. more likely saturday morning and

probably most of the day. saturday as that system begins to make its move. pretty impressive for mid april. no doubt. but there's a change in the weather, coastal fog increasing, cooler low, some sun, but clouds rolling in throughout the day. cooler, breezy, maybe even windy for some, and the wind prone areas 60s to maybe a few 70 san jose south. you guys. >> steve thank you. 705. we're following a developing story up in sonoma county. this is where a young swimmer is missing in the russian river. the search was suspended last night and is resuming this morning. ctv's amanda quintana live in forestville with what we know about the disappearance and resulting rescue effort. amanda >> yeah, well, garcia, that swimmer, was last seen just around five last night. the fire department here in sonoma county says that they were swimming with some friends. that's when they went missing in the water. now, we did see just in the last few seconds, a truck pull in with the sheriff's office. it had jet skis that it was pulling in. so it looks like the search is going to resume here soon. we

are still trying to get confirmation on the gender and the age of the swimmer that they are looking for, but water rescue teams were here for hours yesterday using boats, divers, jet skis, even a helicopter to look up and down the river for that swimmer. but eventually they suspended the search. the sheriff's office and the fire department are going to be out here starting up the search again. they said they had to wait until the sun was up. so they were safely able to do so. fire officials are urging people, though, to be cautious of the dangers of the russian river, especially right now. >> the water is moving very fast. it's still at a high level. if you're not a experienced swimmer. we urge you not to swim in the russian river at this time. i know that it's temperatures are up outside and it draws people to the river, but we caution everybody to be very careful because this is a very common occurrence when the water is moving at the rate it is. >> he also said that the water is still pretty cold at this

point in the year, so hypothermia can set in pretty quickly. we'll be here continuing to update you on the search. when it does happen. i'm told by the sheriff's office they are going to have a briefing when everyone gets here, so hopefully we can get some more information after that. live in forestville amanda quintana, ktvu, fox two news okay amanda thank you. >> time 707. well, today san francisco police are expected to announce what they call a milestone in police reform, the chronicle reports san francisco police have finished adopting the 272 reforms recommended for transforming policing in the city. those reforms were recommended in 2016 by the federal and state departments of justice. after several controversial police shootings. now, while city officials say the reforms have paid off, in numbers reported by the police still show racial disparities in police use of force, well, the vallejo police department and the california justice

department reached a deal on how to move ahead with police reforms. the justice department first opened an investigation into the police department back in june of 2020, just days after a police officer shot and killed sean monterrosa. now as part of a settlement, the city of vallejo and its police force will take new actions led by an independent evaluator and overseen by the department of justice, to address a pattern of, quote, unconstitutional conduct. now, some of those reforms include addressing unreasonable force by holding officers and supervisors accountable, conducting an audit whenever a police officer points a gun at a member of the public, promoting and strengthening partnerships in the community, and making sure that all stops, searches and seizures by the police comply with the law. >> we now know oakland's new police chief will be sworn in in mid-may. that's the latest on

the timeline from the city as to when incoming chief floyd mitchell will take over the oakland police department. he was introduced last month by mayor shengtao. oakland has not had a permanent police chief since mayor tao fired lauren armstrong back in february of 2023. >> our time is now 709. the reaction keeps coming in about the death of oj simpson, his family says. simpson died wednesday after a battle with prostate cancer. the most defining moment in oj simpson's life and fame was the murder trial back in 1995. it was often called the trial of the century. it had a lasting impact not only on the people involved, but the american culture as a whole. the case was followed by millions of people around the country, around the world, and much of it started with this the infamous chase and the white bronco with tv cameras following. people in los angeles rushed to highway overpasses trying to see it

over a tracking a surge in cases of whooping cough here in the bay area. >> ktvu andre senior is here in studio with what many of these cases have in common. >> andre good morning. garcia and dave, both san francisco and marin counties are dealing with clusters of whooping cough. the

majority of these cases are coming from high schools. san francisco confirming 13 cases of whooping cough since january. most of them are among students attending sacred heart cathedral prep. the health department says most students and their contacts are vaccinated, so no major illnesses. investigators are in communication with administrators to alert families about this potential health threat. >> i don't want my girl get sick because it will miss school and you know i will have bad time. yeah, that's a scary disease, you know? yeah. for me, i really concern the health of everybody. >> she just told me straight up like, hey, you know, i guess there's, like, a little thing going on with the whooping cough , but other than that, like, you know. oh, okay. >> well, tamalpais high in mill valley reported about 100 cases since december. doctors are checking whether there is a link between these two schools. >> i think the fact that the

marin outbreak, there's been that many cases and it's still ongoing, i think maybe there may have been a link. the main thing is to control the outbreak, meaning the way to control it is anyone who has these symptoms have to stay home, have to get the antibiotic. >> public health experts say newborns are the most vulnerable to whooping cough. they do not have any immunity when they're born and they can get really sick. common symptoms include fatigue, sneezing and a mild cough. and if you have a newborn or someone else in your home, does test positive for whooping cough or is exhibiting symptoms. infectious disease specialists say the baby should be kept completely separate from the rest of the family. dave in another room? yeah. >> andre. good advice. thank you. time is 718. after raising more than $10 million, researchers say they're now on the verge of two fda approved treatments for children with a rare form of brain cancer medulloblastoma tumor makes up 20% of all childhood brain

know where he was going. he got off his scooter, stepped away from the curb, and walked right into oncoming traffic. >> like those mother instincts kick in. i just jumped out there and screamed, stop, stop, stop, top of my lungs. >> what would have happened if you didn't act? if i were to act, i think we would have lost him. >> i got him up on the sidewalk and he's just shaking, shaking, shaking. >> harper called police, who told her the boy's parents had reported him missing, so he truly was lost. she says the parents came right over, gave her a great big hug and thanked her for saving their little boy gasia those mother, like i do, sort of feel like i'm a mother to everyone, you know, like that parent instinct, right? >> it kicks in and like frank, your instincts kicked in when you knew we were going to have a basic trial by fire. >> dave now takes a few days off. and what do you know? it gets pretty crazy here. but this happened over two hours ago. big rig jackknife on its side. 880

southbound at 92 west. fortunately, no injuries. drivers okay, no other vehicles involved. but it did create quite a mess. take you there live. that truck which was carrying packages, shut down 880 south for a good hour. they now have two full lanes open and the shoulders you can see to the right. they're making progress, but it's going to take a long time to get all of that off the highway, get it cleaned up and get traffic flowing once again. let's take a look at the map. and there are some issues there. as you can see, traffic is backed up 880 southbound almost all the way to san leandro into hayward, all the way back to 580 west bound. and because of the situation, two other collisions on southbound 880, as you can see there working those near where that big rig went down. so a big mess if you can avoid that at all costs. highly recommend it today. the rest of the commute looks pretty good. so happy friday indeed. let's say

strong cold. look at the amounts. i mean santa cruz inch and a half ben loman in there as well. there will be some hefty totals coming in. so a chilly, cold system for this time of year. we'll go from 80s to upper 50s on a lot of the highs. by the time we get to saturday. could easily be some two inch amounts in some of the higher amounts, higher elevations from spring to winter up in the mountains yesterday, the sierra was beautiful. last couple of days, 60s snow likely over the weekend. cooler windy is the main message tonight into early saturday. i think the snow really doesn't kick in until saturday night. overnight into sunday morning. 40s 50s on your temps here. i don't think these will change. the low will be with us all the way into sunday morning. so friday changes mainly cooler. some sun in the morning, increasing clouds. but get ready for a big change on the weekend. saturday is rain. i think thunderstorms and a cool breezy pattern on sunday you guys. >> steve thank you 724. the biden administration is navigating a delicate situation in the middle east. how the white house is responding to questions about p si

600 drinking water systems around the country recently reported that the amount of forever chemicals exceeds the new limit set by the epa. a report in usa today found 608 water systems have measured at or above the new limits since last year. now, here in the bay area, there are only two areas that saw excess numbers. livermore failed 7% of its

tests. san jose had two of its 160 tests, with numbers over that limit. sacramento saw some of the worst numbers in the state, at least one test eight times over. the epa recommendations. >> the environmental protection agency is finding five east bay cities and a local water agency more than $300,000 for sewage violation penalties. east bay mud and six east bay cities accused of not doing enough to prevent sewage overflow from reaching the bay. most of that money comes from oakland. it's facing 67 violations and fines of $278,000. berkeley albany, piedmont and alameda were also fined. 728 a new marketplace set to open up in the napa valley. what we know about the upcoming under study set o beme

doubt about it. change in the weather from what we had the last couple of days. rain arrived saturday and probably will be the, on a cold side as well. temperatures dropping today, 60s to near 70. all right. frank is here. 731. he thought it would be easy. it was not. is it getting a little better? >> yeah, actually, they are making progress, steve. that's the good news. about 2.5 hours ago. big rig jackknife 880 southbound. and hayward shut down that highway for a good hour. here it is on the mat. traffic gridlocked hayward to nearly san lorenzo. you can see westbound five 80s. got some issues as well. and in the middle of all that, two fender benders, 880 southbound as well. so it has been just a complete mess. if you're heading down south on 880 the last couple of days, let's go live now where james torres is at the scene and it looks like, they are making some good progress there. james. good morning frank. >> good morning. we are showing you every step of this process this morning. behind me you can

see that, part of the trailer that was once turned over just minutes ago. they finally got it upright with two tow trucks right on either side of it. it was on its side. crews here got the cables on it. they were able to get it back up on its wheels. and now the time has come where they'll just start to clean up a little bit of the mess left behind and then actually move it away from here. i'll go to show you some of the traffic that's flowing, because one lane of traffic truly does make a difference in getting this all flowing here. they did have some traffic going through for most of the morning this morning, but as you can imagine, a lot of people drive down southbound 880. so traffic moving very slow earlier today, probably still moving very slow at this point here, but at least it's going a little bit. so if you've not gone out the door just yet and you still need to make your way out to work or wherever, you may still want to consider some of those alternative routes, because 880 still moving a bit slow. this morning we talked to, chp sergeant earlier today telling us a little bit about

what it takes to get this freeway entirely back open. >> once the vehicle is uprighted , we'll have the sweepers come in and clean up any debris that's left in the roadway, and we'll open it up for traffic to move south. >> how unlucky is this that we kind of had a similar thing yesterday around the same area. >> i know they say bad things happen in threes, but i hope two's just enough. >> yeah, and we're at this at that stage i should say, of this process here. the trailers are now upright here. both of them are hitched on to a tow truck, and now it's just a matter of time before they remove them away from the freeway here, clean up some of the mess left behind, and then deem it safe enough for all of these cars to pass through. we are just north of the san mateo bridge, so if you are using that as part of your normal commute, this is where you're going to see some of that stall again. maybe still consider some of those alternative options for at least the next hour, because we will certainly see some residual traffic here. but of course, we'll let you know as soon as these roadways reopen for the

morning. and once they do, you'll hear it from us. for now, we are live this morning near hayward. i'm james torres, ktvu, fox two news. >> thank you. james, a plan to change the name of the oakland international airport to include san francisco bay has received preliminary approval from the port of oakland enthusiastically. >> i seven eyes. >> the motion carries. >> thank you. >> the port's board of commissioners unanimously voted to move ahead with the plan to rebrand oakland's airport. the name change would be part of a broader effort to improve the airport, with upgrades planned for the terminal one check in lobby, as well as new local concessions and restaurants. the vote followed several hours of debate, replacing oakland with the san francisco bay further disrespects oakland, its pro oakland. >> it is definitely not any way denigrating the city that i'm so proud of that i've been living in for 40 years. >> the port of oakland has set a final vote for may 9th. the city of san francisco has threatened possible legal action over the

proposed name change, a sign of progress for california's high speed rail project. the state is moving forward with purchasing the trains that will travel up and down the state at 220 miles an hour. this comes as the federal government invested $3 billion in funding for the project at high speed. rail authority says it hopes a contract for the trains will be decided by the end of the year. >> our time now. 736 charges of hate crimes have been filed against a man in san francisco accused of vandalizing a mosque. now, surveillance video from last week shows a man using a skateboard to smash the windows of a mosque on sutter street. he also reportedly made several islamophobic threats. now, police were called wednesday night. they were told that same man was back at the mosque. that is when 35 year old robert gray was arrested. he is due to be arraigned today. >> some people living in san francisco's sunset district are fighting plans to build more luxury high rises in their neighborhood. they gathered for a town hall meeting and said they're worried that the proposed buildings would affect

the existing homes and businesses in the sunset. there is special concern over a 50 story high rise project they're calling the sunset skyscraper. >> some of these people are going to be living in a total solar eclipse from this building . so let's let's make sure that we understand all the impacts to not just, oh, it's a tall building, it's ugly. there's going to be a shadow that's going to be cast on a lot of people as the sun moves around. >> some city leaders say the high rise projects are needed to meet san francisco's growing housing needs and satisfy state housing mandates, a new poll shows. many americans say president biden and former president donald trump did the country more harm than good across a wide range of key issues, the poll from the associated press finds more than half of adults say they think biden's presidency has hurt the country when it comes to the cost of living and immigration. about half say his presidency has done more harm in u.s. relations with other countries. meanwhile, nearly half of adults think former president trump's

this morning as we take a live look at the numbers, the nasdaq is down more than 200 points, one and a third percent. the s&p 500 down more than 1. and a live look at the dow jones down about 1% as well. 380 points there. a new pit stop along highway 29 in napa valley is opening this year. michelin starred restaurant press has acquired the space formerly known as dean and deluca, and most recently, gary's wine. the new marketplace, called understudy will have a wine shop curated by a master sommelier, a modern patisserie and a butcher shop focused on dry aged meat, charcuterie and caviar. it is set to open up this summer. there is now an investigation into a ford recall for gasoline leaks. we've talked about this this week. it could cause an engine fire. the national highway traffic safety administration says ford's remedy does not fix the leaks to make the car safe. the recall covers nearly 43,000 ford bronco

went down. they got them both upright. take you there. live 880 southbound. this is in hayward. it's shut down for a good hour earlier this morning from about 5 to 6. two lanes opened up the number one and two lanes have been closed while they try to get those trucks off the freeway. right now, the good news is nobody was hurt. that driver walked away from the accident and is helping chp down there. here's your end result 880 southbound red line from hayward all the way to san lorenzo northbound into hayward as well, with the lookie loos and three additional accidents in that traffic have happened. all fender benders, nothing serious, but obviously that's going to slow the roll down as well. and it could be a couple of hours before they can open up that highway. but the good news is both trucks are upright tow trucks on the scene, and hopefully they can get them off. 880 here in a quick hurry with more on your weather on this friday, let's say good morning to steve.

day for those commuters heading down that way. the rest of the bay area has been incident free. in fact. boy, this sure looks good. if you're heading over the bay bridge. half an hour ago it was not good. and right now it looks great to get over an east bay commute looks good as well. let's look at traffic. we've already talked to steve. let's go back to the anchors. >> all right frank, thank you. all right. back to the story you just mentioned a moment ago this morning. we continue to monitor that traffic alert in the east bay. there has been new developments now in just the past hour about that big rig that overturned in hayward early this morning, blocking lanes of southbound 80 and creating a mess on the highway for traffic. ktvu james torres joins us live from the scene with this update. james andre, we are on southbound 880 here near hayward, just right above hovering the san mateo bridge. >> if you were going to cross from this area over to the peninsula with surely was a very slow start this morning. this accident here has been active since about 430 this morning, and we have made an incredible

amount of progress since. at one point that big rig, that tractor trailer, was just spread across all lanes of traffic here. that's because one of the trailers behind the cab of the truck here had turned over on its side and blocked several lanes. now, of course, that's been cleaned up ever since, but we did talk to a chp sergeant earlier today telling us kind of how this all started in the first place for an unknown reason. >> it veered off to the right, hit the wall on the right shoulder, lost control and came back and hit the center median wall there where the trailer overturned. no injuries. report here. no injuries. the drivers, perfectly fine. >> yeah. no injuries. that is the piece of good news this morning as we continue to see some progress here. crews have been working hard since about 4 a.m. cleaning up the mess that has all been left behind. slowly but surely. opening a lane of traffic at a time. and that's been helping kind of relieve some of the congestion that we've seen earlier this morning.

but as you can imagine, on a friday morning just before 5:00 am, many folks are going to be heading on the roadway heading this direction, possibly going toward the south bay, the silicon valley commute, all of that certainly affected this morning. but two lanes of traffic certainly makes a lot of a difference here. so we are probably still seeing a little bit of that residual traffic. however, the mess here on 880 should be cleared some way soon. here. we know these, trucks are now upright. they are hooked up to tow trucks. so we are just waiting for caltrans to give them the green light to remove them off the freeway, clean up some of the debris that's left behind, and then reopen every lane of the freeway here safely. for some cars to pass through. of course, once that happens, we will let you know. reporting live this morning i'm james torres, ktvu, fox two news. >> james thank you. we'll move now to a developing story in the north bay. rescuers returning to the russian river in forestville this morning to search for a

young swimmer who went into the water and never came out. a group of friends went swimming around steelhead beach yesterday afternoon. the sonoma county sheriff's department tells the press democrat. two boys, believed to be about 14 and 15 years old, had trouble getting out of the water. one eventually made it out and was taken to the hospital. the other swimmer remains missing. the search was called off late last night because of darkness, but divers are returning today. ktvu amanda quintana is in forestville. we'll bring her in for a live report coming up at 830. >> time now is 805 today. san francisco police are expected to announce what they call a milestone in police reform. the chronicle reports that sfpd. well, they finished adopting the 272 reforms recommended to transform policing in the city. the reforms were recommended back in 2016 by the federal and state departments of justice. after several controversial police shootings, city officials say the reforms have paid off. numbers reported by the police still show racial disparities in police use of force.

>> the vallejo police department in california justice department reached a deal on how to move forward with police reforms. the justice department first opened an investigation into the police department in june of 2020, days after a vallejo officer shot and killed sean monterrosa from the back seat of an unmarked police vehicle. now, as part of a settlement, the city of vallejo and its police force will take new actions led by an independent evaluate and overseen by the department of justice, to address a pattern of unconstitutional conduct. some of the reforms include addressing unreasonable force by holding officers and supervisors accountable, conducting an audit whenever an officer points a gun at a member of the public, promoting and strengthening partnerships in the community, and ensuring that all stops, searches and seizures by officers are compliant with the law. we now know oakland's new police chief will be sworn in in mid-may. that's the latest on the timeline from the city as to when incoming chief floyd mitchell will take over the

oakland police department. he was introduced last month by mayor shengtao. oakland has not had a permanent police chief since mayor tao fired lauren armstrong back in february of 2023 at 806. >> reaction continues to come in about the death of oj simpson. his family says he died wednesday following a battle with prostate cancer. the most defining moment in oj simpson's life and fame was the murder trial in 1995, often called the trial of the century, it had lasting effect not only on the people involved, but american culture as a whole to the case was followed by millions of people across the country, and much of it started with that infamous chase in the white bronco, with television cameras following people in los angeles rushing to highway overpasses to try and see what was happening round oj run. >> i want to see oj last ride, if that's what it's going to be. >> well, i think it's important for 2024 audiences is, to remember or be be reminded of just how important this trial was to the public. i mean,

when you're tracking the potential spread of whooping cough. san francisco reports more than a dozen cases since january, including at a school. most of these cases of whooping

cough are at sacred heart cathedral prep. most of the students and their contacts are vaccinated and no major illnesses reported. san francisco's health department says it's in communication with administrators to alert families about the possible threat. >> the main thing is to control the outbreak, meaning the way to control it is anyone who has these symptoms have to stay home, have to get the antibiotics. >> we're pretty much vaccinated. so i mean, you know, what can you do? >> scary disease. i don't want my girl get sick. >> tamalpais high in mill valley, reported about 100 cases since december. doctors are checking whether there's a link between the schools. public health experts say newborns are the most vulnerable to whooping cough. symptoms include fatigue, sneezing and a mild cough. >> the cdc is urging parents to make sure their children are vaccinated against the measles. doctors nationwide note what they call an alarming increase in the number of cases. the cdc issued a new report showing

he reported that the amount of forever chemicals exceeds the new limits set by epa. a report in usa today found 608 water systems have measured at or above the new limits since last year. in the bay area, there were only two areas that saw excess numbers. livermore failed 7% of its tests. san jose had two of its 160 tests, with numbers over the limit. sacramento saw some of the worst numbers in the state, with at least one test eight times over. the epa recommendations. >> the environmental protection agency is fining five east bay

just in the last 30 minutes. they sent in one rescue boat and two jet skis. you can see there are a lot of agencies here. there's the napa county sheriff's office as well as the sonoma county sheriff's office and fire department. still looking for that swimmer that was last seen around five last night. sonoma county fire says that they were swimming with a group of friends when they went missing in the water. water rescue teams were out for hours last night looking up and down the river for this swimmer, but eventually suspended the search until the sun came up this morning and they could safely continue. fire officials are urging people to be cautious of the dangers of the russian river, especially right now. >> the water is moving very fast. it's still at a high level if you're not an experienced swimmer. we urge you not to swim in the russian river at this time. i know that it's temperatures are up outside and it draws people to the river, but we caution everybody to be very careful because this is a

more housing approved by the state. cupertino's housing element has finally been approved by the state, more than a year after the deadline to submit plans. the city's plan calls for 4500 homes to be added by 2031. council members must now vote one more time on that housing element in the north bay, the town of fairfax also getting approval for its housing development this week. the plan will bring around 600 new homes in the next year, more than required by the state. most will be in the downtown area. the state housing department said the town has made progress to rezone areas to build housing. >> a new poll shows many americans say that president biden and former president donald trump did the country more harm than good across a wide range of issues, the poll from the associated press finds more than half of adults say they think biden's presidency has hurt the country when it comes to the cost of living and immigration. about half say his presidency has done more harm in u.s. relations with other countries, as nearly half of all adults say they think former

wall street in today's dollars and cents. >> yeah, it's been a bit of a rough week for investors. lingering concerns about inflation, taking stocks down again this morning, despite some good earnings reports starting to filter in. we're going to get more of those first quarter earnings reports next week. this morning heard from some of the big banks. now the three major market indexes the dow, the nasdaq and the s&p 500 all dropped more than 1% right when that opening bell rang this morning. and as we take a live look at the dow jones right now, it is down 300 points or so, 305 right now, the s&p 500 down almost a full percentage point as well. still same with the nasdaq. it's down 171 points. they've come back a little bit in the last hour. but still as you can see losses across the board. the safety of boeing at a senate commerce committee meeting next week, panel members will include a nasa expert on safety, culture and mit aeronautics expert and an expert from usc on aviation safety.

this all comes as boeing faces a safety crisis following recent issues with the 737 max nine jets, including the alaska airlines plane that had a door panel blowout mid-flight. well, you might be surprised to learn the number of people in san francisco who actually sell their home at a loss, real estate company redfin reports 18% of sellers in san francisco lost money when they sold. that compares to about 4% of home sellers losing money nationwide. it's near the highest level in more than ten years as well in the city, redfin reports. the typical amount lost at this time is $155,000. realtors say it is because san francisco's inflated housing prices are finally coming back down to more reasonable levels. a new stop along highway 29 in napa valley is opening this year. michelin starred restaurant press has acquired the space formerly known as dean and deluca. you might know that area most recently, it was gary's wine, the new marketplace called understudy will feature a wine shop curated by a master

can put in the what's called the jet stream here and see that little carving out, if you will, of the what we call the trough that'll swing over us tomorrow into sunday morning. so changes on the way today. cooler is the main message here. turning cloudy. the wind picks up. now there's some sun out there. it's not a total loss here. but we'll increase that cloud cover tonight. and then saturday looks like a rain day with the amounts actually trending up so far. not just a quarter to a half inch, but you're seeing some well over an inch santa cruz ben loman, look at that. almost two, same can be said for other locations pushing over an inch of rain. so here's the timeline on this. there could be some drizzle late tonight. late tonight, overnight into early saturday. but saturday morning looks like the start when the front comes through. then the upper low has to slowly work its way towards this. by saturday evening that's when maybe some thunderstorms will pick up. i would think sunday morning might be a break, but they'll still be a lot of moisture wrapping back around that low, keeping us active on sunday before it all clears out on monday and tuesday. if you're going to the mounds, go early because change is on the way for them as well. it'll start with
