thank you for joining us. welcome to mornings on two. i'm dave clark. >> good morning i'm pam cook. it is thursday april 11th also known as friday eve. it's friday eve and i think it is getting cooler and maybe rainier towards the weekend. let's check in with steve paulson for the weekend. >> that is correct. but today another nice day or warm day and temperatures 40s and 50s. santa rosa is 48, palo alto 49. just a few patches of low clouds. we'll see if they kind of regroup here. but after yesterday's warm temps, right about in line with what we thought, except for the city, which rocketed up into the low 70s. sometimes it happens. we get that offshore breeze. and that's what happened today, 60s, 70s and low 80s. well, he did such a nice job yesterday. they invited him back. here he is, mr. frank mallicoat. >> yeah that they did. and i'll be back again tomorrow and oh no no not tomorrow. oh yeah. on a friday hopefully it will be friday light but out of the gate we, we do have something to talk about. we'll go to the bay bridge toll plaza out of the gate. as you can see, not much

going on there. easy breezy. if you're heading into the city, we'll take you over to 880 in oakland. no problem there. and also, the san mateo bridge is nice and easy too. but if you can bring me back on camera, guys, i'll tell you what's going on down in the hayward area. highway 238 to 880 south over turned big rig. this happened about 130 this morning. it was carrying fuel. it's leaking fuel actually, right now the ramp has been closed down and authorities are telling us it will be, quote , a while before that gets reopened and that gets cleaned up. so if you're in that hayward area. 238 880 do take note because that is a bit of a mess here at already 401 in the morning. we'll keep an eye on that and all your traffic. i'm frank mallicoat. let's send it back to pam. >> thank you. frank topping our news today. a big meeting could determine the future of oakland international airport. now, the city port commission will vote on renaming the airport to san francisco bay oakland international airport. the

possible name change is getting a lot of pushback. tuesday night, the san mateo county board of supervisors unanimously approved a resolution opposing the change. sfo is under the jurisdiction of san francisco, but geographically it is located in san mateo county. the concern is fewer people will then fly into sfo and the economy along the peninsula could suffer. now, san francisco mayor london breed confirms that she asked for possible legal action to stop the oakland airport from changing its name. the mayor told us yesterday on the nine that she directed city attorney david chu to send a letter to the oakland port commission. the letter says the proposed name change would infringe on san francisco international airport's trademark. >> oakland is an amazing city, and oakland deserves its own brand, its own opportunities, and the attention should be focused on making the airport what it needs to be similar to what we've done with sfo. and yes, i made it clear to the city

attorney that, if necessary, we should pursue legal action to stop this name change. >> the oakland port commission says if the name change is approved, it will take all appropriate measures to defend its right to use it as a geographic identifier for. >> our time is now 403. in other news, an arrest has been made in the case of a crash in concord, where a nine year old girl was killed. 22 year-old jesus dorantes was arrested yesterday. the chp believes he was driving a gray mazda early sunday morning that went off the road on northbound interstate 680. it was a rollover crash. six people were inside the car along with the child who was killed. four women suffered major injuries. dorantes is facing charges that include manslaughter and felony hit and run. >> san francisco mayoral candidate aaron peskin has released an ad campaign that focuses on his sobriety as a theme for his candidacy.

>> i'm grateful that i got the help i desperately needed that helps keep me sober today. san francisco needs recovery, too, and it needs to start in our neighborhoods. we need a neighborhood now. >> peskin entered an alcohol treatment program almost three years ago after questions were raised about his conduct in city hall. he says he wants to launch a comprehensive plan to expand shelters and treatment centers to reduce homelessness and drug addiction in the city. peskin entered the race last week and is one of four major challengers to london breed. >> time is now 404. this coming monday, a vote recount starts in both santa clara and san mateo county for the race to replace retiring congresswoman anna eshoo. now, two people requested a recount after joe simitian and evan low had a rare second place tie in the primary election, and both of them would have to face former san jose mayor sam liccardo in the november general election. >> this has not happened before,

and it's a very unique event for us. the process of the recount is very complicated because the campaign, they can request to look at, you know, certain vote by mail envelopes. they can request to look at other things that processes that we do. >> now, the people asking for the recounts have to pay for them. the recount will start monday. if election officials have received a deposit by then. the santa clara county registrar of voters says a manual recount will take about ten days. it will cost about $32,000 per day. the san mateo county register registrar hasn't said what a recount there will cost. >> state workers across california will soon have to go back to the office at least part time. now, the governor's office just sent a memo to state agencies requiring them to bring workers back into the office at least two days a week, starting in june. now some state employees have remained fully remote since the pandemic began. the governor's office says the

disparities between agencies is the reason for the statewide change, roughly 240,000 people work for the state's various offices and agencies. >> time now. 406 well, new numbers out showing the inflation rate rising more than expected last month could mean the federal reserve will not cut lower interest rates. interest rates anytime soon. the consumer price index rose 3.5% in march. that's the highest annual gain in the past six months. it was mainly due to continued high gas, mortgage and rent prices at the white house. president biden acknowledged there's more to do to bring down inflation, but he says progress is being made. >> we have dramatically reduced inflation from 9% down to close to 3. >> now the federal reserve board was expected to begin reducing interest rates in june, economists say, with the inflation rate still high, that is not likely.

>> one us senator is suggesting extending the time frame for tiktok to sell the us portion of the social media app now, washington senator maria cantwell told reporters that a one year deadline might guarantee success of a bill. a measure passed by the house would require tiktok parent company bytedance to divest itself of the app within six months, or face a ban. tiktok and its users say a ban would be a violation of their first amendment free speech rights. >> well, it was a chance to say thank you to the people who saved his life. when a former bart police officer met with first responders in livermore, jeff harrington went to the fauci ambulance facility in livermore to see the first responders, and they hugged and talked emotionally about what happened last november. when harrington suffered a cardiac arrest at his home. his wife called 911 and started giving him cpr. two paramedics, dave raymond and emt jason vera, rushed to the home and after 20

minutes, they literally brought harrington back to life. >> slowly i come out of it in the hospital and one of my earliest memories, you guys visiting me, and that's that's a huge tribute to the people that you guys that you would take the time out of your busy schedule. that speaks highly of what you guys stand for and came and see me and i just i don't know how to extend the gratitude for i know, i know that as you can imagine, they were in tears at this special reunion. >> and for the first responders, it was the first time that a patient they saved came back to personally thank them. >> several people have been asking that same question. jeff, i've been in this county for 32 years. guess what? you're the first to be able to have that opportunity to say that. and i can't express the joy that i feel now. and knowing that i'm getting to talk to you. >> mr. harrington was given a fauci challenge coin to honor this reunion for law enforcement. the challenge coins

passed away at the age of 58. lulu spent nearly 40 years of her life at the san francisco zoo before she was transferred to a wildlife sanctuary in san andreas. officials say the elephant was euthanized on tuesday because she was suffering from degenerative joint disease. lulu was born in south africa. officials say she was likely captured when her mother was killed. we have some new information on the efforts to save that gray whale found entangled in a fishing net. the whale was spotted tuesday off the coast near daly city and the search for that whale continued yesterday. >> but as ktvu jana katsuyama tells us now, time is running out to save it. >> new images wednesday from noaa show the gray whale that was spotted tuesday off the coast near daly city, entangled in a gill net. the marine mammal

center and noaa fisheries launched a boat with a rescue team. cathy george was on the boat and saw the whale close up. it was probably about 25 to 30ft. >> i would place it as a juvenile, so it's not an adult whale yet, and it was starting to look thin. it is not able to forage so i'm pretty confident that it is not eating. >> george says the whale was skittish, so they were unable to attach a satellite tracker. >> this whale had so much gear on it that that it was just mind numbing. >> on wednesday, the team's boat left sausalito and returned back to the ocean, hoping to spot the bright red buoys they had attached to the whale. >> unfortunately, the fog is hampering our sighting abilities. it's a bit devastating to hear that it's entangled. >> pacific gray whales have been the focus of recent studies, scientists with noaa noticed an unusually high mortality rate in

2019 that led to a 40% decline in the north pacific gray whale population, researchers found. the cause was ecosystem changes in the arctic feeding areas, leading to malnutrition. this north bay fisherman says he's noticed changes firsthand. >> like in the last few years, we've seen fish, fish move around and seals move around and predators move around and ecosystems are slightly changing. noaa is asking local boat operators to be on the watch for the whales red buoys. >> it's amazing to witness whales and it's tragic that they're getting caught up this way. and i wish there was another way to bring them fish out of the ocean than a gill net. >> the rescue team says they searched from point reyes down to daly city on wednesday, but they were not able to locate the whale again. they say they won't be able to launch the boat thursday due to weather in sausalito. jana katsuyama. >> ktvu fox two news okay, thank you. jana urban activists are calling on the city to fix some potholes in san francisco's castro district. they say pose a unique risk to the area. now,

gays against blight or gab used bright pink spray paint to point out the potholes on the sidewalks at jane warner plaza. the group says the holes could trip tourists who come to the historic castro area. >> hopefully, this spray paint action will convince mayor breed that it is time to send out a public works crew and address the holes that are here that are creating a danger. >> gays against blight are also calling on the city to power wash graffiti off the flower sculptures in the plaza. >> our time now 416. ac transit says its most popular bus line will get several improvements along its route. line one t runs along international boulevard from uptown oakland to the san leandro bart station. ac transit is using grant money to make that route faster and safer. they're going to focus on areas where speeding and dangerous driving are concentrated. the project will include speed

cushions that, similar to speed bumps aimed at keeping drivers out of the bus only lanes while allowing the busses to drive smoothly. >> april is national distracted driving awareness month. the idea is to stress the importance of keeping both hands on the wheel. that means no texting, no phone calls, facetime or the internet. the national highway traffic safety administration reports in 2022, more than 3300 people died in crashes involving distracted drivers just glancing at a text would basically cause you to literally drive the length of a football field without seeing the road. >> other forms of distractions include arguments with your passengers and listening to music that might make you sleepy. >> officers point out parents need to set a good driving example for their children. i will say that made me an even better driver when my kids got

closer to driving age, i thought, oh, i really need to make sure you got a focus. i'm not distracted at all. and yeah, good reminder. >> we're not getting distracted. we're going right to frank mallicoat watching our commute. and that big problem down around 880. >> yeah, yeah. eight 8238 already at this hour. 418 and there she be this. 238 at 880 south overturned big rig as you can see, it was a collision. that big rig is on its side and it's leaking fuel. they believe it's oil. the ramp there at 238, 880, complete. shut down. they're calling it a hard closure. as you can see. a lot to clean up. all this happened around 130 this morning. authorities are telling us this will, quote unquote, be a while before that gets reopened. and traffic is moving slowly on the other side as well. they have to upright the rig, bring in the sweepers, clean that ramp and then tow it away because it's

smash and grab robbery that happened at a jewelry store. it happened at fong jewelry on franklin street in the chinatown area just after 1230 yesterday afternoon. look at the pictures. the police say several people went into that jewelry store and stole items before they drove away in several vehicles. at this point, the police do not have specific descriptions. if you have any information, call oakland police. >> well, crime is still a concern in oakland, but the highway patrol says its efforts are showing some results. now. the california highway patrol says in the past eight weeks, chp officers have recovered 414 stolen cars, arrested 181 suspects and seized 31 guns. council member noel gayo says

oakland needs all the help it can get, including from the chp, the alameda county sheriff's office and bart police. >> but public safety is the number one priority of any city, any county, any state, any country. >> city statistics show violent crime in oakland is up 10% compared to the same time last year, but robberies are down 32% and commercial burglaries are down nearly 60. >> time is now for 24. it's now been one year since the city of oakland and caltrans crews cleared out. the people living at the wood street homeless encampments near interstate 880 homeless advocates and community members are still frustrated by the evictions and the possessions that they say they lost in that sweep at the encampment. they say the existing cabin site that replaced the camp is not adequate. >> as soon as something breaks, they just leave it broken. the bathroom breaks, stays broken, shower breaks, stays broken. the

ovens break, stay broken, houses break and burn down. stay broken. i offered to them face to face in meetings. hey, would you let us rebuild some of these places, make them livable again for people that want to. and for those of us that are able and capable of doing things like that, they're like, oh, that's a good idea. we'll talk about it. think about it six months later. nothing. now the city developed a tiny home program offered to the wood street residents, using $8.3 million in a grant from the state. >> now, in response to the concerns from the residents, the city sent us a statement. it said in part, the cabin program is considered an emergency shelter. it's not intended to be permanent housing. the cabin program is an opportunity for individuals to get connected to permanent housing or to longer terme programs with more intensive services, such as substance abuse and mental health programs. >> women are becoming the fastest growing population in prison. coming up, we take a look at what's behind the rise

big issue. 238 880 frank. yeah it's going to be an issue for a while. >> good morning steve. hi everyone. hayward sigalert a ramp 238 north to 880 southbound. and there's your big bugaboo right there. this is in hayward. that ramp is closed. had a collision around 130 this morning. a chevy versus a big rig. both not winning here. the big rig on its side. and we understand it's also leaking some fuel. so that's going to take a while to clean up. authorities really don't have a timeline when they're going to get that up and out of there and get that ramp reopen. they said quote unquote, it's going to take a while. they have to get it upright. they got to bring in sweepers, make sure that it's clean. that ramp of all the debris and all the oil and gas, and then they're going to have to bring in a tow truck to tow that away. so that's going to take some time. there it is. center cut in your map right there. you can see that area and also have a collision on 580 east at castro valley road. so

that could clog up pretty quickly. although this happened early this morning. but as mentioned, it will take a little time to get that off that ramp and get that ramp back open. that's the latest in traffic. 431 your time, pam. take it away. >> all right. thank you frank. a 14 year old had just taken the biggest stage of her young singing career at san jose's paypal park. but days later, her father, who was at the performance, died suddenly. >> it's a tough story. the community is rallying around this young bay area singer and her family. ktvu is amber lee tells us more. >> this is my last night with you. >> yesenia martinez of oakland loves singing. the 14 year old says she's been doing so for as long as she can remember. the camera was on us on her biggest stage yet, was performing the national anthem at paypal park in san jose march 30th. it was the inaugural home opener for

bay fc, short for bay football club and american professional women's soccer team, a special moment shared with her father, sanson martinez. >> he really, really told me like over and over and over again, he was just like, i'm just so proud of you. like, i can't even express to you. like, i'm just so proud. >> a cherished memory captured in this photo. >> he was like, you're going to go so far, mika. >> but four days later, her father died suddenly from a heart attack. she and her mother , rebecca martinez, are grateful for the outpouring of support. mom tells me a gofundme she started has helped pay for expenses, including flying family from out of state and mexico to the bay area for the memorial service. you feel like you're one of many, but then all of a sudden you feel like you really do have a village. support and donations have come from many, including bay fc and former 49ers star ronnie lott, whom yesenia and her father met at the match. >> and they've made it so much easier to be able to, like, process all of these things. >> the martinez family moved to

oakland four years ago from groveland, a town near yosemite. mother and daughter say they've been embraced by the bay area from the start. i like ask is if yesenia's first major public performance was at oakland's first friday in 2022. she says her father's advice to be herself will guide her. she has these words for him that i love him. a lot, yesenia proudly shows me the dress her father bought for her quinceanera to be held in june, a celebration of a girl's 15th birthday. in the mexican culture, the family will be holding a memorial service for yesenia's father this weekend. amber lee ktvu, fox two news. >> all right, amber, thank you. time is now. 434 well, stanford women's basketball head coach tara vanderveer officially announced her retirement. she was the winningest coach in ncaa history, retiring after 38 seasons at stanford. vanderveer

has coached some of the game's greatest players and it's hard for many to imagine her not being on the sidelines next season at stanford, vanderveer stood before the cameras, looking back on her accomplishments and said she can't imagine a better life and retiring is not an easy decision . >> sometimes it's just you're ready. and i just felt, i'm ready. i never really thought i would be. i kind of just, you know, just felt like maybe i would, you know, kind of just keel over on the bench. but, you know, i mean, i just, you know, i, i because i love it, i love it, i love it. >> she loves it. pam and vanderveer also said she wants to spend more time with her mother, who, by the way, is 97 years old. >> well, coach vanderveer will remain at stanford as an advisor, but has already made a significant difference at the school. >> i don't think it's measurable, you know, because i

in the fall, they will team up aspiring students with experienced san ramon valley district teachers. the teaching residents will earn $32,000 as a stipend for tuition and for expenses is individualized support and mentorship gap anteed substitute work two days a week and priority hiring after they complete the program. the school district is looking for applicants to take part for the next academic year. >> governor newsom announced more than $50 million will be invested into a state program dedicated to preventing substance abuse among youth and young adults. now the program elevate youth california will allocate the funds across 75 community based and tribal organizations. the three year grants go towards mentor and peer support systems. the goal is to inform the next generation about the dangers of drugs and how to cope with adversity and trauma. >> time is now for 37 more women

than ever are locked up in the nation's jails and prisons. an advocacy group called the sentencing project says the number of female inmates increased by more than 500% between 1980 and the year 2021. that rate is more than double of the male inmates. the sentencing project says that surge on blamed the surge on the state's raising legal penalties. a mandatory minimum sentences for narcotics, a quarter of the women in prison now are in there for drug related crimes, using pain pills a lot. >> and then when i couldn't get pain pills, i ended up switching to heroin. and here i've become like this person that i wanted to be, and i just worry that going out, that i won't be able to be that person. >> now advocates for criminal justice reform one. improvements in inmate rehab programs. as the national justice department reports, these rehab programs aimed at preventing people from becoming repeat offenders is

new this morning. firefighters in san joaquin county, near tracy, are battling a large fire at a pallet yard. they say it started shortly before 2:00 this morning along grant line road, just east of the city. it's been burning ever since. right now, the focus is on keeping this big fire from spreading to other homes. the fire crews are saying they're going door to door, warning people who live in that area. they may have to evacuate. she says she said that was the

number of businesses filed that lawsuit just a couple of months ago in february. now more are joining in claiming that this center bike lane that you see behind me here is damaging business, hurting businesses. and then, as you mentioned, pam, in one case, even causing a business to close, they say the bike lane combined with parklets take up too much space on the street, leaving no room for parking, which in turn keeps non foot traffic visitors away. so their lawsuit wants the bike lane to be removed completely and asked for monetary compensation for loss of business, all from the city of san francisco. but the sfmta says that they hear the businesses and they're taking action to appease those business owners. they have added single metered parking spots on the 506 hundred blocks of valencia, and they will also be doing the same along the 708 hundred blocks, though it's not exactly clear exactly how many parking spaces that would add. and if it would

canceled to allow time for the fish population to recover. now, the unanimous vote was made yesterday by the pacific fishery management council. the cancellation applies to both commercial and recreational fishing off the california coast and the coast of oregon. the salmon populations are still trying to bounce back from the drought in 2021. >> north america's oldest african elephant, lulu, passed away at the age of 58. lulu spent nearly 40 years of her life at the san francisco zoo before she was transferred to a wildlife sanctuary in san andreas 19 years ago. officials say the elephant was euthanized on tuesday because she was suffering from degenerative joint disease. lulu was born in south africa. officials say she was likely captured when her mother was killed. >> it is now 515. the efforts continue now to try to help a great whale that was tangled up in fishing gear off the bay area coast. that whale swam from southern california to where it

restore. it happened yesterday afternoon at fong jewelry on franklin street in chinatown, just after 1230. the police say several people burst into that business and stole jewelry before they escaped in several cars. at this point, the police don't have specific descriptions and crime is still a big concern in oakland. but the chp says its efforts are showing results. the california highway patrol says in the past eight weeks, chp officers recovered 414 stolen cars. they arrested 181 suspects and seized 31 guns. the city council member, noel gallo, says oakland needs all the help it can get, including from the chp. the alameda county sheriff's office and bart police. >> but public safety is the

unified school district is launching a teacher residency program. it's in partnership with saint mary's college. officials say beginning in the fall, students will team up with san ramon valley district teachers. the students will earn a $32,000 stipend for tuition and expenses, plus get individualized support and mentorship. guaranteed substitute teaching work two days a week and priority hiring after they complete the program. the school district is looking now for applicants to take part in the next academic year. >> the state plans to spend $51 million to prevent substance abuse among youth and young adults. now the program elevate youth california will allocate the funds across 75 community based and tribal organizations. the three year grants go towards mentoring and peer support programs. the goal is to inform the next generation about the dangers of drugs and how to cope with adversity and trauma.

. and everyone from leadership in san francisco to san mateo county are saying they don't want this to happen. they're afraid that it's going to cause confusion for travelers coming in from out of the area, san francisco has been around since 1937. they serve over 50 million travelers a year. and they say they won't. they don't want any confusion for travelers that are coming in. as for oakland, the city would like to boost business and give a little boost to the, areas economy. however, even san mateo county and san francisco county say that this is going to be a problem for folks that are trying to come to oakland. but it will end up in san francisco as there could be confusion between the two. so later today, the port commission of oakland is going to decide

but this just coming in to the traffic department. we will keep you posted. now, all that on the heels of a big rig crash on the ramp of 238 north to 880 south, closed indefinitely. this is down in hayward. happened around 130. still going on. they're working to upright that rig. there was a bit of a fuel spill that was coming out of the rig. it was its own gas tank. they got that contained. so that's good news. once upright though, it's holding some 80,000 pounds of cargo. they may have to upload that, get it out to get that back up. and then it needs to be towed. and that onramp is going to be need to be swept as well. so a very busy day out in the world of traffic. bay bridge looks good, the rest of the commute looks pretty good, but we will keep an eye right there on highway 680, southbound at 242 in concord. that's the latest in traffic. let's send it back to the desk. >> thank you. frank, we are following a developing story out of tracy this morning. keeping

an eye on a fire. this is a huge fire at a pallet yard. you can see how big that fire was earlier. forced at least six homes to be evacuated. this is burning just east of tracy along grant line road. firefighters tell us it started at about 2:00 this morning. it has been burning ever since. part of the problem crews have limited water supplies in that area. right now. the focus is preventing the fire from spreading to other homes. we're going to continue to follow the story. we'll bring you updates as soon as we get them. all right, pam, time is 602. >> an arrest has been made in the case of a crash in concord, where a nine year old girl was killed. 22 year old jesus dorantes was arrested yesterday. the chp believes he was driving a gray mazda early sunday morning that went off the road on northbound interstate 680. it was a rollover crash. six people were in that car along with the child who was killed. four women suffered major injuries. dorantes is facing charges that

include manslaughter and felony hit and run. well, crime in oakland is still a big concern, but the highway patrol says its efforts are showing results. the california highway patrol says in the past eight weeks, the chp recovered 414 stolen cars, arrested 181 suspects and seized 31 guns. the oakland city council member, noel gayo, says oakland needs all the help it can get, including from the chp. the alameda county sheriff's office and bart police. >> public safety is the number one priority of any city, any county, any state, any country. >> now, oakland statistics show violent crime in oakland is up 10% compared to this time last year. but the number of robberies are down 32% and commercial burglaries are down almost 60. >> the oakland police department

is investigating a reported dramatic increase in police response times. now, the latest report from the city found response to the most serious calls rose from 23 minutes in may of 2022 to as much as an hour in may of last year. response times in later months of 2023 were often upwards of 45 minutes as well. at a meeting of the city council safety committee, the city's human resources manager said there may be some kind of data error. >> we did check with our crime analysis unit and our analysts assigned to the communications division, but they may have read the time incorrectly, because if you look at the response provided by our analysts, they quote a 2% increase. and what you're saying is over a 100% increase. so i think our staff may have, read the question wrong, which is why we have the response that we have. >> data does show the response times in the last few months of

the year did fall to lower levels, but still much higher than in previous years. the department says it will work to figure out what's going on and get back to the council by next week. >> our time now 605. a new survey is out. it shows people are worried about the state of education in california. the poll, conducted by the public policy institute of california, finds almost half of californians think the quality of education in california has become worse in the last few years, and 51% of public school parents think their child fell behind during the pandemic. even so, almost 8 in 10 gave a passing grades to their local schools, though few of them gave out a grade of a. now, about half of public school parents say there isn't enough funding for the schools. 58% of people said they would support a state bond to pay for school construction projects. >> state workers across california will soon have to go back to the office at least part

time. now the governor's office just sent a memo to the state agencies requiring them to bring workers back into the office at least two days a week, starting in june. some state employees have remained fully remote since the pandemic began, and the governor's office says the disparities between agencies is the reason for the statewide change. roughly 240,000 people work for the state's various offices and agencies. well, this monday, there's a vote recount starting in both santa clara and san mateo counties for the race to replace retiring congresswoman anna eshoo. two people requested a recount after joe simitian and evan low had a rare second place tie in the primary election. both of them would face former san jose mayor sam liccardo in the november election. >> this has not happened before and it's a very unique event for us. the process of the recount is very complicated because the campaign they can request to look at, you know, certain vote by mail envelopes, they can request to look at other things

that processes that we do. >> the people asking for the recounts have to pay for them. now, the santa clara county registrar of voters says emmanuel recount will take about ten days and will cost $32,000 per day. the san mateo county registrar has not said what a recount there will cost. >> our time now is 607 for the second straight season, the salmon fishing season in california canceled to give the fish population a chance to recover. the unanimous vote was made yesterday by the pacific fishery management council. the cancellation applies to both commercial and recreational fishing off the california and oregon coast. the salmon populations are still trying to bounce back from the drought in 2021. >> well, people driving in marin and sonoma counties are going to see a change on the major highway running through there starting tomorrow, traffic along highway 101 through the marin sonoma narrows will be re lined. ramps at san antonio road will

street ktvu bailey o'carroll live in the city where some business owners are saying they've been forced to close because of that bike lane. bailey >> good morning pam. a number of businesses, about three, filed that original lawsuit back in february. now more joining following suit with those

original businesses saying that this center bike lane here on valencia street in san francisco, we are in the mission neighborhood. they say that this bike lane is causing really a loss of business. one business in particular says it's caused their business to close. they say it's due in part because it takes away from some street parking here. they say that combined with the parklets, just take up too much of the street. it leaves no room for people who drive here and want to park and then come to some of these shops and restaurants along valencia, it's they say it's really just keeping visitors away. so in turn, that original lawsuit said that they want the bike lane to be removed, and it's asking for monetary compensation for loss of business from the city of san francisco. but the sfmta says that they hear businesses, they're taking action to appease those business owners. they have added single metered parking spots along the 506 hundred

rouz andre senior in the studio. now to tell us a heartwarming story of one special bay area reunion. andre. well, dave, a former bart police officer sacking the first responders who literally brought him back to life, jeff harrington went to see them at the fork ambulance facility in livermore. >> they hugged and talked emotionally about what happened last november, when harrington suffered a cardiac arrest at his home. his wife called 911 and began cpr. paramedic dave raymond and etm jason vera arrived on scene and resuscitated him after 20 minutes. >> slowly, i come out of it in the hospital and one of my earliest memories, you guys visiting me and that's that's a huge tribute to the people that you guys, that you would take the time out of your busy schedule. that speaks highly of what you guys stand for and came and see me and i just i don't know how to extend the gratitude for you don't have i know, i know that the reunion brought the first responders to tears, as this was the first time they say that a patient saved, they

saved came personally to thank them. >> be honest with you, they several other people have been asking that same question. jeff, i've been in this county for 32 years. guess what? you're the first to be able to have that opportunity to say that. and i can't express the joy that i feel. no. and knowing that i'm getting to talk to you pretty amazing being able to meet someone that was once a patient not responsive and now up walk and talking and able to spend another day with his family. >> i think it's pretty awesome to be able to do that certainly is incredible. >> harrington receiving a challenge coin to honor their reunion for law enforcement challenge coins are a form of recognizing excellence, commemorating a special occasion, honoring an officer and connecting with the community. harrington says he didn't do the best job in taking care of himself, but now that he's received a second chance on life, he won't take anything for granted. he calls his time with

california history museum is reaching people all over the world with his viral fame. i've had the pleasure to see him at work. howard hatch is in his 80s. he volunteers at the sacramento history museum. he started appearing on tiktok's youtube shorts and instagram reels for the museum during the pandemic. now, videos of him working the history museum's antique printing press is getting millions of views. >> we are now at over 3 million youtube subscribers, so we are the most followed museum on tiktok and the most subscribed museum on youtube. >> there's been some instances where i've been recognized around sacramento, even though i'm not dressed like this. >> he's famous. yeah, that hand press printer dates back to 1852. the videos on the museum's account often includes jokes, memes, or other amusing tidbits using the printing press. and i'll tell you my story really

oakland and caltrans crews cleared the wood street homeless camp near interstate 880. now, homeless advocates and community members say they're still frustrated by the evictions and the possessions that were lost in the sweep. they say the existing cabin site that replaced the camp is still inadequate. now, in response, the city of oakland sent us a statement reading in part, quote, the cabin program is considered an emergency shelter and is not intended to be permanent housing. the cabin program is an opportunity for individuals to get connected to permanent housing or to longer terme programs with more intensive services, such as substance abuse and mental health programs. reports out of los angeles indicate the former

the name of the oakland airport to san francisco bay. oakland international airport. now, ktvu is alice wirtz is at the airport. now to tell us about the pushback against this good morning alex. >> good morning dave. yes, we're here with the early travelers at the oakland airport. now, the name change, ever since it was announced that the port was considering this, changing the name to include san francisco bay in its name, there's been a lot of pushback. one of those who is especially taking umbrage with this is mayor london breed. she says that oakland should be able to polish its own image with its own name, and she would prefer that they not use san francisco in their name. >> oakland is an amazing city, and oakland deserves its own brand, its own opportunities, and the attention should be focused on making the airport what it needs to be similar to what we've done with sfo. and

is changing now. according to real estate firm cbre. demand for office space has spiked in san francisco, oakland and san jose in the first three months of the year. demand increased by 52. in san francisco, 28% in the east bay and 31% in the south bay. analysts say part of the demand the bay area is seeing is because of the boom in the ai industry. instagram rolling out new tools to prevent sex, torsion and abuse of young people on its platform. meta announced this morning it will start adding new warnings and features to instagram to make it harder for scammers and criminals to trick teenagers into sending nude photos. now, the company says it will use an algorithm to identify pictures that if pictures contain nudity and block them, as well as identify conversations that could put young people at risk. the company says it's also testing new pop up messages to help people who may have been targeted. delta airlines, changing its boarding process starting in may, the company is going to start using numbered boarding zones. that is the same
