initial band actually. kind of the warm sector of the cold front. the upper low is the key though. that will be over us as we head towards this afternoon. tonight you can see the circulation is right up here, right there. there it is. but it's going to do this and be over us, which means it will be back to december for a feel like here, rain develops a cold rain here below. average temps possible thunderstorms and low snow levels over the next 24 hours. well below average on the highs with 50s. let's go back to the traffic with ali. all right. >> we're going to go back to the peninsula where we still have the cleanup involved from that crash northbound 101 just south of holly street. and there's also a crash on northbound 101 at willow pass road, taking a look at the rest of the east bay commute, a new crash in the eastbound direction on highway 24. and this is at gateway, eastbound highway 24 at gateway. and taking a look also at there, highway four camera here. highway four westbound in bay

point or triple a traffic camera shows traffic moving okay. bay bridge toll plaza. you can see that the ground is wet, that rain starting to come down and it's a bit crowded there. 20 minute delay to get onto the span. well, there is an update on where the oakland a's will be playing next, and the news is that it may not be the coliseum. >> yeah. while they're still planning a move to las vegas, they may have found a temporary home for next year. ktvu bailey o'carroll is in our newsroom now, so they may be heading up interstate 80. right? >> dave and allie. good morning. that is right. the oakland a's are reportedly finalizing a deal to head to sacramento. now this according to a well-known sports radio host in sacramento. he says the a's will call sutter health park home temporarily. that is where the river cats, the giants minor league team, plays right now. >> the a's and sacramento. look it's tough to verbalize and it's

even tougher to write it because it's like well the a's and sacramento have are finalizing a deal. well not really it's not sacramento. it's west sacramento . >> so west sacramento would be their temporary home. they would share the stadium and facilities for the next three seasons with the river cats. while the a's wait for their proposed las vegas stadium to be built, an official announcement likely will come tomorrow, which happens to be the exact same day as the giants opening day in san francisco. now, this is a major development, as just 48 hours ago, the a's met with the city of oakland to discuss an extension at the coliseum. the city presented the team with a five year contract in which the a's would pay $97 million to stay there through 2029. but get this, they would have the option to opt out after three years, which is when they expect that vegas stadium to be completed. but the team would have to pay the total $97 million no matter when they leave the coliseum. so

the a's proposed stadium is supposed to be built on the site of the tropicana hotel, along the las vegas strip. the hotel shut its doors for good on april second, which was just a couple of days ago. though the plans for the new ballpark are still very much up in the air, though the las vegas review journal is reporting that construction on the ballpark could start as early as april of next year, the a's reported temporary sacramento home stadium seats over 14,000 fans. that is significantly smaller than the 63,000 that the coliseum holds, though the team's average attendance last season was just over 10,000 fans, a game reporting from the newsroom, i'm bailey o'carroll, ktvu, fox two news. >> bailey. thank you. 705 is the time and new this morning. a 10th person has died in the earthquake. in taiwan, rescue crews recovered the body of a 65 year old man along a hiking trail. he was apparently buried

by heavy debris following the magnitude 7.4 quake. he had severe wounds to his head. rescue crews have been scrambling to locate and dig out other survivors. >> our time is now 705. here are the new numbers from that earthquake in taiwan. the death toll just rose to ten, and more than a thousand people were hurt , while 42 people are still unaccounted for. many of the homes near the epicenter still don't have water or electricity. >> at first, the building was side to side swing and then it trembled up and down the wall of our apartment is cracked. >> we live on the upper floors, so we don't dare to go home. >> now the biden administration says it's ready to provide any needed help. that earthquake hit the same area where a magnitude 6.4 quake hit in 2018, and that one killed 17 people. >> authorities are now doubling the reward money offered for information in a deadly shooting that happened at a san francisco

park. the victims were part of a group of people barbecuing and playing basketball at allis-chalmers park. in april of 2022, a car drove up, two people got out and started shooting 22 year old brandon cheese and 20 year old kieran carlson were killed. two other people were hurt. >> this boy was my day and night. his dreams were my dreams. they destroy me. >> it's super painful. it feels like somebody is ripping my heart out of my chest to see him happy, full of life. and this is all we have left. the pictures, the reward for information on the case is now $250,000. >> police have not said whether the two men who were killed were the intended targets of the shooting. the lead investigator says he's followed up on leads, but none have panned out. >> your time now 707. the cause of death will be debated in the trial of an east bay man who's accused of killing his girlfriend and then dismembering her body, 43 year old joseph

roberts is charged with murdering rachel buckner and then stuffing her body in a garbage bag near the bay farm island bridge in alameda in september of 2023. now, in opening statements, the defense argued there's no clear evidence showing how miss buckner died, and they asked members of the jury if roberts had killed her. why would he still keep her belongings like her cell phone in their apartment? the trial is expected to continue through early next month. >> a san anselmo man is accusing north bay law enforcement of tasing him and then trying to cover up the incident. bruce frankel says he was suffering a grand mal seizure when his fiance called 911 for help back in august of 2022. she was expecting emts to respond, but marin central police authority arrived first. the couple's lawsuit accuses officers of stunning frankel with a taser and then arresting him on charges to justify excessive force if the police arrived and

just asked a lease, you know, two questions what's going on? >> and has this happened before? none of this. we wouldn't be here. >> he jumped on him and tackled him on the ground, yeah. and it was very scary just watching the whole, scene. the whole situation. >> a central marin police officer accused frankel of resisting arrest for more than two minutes. that's according to documents reviewed by ktvu. in the case, the officer ultimately pulled out his stun gun and shocked frankel twice. an internal review found that the officer's use of force was justified, said central. marin's police chief released a statement about the incident and lawsuit, saying, quote, the authority will vigorously defend itself against this meritless and factually inaccurate litigation, which has not even been served upon the authority as of yet. unfortunately, this individual has decided to first litigate his case in the media rather than in court, where we

are confident the action of our officers will be vindicated. end quote. >> all right. our time is 709 california school districts worried about the impact of the state's new minimum wage law for fast food restaurants. now, the fast food workers in california have to be paid at least $20 an hour. some school districts worried they will have problems hiring food service workers for school cafeterias. school districts say they're already having trouble hiring enough workers since california became the first state to guarantee free meals for all students, regardless of their family's income, because that's increased the demand for school meals. now, ktvu has confirmed that aaron pascal, the san francisco board of supervisors president, will be running for mayor. peskin told us he will file the paperwork on friday and make an official announcement at portsmouth square on saturday. the supervisor claims his political experience and community connections would help him lead the city through a

recovery. he also says he wants to focus on plans to deal with homelessness, the drug crisis and affordable housing. patients are two terms as a supervisor between the year 2000 and 2009, and was elected again in 2015. now, other major candidates in the race to replace mayor london breed include supervisor asha sapphire, former supervisor mark farrell, who was appointed mayor after the death of mayor ed lee, and philanthropist daniel laurie. time is now 710 protesters shut down the entrances to a lockheed martin office in the south bay. we'll tell you why. the activists are targeting the weapons manufacturer over the war in gaza, and an east bay organization is bridging the gap between law enforcement and the ack community. >> heir

university is the first campus in the cal state system to offer a major dedicated to bilingual spanish journalism students in the program helped the university's newspaper, the golden gate express, publish content in spanish. the bilingual spanish journalism major features classes in latino history and culture. in addition to classes on how to write and produce news stories in both english and spanish. those research and polls continue to show the divide between law enforcement and the black community. but in oakland, there is an organization trying to bridge that gap. ktvu is andre senior is here to tell us about the program that's designed to build trust. >> well, ali, trust between the black community and police has been a subject of discussion for a long time. but there's an organization in oakland trying to bridge that gap, working to address the issue. head on here. now the oc program of oakland is a nonprofit. it recruits young black male students from city schools, lead hours of the program, are members of law enforcement such as opd. the

support they give the students they do that through guidance sessions to help the boys deal with academic challenges, behavioral issues, and personal issues to. >> and that sticks with me is just like planning out my future. knowing what i want to do when i grow up. >> now, the model is aimed at assisting students who could potentially fall through the cracks of the system while introducing them to police officers who do more than patrol streets and make arrests by introducing them to police officers that look like them, was very important to know that they are doing the job because they love the community and love the people are sitting, and that that they're not always there to hurt you or to incarcerate you. and that is a key linchpin here in this program. now, as we mentioned, this program is a nonprofit. so it survives off the generosity of others. so coming up at 9:00 during mornings on two and nine, i will share with you how the okay program is getting some help from the golden state warriors. dave. and it's a lot of help to

in the form of a financial contribution. >> indeed. yeah. >> sounds good andre. thank you. >> let's check traffic now. 717 is the time we are starting on the peninsula where even though that crash on a southbound 101 at holly street. excuse me. northbound 101 at holly street is cleared and the lanes are reopened. there is still a backup behind it. there's also a crash. we're just learning about at southbound 280, just south of 92. so if you're coming south from the peninsula, down towards the san mateo bridge, that's where you will encounter that problem in the east bay, in the eastbound direction of highway 24 at gateway, there is a single vehicle crash and we see a crash icon there for the toll plaza that's just west of the metering lights. a collision there. a couple of one of the lanes blocked. we'll try to show that picture here in just a second, but let's move on to some of the traffic cameras that you see here. highway 24 and walnut

creek. slow getting over to the caldecott tunnel and the eastshore freeway. busy as well. you can also see signs of the rain and the stormy weather that is already here. so take it easy when you are driving. steve paulson is going to tell us more about that rainy weather. stormy weather really expected throughout the day, we could play stormy monday if we wanted for a thursday because that's what it is. it's a pretty good system here for this time of year. really good. maybe record setting for april 4th here for us to be this cold here system is sweeping through numerous lightning strikes yesterday out to the valley from that system. i mean, we had the low cloud deck. they had more than that. but we'll probably get our fair share of some lightning. the upper low is up here. right here. see this? whoops whoops whoops. hold on. let me do this in right there. it's right up in there. and it's going to come in and go this be right over us later today. so that's going to usher in some of the coldest temps we've seen in a while here. and that'll be tonight into tomorrow. all righty. cazadero. and the russian river has picked up 45/100 on rainfall. you can see rain moving in some breaks in there

but so a steady rain a cold rain in marin county, also over san pablo bay, now heading out to napa and solano county, pushing onshore. san francisco also over to oakland. parts of the east bay now and southward as well. might be a little snow on hamilton. there you can see little return there might be a little bit, i wouldn't be surprised. a pretty good little line moving in around santa cruz as well. so here we go. i would think there'll be more than 8/10 of an inch of rain for some here. i'll mention that, but there could be some isolated one inch amounts. this is an unusually seasonably cold system here. a third of an inch to 8/10 snow level will be dropping big time here, but thunderstorms likely with hail highs will be quite cool. well below average for this time of year. we'll see. upper 40s in the hills to low and mid 50s, accumulating snow at 4000ft looks likely probably even to 3000ft, maybe even down to below 2000ft. i mean, the forecast for placerville here is two inches of snow, and they're at 1867 at 1867ft. colfax as well. so that's low snow, 30s, 40s on the

temps here. quite cold for us. we'll stay in the 40s most of the morning, i would think as the low settles in the critical minimums for those who need to know agricultural interests, or if you work outside or just if you just put your garden in, would be saturday morning. there's napa being forecast for 33 saturday morning. now they'll probably be enough of a breeze, maybe some cloud clouds where it won't last too long, but it's just, you know, a heads up there as we go into the weekend. so back to december like if you will. morning rain arrives off and on. rain, wind, thunderstorms, low snow levels. >> thank you steve. it's a landmark in las vegas. it has closed its doors for good this week to make room for the new ace stadium. the lives workers, though, are trying to save before that building gets demolished. >> also, one east bay city is trying to stop city officials from hiring their family members. we'll tell you which city is introduced. the nepotism ordinance and how they're making the case again it

and the decisions we make now are going to have huge ramifications in the future. and we have a structural problem. so one time gimmicks, one time deferrals, those are not going to solve the problem. >> according to the office of the legislative analyst, the state deficit could be as large as $73 billion. >> our time now, 724 after a month of counting votes in the south bay, there's now a tie for second place in the race to replace retiring south bay congresswoman anna eshoo. evan lowe, the silicon valley assembly member, and joe simitian, the santa clara county supervisor, both have exactly 30,249 votes. now, the margins have been tight the entire time. votes were counted as low and simitian battled to see who will face former san jose mayor sam liccardo this november. while the tie is not official yet, the period for counting the ballots has ended. both san mateo and santa clara counties spent the

past few weeks double checking ballots with signatures that were missing or didn't match the final vote. to bring it back to a tie between simitian and lowe came from cured ballots and a tie in that second spot means both of the candidates will likely be moving on to the general election, even if it is a dead heat. >> then both candidates move forward to the november general election, and there will be a three way race for the congressional seat. >> the numbers are the numbers we certify to the secretary of state all the certification, the paperwork, everything is already on their way to the state. >> the staff for both simitian and lowe spent yesterday at the santa clara county registrar of voters office, inspecting every ballot either of them could ask for a recount, but any campaign that asked for that would have to pay for it. and the price tag is about $500,000. both of the campaigns say they're waiting for the certified results to announce what they'll do next.

>> the city of richmond is considering a policy that would prevent city officials from hiring their relatives. the city council is considering a nepotism ordinance that would prohibit council members. >> yeah, from appointing their family members to boards or commissions. committees and also task force. now, if the ordinance is approved, family members who are right now in city positions may be allowed to complete their terms. all right. time 726 protesters are outside of an aerospace space company in sunnyvale this morning. we're live out there as well to tell you what the protesters are trying to get across in alameda city leaders want to change the design of city streets to make them safer. we tell you more about proposals introduced in th city's latest e

what we're finding out about the future of the team beyond the bay area from ktvu, fox two news. >> this is mornings on two. >> well, good morning and thank you for joining us. welcome to mornings on two i'm dave clark i'm allie rasmus. >> it is thursday april 4th. get ready for a blast of winter. it is already here. cooler temperatures rain and maybe thunderstorms. the whole mix. >> you forgot one thing, hale. keep going low snow levels. >> oh, yes. >> okay. low snow levels. all right, i don't know why san jose saying partly cloudy, but sfo has rain. i have to fix everything. but it's raining out there and you can see. look at all the activity and the motherload. yesterday, man, it was lit up. our system has arrived. there it is showing that. look at that. so some moderate rain, heavy rain. we got a half inch for some already. the upper low is getting deeper. what that means is stronger and it will be right over us late this afternoon into this evening. so back to december. it'll feel like it. no doubt here. increasing clouds,

cold rain has already developed below average temp thunderstorms and maybe low snow levels high as well. well below average here. a good 15 degrees for some. all right ali with an update on the traffic. yes. >> now that the rain is here, the traffic problems are kind of growing in size and in number here on the peninsula. there's just too many for us to mention and list individually. but 101 approaching san mateo in the northbound direction has some problems 280 also slow as well because of a series of minor crashes from redwood city all the way up through south san francisco. i'll move a little bit farther up in at the macarthur maze. there's some crashes as well. let's take a look at the san mateo bridge. you can see the rain coming down, and that means some very slow traffic and people making their way over to the peninsula where there's, as we just showed you, a few crashes on the other side, 280 in san jose. and that northbound direction also sluggish. 280 has been a bit of a problem spot from the silicon valley. all the way up to south san francisco bay bridge toll plaza. you can see the rain here

as well, and it is. there's going to be at least a 20 minute delay to get onto the span. >> dave. okay, ali, time now. 732 well, happening today. secretary of state anthony blinken is in belgium. that's where the nato alliance is celebrating its 75th anniversary. secretary blinken and his counterparts are marking the moment that nato's founding treaty was signed back in 1949. back then, there were 12 countries in the nato alliance. now there are 32 countries with sweden and finland the newest members. secretary blinken says russia's war against ukraine makes it clear the need for nato and that nato members are united in support for ukraine on the support for ukraine. >> the determination of every country represented here at nato remains rock solid. we will do everything that we can. allies will do everything that they can to ensure that ukraine has what it needs to continue to deal

with russia's ongoing aggression. >> and secretary blinken also said nato is trying to clear a path for ukraine to become a member of the nato alliance, the world's central kitchen is calling for an independent investigation into the attack by israeli forces that killed seven of its humanitarian aid workers in gaza, the organization, founded by celebrity chef jose andres, says it wants to determine whether the attack on its convoy was an intentional act or not. >> the organization says its vehicles were marked clearly with its logo, and israeli authorities were aware of their itinerary and route. the world central kitchen is asking the israeli government to preserve all documents, communication and any other materials relevant to the attack. two local palestinian owned businesses are coming together to fundraise money for gaza relief ken's coffee roasters and el halal amigos are both based out of los gatos. they'll be holding an event today. the money raised from every item bought will be donated to the nonprofit organization islamic relief usa.

>> our time is now 734. right now a protest is happening in sunnyvale at the lockheed martin facilities. there, more than 100 protesters are blocking the entrances, calling for the united states to stop sending weapons to israel. ktvu tori gaines is out there right now, and you have some more information. what's happening? tori good morning dave. >> hundreds of protesters have gathered here outside of american weapons manufacture for lockheed martin. i'm going to step out of the frame so you can take a look. some of these protesters have even handcuffed themselves together. they are lined up just behind that first line of protesters that have signs and are chanting, this is a very lively group. they are, they say they are demanding that the u.s. ends its financial and military support of israel. now, lockheed space and strategic missile facility is where the company builds spacecraft for military and commercial use. the protesters here include students, teachers, tech workers

and others who say they are concerned about what is happening in gaza, according to the group. lockheed martin supplies israel with its f-16 and f-35 fighter jets, as well as hellfire missiles and other surveillance technology used in its assault on gaza. now, the un security council voted to pass a cease fire resolution in gaza last month, but that hasn't stopped the violence. earlier this week, seven world central kitchen aid workers were killed in an israeli air strike. now, president biden is expected to speak with israeli prime minister benjamin netanyahu. netanyahu via phone today regarding the airstrike. one protester here tells ktvu, quote, many of our elected representatives, including local politicians, receive campaign funds from lockheed martin. our elected officials will not act quickly or boldly enough to halt the genocide until congress blocks the bombs. we will end. quote now, this isn't the first time lockheed has seen

protesters outside of this facility in camera. in april of 2003, 25 demonstrators were arrested outside of this facility after protesting the creation of weapons of mass destruction for the war. now we have reached out to lockheed martin for comment on this protest. they did give us a statement. in that statement, they say they respect anyone's right to protest peacefully. we'll bring you more from lockheed coming up in the next hour. live in sunnyvale. tori gaines, ktvu, fox two news. >> all right, tori, thank you. time now. 736 new reports from sacramento indicate the oakland a's may announce as soon as today, or, more likely tomorrow, that they will temporarily move to sacramento next season. several news organizations are reporting the a's met with sacramento city officials, and they're finalizing a deal to play at sutter health park. that stadium seats about 14,000 people. it's the current home of the giants minor league club, the sacramento river cats, the a's and the river cats are

expected to share that park for up to three seasons before the a's move to their new stadium in las vegas. >> well, the a's possible move to las vegas is forcing a group of hotel cats to find a new home. these stray cats somehow wandered into the tropicana hotel and casino and never left. the tropicana officially closed on tuesday and will now be demolished and could be home to a new a's ballpark. long time hotel workers who befriended these cats have spent the past few weeks rounding them up and trying to find new homes for them. >> everybody on all different shifts will come in and feed them, and they know everybody. when you drive up, they know the sound of your car and they come running. a few people here in the hotel have taken them to foster until they can get socialized, until they can get adopted out. >> tropicana workers have caught eight cats, so far, but are still looking for as many as a dozen others still roaming the hotel. property workers have grown close to the animals, even coming up with names for them.

they affectionately call one elderly cat grandpa. >> well, our time is 738. some bay area outdoor lovers are being warned to be careful, as our weather in the bay area is starting to change. as steve's been telling you, 11 hikers and three dogs were rescued. they were stranded on a southern california trail over the weekend, the ventura county sheriff's office said. a storm during the weekend caused water levels to rise fast on that trail, several groups found themselves trapped in the los padres national forest. a helicopter had to go in and rescue them after emergency responders just couldn't reach them safely. >> 3738 is the time and more on that dynamic weather that we are experiencing today. steve paulson is here to tell us all about it. >> it's a it's an impressive one. for april 4th. it will probably go down as one of the coldest ever, maybe the coldest ever. see, they send up weather balloons at oakland. it's called the oakland sounding, they send up going back to 1948 to get weather data. this may be the

is closed temporarily to repair damage after a car crashed into the front of the business. it happened yesterday afternoon, just after 1:00. a car crashed into the pillar in front of taqueria el buen saber, at the corner of 18th and valencia streets. police say it may have been an accident or a case of road rage, as another car reportedly left the scene. no one inside the restaurant was hurt, but the owner says he's not sure how long it will take to repair that damage so that he can reopen. >> all right, ali, time 745. we're hearing from witnesses in san jose who saw a deadly hit and run yesterday morning that police say was caused by a teenager. i heard the one car screaming up the road here, and i can tell it was going fast.

at the time, residents and business owners in san francisco's richmond district are growing frustrated by a wave of burglaries. people living in the northwestern part of the city say they have noticed a spike in certain types of property crimes. the dragon river restaurant along geary boulevard reported another break in, according to residents living nearby. this is the fourth time that restaurant was burglarized. a window was smashed and computer tablets stolen. >> i sant'anselmo a man is accusing bay area law enforcement of tasing him during what he was experiencing, rather a medical emergency, and then trying to cover up this incident. bruce frankel says he was suffering a grand mal seizure when his fiance called 911 for help in august of 2022. she was expecting emts to respond, but central marin police authority arrived first. the couple's lawsuit accuses officers of stunning him with a

they can repair some of the damage to the building after a crash. a car crashed into the front of the business yesterday afternoon just after 1:00. a car crashed into the pillar in front of taqueria el buen sabor at the corner of 18th and valencia streets. police say it may have been an incident of road rage, as another car reportedly left the scene. no one was inside the rest. no one inside the restaurant was hurt either, but the owner says he does not know how long it will take to repair the damage so it can reopen. >> we're hearing from witnesses in san jose who saw a deadly hit and run and a teenager police say was caused. who caused that crash? >> i heard the one car scream up the road here and i can tell it was going fast. >> so police responded to the crash on nieman boulevard and maloney drive. it happened early yesterday morning. a black chevy camaro slammed into a white nissan frontier truck, killing the truck's driver. officers later arrested the juvenile

driving the camaro. >> it wasn't until they all left. i looked at the skid marks and you could see the point of impact. and then about 25ft later, you can see where the truck came down. so it actually, you know, got airborne. >> the city of san jose says it's aware about the dangers of that intersection. and plans to build a roundabout there next year. transportation leaders hope it should prevent head on or t-bone collisions. well, in an effort to reduce the number of traffic related deaths, the city of alameda held a traffic safety open house. the city showed the information they've collected on crashes and noticeable trends. alameda acting transportation planning manager says alternate street design is the most successful long tum change, and she explained how the city is doing this under their vision zero plan. >> right now, there are bulldozers on the ground on clement avenue where we will have of a two way cycle track

and traffic calming elements and a pedestrian crossing elements and ada improvements. >> last year, traffic related accidents in the city of alameda killed three people and injured six. the city says that's an improvement over past years, but that won't be satisfied until they reach those zero deaths. >> well, after a month of counting votes, there is now a tie for second place in the race to succeed retiring south bay congresswoman anna eshoo, silicon valley assembly member evan low and santa clara county supervisor joe simitian, both have exactly 30,249 votes. there's been tight margins the whole time votes were counted, as the two battled to see who would face former san jose mayor sam liccardo in the general election this november. and while the tie is not yet official, the period for counting ballots has ended. both san mateo and santa clara counties spent the last few weeks double checking any ballots with signatures that were missing or didn't match the

for smoke shops that works out to about two per square mile. they also found three shops that had no license. the city council is now considering a 45 day moratorium on issuing any tobacco retail licenses. the public will have a chance to comment on the proposed moratorium at the next council meeting on april 16th, then the council will vote on it. the state supreme court has begun hearing the case of whether uc berkeley can build housing on people's park. arguments began yesterday at the state supreme court. the legal dispute is between uc berkeley and a neighborhood group that's opposed to the university's plan to build housing on the site. the land is owned by uc berkeley. in january, the school set up a wall of shipping containers to close off the area to the public. the court has until july 2nd to decide whether the university can move forward with the construction happening. today, a group of community activists will honor the late doctor. doctor martin luther king, the civil rights icon, was assassinated on this day in

against a group of crypto scammers saying they defrauded more than 100,000 people around the world by uploading fraudulent apple's apps, rather to google play. the lawsuit identifies two men who google says lured people to fraudulent crypto apps, which were designed to appear legitimate, showing users that they were earning returns on their investments. but the users were never able to withdraw their investments or supposed gains. google says it was alerted to the fake apps by victims who lost their money. apple's app store is back online after an outage that lasted over an hour. it's not clear what caused the outage yesterday afternoon, some people posted screenshots on social media showing the error message when they tried to open the app store on their iphones, apple tv, apple music, apple podcasts and other company services. we're also having technical issues. >> caltrans is working on a plan to make highway 17 better able to deal with severe weather and climate change. long terme during a public meeting yesterday, officials say that

water levels to rise quickly on the trail. multiple groups found themselves trapped in the los padres national forest and had to be rescued by helicopter after emergency responders could not reach them safely. with the total solar eclipse approaching next monday, april 8th, health experts are recommending some coping skills for those who might feel anxious during the historical event. doctors say people with anxiety should plan their eclipse experience. they suggest finding a safe and comfortable spot and being in the presence of calm and relaxed people. if you begin to feel overwhelmed, you may want to practice deep breathing and be sure to have your eclipse glasses ready, because looking at the sun without them can be dangerous. as we warned you yesterday, we won't have a full eclipse here in the bay area, but a partial eclipse will be visible in the area. as i said, coming up on monday around 11:00, by the way, hopefully the weather will clear in time so we can see that partial eclipse. >> let's look at the traffic conditions because it has been a

messy one for folks in most parts of the bay area, including the east bay, getting over from the east bay to san francisco has been, problematic for some with some stalls and fender benders at the toll plaza and then also on the peninsula. some of the earlier crashes that we mentioned on 880 have cleared. but the there is a lingering backup and some lingering problems because of these earlier crashes. now that the rain has moved through, continue to move through the area. you see evidence of that in 880 in oakland. it's slow going in the north and southbound directions past the coliseum. 280 in san jose, some problem spots in the southbound direction past downtown highway four in bay point. this is one of the clearer, easier drives so far this morning. no major issues there to tell you about, but the bay bridge toll plaza has been crowded and slow all morning long. 850. here's steve paulson. >> well, i'm reminded of the old line you ever heard of snow? snow? beautiful snow? no no. why did you write that? no, i
