onto something. researchers in hungary found dogs can understand certain words and their meanings. this is especially true when words refer to their favorite objects like bring me your ball. the study found that dogs can create a mental image of an object like, or a toy or a leash. after hearing that name repeated scientists call it referential understanding, and it hasn't been technically proven in dogs until now. in a little over a week, parts of the country will be able to see a full solar eclipse. and while we may not be able to see the total eclipse here, it could affect us in different ways. the faa says the total solar eclipse on april 8th will result in some delays for travelers. there is a potential for bigger impacts on the airports in states in the path of the eclipse, and that includes texas, oklahoma, arkansas, missouri, illinois and maine. >> a landslide takes out part of highway one. >> big sur is not available in the way that it has been in the past. >> how long the big sur coast will be cut off from the rest of the state as the highway shuts

down, then tragedy in the sierra, a couple from silicon valley killed in a small plane crash. >> what we're learning about the victims and the investigation, plus major changes in the fast food industry, california implements a $20 minimum wage for most workers, the impacts it could have on the industry as a whole. >> live from jack london square. this is morning time two. >> the night. >> while today is monday, april first, you're looking live at the golden gate bridge this morning and it looks like reasonably clear skies this morning. you can see the reflection of the sun off the bridge. steve paulson he's going to be up in a few minutes to give us a look at your forecast, to see if we're going to be repeating what we had in so much of the bay area yesterday. we had so much of that sunshine. all right. now to this carpool lanes. and california will soon be reserved just for carpools. now, right now, these carpool lanes allow cars with two or
9:02 am
more people and also allows cars with maroon, green, or yellow stickers. now these decals are for clean air vehicles. california started allowing clean air vehicles to use carpool lanes back in 1999, but the dmv says starting in 2025 next year, they will no longer be allowed. this comes after governor newsom signed an executive order dating back in 2020, requiring all new cars and passenger trucks sold in the state to be zero emission vehicles by 2035. welcome to the nine. so you can see why this is changing now because you know more cars are going to have it. but i know a lot of people did get an ev car for that reason, for that very reason. so you can get into the you know, i remember my sister back in the day, you know, this happened in other states too. she's like, i'm getting this hybrid because i can because she had to work regular 9 to 5 hours and you needed to get, you know, it was just a hassle. >> 2025 seems a little soon, right? all of a sudden to change the rules and get no advance

warning, you know, so you like at least know and like mentally prepare yourself. >> however, i would say the carpool lane is very confusing anyway, right now, like you have to have, you know, two or more or three or more people, depending on which freeway. yeah. because some, some says, some say two or more and some, some say three or more. some are three. yeah. or you can pay for it, but you have to have the special fastrak transponder. you can't you have to have the flex transponder. you can't that you that you switch to, you have to switch manually. you have to have so and then it costs you, it doesn't cost you. and maybe sometimes it's a discount, but it's not totally free. i'm just saying he's on fire over this. i have flex fastrak. i just think it's i get it. and but nothing's worse. if we go through all of that, then getting into the carpool lane and being in traffic because everyone is going to and their extended relatives a breaking point where so many people have these electric vehicles now that it negates the advantages of having a carpool lane. >> i'm not saying we hear you, claudia. i'm not saying that clean air, folks don't. >> andre. just a little more time to get used to the. >> sure. you know, but like, next. oh, next. you're done. right. wait a minute. wait.
9:04 am
>> i'm not kicking anyone out. yeah. so in case everyone's, like, mad at me, i'm not kicking anyone out. >> i'm just saying it's not too quick for claudia, apparently. all right. sorry about that. we're just messing with you. >> it's just crowded in there. i got crowded in carpool lane. >> i get it, i see both sides. yeah, well, let's turn now to the story we've been telling you about all morning. happening now. emergency crews are allowing people stuck in big sur to leave part of highway one in the area. washed out during the weekend's storms. ktvu james torres, live from the monterey coast, showing us what crews need to do to get people home. this is a long, drawn out process for people who are waiting. james >> half of the. >> bridge where we just were, there was a line of people who were waiting to kind of get through here, whether to get home or to get to work or do whatever. they weren't able to do that for a while. you can actually only do that at this point for. >> so obviously we're having some technical problems, but
9:05 am
certainly an important story as we're talking about big sur. and we'll check back in with james torres as, as we are able to reestablish that connection. but certainly that has a lot of us thinking about the weather. and we had that really kind of that downpour and then we're getting a break. but more is coming. so steve paulson paying attention to all of that for us. i mean, certainly these rains so much so much water and snow that we're getting, there's more on the way now. >> not today and tomorrow. today and tomorrow look good, but we'll go back and take a look at what we had over the friday to sunday time frame. as far as rainfall. we thought santa cruz mountains would get the most, and they did. ben loman over two, boulder creek over two. now morgan hill. that was aided by thunderstorm activity, almost two inches of rain and bonnie doon 1.86. other rainfall totals are pretty good. la honda and also fairfax inch and three quarters. petaluma an inch and a quarter santa rosa had over an inch redwood city and vallejo both 8/10. san jose two thirds in oakland and san francisco, both at 59/100. sierra snow friday to sunday. tahoe donner

forecast highs. look at vacaville is already 60. petaluma and san rafael 59. half moon bay is already 59. that's because we're getting that offshore breeze. that system is taking the turn into the four corners. rain moves out. high pressure builds in for two days. so today and tomorrow. tomorrow probably will be the warmest day. sunny, breezy and also warmer. that high is our fair weather friend today, but by wednesday, transition day and that looks like thursday. rain returns and a cold rain at that. again taking us into friday should get a break saturday before another weak system moves in on sunday. the trend is your friend. this goes all the way back to december. these systems coming in about, you know, without any extended stretch of high pressure. but today we get it. and also for tomorrow 70s on the temps. and if you like that then you'll enjoy tuesday because change is on the way. that starts wednesday. and big time for thursday and friday. >> okay. thank you steve. well, san jose police are investigating a crash that led to the death of a pedestrian. it happened last night at about 730. this was on the 500 block

of saratoga avenue, just outside one of the campuses of the harker private school. authorities say a man was walking down the street when he was hit by a car. police say he suffered major injuries and died at the scene. saratoga avenue was closed in both directions near moorpark avenue. so far, police have not identified the pedestrian or said what happened to the driver of that car. this is san jose's seventh pedestrian deaths so far this year, putting the city on track to surpass last year's total of 26 pedestrian deaths. >> all right, a venture capital company in silicon valley says it is heartbroken over the deaths of a husband and wife, who they say were valuable staffers. lauren and naomi perucca were identified as the people killed in a small plane crash in truckee. the couple worked for the tech investment firm up west, which helps israeli startups. the huskies were the only people on board that plane that was flying from colorado to northern california when it went down saturday night during moderate snowfall. >> it's a big loss for us, a

community in the silicon valley and it's a big shoes to fill up. i hope that all of us will keep on supporting, the next generation of founders like he did. >> a blast posted a statement on social media describing the couple as having big hearts, touching the lives of everyone they met, and were significant force in the company. the couple leave behind three sons. the ntsb and faa are investigating the crash. >> we are hearing from an oakland clothing designer and businesswoman after one of her stores was ransacked on easter sunday. surveillance video shows the thief breaking into the taylor j. collection store on broadway near 24th. the robbers stole purses and clothes, many of which were hand designed by the owner. the person then came back a second time and stole suitcases and a cash register system. >> i just felt violated. it was just traumatic. like it's already been really hard just being a business owner in oakland, having like physical locations. and so just knowing that someone came into a space that we pay for, that we put all
9:10 am
our energy or time and money and life into. it just felt terrible. >> the owner, taylor j, estimates she lost at least $20,000 in property and damages. other businesses on the same block have been hit as well, including two different bakeries. oakland mayor shengtao is once again talking about changing the city charter to ban the police commission from taking part in the next search for a police chief, according to the east bay times, mayor tao's latest comments say only the mayor and the city administrator should be hiring that police chief right now. >> under oakland city charter, the mayor selects the police chief from a list that is provided by the police commission. mayor tao argues that process is not effective, but a change would require a new ballot initiative. oakland went more than a year without a permanent police chief until late last month, when floyd mitchell was named by the mayor as the new chief. >> all right, so work is underway in baltimore on a plan to get some ships into the city's port, coming up on

better pay and working conditions. drivers from uber and lyft will stage a series of demonstrations to raise awareness about their concerns. the rally will go from uber headquarters to lyft headquarters, both located in san francisco. some of the things they are protesting against include low pay, unfair deactivations, high company fees and safety risks. drivers say they are also worried about the effect of driverless cars on the rideshare industry. >> are starting today, most fast food workers in california will be paid a minimum wage of $20 an hour. ktvu amanda quintana has more on the impacts. the new minimum wage could have. >> this is a $4 increase from what they were getting before at $16. so this applies to employees at fast food chains like mcdonald's here. they have to have more than 60 locations. they also have to have limited or no table service. now this will give californians fast food workers one of the highest minimum wages in the country, the state's minimum wage for all other workers is $15.50 an hour.
9:15 am
labor unions and the fast food industry have been fighting over wages for years before lawmakers passed this law last year, saying many of the more than 500,000 fast food workers in the state they aren't teens earning extra spending money. they're adults. depending on that money to support their families, customers stopping at mcdonald's for breakfast this morning say they support this increase. >> i think that's great news. i think that's a long time coming. you know, it's hard hard to live out here with the wages that we currently have. so, you know, i think it's great for them. it's great. >> you know all around i think it's about time that like people start getting paid more, obviously mcdonald's is always profiting, but its workers aren't always making as much as they should be compared to the corporation. so i think it's a good thing. >> so what does this mean for the customer? well, some major chains like mcdonald's, chipotle, starbucks, jack in the box and shake shack have already said they will have to raise menu prices. now, layoffs are
9:16 am
also a concern, and workers could get fewer hours because of this. but the customers i spoke to say they think that these businesses like mcdonald's, these fast food chains, have enough money. they make enough profit to cover this extra increase for these workers in lafayette. amanda quintana ktvu, fox two news. >> okay, let's dive deeper into this fast food wage law that is going to into effect today. >> we want to welcome enrique lopez lara back to the nine. he's the director of the uc berkeley labor center's low wage work problem. thanks so much for joining us. >> thank you for having me. >> so let's talk about this. i mean, you're hearing both sides as this goes into effect these fast food chains saying, hey, we can't afford it. i'm hearing some of them saying, we're just going to hire fewer people and we're going to go to, you know, these dining rooms where you just don't have anyone in and prices are going up on the other side. when we're talking about fast food workers who are not teenagers, but adults trying to put food on their table while
9:17 am
working these 40 hour weeks, at that lower wage jobs, where is the middle ground of understanding the reality of how this impacts not only workers and companies, but but the greater population as well? >> sure. yeah. so it's important to understand a couple of things. one is that this bill is being enacted because of a compromise between the industry and the labor unions, the bill passed originally last year, industry threatened to, put it on the ballot and try to delay it. and after much back and forth, the two sides came together and decided to make some tweaks to the original legislation and enact the new bill, like you mentioned, it's going to affect about half a million workers in the state. and these workers are, more likely to be in poverty. they are women. and workers of color. they are providers for their families. like your segment before mentioned and the minimum wage is not actually a living wage. so it puts them closer to
9:18 am
what a living wage is. but it's still, going to be tough for these workers to, provide for themselves and their families. so this, minimum wage will go a long way to helping those workers, provide for themselves. >> any time we make a change. right? we see the impacts. it sometimes takes a little bit to see where it kind of all flushes out some surprising, you know, impacts, some that are expected. how long for this new law and this new wage to be in place? do you see how it is impacting these folks who are, you know, trying to deal with with poverty and other challenges and how it impacts, you know, kind of the greater industry? certainly there will be more competition for those jobs as well, because they pay higher than than maybe some of the businesses that are not included. >> yeah. so you make a couple of good points. one is that, although on on paper it looks like it's going to be an increase from the state minimum wage of 1650 currently to $20. a lot of locations, localities are
9:19 am
already paying, much higher than 1650 for these jobs, because their cities or counties may have a higher minimum wage, for example, san francisco and emeryville, they have a minimum wage of, over $18 an hour. and, going to be 1867, next year or in july for san francisco. so, not all workers are at 16.5. and then also during if you recall, during the pandemic, there was this whole, great resignation in, lots of workers not wanting to come back because they realized how precarious these jobs were and they were burnt out from the pandemic, not being able to social distance. so a lot of establishments, like the big corporations support lay and, mcdonald's, they have been raising wages, to attract workers because they need these workers. so a lot of these, jobs are already paying close to or at the $20. so, what what it
9:20 am
means for the worker, though, we also saw from since 2020 that, wages at the bottom, like i said, have come up and that has really, have an impact on poverty level. so i think for workers, it's immediate, once you start getting a higher wage, it helps you every day, for in terms of how corporations and establishments respond to the minimum wage, it depends on the choices that each of those establishments makes. >> in your mind, is it still enough money, yeah. well, i think it's much better than it's than than before, but just to put it in perspective, the living wage in a lot of the counties in california is closer to like $22 for one person with no kids. now, if you, talk about at least, two workers working with, with, children, the living wage that they each have to make, it's higher than that. so it's not quite a living wage, but it definitely helps these
9:21 am
workers today who are struggling to make ends meet. >> it's a big step closer. and as we've seen, you know, across the country, california operates on a different space because the cost of living here is so high and the cost of housing and everything that goes with it, we appreciate the discussion. enrique lopez lira, thank you so much for weighing in on this from the uc berkeley labor center. thank you for having me. well, coming up on mornings on two, the nine. it was once thought to be eradicated in the u.s, but now health officials are sounding the alarm, seeing a sharp rise in measles cases. the renewed push from doctors to get people vaccinated against that virus then caught on camera. an oregon man lucky to be alive after he narrowly escapes death. we'll tell you how he escaped that saw blade that came ba eling

east bay hills, but overall a nice, clear, warmer spring like day. enjoy it for the next 48 hours before things change in the rain comes back later this week. well, consumers are showing signs of pushing back against what's been called guilt tipping. surveys show shoppers are experiencing tip fatigue and are starting to tip less because of it. a recent report revealed that shoppers are starting to resent feeling guilty for not paying predetermined tipping options, ranging from 15 to 35% for each transaction. nearly three out of four adults say the pressure to tip for a wider range of services has gone too far. andre and claudine, where do you stand with this? >> i mean, i agree, i think it's kind of confusing. i've said after the pandemic, right, where you tipped for services that you wouldn't normally tip for if you pick up your food or something, you did it to support the businesses. yep. when we came back and now, you know, there was still like, okay, now everyone's still coming back. so
9:32 am
i'm still going to tip. and now it's kind of like, well, if i tip you 20% and you haven't actually provided like the in dining room service, do i tip you? do i tip the now the server who is actually bringing water doing 30? and when they turn that thing, if you want to i have started to custom tip that is more like in line with what what they. >> yeah you can hit the 15, 20 or 25. and then there's also custom like if you're picking up you can leave a few dollars the same amount that you would leave if you had cash, like in your in your wallet. >> yeah. but you feel bad, especially when they turn it. you're like, but you know, some places i go to like there's a coffee shop where i go to where they are, like working back there. >> they're going to get your stuff, going to get your coffee, making the coffee, this and that. so i feel the need to tip them in those instances. but i have been behind people who who don't tip, which is the guilt. like which is the guilt. >> yeah. >> trying to make sure and then some are super nice to me. so of course they want to, you know, tip them and they know me and they know my order. so they, you know, so i give a tip in those

cases, i do get a little confused when i see, you know, i'll tip for the traditional things you tip for, you know, waitstaff, restaurant. >> yeah. or you know, hair salon, nail salon. that sort of thing. but then when i see an option to tip at the grocery store, i mean, it's kind of like, is everything a tip? >> you haven't even made that personal connection with the person that's checking you out. yeah. >> worthy service. >> and i will say i went to a restaurant out of state though recently and they didn't flip it around. you know, like i ordered food, but they brought it to me and i was like, do i tip? and they were like, no, we don't accept tips. and actually it was kind of a relief. they're like, we've charged enough stress. we pay our employees. yeah, fair way to the cost. we built it into the cost. and so that was straightforward. thank you. >> that is a lot less stressful. it was i agree with you on that one. yeah. >> there's some restaurants that do that too i think it's a good idea. >> yeah it is all right. well that's just our opinion. that's all right. we'll move to this story. now, this morning we'll go down to baltimore where crews still have a long way to go to clean up the wreckage from last week's bridge collapse. they're now working to open up a temporary channel to allow some commercial ships to resume operations in and out of that baltimore port. rebecca kaster has the latest.
9:34 am
>> this is what crews are dealing with in the patapsco river in baltimore, the container ship that caused the francis scott key bridge to collapse hasn't budged, and tons of debris is blocking ships from sailing in and out of one of the nation's most critical ports. >> this is not just impacting maryland. this is impacting the farmer in kentucky. it's impacting the auto dealer in ohio. it's impacting the restaurant in louisiana and in tennessee. >> that's why crews are now working to clear a temporary alternate channel for commercially essential ships. the first step to getting the port of baltimore back up and running. >> there are east coast ports that can temporarily absorb the traffic that would have been headed to baltimore. whether we're talking about the containers or vehicles. but it's not the same. we have over 15,000 people working directly for the port, thousands of others, their livelihood depends on the port. >> so opening that channel is the priority. >> the bridge came crashing down

with this, it seems like many of these stories started surfacing on social media. these anecdotal testaments from women who say they got pregnant while taking one of these weight loss drugs. has this been confirmed as a real issue here? >> yeah. thanks for having me, andre. and i don't know that it has been confirmed from, from our end. we don't not something that we would have picked up on in, you know, a vast, some of my colleagues as well. not something that we would see regularly. however, it is a possibility, and so specifically for, zyban. so not ozempic, but the other drug that's on the market, there is data that the company had, when the company did the trials, there were some data on a slightly lower absorption of the contraceptive pill. and so there is a recommendation when you're taking xep bound to not use only oral contraceptive. and the company says not to use it for four weeks after you start, to use something else for four

weeks after you start or four weeks after you change the dose. so we typically recommend for patients to use another form of contraception in addition to the oral contraceptive pill. on that drug. there's no that the same studies for ozempic did not show any difference. >> all right. so these these particular drugs from my understanding are called glp one drugs. these particular weight weight loss drugs just as a whole here because we have them under maduro, we have wegovy and we have mozaic as well. but glp one is the overall arching, what you guys call these drugs in general, correct? that's correct. okay. so tell us it's about the absorption. is this similar to what these people are going through. because you know, i know people who are on ozempic and it reduces their appetite, is the effect it reduces their appetite. is it the same thing that's maybe causing the absorption issue with the abortion pill? excuse me? with the with the birth control pill. >> that's correct, and there are
9:40 am
a couple of things. and so we'll, we'll talk about another reason, which is and we see this, when we do weight loss surgery. so another reason is, you know, getting pregnant is inherently a hormonal process. and your hormones change quite a bit after weight loss. and so in particular, after weight loss surgery, for example, we see, you know, women who have been trying to get pregnant for a long time who were not able to be able to get pregnant pretty quickly because your hormones change as you lose weight. so there's a weight loss aspect to this that is separate from the drug, and then from the drug perspective, yes, you're correct. the what happens is the drug slows down how fast your stomach empties. and so your stomach does not absorb medications. it's further downstream. so if you slow the absorption of the medication in the stomach it stays longer. in the stomach, it goes more slowly into the your system essentially. and so you might not get to the same levels of drugs in your blood as you typically would without the medication. >> so doctor asgari, the other thing was there are other types of contraceptives as well. we also have the patch we also have
9:41 am
that arm implant contraceptive as well. correct. does the drug do these glp one drugs affect those as well? they do not. >> so they only affect the drugs that you you know, swallow as a pill. so any other form that is not an oral contraceptive is not going to be affected. now again, it's slightly different when you're talking about weight loss. there is a slightly, you know, higher chance of getting pregnant, as, as your hormones change. so that is not influenced. but for, for the drugs you're correct. if you do the patch or the implant, or other forms of contraception, they are not affected. >> all right. so let's talk about the drug and its effect on a pregnancy itself. i mean, does it pose any serious risk to a woman who does get pregnant while she is still taking this weight loss drug? >> yes. great question. and obviously, like most drugs, there isn't a lot of data on the drug with pregnancy. so we typically, there's no, high risk
9:42 am
data. so the animal data did not show high risk during pregnancy. however, because of the uncertainty, we don't recommend staying on the drug while you're pregnant. >> all right. and i do want to understand this here. you know, what should a woman do. and we talked you talked about this a little earlier when we started talking here. but what are the alternatives if you're taking a weight loss drug and trying to avoid getting pregnant at the same time, and i suppose people can infer what you just said if you're using the patch is, is one way to try and avoid a pregnancy. correct >> correct. and we know that when you carry extra weight, when your bmi is greater than 35, overall the oral contraceptive is a little less effective than when you're, you know, you have a, a lower weight. and so in general, i think using another type of contraceptive, whether it be a patch, an implant or, barrier methods, i think those are recommended for patients either when you're losing weight quickly or when you're on these medications. >> good clarification here. not

just one one cause for the pregnancy, which is i think is one of the important things to say. there are a couple of different reasons. so i think it's important for people to know doctor dan azagury from stanford university, thank you so much for your insight this morning into this much talked about topic. >> thanks for having me. >> for sure. it was a pleasure to be here. pleasure. all right. coming up on mornings on two the nine a local college athlete is trying to take the next step. we'll hear from the stanford kicker about his goal of being picked in this month's nfl draft. also ahead, several measles outbreaks are driving up cases across the country as vaccination rates among children lag. >> i'm madison scarp
