at noon starts now. >> this is ktvu, fox two news at noon. >> good afternoon and thank you for joining us. i'm andre senior. >> i'm gasia mikaelian. there is growing frustration among bay area homeowners. state farm, california's largest insurance provider, just released a list of tens of thousands of policies that will soon be dropped in santa rosa. more than 1900 homeowner policies will not be renewed in orinda, 1700 won't be renewed in lafayette, more than 950. in oakland, 525 policies will not be renewed. ktvu zac sos talked with homeowners who fear they don't have many options. >> it doesn't sit well. >> angela hsu i new data from the state's department of insurance putting her orinda zip code at the top of the list in terms of insured households scheduled to be dropped by state farm this summer. in the bay area, there's an increased risk. >> you pay more for it and i'm happy to pay more for it. but it's like we're not even given

an option. >> the illinois based company, california's largest insurer, citing soaring costs, the increasing risk of natural disaster like wildfires and outdated regulations as reasons it won't renew the policies of some 30,000 homes statewide. the highest concentration of them listed on this map by zip code. >> what you're seeing is what we were expecting is they're going and non renewing properties that are of the highest risk area insurance broker carl sussman says. >> those include areas in the hills closest to brush like santa rosa, the oakland hills and this neighborhood in orinda. >> we tried to go with state farm and they said, no, unfortunately we can't cover you. >> among the residents here forced to seek home insurance elsewhere, people are just having a hard time getting home coverage in our area. >> if there are fewer, insurers to choose from, then it gives us, you know, less pricing power. >> a few streets over, the christiansen say they recently had their policy dropped by triple a, their message to lawmakers, it just seems unreasonable for folks in california.

>> it feels as though we're kind of keep getting these huge corporations that make the decisions and like the community has very little decision making. there are a lot of things that the city is doing for fire prevention. of course, there's always more to do, but it feels as though those proactive measures aren't being taken into consideration in and reforms are actually currently underway to address that very issue. >> as far as when state farm is planning to notify customers impacted by all of this, that insurance agent you heard from earlier in the story, he says the vast majority of customers impacted have already been notified in orinda, zac sos ktvu fox two news. >> the takeover of first republic bank finishes by the upcoming memorial day weekend. we're told first republic will cease on friday, may 24th. at that time, its clients can access their accounts at any chase bank. first republic collapsed last year, making it the second largest bank failure in u.s. history. the bay area has 25 first republic branches, 15 will close and the remaining

ten will reopen under the j.p. morgan chase brand. well, the head of the nation's largest bank warning interest rates could soar to 8% or even higher in a letter to shareholders, jp morgan chase ceo jamie dimon says record high deficit spending and geopolitical stress will make it harder for the fed to fight inflation by traditional means. he says investors started the year predicting that the fed would cut rates up to three times, maybe four. but after a strong jobs report friday, diamond says investors anticipate far fewer cuts. fed chair jay powell acknowledged the dangers of cutting rates too soon. >> if we reduce rates too soon, there's a chance that inflation would pop back and we'd have to come back in and that would be very disruptive. that would not be a good thing for the economy. >> the fed's action. >> the 30 year mortgage rate is at 6.8, according to freddie mac. >> new at noon california spent $24 billion to tackle homelessness in a five year period, but didn't consistently track the outcomes or

effectiveness of its programs. this, according to a state audit released just today. the report attempts to assess how effective the state and local cities have been in spending billions of dollars to address the ongoing homelessness crisis in california. an estimated 171,000 people are homeless in our state, which would amount to roughly 30% of all homeless people in this country. despite the billions in spending. the problem is not improving in many cities. the report found that the california interagency council on homelessness, which is responsible for coordinating agencies and allocating resources for homelessness programs, stopped tracking spending on programs and their outcomes in 2021. despite the continuous funding from the state. it also failed to develop and collect and evaluate outcome data of those programs due to the lack of a consistent method. the governor's office announced today that crime is down in san francisco, and it credits the chp special operation for that. last week, the city announced a

reduction in property and violent crime. today the governor announced the chp has seized more than 42 pounds of fentanyl in an approximately ten block radius, starting in san francisco's tenderloin since may 21st may 1st of last year. that's when the state's joint public safety partnership with the city of san francisco began. the governor says these results are a testament to the effective collaboration among state, local and federal law enforcement in san francisco. we will continue to work together to get drugs off our streets, address crime and make our communities safer. >> our firefighters in hayward are cleaning up after a second alarm fire at an insulation business that sent flames through the roof of that business. ktvu is amanda quintana, shows us the damage from the scene. >> even though this fire has been out for hours, firefighters are still here. they're watching this building closely and they're working to put out hot spots, and they'll be here for most of the day. there's extensive damage inside the building, and it will be red tagged by the city. throughout

the morning. we saw a couple hot spots reignite, causing small flames on the roof. but nothing like what we saw last night. video shows tall flames coming out of the top of the warehouse. this belongs to west coast insulation. firefighters were called here just after 930 last night. this is on triple-d way and hall road. >> once the crews arrived on scene, flames were shooting to the roof about 30 to 40ft up in the air. crews made entry and the fire load was was pretty severe. there's a lot of stuff that was on fire, backed out and we immediately went to defensive mode, called for a second alarm. >> firefighters were attacking it with water from the outside, even fighting it from inside the business right next door kitchen. by the hour, they have a lot of damage to part of its roof. also collapsed. luckily, there are no reports of injuries. the cause of the fire is still under investigation, but firefighters say they're

going to remain here for at least most of today because they say all that insulation is stacked up. it's so compact that it makes it easy to reignite it in hayward. amanda quintana, ktvu, fox two news. >> the contra costa county sheriff's department is investigating a shooting in rodeo. it happened shortly after 10:00 last night. deputies responded to reports of an argument near napa avenue in mariposa street. when they arrived, they saw a large crowd heard gunshots in the area. one person was taken to the hospital for treatment. anyone with information is asked to call the authorities. >> the parents of a michigan school shooter were each sentenced to at least ten years in prison for failing to take steps that could have prevented the killing of four students back in 2021, jennifer and james crumley are the first parents convicted in a u.s. mass shooting school shooting. in fact, they were found guilty of involuntary manslaughter after prosecutors presented evidence of an unsecured gun at home and indifference toward the teen's mental health. ethan crumbley was sentenced to life in prison without the possibility of

parole. more aid is making its way to gaza now, but the un says it's not enough. it comes as prime minister benjamin netanyahu says a date to invade rafah is in place. trey yingst has the latest from tel aviv. >> six months into the war in gaza, negotiators in cairo are still trying to reach another ceasefire deal. the wall street journal reporting. the us presented a new proposal on sunday that includes the release of 40 israeli hostages in exchange for hundreds of palestinian prisoners during a six week ceasefire. the plan calls for hamas to compromise, on which prisoners would be released from israeli jails. so far, the militant group says the recent proposal do not meet their demands. >> the difficulty has been over the number of palestinians that they want released. they're picking the people who have the most serious charges against them and have been leaders of their organization. >> it comes as prime minister benjamin netanyahu renews his promise to invade gaza's southernmost city of rafah, announced that a date for the

offensive has been set. the biden administration is once again urging israel to hold off, warning the operation could endanger civilians seeking shelter in the city. >> we think that there is a better way to achieve what is a legitimate goal, which is to degrade and dismantle and defeat the hamas battalions that still remain in rafah. >> as the fighting continues, more aid is flowing into gaza. following international pressure on israel, though the un argues the amount still does not meet humanitarian needs. >> half of the convoys that we were trying to send to the north with food were denied. >> the idf says 419 aid trucks entered gaza on monday, the largest single day delivery since the war began in tel aviv. trey yingst ktvu, fox two news. >> more people could soon be able to get vaccinated against rsv. pfizer says its drug can help people as young as 18, and is now seeking approval from regulators for the vaccine for adults between the ages of 18 and 60. so far, the rsv vaccine

volaris and spirit port of oakland commissioners are set to meet thursday to discuss renaming the oakland international airport. many east bay officials support the idea of rebranding the airport as the san francisco bay oakland international airport. san francisco city leaders disagree. in fact, san francisco city attorney sent a letter threatening legal action. he says the proposed name change would lead to confusion for visitors. >> from our perspective, the proposal appears intentional, designed to divert travelers who may be unfamiliar with bay area geography.

>> oakland airport officials say that a recent poll shows residents are comfortable with the name change and support efforts to increase the number of flights and travel destinations. in a statement, the port of oakland, which oversees the airport, said the proposed name modification will clarify, not confuse is the new name identifies where oakland airport is actually located, which is on the san francisco bay. if the proposed name modification is approved by the board, the port will take all appropriate measures to defend its right to use this accurate geographic identifier. norfolk southern has agreed to pay $600 million to settle a class action lawsuit related to a fiery train derailment last year in ohio. a train carrying hazardous materials caught fire after derailing near the ohio, pennsylvania boundary, prompting evacuations and environmental concerns. norfolk southern says the deal will resolve all class action claims within a 20 mile radius from the derailment, and for people who filed personal injury claims within a ten mile radius. the company says the settlement doesn't include any admission of liability or

wrongdoing. >> more than 200 chemical plants across the country are now required to reduce toxic emissions that could cause cancer, the environmental protection agency says the rule is a much needed update to regulations that have not been changed in nearly two decades. officials say the move will help remove more than 6200 tons of toxic air pollutants every year. a federal court has ruled that california's regulations on car emissions can stand. the d.c. circuit court ruled in favor of the environmental protection agency and upheld that clean air act waiver that lets california set its own emissions. business groups and several republican run states had sued over the regulation for trucks, saying they were preempted by federal laws. but the court said california's rules are stronger than the federal law so they can stand. >> let's get outside in this gorgeous weather, warm today, but then mark even warmer tomorrow. >> yeah, that's right. we are talking about some 80s as we move into your wednesday. so it's an interesting week. once again, we're in the same forecast. we are talking about 70s and 80s and maybe a few days

from now we're talking about sierra snowfall. so yeah, april always kind of serves up the exciting weather patterns from warm to cool, back to warm. and that's what we have once again this week. so temperatures in the short terme if you haven't been outside, hopefully you have been. it's been a nice day today. a little bit of a warm up for today. that warming will continue into wednesday, essentially into thursday and then a sharp temperature drop by friday. and that will continue into the weekend. here's our satellite to today where you can see a big circulation off shore. that's a big area of high pressure that his building in. as a result, we get a break from the rainfall. it also warms us up. you can see the storm track out here in the pacific. it remains out here. but eventually some of this will approach northern california later by friday and into the weekend. but for right now, we do have lots of clear skies to enjoy. as you can see up and down the coastline from eureka, down toward the bay area, down toward monterey and also right around santa barbara and southern california. so it's a nice quiet forecast to get outside for today. it's actually comfortable to get to get outside for today

as well. as far as current wind reports, right now, you can see a calm wind out toward concord and oakland. these winds are variable. oakland airport winds at about five miles an hour out toward sfo, winds at about five. so most areas in the single digits. so winds not too much of a factor. we could have a bit of a breeze develop this time later on. this afternoon. typically this time of year, we have those winds pick up the sea breeze around 15 to 25 miles an hour. here's a current temperature change. actually the temperature change compared to this time yesterday, and most areas a little bit warmer. it looks like napa is one of the exceptions here. two degrees cooler, but most areas a little bit warmer. and that's translating to a nice afternoon to get outside. lots of 60s. the warmest locations right now already in the lower 70s out towards san jose, walnut creek 73 and santa rosa in the upper 60s. here is our live camera. lots of clear skies to enjoy this afternoon. so we are looking pretty good with. we're not talking about these nice. we're not talking about any major heat or heat advisories, but still kind of comfortable to get outside. sunshine for today. wednesday is the warmest day, 70s and 80s. the thursday will

still be a fairly warm day. the day you will definitely notice the change that will be by friday and into the weekend. so here once again is the overall weather pattern. that area of high pressure as we put this into motion here you can see what happens. some activity up to our north will approach northern california. this will be by friday especially. this will be the source for that cool down. and then by the weekend we are talking about some rain back in the forecast for saturday. and then scattered showers may linger into sunday, so we're warming up and then we're definitely cooling off all within a few days. forecast highs in the upper 60s. the warmest locations will be in the 70s, so the current numbers mainly in the 60s out there and the right around 70 degrees still a little bit of some warming over the next 3 to 4 hours. and here's a look ahead. as you can see here into wednesday, that should be the warmest day. thursday is still fairly nice. and then as you can see into the weekend, more rain by saturday remains cool and unsettled into sunday. so definitely a nice forecast in the short tum mark. >> thank you. ticketmaster could soon have some competition. the

altitude of 1640 feet. >> even though the supreme court blocked his student loan forgiveness plan last year, president biden, still trying to find ways to provide relief to borrowers. he launched his latest plan to help those who've racked up interest. but as rebecca kaster reports, the proposal faces a challenge in court. >> folks, i will never stop to deliver student debt relief and hard working americans. >> it was one of president joe biden's top 2020 campaign promises, and once again in 2024, he hopes reducing student loan balances will help raise his poll numbers by freeing millions of americans from this crushing debt of student debt, it means they can finally get on with their lives instead of being put their lives being put on hold. biden's latest plan to forgive student loan debt would cancel up to $20,000 for borrowers with runaway interest automatically cancel debt for those who qualify under existing programs but haven't applied, and help those experiencing financial hardship. but the last time biden tried to implement

student loan forgiveness, it was shot down by the supreme court, and this proposal is sure to face a legal battle as well. >> so desperate to get young people to reelect him, you know, he's really willing to undermine both congress and the supreme court. the new plan, like the old one, is not just illegal. it's grossly unfair where even with the legal fallout, biden has still canceled more student loan debt than any other president. >> he's wiped out a total of $146 billion for 4 million americans. >> unless biden can pick his numbers up dramatically, he can't win. that's what explains him doubling down on student loans. it's not about constitutionality, it's politics. >> the department of education is required to gather public comment on the proposal before it's finalized. and despite the legal challenges, white house officials say they hope borrowers start to see relief in the early fall. in washington, rebecca castor, ktvu, fox two news. >> senate majority leader chuck schumer indicates the senate will soon debate a proposed ban

on tiktok. senate republican leader mitch mcconnell, who supports the proposed ban, called tiktok an enormous threat to america's children. the house already passed a measure to force tiktok parent company bytedance to sell off tiktok within six months or face a ban. supporters of the ban warned the app is collecting data that could be turned over to the chinese government. tiktok says the efforts violate the company's first amendment rights. while a possible ban is being debated, tiktok may be planning to release a new app that could be similar to instagram. the company is notifying users of its upcoming photo app called tiktok notes. reports say the app will share existing and new photo posts from tiktok to the notes app, if users opt in to that feature. the company has not announced when tiktok notes will be released. >> ticketmaster may soon have competition if state lawmakers pass a new bill. oakland assembly member buffy wicks introduced legislation to create competition in the ticket sale industry. she says ticketmaster has dominated the space for years. the new bill is designed to lower prices and increase availability of tickets. wicks says right now, ticketmaster

the court ruled that a law from 1864 supersedes the state's 20 2215 week ban for abortions. the ruling reversed a prior decision by the arizona court of appeals. the 160 year old law, which had been long dormant, criminalizes all abortions except when a mother's life is at stake. there are no exceptions for rape or incest. those who oppose the ruling support a possible november ballot measure that would allow an abortion in arizona, up to 24 weeks of pregnancy. we're learning cruise could soon resume robo taxi testing. bloomberg reports. the company is expected to announce and begin testing in phoenix today. for now, the self-driving cars will have safety drivers. the general motors subsidiary suspended operations last october after one of the company's cars dragged a pedestrian, who was hit by another driver in san francisco. california's dmv has also cracked down on cruise for withholding information about the incident. >> caltrans is taking the first big steps toward repairing a crumbling stretch of highway one

in big sur that was damaged by recent rain. the prep work to install anchors to stabilize the cliff got underway yesterday, with the actual job starting today. a 40 mile stretch of the highway has been closed since the end of last month, when a landslide took out part of that road. daily convoys are taking people in and out of the closure area twice a day. caltrans says it's unclear how long the repairs will take. samtrans now has new safety measures along the peninsula meant to protect drivers. the union that represents 320 samtrans drivers says they routinely face verbal and physical attacks. samtrans says last year, the number of such incidents spiked, with 14 reports of attacks on bus operators. this mirrors a national trend that's really concerning. >> and so it's our mission to prevent as many of these assaults as we possibly can. >> well, now see through protective barriers are being installed around the bus driver's compartment to reduce the risk of violence. and the

board of samtrans approved a new code of conduct and enforcement policy that says violators will be banned from future use of samtrans. a tragic series of events led left a nine year old girl, the only survivor of a family of four. police say a woman first killed her husband at their apartment in los angeles, then abandoned her two daughters on the 405 freeway won a baby 5 or 6 months old, the other a nine year old. now that nine year old was found on the shoulder of the freeway. the baby, though, was found dead on the roadway. >> even though i do this every day, this definitely hits home. it hits definitely different when it's a kid that you know didn't really have a chance, especially an infant, a baby, you know, that's really helpless and just to see this as very traumatic. >> police say they later found the body of the girl's mother inside of the car that crashed into a tree in redondo beach. >> tesla has settled a high profile lawsuit brought by the family of a silicon valley man who died in a crash while the car's autopilot feature was engaged. walter huang died more than six years ago when his tesla model x crashed into a concrete barrier on 101 in

mountain view. his family filed a wrongful death and negligence suit against tesla, claiming the car company's driver assist software was responsible for the death. jury selection was set to start this week. terms of the settlement were not disclosed. a san francisco sheriff's deputy is charged with several felonies, including domestic violence. deputy sheriff jonathan espiritu is accused of choking a woman he'd been dating when she tried to end the relationship in august. the 40 year old is accused of attacking her again in december at her workplace. the alleged victim reported the abuse last week after she found a tracking device on her car. espiritu pleaded not guilty to domestic violence assault, false imprisonment and stalking charges. he's being held without bail pending trial. san francisco da brooke jenkins said in a statement. i would like to thank the survivor in this case for coming forward and reporting these crimes to law enforcement. my office will now do everything it can to ensure that there is accountability and that justice

is served. >> well, new at noon, state lawmakers in sacramento considering new bipartisan legislation addressing retail crime and theft. this morning, assembly speaker robert rivas and attorney general rob bonta announced a package of bills targeting retail theft across the state. it would allow police to make arrests without witnessing the incident or seeing video of it. it also establishes a new crime targeting serial theft and allows the value of stolen items from multiple retailers within 60 days to be aggregated into felony grand theft. >> we have seen with our own eyes and our own lived experiences the unacceptable, brazen, bold, organized retail crime that you just can't have in an ordered society. you can't have flash mobs going into a store and stealing and it needs to be addressed and making sure that law enforcement and prosecutors and community leaders and legislators have all the most important tools is critical. >> the package of seven crime bills are being introduced to the state legislature today. state lawmakers are concerned that downtown areas and cities

across the state are recovering too slowly from the pandemic. a state committee on downtown recovery met yesterday for the first time. ktvu jana katsuyama tells us about the ideas now being considered downtown san francisco has become a different city from its pre-pandemic self. >> it's very empty. i was a blooming day as nothing was going on. the challenge of how to change and improve downtowns such as san francisco is the focus of a new state assembly. >> downtown recovery select committee. the first meeting was held in sacramento monday, chaired by assemblyman matt haney of san francisco. >> they develop policies that can truly support the recovery of our downtowns. >> the committee's goal is to create a statewide downtown recovery plan. four mayors testified monday from long beach, riverside, sacramento and san francisco. mayor london breed gave some sobering data. >> office attendance is at 40% 46% of pre-pandemic levels as of march. we can no longer rely on

sunshine today. temperatures a good 5 to 10 degrees above average for tomorrow and thursday, but then major cooling as we head toward friday. so it's one of those forecasts where we have some 80s in the forecast. and then within a few days we're talking about a cool down, some rain showers and sierra snowfall. so april is always a tricky month. the forecasting track tracking these extreme changes to the overall weather pattern. here you can see the satellite. lots of clear skies up and down our coastline right now. so from eureka, down toward the bay area, down toward monterey bay, we are enjoying the sunshine for today and tomorrow and into thursday. and current numbers as we kind of scan the state here from eureka, 56 degrees, monterey 59, los angeles, 81 degrees palm springs 84 and south lake tahoe reporting temperatures in the lower 50s. we'll check out some of the current wind reports. i know it's been breezy to windy over the past few days, but as we show you the reports right now, most areas in the single digits, the winds will probably pick up a bit this afternoon around 15 to around 25 miles an hour. the temperature change compared to yesterday, most areas a little bit warmer compared to yesterday. so that's a good sign that we have that warmer forecast for today. and

as we also as we head toward the wednesday and thursday, current numbers. santa rosa 69, san francisco 66, san jose in the lower 70s, and walnut creek has warmed up to 74 degrees. so lots of blue sky as you can see here. so no fog to speak of. a little bit of a breeze. that trio moving around a little bit, but mostly, mostly sunny skies for today. wednesday should be the warmest day, but not by much. thursday will probably almost equal wednesday, so 70s and 80s and then friday will be the transition day that will set the stage for our next system. and that means rain making a comeback into the weekend forecast. it will also be cooler as well. so here's the forecast models. we kind of you can see the animation of what we think. you can see this big circulation offshore here. that's the area of high pressure that will warm us up over the next couple of days. you can see some action up here up to our north, and that's some cooler air. so you can see by friday definitely some more clouds approaching the bay area. and then by the weekend you can see some rain showers on, on on the increase here. and definitely that cooler air sinks in to northern california. so if
