european union, great britain, france and other countries were very outspoken today, condemning israel's action. israel's top military official said today that it was a grave mistake, and they promised an independent investigation. images of the gaping holes and shredded metal from the israeli air strike have sent shock waves through the international community. the convoy of humanitarian aid workers with world central kitchen were in vehicles clearly marked with their nonprofit signs when they were bombed on tuesday afternoon, the world central kitchen posted the names and photos of their seven colleagues who were killed, one palestinian driver and the six foreign workers an australian woman, one man from poland, a u.s. canadian dual citizen and three british security guards. coworkers gathered grieving at a hospital in rafah as their colleagues remains were brought in. other humanitarian aid groups operating in gaza also

heartbroken. >> one of our employees is actually was a cousin, a distant cousin of one of the victims really is heartbreaking in a in a real tragic incident that really has hit all of us in the, in the humanitarian sphere. >> adam fuller with the nonprofit project hope said this is just the latest in a mounting death toll of humanitarian workers trying to provide desperately needed aid to palestinian who face famine conditions. >> over 200 humanitarian workers have been killed in gaza since october. we also lost a staff member in an airstrike on their home in early march. >> the former ceo of world central kitchen posted images of his australian friend in an online article remembering her smile, grieving the loss. >> we were outraged to learn of an idf strike. >> national security spokesman john kirby and president biden condemned israel's actions. the

president, in a statement said, quote, israel has not done enough to protect aid workers trying to deliver desperately needed help to civilians. incidents like yesterday's simply should not happen. israel has also not done enough to protect civilians. israel's prime minister benjamin netanyahu said in a statement. it was a, quote, tragic case of our forces unintentionally hitting innocent people. and israel's military leaders later apologized in a 2.5 minute video. >> it was a mistake that followed a misidentified location at night during a war in a very complex conditions. it shouldn't have happened, but that's little comfort to aid groups worried about how to now address the humanitarian crisis in gaza. >> only one fifth of what's needed on a daily basis is actually getting in into gaza itself and really remaining in the south because of the lack of access to the north. >> the idf said that they established a new humanitarian

pm. our time that was followed by a 6.5 magnitude aftershock about 12 minutes later, with others that followed in the capital city of taipei, tiles were seen flying off some buildings as train service was suspended for 23 million people across the island, as was subway service. a tsunami of up to almost ten feet was felt on the japanese island group of okinawa. as a result of the earthquake, but the tsunami threat has largely passed tonight. it's believed to be the biggest quake taiwan has experienced since 1999. coverage of this earthquake continues online. you can visit ktvu.com for the latest developments. >> new at ten tonight, walnut creek city council says it will amend an ordinance that they hope will help reduce noise and harassment near a planned parenthood planned parenthood facility. city police say residents and businesses have made dozens of complaints about loud speech and music from protesters. ktvu lamonica peters live now at walnut creek city

hall with more on the council's decision. lamonica >> julie, tonight, people told the council how constant, loud disturbances from protesters at planned parenthood was affecting the quality of their lives, and the council agreed with them. >> i have recordings i would like to play for you that show how loud it is compared to the ambient noise. i am 40 to 50 people 50ft away from these people on tuesday night. >> people who live and work at the planned parenthood on oakland boulevard and walnut creek told the council about how their lives have been affected by loud protesters. >> the protesters are using voice augmenting devices and saying horrible things. i went into the clinic because i wanted to see how loud it was, as you could hear everything that was being said loud and clear. >> walnut creek adopted an ordinance in 2022 to protect

access to planned parenthood, prohibiting protesters from gathering within eight feet of its entrances. since then, police say they've received 36 calls about protester related noise and patient harassment. now, walnut creek says it will adopt an ordinance prohibiting sound amplifiers like bullhorns from use within 100ft of the property's entrances. >> there are options to potentially put up a sign. there may also be the option of depicting or painting some sort of line or indication on the ground, on the sidewalks. >> during the meeting, anti-abortion advocates said the city hasn't said how loud bullhorns or microphones can be, and they simply want to get the attention of women entering planned parenthood. >> i've had the privilege of counseling 24 moms to choose life all of this was made possible partly because they could hear me again. >> i believe that amplification of some level should be allowed,

so that it can be heard by those walking in. >> now, the council says that it will officially adopt the amendment next week, and that it will become effective 30 days later. julie. all right. >> lamonica peters reporting live tonight in walnut creek. lamonica. thank you. a new report finds incidents of anti-muslim hate are at their highest level in decades. the council on american islamic relations released its annual civil rights report today. it says in 2023, there were more than 8000 complaints of anti-muslim incidents in the united states. that is the most the organization has received in its 30 year history. kerr says there was a significant spike in october following the beginning of israel's war with hamas. >> it all points to one very simple conclusion islamophobia is baked into american society. it had to exist in the us prior to october, because what october

shows us is a switch was flipped and it was back on. >> the complaints received by kerr include hate crimes, immigration and asylum cases, as well as employment and education discrimination. >> new at ten kaiser medical residents have filed paperwork to form a union, the chronicle reports. if approved by the members, the union would represent nearly 500 residents and fellows at kaiser hospitals across the bay area. they would be part of the committee of interns and residents, which is a part of seiu. kaiser said in a statement that it supports any decision made by the residents on union representation. kaiser added in its statement, quote, we greatly value our medical residents and fellows and are committed to continuing to make kaiser permanente the best place to learn, work and provide care. we respect our long standing relationships with labor unions and the rights of our employees to make decisions about whether they want to be represented by a union. >> nurses in santa clara county are currently on strike for the

first time. the nurses say they are underpaid, understaffed and being asked to float between hospitals that strike will last until friday, and as ktvu is an rubin reports, that is costing the county $20 million a. >> santa clara county nurses want to be heard. >> our biggest concern everyone is the pay and the staffing. >> they say patient safety is on the line, but contract negotiations between the registered nurses professional association and county leaders have fallen apart. a proposal by a mediator last week was flatly rejected. >> we're barely getting anywhere, which is why it's been really frustrating. we've been negotiating with them for eight months now, and so they're taking to the picket line for a three day strike that forced the county to bring in outside nurses to replace them. >> about 1000 of them were flown in from around the country at a cost of $20 million. >> unfortunately, we've now had to take money and put it towards this essential coverage, and that's money that we then don't

have as a system. so far. >> administrators say things are running smoothly at the county's three hospitals and over a dozen clinics, while some appointments were converted to video visits and some elective procedures were postponed. at the trauma center and emergency department are open inside the hospital. >> it really feels and looks and seems as though business as usual, you know, the patients are getting the care that they need, the staff who have come to work seem very pleasant. >> patients gave mixed reviews. michelle ramirez was directed toward an outside urgent care. >> it seems like the short staff, there's not a lot of, workers in there, but isaac turner said that's not what he saw. >> my appointment was on time. i only waited five minutes. once i arrive. >> and there has been one issue. both the county and union can agree on. they were infuriated by what they call an illegal sickout by nurses last friday that forced the closure of the level one trauma center for several hours. >> that's not acceptable to us.

floor at the toyota center in houston for the mcdonald's all-american game. three players from nasa's prolific prep were on the west roster. that includes alabama bound darion reed, who scored the lone hoop for the trio on this tough drive and layup in the paint. in the end, east and west tied at 86. boogie fans follow was the difference to give the east an 8886 win. flan will play at kentucky next season. you can see why the east derek quinn and the west dylan harper were co-mvp's in the girls game. the east won 9874. midea of san jose's morgan kelly scored seven points. >> we have an update now to today's meeting between the city of oakland and the a's to discuss the team's lease extension at the coliseum. >> a deal was not reached today, and the chronicle is now reporting that the a's are set to meet with sacramento officials tomorrow. the a's told ktvu in a statement that the team, the city and the county are far apart on the terms needed for an extension at the coliseum. the city has offered a

a turn around after the cabin started flooding mid-flight. the plane was traveling from honolulu to anchorage on friday when the bathroom started to flood, seeping water into the aisles. passengers were about 90 minutes into their six hour flight when the captain decided to turn around and land at honolulu for the issue to be fixed, flight attendants did their best to keep the cabin area clean, using paper towels and what appears to be blankets to soak up the water. the issue is said to have been caused by a malfunction from the bathroom sink. >> tonight, san francisco

supervisors approved a resolution opposing the new name proposed by oakland airport. >> the port of oakland wants to change the airport's name to san francisco bay oakland international airport, but the change is meant to increase awareness of the airport's location and attract more travelers. but san francisco officials strongly oppose the idea, saying it will cause financial harm to sfo and confuse passengers as much as i acknowledge that imitation is the highest form of flattery, this is not exactly neighborly behavior, board president aaron peskin says. mayor london breed and the executive director of sfo both support the resolution. earlier tonight at 730, we spoke with peskin, who says he hopes this resolution can facilitate a healthy discussion with the port . >> oakland has a lot to be proud of, and i think everybody in our country knows that. it sits on san francisco bay. i travel in out of okay quite a bit myself, but i think this is we need to

have a mature, productive relationship and take in another. your sister city by surprise is not a neighborly thing to do. >> the port of oakland commission is set to vote on the renaming next thursday. >> a number of groups have come out in support of the airport's proposed name change. business groups from oakland, walnut creek, the tri-valley and berkeley say the oakland airport is the closest to nearly 60% of the bay area's population. in a statement, the ceo of visit tri-valley said in part, an airport name that clearly identifies its geographic location in a more recognizable way will help visitors find and use okay when they fly here. and that is great because okay is by far the closest airport to the cities we represent. this is a smart move for the airport, and we support it. >> coming up, a sexual assault investigation underway tonight in vallejo. what we know about the victim and the suspect. >> plus, to get down on all fours to kind of lean on top of them because i was starting to

at a compromise section of highway one in big sur. they say rainy weather is forcing them to stop the twice daily guided trips for residents and essential workers. on thursday and friday, the roadway collapsed near rocky point during stormy weather. on saturday, the convoys will resume on saturday and caltrans crews will be on the scene this

thursday and friday to monitor for any change in the condition. >> now to a dramatic rescue on easter. the sonoma county sheriff's helicopter and rescue team saving a hiker stuck on a cliff in marin county. tonight, we're hearing from the crew that helped save that man's life and lifted him to safety. they told our crystal bailey about why this rescue was so challenging. they don't let go, man. >> don't let go, okay? don't let go. >> a tense and dramatic, life saving rescue off the cliffs in the golden gate recreational area. it was easter sunday and the sun had just set. cody carattini from louisiana was dangling off a rock after officials say he was climbing up from the beach. >> i'd be lying if i told you i wasn't a little nervous, deputy larry martelli and pilot nigel cooper with the sonoma sheriff's henry one helicopter unit made their way over from santa rosa to assist southern marin county firefighters. >> cooper flew while martelli hung off a rope suspended 100ft from the chopper. they say a night rescue like this is

especially challenging. the first couple of times larry touched the cliff, he lost his footing and the rocks crumbled away. >> so he had to kind of kind of reposition him a little bit. >> and cody's position on the side of the steep cliff made it even more difficult. martelli says he was hanging off by his toes and gripping the rock with his fingers. >> i had to get down on all fours to kind of lean on top of him, because i was starting to slide to. >> martelli put the young man's arms through a strap one by one, all while the waves crashed against the shore and the helicopter's rotor wash swung him around. >> you're talking about, you know, inches on the end of a 100 foot line. you have the ocean ebbing underneath you, in and out. >> the priority is to get him out of that situation, because if we don't get him moved, you know, even if he is injured, if we don't move him, there's a likelihood that he can die there. >> and once martelli got a hold of him, they brought him to the top of the cliff where firefighters rendered aid. i got you, brother. from the time they landed the helicopter in marin

county set up for the rescue. got back up and running, grabbed the man and brought him to safety. it was seven minutes. the rescuers say it was a very long seven minutes. >> i talked to him immediately after the rescue, which was pretty, which was pretty cool. >> and you could just see the relief on his face. and i was trying not to show too much relief on my face either. >> cody walked away with just a few scrapes and scratches. the rescuers credit their training and their teamwork. crystal bailey ktvu fox two news. >> new at ten vallejo police are asking for help in identifying a suspect in a sexual assault. police say the suspect sexually assaulted the victim during a burglary at a business on georgia street on sunday morning. vallejo police say the suspect remains at large. they are releasing these photos of the man seen wearing a white hoodie with a red jacket over it. anyone with information is asked to call vallejo police. two people are now in custody in connection with a triple shooting in a safeway parking lot. it happened yesterday afternoon in american canyon. we

now know the shooting happened after a fight broke out. three people were taken to the hospital. police identified one of the suspects who was arrested as 18 year-old christian evans. the second suspect is a minor. both have now been charged with attempted murder and are being held without bail. >> a big step forward today in san francisco to help ensure teachers who serve the city can live in the city as well. >> applications for affordable housing, specifically for educators now available as ktvu christien kafton tells us, this is one way that the district is dealing with a teacher shortage. >> construction is still underway at shirley chisholm village in san francisco's sunset district, but already applicants are asking to be among the first to live in the 135 units of affordable housing set aside specifically for educators. the district says in the midst of a teacher shortage, the housing is part of an effort to bring in and retain the best and brightest, and this is a great place to educate students. >> but so often people have to

spend their time and energy focused on finding affordable housing. so this lets us give our staff an opportunity to have affordable housing and focus then their time and energy on the classroom. >> the application process opened tuesday and runs to april 23rd and is income restricted. residents are expected to move in as early as this fall. the new residents will be selected through a lottery process. the city says there are rental options ranging from studios to three bedroom, two bath units. >> we have a range of units to support new educators. people might be at the beginning of their career or are just starting a family. two family units and we have five floors and i've had a chance to visit. i mean, these are million dollar views. >> the district says the housing even includes common areas where teachers can gather and work on their education plans collaboratively with other educators. the whole project, built on property already owned by the school district, helping to streamline the process. >> there is a recognized need for educator housing in the state and across the country, but this is a first of its kind

in the city and for us, what we hope to be the first of many. >> in fact, the city has two similar projects already in the works. another rental property and a property where educators could actually buy a unit of affordable housing so those educators could start to build equity and live and teach in the city. in san francisco, christien kafton, ktvu, fox two news. >> a san francisco group has filed a friend of the court brief in a supreme court case that will decide if laws restricting camping on public property is unconstitutional. while the case stems from a ruling in the ninth circuit court of appeals, which found that the city of grants pass, oregon, could not enforce local ordinances banning public camping, the same court also ruled that san francisco cannot sweep homeless encampments when there are not enough beds in city shelters. the lawyers committee for civil rights said that criminalizing homelessness does nothing to address the lack of affordable housing. >> the frustration should be directed at our elected officials. it should be directed

at our mayor, our governor, people who have the power to direct resources towards the solution. it seems pretty simple. i don't know how it's gotten so complicated that the solution to being unhoused is to build affordable housing. >> this is one of dozens of amicus briefs filed in the case. the justices are set to hear arguments on april 22nd. >> a san francisco comptroller's office audit found one of the city's providers of housing for the homeless has misused taxpayer funds. the audit focuses on the nonprofit home rise, which was previously known as community housing partnership. home rise manages more than 1500 affordable housing units across 19 properties in the city. the city's report found that home rise received millions of dollars in grant money to cover its payroll. it also spent money on fundraising, paid staff bonuses and provided lunches and gifts to its staff. mayor london breed applauded the city's audit and recommendations for reforms,

as a vietnamese restaurant and bar. quinn's lighthouse has new ownership after closing down in january. new owners have quietly reopened the historic waterfront restaurant with a menu that features a combination of vietnamese foods and seafood staples. owners say the goal is to do a full, soft opening celebration in may. the restaurant is currently open from 10 a.m. to 10 p.m. after a three month hiatus. oakland first fridays is back on starting this month. organizers posted on instagram today reminder that the event will take place between 5 and 9 on friday night on telegraph avenue in uptown oakland. the last time first fridays took place was in december. organizers put the event on hiatus for the first

three months of the year because of financial difficulties. the monthly block party has been a gathering place for various artists, performers and small businesses in oakland for several years. >> governor gavin newsom was on hand at philips station in el dorado county today for the most important snow survey of the season, ktvu tom vacar tells us the state's water planning and supplies are based on the numbers drawn today. >> tuesdays april. snowpack measurement is the most important because it is usually the historical peak of the snow. rain season, with snowmelt runoff a key factor in filling the reservoirs. even the governor showed up for the results of the statewide water situation. phillips station, at the entrance of the sierra at tahoe ski resort, is just one of 265 snow courses, plus another 130 remote snow sensors blanketing the vast snowpack area. a miracle march of heavy snows saved the season. >> march turned out to be, a

excited to be able to have the team go, and then with us being local as well, a lot of our family and friends from here are also traveling up to cal to watch us. senior jordy lopes started doing cartwheels when she was five. now she and fellow spartan lauren mcpherson lead a 17 member squad to berkeley thursday to compete in the ncaa regional tournament. it's the culmination of a long road that, for some athletes, began with the disruption from the covid pandemic. it was really hard because we couldn't practice as a team and like feel like we were on a team, really the next hurdle, a change in conferences and opponents. spartan gymnasts had competed in the mountain pacific sports federation since 2014, but last year the school switched them to the mountain west conference, a conference with bigger schools and better competition. it's a challenge the head coach says. she embraces. >> we do better when we like. if you have to compete against better competition, if you're going against this, it's like that helps you raise your game. and i'm a true believer in you
