current state of the bay area market. >> this is ktvu, fox two news at noon. >> good afternoon. thank you for joining us. i'm andre senior and i'm cristina rendon. we begin with the latest out of taiwan. now a country shaken by a massive earthquake this morning, some bay area residents who were in taiwan when that large earthquake hit made it home safely. today, these are live pictures from sfo. right now. ktvu is there when the first flights since that 7.4 quake arrived from taiwan, the united airlines flight left the capital city about two hours after the earthquake. we talked to several passengers who felt the shaking at the taiwan airport, who described the experience that's caused devastation in that country. >> yeah, clark was just about ready to issue me. my, my boarding pass. and the place started to shake and shake. it shook about 15 seconds, but somehow it seemed a lot longer. and i looked around and most of the people were running out, so they lost their place in line. i had stayed there for an hour and

a half last pretty long. >> it was longer than i expected. and yeah, people definitely are trying to say earthquake. earthquake, you could see some of the ticket agents, like get underneath the counter. >> now, the next flight to arrive from taiwan is scheduled to touch down at sfo at 4:00, taiwan's largest airport, situated in the northwest corner of the island nation, about a 100 miles from the epicenter. planes are arriving and departing. the only major service affected is the in-town check in, which allows travelers to check in their luggage at counters in some of taiwan's main rail stations. now, the service is working, not working. rather, right now, officials in taiwan say at least nine people were killed in that earthquake. >> the 7.4 quake hit just off the east coast of taiwan and 12 minutes after the initial earthquake, a 6.5 magnitude aftershock hit. in addition to the nine people killed in the earthquake, more than 1000 were injured. the earthquake left several buildings near the epicenter leaning at severe angles. officials say 70 workers who were stranded at two rock

quarries are safe, but the roads to reach them have been damaged by falling rocks. reporter greg palkot has the latest on the rescue efforts underway. >> rescue workers searching for survivors after a powerful 7.4 magnitude earthquake rocked taiwan. it's the strongest to hit the island in 25 years, officials say at least 26 buildings collapsed. the heaviest damage was in whalen county, on the island's east coast, which sits on multiple active faults. first responders are scrambling to get people out of damaged structures, and crews are knocking down buildings on the verge of toppling over the mountain. >> we have to check carefully how many people are still trapped. we must quickly help those who are trapped and the wounded must be given the best medical care. >> the quake struck during the morning commute shortly before 8 a.m. local time. taiwanese authorities said. by 3 p.m, more than 100 aftershocks had rumbled through the region. the quake could even be felt on the chinese mainland. residents of east china's zhejiang province grabbing their phones to record

scenes of water swaying back and forth in backyard pools and chandeliers swinging out of control. this security camera footage captured the moment the quake hit, startling a woman and her dogs. officials in japan say there is a chance of more earthquakes in the area over the coming days. >> please be careful of the earthquakes for another one week, especially in the next few days. it is highly likely to have a large earthquake. >> the quake even prompted a tsunami warning in japan. it has since been lifted in london. greg palkot ktvu, fox two news new at noon a man is suing the central marin police authority after he was stunned with a taser and arrested. >> he claims it happened while he was having an epileptic seizure. the incident was captured on body camera video. and we want to caution you, some might find the video disturbing. these are so you're gonna get tased. >> you're gonna get tased. oh my gosh.

>> all right, so this happened august 20th, 22. police responded to bruce frankel's home after receiving a call for medical help from his wife. now, police arrived before paramedics and in the video, it appears frankel is stumbling about and shouting and not complying with the officer's commands. police say the 61 year old actively resisted for more than two minutes. the lawsuit accuses police of battery, false arrest and defamation. it also alleges that police concocted a cover up story to justify what frankel describes as their use of excessive force. now we reached out to the central marin police authority and chief michael norton says the lawsuit is, quote, meritless and factually inaccurate. >> right now, the state of right now, nurses at two of san francisco's biggest hospitals are bringing attention to what they say is chronic, unsafe staffing levels. registered nurses are holding a rally this noontime outside zuckerberg san francisco general hospital. they say the city's health department has failed to improve staffing levels at sf general and laguna honda hospital. over 1400

complaints have been submitted by nurses over the past two years. they claim patients health and safety and in some cases, lives are at risk due to chronic, unsafe staffing. the health department has not yet commented on the rally or the complaints. >> well, today is the second day of a three day strike by nurses in santa clara county. so contract negotiations broke down between the registered nurses professional association and county leaders. the nurses say in addition to more pay, they're also calling attention to what they say is short staffing and issues with workplace safety. now, to keep the three county hospitals operating during the strike, the county brought in outside nurses from around the country at a price of $20 million. >> unfortunately, we've now had to take money and put it towards this essential coverage and that's money that we then don't have as a system. >> we're barely getting anywhere , which is why it's been really frustrating. we've been negotiating with them for eight months now. >> hospital administrators say

during the strike, some appointments have been converted to video visits, and some elective procedures were postponed and happening. >> now, the state of california is accepting applications for the dream for all program. it's designed to provide financial assistance to first generation, first time homebuyers. this year, the state set aside $250 million in funding, which is expected to help as many as 2000 applicants. the dream for all program was so popular when it rolled out last year, it ran out of money within 11 days. you can apply by going to ktvu.com and clicking on web links. you're encouraged to apply as soon as possible from high interest rates to lower inventories, the real estate market is facing some challenges as prices continue to fall in some areas from what they were just one year ago, according to zillow. >> home prices in oakland and san francisco are down three and 4, respectively. but in san jose, prices are up 8.5% from this time last year. now, earlier on the night, i spoke with a local realtor to get more insight on real estate trends in

the bay area. >> inventory is up 22% this year and so far we're seeing the market absorb that, which is great, and i think right now a lot of people are wanting to get on the market this part of the year because there's a little bit of uncertainty and people are a little concerned how we get closer to the election and how that might impact our marketplace, you know, we're still waiting for interest rates to come down. they say they're they're going to have three cuts this year. so it might be later on in the year that might stimulate that fall market. >> deirdre joiner from red oak realty also said that mortgage payments and interest rates are causing people to cautiously analyze the market to ensure they're making the best decision on whether they're looking to purchase or sell their home. >> portola valley is hoping state regulators will change their mind. this san mateo county town is the first area in california to have its housing plan revoked. the state requires local governments to draft and update a plan to add more

affordable housing. the town had until january to approve new zoning laws that call for more multifamily homes and dense neighborhoods. the town is now ineligible for state housing and transportation grants. >> well, a big step forward in san francisco to help ensure teachers who serve the city can live in the city as well. applications are now open for affordable housing made specifically for educators. as ktvu christien kafton tells us, this is one way the district is dealing with a teacher shortage. >> construction is still underway at shirley chisholm village in san francisco's sunset district, but already applicants are asking to be among the first to live in the 135 units of affordable housing set aside specifically for educators, the district says in the midst of a teacher shortage, the housing is part of an effort to bring in and retain the best and brightest, and this is a great place to educate students. >> but so often people have to spend their time and energy focused on finding affordable housing. so this lets us give our staff an opportunity to have

affordable housing and focus then their time and energy on the classroom. >> the application process opened tuesday and runs to april 23rd and is income restricted. residents are expected to move in as early as this fall. the new residents will be selected through a lottery process. the city says there are rental options ranging from studios to three bedroom, two bath units. >> we have a range of units to support new educators. people might be at the beginning of their career or just starting a family. two family units and we have five floors and i've had a chance to visit. i mean, these are million dollar views. >> the district says the housing even includes common areas where teachers can gather and work on their education plans collaboratively with other educators. the whole project, built on property already owned by the school district, helping to streamline the process. >> there is a recognized need for educator housing in the state and across the country, but this is a first of its kind in the city and for us, what we hope to be the first of many. >> in fact, the city has two

similar projects already in the works. another rental property and a property where educators could actually buy a unit of affordable housing so those educators could start to build equity and live and teach in the city. in san francisco, christien kafton, ktvu, fox two news, an update from bart on a service outage in the east bay bart now says an out of service train derailed around 430 this morning. >> that incident, knocking out service between the antioch and pittsburg bay point stations. bart says no one was hurt in that derailment. as of 1030 this morning, bart resud normal train service on the antioch line in oakland. >> chef is out for one of the highest awards in the food industry. how this kitchen wonder got his start planned parenthood protests are getting too loud, according to the neighbors, what one local city plans to do after dozens of people filed noise complaints. >> it was 79 degrees in san rafael yesterday, and now take a look at the gray slate we're talking snow. >> i'll tell you when and where as the news continues right here

is soul food restaurant burdell located on telegraph avenue. other bay area finalists for best chef include rogelio garcia of aura in calistoga and pacific cocktail haven in san francisco. they made the final five for outstanding bar. winners will be named later this summer. well highway patrol officers are talking about some of the dangers and risks they face when they're called to rescue someone in the sierra back country. >> chp sharing a story of a man from san francisco who skied off the backside of the kirkwood ski area back in february. now he tried to ski to safety, but he fell into the powder and couldn't reattach his skis. he was able to send a text to friends for help, and they were able to contact law enforcement. chp spent hours trying to reach him that night, but it was too dangerous to land a helicopter in the dark. >> i was a little worried at first, like what the night was going to be, because i had no idea how cold it was going to be

at the point i was, so i just had to make sure i was moving my toes every ten minutes to make sure nothing blood loss happened or they don't freeze well, after almost 24 hours, crews were able to land at about a half a mile and hike to get him. >> the man says he was given a room at kirkwood to rest before heading back to his home in san francisco. >> caltrans sharing video of a dramatic crash on interstate 80 near soda springs. caltrans says a big rig crashed onto caltrans onto a caltrans stander on monday. video shows the cab of the big rig completely disconnected and ejected from its trailer. the chaotic scene shut down westbound interstate 80 for hours. both drivers involved were hurt, but they're expected to be okay. >> bay area nature lovers are in for another springtime treat. all that rain during the past few months has created a so-called super bloom for the second year in a row. this is the view from twin peaks in san francisco, where beautiful wildflowers have been growing for the past several weeks, and there are gorgeous flowers

nearly everywhere. you look at outdoor spots all across the bay. areas nine counties. so one of the biggest kickers for super blooms is when we have early heat waves. that tends to burn out those young little seedlings. so when we really haven't had that this year, which is fantastic, so that consistently cool temperature, fairly steady rainfall at good frequencies has really set us up to have a pretty good super bloom across the state. park rangers have an important reminder for those who want to get a close look at these beautiful flowers. they're telling visitors to stay on designated trails and do not ever pick the flowers to take them home. >> looks really beautiful. all right, now time to check in with meteorologist roberta gonzales. and whether or not the weather is going to be good enough for us to go see those flowers. >> absolutely. and you can see a lot of them around the mount diablo area. and andre, as you were saying, you can't pick them. they're the state flower. don't pick those poppies, right. we do have much colder air coming in. and i just mentioned the mount diablo area where we have snow that will be accumulating. yes accumulating

by thursday morning and friday morning. let's get to it. lots to talk about. it was such a gorgeous spring day yesterday when san rafael topped off at 79. today the bottom is falling out and we have temperatures anywhere from about seven to about 16 degrees cooler than yesterday. so yeah, that's a shock to the system and whiplash for all of us here. now we do have the skies clearing around the mount diablo area, but at elevation 3800ft, with the colder air mass coming in and with the precipitation timing is going to be perfect for some snowfall around mount diablo. mount hamilton a couple of inches by friday morning. meanwhile, right now, yes, it's cool outside temperatures are in the 50s, few isolated 60s around the tri-valley, also in concord. novato checking in at 61, as is palo alto and east palo alto. but notice these winds up to 22, with the gusts to 29 out throughout the travis area and fairfield. we have a wind now at

oakland international airport at 12. and throughout that san bruno gap at sfo, a 23 mile per hour gusts. but the winds will be increasing with the passage of this right here, right now. this is a trough. it's descending in a southerly direction behind it. when you see this cotton ball effect here, that's an indication that there's a lot of cold air associated with it. it's a cold front, unseasonable for the month of april. so let's time it out together. here is your future cast at lunchtime. there is the trough. it slices through the bay area by about 8:00 tonight. now, when it does that, the instability follows it. and here is your morning commute for thursday. official sunrise tomorrow morning at 648 and not going to see it with with very wet, slippery roads. and then with that instability, we cannot rule out the potential of an isolated thunderstorm throughout the day. and again, with this colder air mass, we could see this sleet and certainly the snow right about there, the mount hamilton area and the

aimed at reducing the amount of noise and harassment near a planned parenthood office. dozens of complaints have been made to the police about protesters making loud anti-abortion speeches and blasting music outside the office. ktvu lamonica peters has more on what the walnut creek city council may do next. >> on tuesday night, people who live and work at the planned parenthood on oakland boulevard and walnut creek told the council about how their lives have been affected by loud protesters. >> i have recordings i would like to play for you that show how loud it is compared to the ambient noise. i am 40 to 50 people 50ft away from these people. >> the protesters are using

voice augmenting devices and saying horrible things. i went into the clinic because i wanted to see how loud it was. you could hear everything that was being said loud and clear. >> walnut creek adopted an ordinance in 2022 to protect access to planned parenthood, prohibiting protesters from gathering within eight feet of its entrances. since then, police say they've received 36 calls about protester related noise and patient harassment. now walnut creek says it will adopt an ordinance prohibiting sound amplifiers like bullhorns from use within 100ft of the property's entrances. >> there are options to potentially put up a sign. there may also be the option of depicting or painting some sort of line or indication on the ground, on the sidewalks. >> during the meeting, anti-abortion advocates said the city hasn't said how loud bullhorns or microphones can be, and they simply want to get the

attention of women entering planned parenthood. >> i've had the privilege of counseling 24 moms to choose life. all of this was made possible partly because they could hear me again. >> i believe that amplification of some level should be allowed so that it can be heard by those walking in. >> the council says that it will officially adopt an amendment next week, and that it will become effective 30 days later. lamonica peters ktvu, fox two news. >> chick fil a's plans to open a new restaurant in walnut creek at a strip mall has ignited a debate. the city's planning commission recently approved the chicken chain's plan to build the restaurant at the citrus marketplace shopping center near ignacio valley road. several people who live and work in that area are concerned the new business would only add to the area's traffic problems, but at chick fil a, spokesperson says the restaurant will create plenty of new jobs and other economic benefits. >> it's also worth noting that our restaurants often help

neighboring businesses attract customers and can very much act as an anchor tenant for a shopping center like citrus center. this type of a commercial space is just not appropriate for the neighborhood that it's going to be placed in. >> opponents also point out there are two other chick fil a restaurants already doing business within five miles of this proposed site, a bay area home repair service for low income senior citizens is closing after 35 years rebuilding together. >> oakland east bay is a nonprofit that provided free home modification to older, low income homeowners and people with disabilities. much of that work was done by volunteers, but the organization says with increasing construction costs, it's become difficult to raise enough funds to do the work. they say they have finished all the jobs they had in progress and will refer people who need home repair services to other organizations coming up, no more turning right on a red light in

intersections. ktvu bailey o'carroll spoke to folks in the city about the changes coming to the city come august of 2025. >> 200 intersections in san francisco, mostly downtown and in the soma neighborhood, will have right turns on red ban, according to a new bill passed by the san francisco mta. this is a map showing all the intersections where turning on red would be banned. the change also affects columbus avenue, which stretches into the north beach neighborhood. a popular tourist destination typically filled with pedestrians. the change is in an effort to keep those pedestrians safe, something luke bornheimer, a sustainable transportation advocate, says banning right turns on red will help with when turns on red are allowed. >> what ends up happening is that drivers end up creeping into or completely through the crosswalk while they look in the opposite direction of where

they're turning to see if there are cars coming. and so what happens is, is they not only block a crosswalk or potentially hit someone in a crosswalk when they're trying to pull up, but then if they look, you know, in the opposite direction that they're turning, see no cars coming and then accelerate to turn. there might be someone in that crosswalk as well. >> san francisco politician have refocused their attention to pedestrian and road safety after a family of four was killed by a driver while waiting for a bus nearly a month ago. in a statement, san francisco supervisor dean preston said it's a big step forward. we urge the sfmta to expand. no turn on red to the greatest extent possible to make our streets safer for cyclists and pedestrians and save lives. though many san franciscans say they think the change is unnecessary and will only make traffic worse. >> yeah, i think it's going to slow down traffic and i think that's what they want more traffic management downtown and pedestrians say they already feel safe enough where they street that i walk. >> there's not many cars passing

at the times that i'm walking. so like it's really safe. >> but the question many are wondering is how effective are right on red bans, and will it be able to be enforced in the tenderloin where mta installed? >> no turn on red signs at all 50 intersections there? and you know the tenderloin is cast as a quote unquote lawless neighborhood. good. and yet 92% of drivers complied with the law there. >> and according to data gathered from the ban already in place in the tenderloin, sfmta says they saw a 70% drop in vehicles blocking or encroaching on crosswalks while lights were red. these changes don't go into effect immediately. that is because sfmta has to put up the proper signage so the drivers know what is and isn't allowed in specific intersections. and because 200 of them are affected, it will take those workers a number of days and weeks to get that signage put up. they estimate that it will all be into effect come august of 2025, in san francisco. i'm

bailey o'carroll, ktvu, fox two news. >> governor newsom says license plate readers will be installed across oakland and the east bay over the next few months. the governor says he was answering reporters questions at philips station up in the sierra during the latest snow survey. newsom says while change cannot happen overnight, his office is taking multiple steps to help crack down on crime in oakland. beside the cameras and an increase in chp officers, the governor says attorneys with the california department of justice will soon help prosecute cases in alameda county. >> it's all part of a multi-pronged plan. i said it wasn't going to be episodic. i said it wasn't going to be one off. and i think the proof point is in the frame of your question. we've been there for consistent announcements, and we'll continue to be there until we feel like oakland on their own can take the baton. we did something similar in san francisco. we feel like san francisco direction is moving in a very positive way. >> newsom says this strategy does not stop in the bay area, and he plans to make similar investments in other cities

across the state. >> three cities in san mateo county have joined others across the bay area to invest in automated license plate readers. daly city, san bruno and san mateo have all recently purchased computer controlled cameras to install at busy intersections. city leaders feel the license plate readers are a valuable tool in cracking down on organized retail theft and other crimes. however, critics in those cities and elsewhere have raised privacy concerns. >> president biden remains outraged at israel following an idf airstrike that killed seven humanitarian aid workers in gaza . biden is demanding israel do more to increase the flow of humanitarian supplies into gaza, as well as bolster measures to prevent civilian and aid worker deaths. fox's chanley painter reports on the latest israel's military chief sharing new results of a preliminary investigation into the deaths of seven aid workers in gaza. >> those killed were working for the nonprofit group world central kitchen when an israeli

air strike hit their convoy monday. >> it was a mistake that followed a misidentification at night during a war in a very complex conditions. >> officials from wclk say those workers were leaving a warehouse in central gaza after dropping off humanitarian supplies, adding teams had communicated travel plans with the idf prior to the blast. >> israel is at war with hamas, not with the people of gaza, the tragedy generating swift backlash from president joe biden as us israeli relations become more tense. >> president biden said he is outraged and heartbroken by the deaths, including that of one american writing in part, quote, israel has not done enough to protect aid workers trying to deliver desperately needed help to civilians. >> more than 200 aid workers have been killed in this conflict. >> in response to the recent deaths, several charities, including the whc, have paused food deliveries in gaza over

growing safety concerns. the suspension of large quantities of aid comes as the un warns of mounting starvation across the region, the world central kitchen reports. it's served more than 33 million meals to palestinians since the start of the war. the idf says an independent body is investigating the w.k. worker deaths, adding they will be transparent with the findings. i'm chanley painter, fox news. the body of a six aid workers killed earlier this week in that israel airstrike have now been moved out of gaza, the world central kitchen workers died monday while unloading aid supplies in northern gaza. >> world central kitchen says they did coordinate their movements with israeli defense forces. the israeli military has expressed their, quote, sincere sorrow over what happened. family members are now talking about their loss and how the workers unselfishly sacrificed their lives. >> they're heroes to us. they they went out there selflessly

boys basketball team. the warriors honored them last night at chase center for winning their first state championship. ktvu amber lee spoke with those players and their head coach about what this honor means to them. >> oakland tech high school boys basketball team enjoys the thrill of being honored by the golden state warriors at chase center. certainly is the charm for the bulldogs. it follows the thrill of the team's first ever state championship victory. >> this is super exciting watching, pro players play basketball in a big venue and having our own suite is amazing. oakland tech bulldog state championship win last month. >> they're wearing white jerseys against bakersfield centennial high. capped a season of 30 wins and five losses. >> we worked really hard for this moment the whole year from like morning practices after school. so it's good to be recognized. >> the players tell me basketball has taught them grit and tenacity on and off the court. >> everything isn't going to be given to you. you have to work hard for it.

same prescription drugs, and in some cases, we are paying 10 or 20 times more. the inflation reduction act lowered the cost that seniors pay for certain medications, such as insulin, for diabetes. >> take insulin for people with diabetes. it costs ten bucks to make. if you add everything in terms of packaging and all the rest. you can argue maybe $12 total in their charge. as much as $400 a month. not any more. not any more. seniors with diabetes will only have to pay $35 a month from this point on. >> president biden says medicare is now negotiating with the pharmaceutical industry to lower the cost of some of the most expensive prescription drugs, the largest producer of fresh eggs in the u.s. temporarily closed one of its facilities after the bird flu was detected. >> cal-maine foods says the virus killed nearly 2 million of its birds at one of its texas facilities. the company, releasing a statement saying there is no known risk with eggs that are currently in stores and no eggs have been recalled.

need to know is your highs on thursday. i would not be surprised if we have record low maximum temperatures. we should be right around 67 degrees throughout most neighborhoods. we'll barely get between 48 and 55 degrees for your thursday. so while we are talking about precipitation returning to the bay area, i'm talking and jumping up and down more about the cold air mass. and then you add in the winds up to 35mph with the passage of the trough. the bottom line is it's going to feel raw, very unseasonable. for this time of the year. as i was alluding to, we have several decks of clouds out there. the fog that andre was talking about. it has a deck down to about 600ft along the sea shore. and here at the golden gate bridge, that tower stands about 746ft tall. the clouds are at 1800 feet, so no obscurity as far as visibility is concerned. at the golden gate bridge, temperature wise, we're at 55 and half moon bay, high 50s, napa and sonoma. otherwise, our outside number right now is 65, in san jose, where mineta

betting on college basketball's most popular event. sports betting has become more mainstream ever since it was legalized by the us supreme court back in 2018. reports say more americans than ever are expected to wager legally on the march madness games. we spoke with a sports betting journalist about how events like march madness are drawing in more participants. >> people coming in who maybe this is their one event of the year that they'll be wagering on. it's the same sort of thing you see with the super bowl where these just, you know, marquee events bring in new bettors and old bettors too, that maybe want to, you know, renew their ties to the industry. >> the american gaming association estimates nearly $3 billion worth of legal bets will be placed on this year's ncaa tournament. >> and while the country keeps its eyes on the ncaa women's final four tournament, another

for some athletes, began with the disruption from the covid pandemic. >> it was really hard because we couldn't practice as a team and like feel like we were on a team, really. >> the next hurdle a change in conferences and opponents. spartan gymnasts had competed in the mountain pacific sports federation since 2014, but last year the school switched them to the mountain west conference, a conference with bigger schools and better competition. it's a challenge, the head coach says. she embraces. >> we do better when we like. if you have to compete against better competition, if you're going against this, it's like that helps you raise your game. and i'm a true believer in you have to see what's out there and you've got to compete against those programs. >> sixth year head coach joanne bowers turned around the program at washington before moving south, and has done the same for san jose state. the spartan team missed last year's regional by a quarter point. bowers says her athletes used that as motivation the entire year. >> they all came back when we
