at noon. good afternoon. i'm gasia mikaelian andre. senior thank you for joining us. we begin with the weather. it may be spring, but it feels a lot like summer today in parts of the bay area, some places reaching over 90 degrees spare. the air alert is in effect. a meteorologist mark tamayo joins us now mark in preparation for the for the heat today i closed all the blinds in my house so it wouldn't get too hot, you know, just just as a precaution forecast can help you out right exactly changes in that pattern. that picture looks like the middle of summer, right with some fog near the coastline and some sunshine, some hot temperatures inland. so yeah, today, probably the hottest day of the week. that's the headline except near the shore line temperatures. they're not warming up as much as he's kind of a three day stretch today. we're in the middle of it was sam cooling as we head into friday. take a look at the numbers right now. we have seventies for san francisco downtown half moon bay, though 55 degrees warmest occasions inland, actually nice to get outside lower eighties, but they will be approaching the lower

nineties this afternoon. as far as the temperature change compared to yesterday. most areas as you can see a little bit warmer compared to a 12 o'clock wednesday afternoon. so that's a good sign that today should be the warmest day of the week. but as i mentioned the fog is hanging out near the immediate coastline, and that will help eventually cool us off over the next several days, we'll have more on that with your forecast all coming up in a little bit. thanks developing story where a man accused of beating a former san francisco fire commissioner with a metal rod is said to be released from jail in just a matter of hours here. christian captain live from the county jail and christian. all of this is because the alleged victim of the case failed to show up to court this morning. yeah that's exactly right. the alleged victim in this case, don carmine yanni did not show up in court today, so the judge said she had no choice but to release garrido t from jail. doughty is accused of beating carmen yanni with a metal rod on wednesday. april 5th portions of that attack caught on camera. carmen johnny suffered severe injuries to his head and jaw. police arrested 24 year old garrett dodie the

following day and he has been in custody facing assault charges ever since yesterday, dodi's defense attorney released video of a man she says, was carmen yanni, or possibly looked like carmen yanni using bear spray on a homeless person in november of last year. his attorney said. carmen yulin has been linked to as many as eight separate incidents of spring homeless people in the past, and she says her client acted out of self defense. my. the video that was released. what does he do when mr carmen his jacket over his head. uh, why does he do that? because he knows mr cameron johnny has a pattern of spraying and assaulting homeless people. so far, prosecutors say, carmen yanni has not offered a statement to them or police. the district attorney's office says charges against doughty have not been dropped at this point, but legally he must be released from

jail since carmen yanni did not come forward to testify it. today's preliminary hearing will have to check in weekly with the sheriff's office and has to stay away from carmen yanni. he's due back in court. may 23rd at this point, it's unclear of carmen yani will face any charges himself if he was, in fact, the man captured on video spraying people with bear spray now in the last 10 minutes or so i released. i received a statement from carmen yanni's attorney. it reads in part, quote. my client has not been provided any details whatsoever about these alleged prior incidents. but he denies any involvement. she also he has attorney also says that any speculation as to why carmen yanni did not appear in court today fails to take into account that he is still recovering from an invasive surgery to remove part of his skull following the dependents brutal attack on him now we will continue to follow more developments on this case. we are standing right outside the county jail right now. waiting for daddy to be released

staying at a nearby hotel and heard the explosion really loud and, um, kind of frightened me at first, because i didn't know. you know you're in a city that you don't, um know very well and you don't know what's going on. so yeah. when i heard that i was like why what's going on? and then i saw the flames. genie outage map this morning showed neighborhoods from the financial district to russian hill, north beach, chinatown, nob hill, even pier 29 without electricity. there are several large hotels in that outage area, including this hilton on bernie street, some of people staying here in town from around the world for a conference at mosconi center had to walk down more than 20 flights of stairs this morning to get out no elevators, no running water. um at least you know there's light from the window. i'm probably gonna go up 20 flights of stairs with a couple gallons of water, and that's yeah, that's that's going to be the summer with traffic lights out throughout the city, san francisco police had to manually direct the flow of traffic at some busy intersections, like at kearney and washington this morning and

before dawn, an unusual sight as entire city blocks went dark. lights out at the transamerica pyramid, along with dozens of businesses, schools, medical offices, restaurants and cafes in san francisco. ali rasmus ktvu fox two news now to new developments surrounding the bay area senior care facility that's been under investigation for the death of three patients. the state of california is now stepping in california's department of social services now taking legal action to revoke the license of atria park in san mateo. on the department's website. it shows action is pending to 93 year old residents died last year after drinking a red colored dishwashing liquid that was mistaken to be juiced by staff at the cemetery facility. in the third incident, a resident in walnut creek died after ingesting cleaner released this statement that reads in part, we disagree with the department of social services decision and filed a notice of contest to appeal that decision where discussions with the department about resolution of that appeal during this process, atria park

adding racist text messages sent by police officers. we're hearing from one antiochus man who says he was wrongfully arrested by one of the officers involved. ktvu jana katsuyama reports. he's now joining the civil lawsuit against the police officer and the city. i was chilling with a friend sean jackson says he was sitting in his car when antiochus police officer pulled up behind him. the neighborhood called the police and said there was a identify blackmail. in the court , jackson says the antioco officer took his i d and then arrested him. when he takes me to jail. he ended up, he says in his report that i told him that i had a gun. he never asked me anything like we never even had a conversation like that.

jackson says he was booked into santa rita jail on charges of being a felon in possession of a firearm that was in 2018, and he spent 15 months in jail and then several years fighting the charge in court. jackson's case was dismissed april 21st 2022, according to the federal court documents, quote the government has uncovered evidence that undermines its confidence in its ability to meet its burden. the antibiotic police officer who arrested jackson was eric rahmbo , who recently was named in the fbi and contra costa county district attorney's march report for texting racist messages that compared black people to guerrillas using the n word and one message, saying he only stopped someone because they were black is disgusting. i feel like these are the people that we know if we're in trouble we're opposed to call, jackson said. although the case was dismissed, it's had a huge impact on his family and his life. i can't see my kids threw a wrench in my life on top of not being able to get a job to

this day, ktvu did reach out to the antiochus lease department and is awaiting of response. jana katsuyama ktvu, fox two news. noon in oakland, homeowners facing foreclosure due to the cities of fiction moratorium is now turning to the public for help. john williams was outside of his west oakland home this morning asking for community support to help save it. he lives in the upstairs unit and rents out the bottom unit. williams says he is owed by his tenant over $56,000 going back three years. he accuses the tenant of fraud for taking advantage of the eviction moratorium rules. williams says he cannot afford to pay the mortgage, which is due on monday and claims he has not received any help from the city. just can't allow fraud to continue and that's what happened. we have fraud and abuse happening on this eviction moratorium that lasted three years, and now they want ended in july. that's still too long. williams is also a plaintiff in a federal lawsuit against the city of oakland and alameda county. the suit seeks to restore property rights and recover missing rent and damages

teachers and draw young professionals to the field. southern california assembly member al marah souci introduced a bill to help increase teacher pay. the bill would set targets for state funding to determine how much money district and charter schools would receive, but also require schools to spend a set percent of that funding on raises for teachers. state says the average teacher salary in california's $85,000 a year significantly lower for starting teachers. teachers are divided on a new approach to grading dozens of school districts across the country moved away from deadlinesignmend measures with students have learned by the end of the term. advocates say the approach helps improve student grades and encourages actual learning. others say the changes lead to a lack of accountability. to san francisco, where the art institute filed for bankruptcy last week, the 152 year old institution will have to give up its campus and other assets. the art institute was forced to shut down last summer announced it would not be accepting new students due to financial shortfalls and declining enrollment in 2020, the
