government to ensure that these repairs to the broken levee are done quickly. officials say. they have known for years that levee repairs were needed, but construction was always delay today, senator padilla along with us representative jimmy panetta walked that area. they say that they helped secure $150 million from the bipartisan infrastructure law for flood risks along the powder river, including modernizing that 74 year old levee system. but even then, with that funding mother nature did not wait. that levee was breached due to recent storms. flooding the power of community and prompting the biden administration to approve a major disaster declaration and now senator by the says he's working to ensure that tragedy doesn't strike again. continue to work together to ensure that the biden administration expedite construction funding and protects this community the way it deserves, and that includes making sure that regulations are removed so that construction can start quickly. the community of poirot has endured far too much devastation

senator feinstein has had a lifetime of public service, he believes she can no longer fulfill her duties, according to the chronicle. the senator has reportedly missed 58. senate votes, complicating efforts to confirm judicial nominees and other approvals. earlier this year, feinstein said she would not seek re election when her term ends in 2024. a court hearing took place today in san francisco for the man accused of attacking the husband of former house speaker nancy pelosi. david deepak was not at today's hearing. he is charged with attempted murder, battery and assault charges, has pleaded not guilty in court this morning, the judge ordered his defense lawyer and prosecutors to return to court on june 14th. when a trial date might be set. last october's attack left paul pelosi with serious injuries, including a skull fracture, is also facing federal charges that include one count of attempted kidnapping of a federal officer or employee. paolo alto, say the work they did to arrest the sexual assault suspect would not

have been possible without the help from the victim. police confirmed they arrested 34 year old david condron and puno in connection with a sexual assault that happened inside a pedestrian tunnel on sunday afternoon near california avenue . a woman was walking her bicycle through the tunnel when she was passed by the suspect. the band, then attacked her from behind and sexually assaulted her. police say the victim was taken to the hospital, where she provided a detailed description of the man and his clothing. the ability to recall the information work with police in such a short time must have been really difficult but was of the utmost valuable and directly led to us taking him into custody within 48 hours. paltrow police did not say if conjuring and puno is connected to any other crimes, but say other agencies have cases that are under active investigation. he was initially taken into custody by uc berkeley police on tuesday

afternoon as officers investigated number of groping attacked their qadri mp, you know is being held at the santa clara county jail on attempted rape and other felony charges arrested in a deadly crash in hercules during the police pursuit last month, was formally charged in court today. 20 year old ralph white of vallejo is facing several charges, including two counts of murder, receiving a stolen vehicle and causing serious bodily injury. police say he was driving a stolen car and evading officers when he hit a car, killing a 31 year old mother and one of her six year old twin sons, seriously injuring the other twin white was out on bail from county jails in both alameda and san francisco county at this time of the crash. in the south bay, vt. a light rail service is back to normal this afternoon after service was suspended earlier this morning at about 4 30 this morning, vita said with a problem with an electrical line at first street and younger avenue just outside the county's sheriff's office caused a system shutdown. light rail service was replaced with a bus bridge for

sixties and maybe the warmest locations could be approaching the 70 degree market that warming that will continue as we head towards the weekend. we'll have more on that. with your full forecast, all coming up in just a little bit. okay thank you. mark. alright let's turn now to some breaking news that we're falling for you at this hour sky foxx above an active scene. there were reports at that scene of a shooting and we are hearing from oakland police that two people are hurt. as you can see from this live picture they have blocked off this area . this is the 2900 block of brookdale. avenue and you can see there. there are several police cars on the scene. we know again. there were two victims involved in this. there is a large police presence out there. oakland police, saying there is no additional details to provide at this time. but if you take a look at that picture, you can see that presence means that this investigation is underway. what we don't see at this. from this vantage point is any emergency ambulance or

miller has more firefighters in indiana working around the clock to put out a massive fire at a plastics recycling plant in richmond, near the ohio border. a little bit of smoke coming from right over there just a little bit within about 10 minutes, it started to really spread black plume of toxic smoke is pouring from the plant out of concern for nearby residents. officials ordered mandatory evacuations for thousands who live within a half mile of the roaring fire. beyond that people who live downwind of the fire have been urged to shelter in place and keep animals inside area schools were canceled wednesday the city's mayor, blaming the property owner, saying negligence residents in danger this business owner had previously been cited by are unsafe building commission and given an order to clean up the property. this person has been negligent responsible, and it's led to putting a lot of people in danger today. the inferno started tuesday afternoon, the flames quickly spread to several buildings, consuming various types of plastic stored. inside and outside buildings, charring nearly all 14 acres. there will

pipeline involved in an oil spill in southern california, back in 2021 is now being put back into service. amplify energy corporation says it's received approval from federal agencies to restart operations. it comes nearly two years after 25,000 gallons of oil spilled on the beaches and huntington's beach and newport beach. the company recently announced the settlement with companies associated with this bill amplify agreed to pay up to $95 million in settlements and also reached a plea deal with the federal government for negligently discharging well this incredibly wet winter we've had is leading to a pretty spectacular spring so spectacular that you can actually see some of those super blooms from space. in fact, the ceo of planet in san francisco tweeted a picture and wrote oh, wow. the wildfires, wild flowers , i should say or blue in in california, and he said, you can almost smell them from 500

santa rosa and sugarloaf ridge state park. i feel like right now, this should the super bloom is southern california first, and then we're kind of waiting for that. to kind of catch up over here. correct we're waiting for the effects of the warm weather. we've finally been getting, um to bear fruit, i'd say bloom. yes you know, i do. i did see, you know, the california state parks director saying don't doom the bloom. and of course, it makes us think of like 2019 when those disneyland sized crowds were hitting some of those state parks, and it was so crushing that it was really damaging. are you guys concernen it really starts becoming notice it becomes too much of a good thing in terms of crowds. well, and unfortunately, it just takes prominent social media figure to

2900 block of brookdale avenue. you can see officers stationed there continuing to investigate . we do not know the conditions of those two victims or if a suspect is in custody as police continue to put up police tape there again to victims reported in that shooting. no word on a suspect. but that area remains blocked off at this moment, as police are now putting up police tape in that area of 2900 brooke brook 2900 block of brookdale avenue will continue to follow this and bring you any new details coming up at five o'clock. the discussion of public safety and services co. again in the national spotlight that's following the stabbing death of tech exec bob lee and the attack of a former fire commissioner earlier today, on mornings on to our gasia mikaelian spoke with mayor london breed about concerns over crime and violence. she asked some tough questions, and here's what the mayor had to say. what's your take on what's happening in your city? well i think that oftentimes because of

social media because of cameras and how people are able to publicize things that are happening in a moment, it is taken completely out of context . in terms of highlighting the entire city is being unsafe. that's not entirely true. and when you look at statistics, you see that, for example, with homicide rates in san francisco police department here has an 85% clearance rate, whereas in other places around the country that national averages 60% i understand that if it happens to you or your loved one, it does not matter and our goal with making sure we have police officers, ambassadors, security cameras and a number of other things, especially in places where we have high foot traffic that we're doing everything we can to ensure safety of the public. what we know about the bobbly case for many people is horrific. he was stabbed to death. he pleaded for help made a 911 call that has yet to be released. you said yesterday the fact of many of these cases as they come out, people are going to be surprised. what do you

mean by that being surprised? well just to be clear. i don't want to do anything to compromise this investigation and also accurate. i think that's the problem with speculation. when y in particuln actor loved one. what would you like? what would you like to clarify? gasia i want to be clear that i am not going to talk specifically about this case and the specifics of the case until we are able to release the facts to the public. but my point is that there's a lot of speculation and then that speculation there's inaccurate information that's being published out there. so until our police department and our district attorney can provide the public with the facts. it is best that we are very careful about that. because if it were your loved one you'd want justice brought against the perpetrator or perpetrators of that crime. is there anything that i've said about him being stabbed to death in the middle of the night him making a 911 phone call pleading with

bystanders for helping not receiving it. is any of that. not true. garcia as i said, i'm not going to specifically call out what you said. that's inaccurate, but some of what you said was is inaccurate, which is why we need to be very careful about what we say based on the information that's being put out there. but i will say that i do appreciate the local press and being responsible about not only trying to put out information to the public but also be responsible about supporting what the challenges are of san francisco, but also making sure that it's clear in terms of how this city has worked really hard to deal with public safety, including our police, supplemental, which is going to keep our officers on the streets and also keep them investigating a case of this magnitude, so we have to continue to do this work and we have to be very careful about how we as leaders of the city communicate with the public in order to make sure that people who commit crimes in this city are brought to justice. it's true that san francisco does have a perception problem.

what are you doing to address that? well let me tell you this past weekend. what's amazing about this city? it was so packed the cherry blossom festival was going on, and you couldn't even hardly move around in japantown. the drag race was happy. i mean, the drag march was happening easter egg extravaganza, all kinds of events. this city was packed downtown was packed. and so when i was looking, and i went to a lot of these places just to see what was going on in these various neighborhoods, we didn't see any incidents. we didn't hear any reports and the city was packed and people were having a good time. so i think that, you know, look, the media is going to do what they're going to do nationally and at the end of the day san franciscans and visitors and people who come here are going to continue to love and enjoy this city. so even if as and i'll speak, i'll speak to ktvu. we cover those events that you just listed the cherry blossom festival and you know, we put that out there, however, can you understand how the single killing of a person on the

street in the middle of what should be a safe neighborhood? do you understand how that really does strike to the heart of not just people who live in the city? but people who think boy i used to love going to san francisco for a day out for dinners to see some shows. but i don't want to do that now. and look, i'll see it. it's going to take time. san francisco is a major city and things are going to happen in any major city like they do all over the country, and our goal is to do everything we can to prevent things from happening and that's just the best that we can do because we know that there's a perception problem. we know that the internet and social media is here to stay. it's not going anywhere, and people are going to jump to conclusions and speculate all they want. but we're going to continue to be responsible. we're going to continue to host events and to do everything we can to make san francisco safe. i've been getting so many incredible feedback letters, including one from jpmorgan chase, which just hosted a huge convention in san francisco, and sent a letter talking about how wonderful union square was and how the

people who participated in this convention felt safe and felt that san francisco kept their word and improve conditions and they're coming back next year. so we have to keep working at this. this is not something that oh, we succeeded and it's over. it's something we're going to have to continue to work on every single day. i feel like you and i have been talking for at least two years about revitalizing, bringing people back to the downtown core and other parts of the city. public safety has to be part of that equation. you mentioned yesterday you're interested in getting some support from the state and federal government. what might that look like? well we are having discussions now with federal and state government, and my hope is that when we get something concrete were able to roll it out. but we're going to need their help. we're going to need to make sure. for example, you know you you heard about the two fentanyl dealers. who were they went through a trial and they were not convicted. and that is a real problem, especially when we bring something to trial and we have the evidence and our goal is to make sure that the federal

government understands what we're going through because they can take over these cases. they can prosecute these cases and they can do everything they can to help us in this process and not just leave us on our own to try and make the arrest, which we've increased the number of arrests significantly, which is also led to getting fentanyl and other opioids off the street. so we are doing everything we can with our police department, and we definitely will need some help from the state and federal government. and as soon as we have those things narrow down, we will make that information known to the public. how do you answer the critics who say the state that san francisco is in right now and turning to state and federal authorities is, in some part, at least the doing of its own. politicians and city leaders. essentially they're saying the progressive policies are what got us here. now we're turning to others for help. you know, it's sad because i think it's just san francisco has been a target for so long and use as an example. because we're innovative creative. we come up with out of the box ideas and

department of energy what is your reaction to this ambitious proposal? i guess it's about time. california as you pointed out, already plans to have all new vehicle sales two by 2035 to be electric. um, we're upping our game in terms of installing charging stations particular and lower income communities. we already know that the lifetime cost to own and operate e v is less than that for a gas powered car, so we need financing to get into people's hands. and the range is going up. up and up. we're now talking about vehicles with five and 600 mile range. air quality benefits, more jobs . it's about time i would say, professor. as you know, this is getting strong reaction. i'm going to read you a statement from the alliance for automotive innovation, which represents four gm and others. they called it aggressive by any measure and added, the question is, can this be done? it's how fast it can be done. how fast will depend almost exclusively on having the right policies and market

conditions in place in the first quarter of this year, 7.2% of new cars were all electric is this goal possible in less than a decade? it actually is. the numbers we're seeing now are really very, very attractive. the best selling car in california is already an electric vehicle. um it does require we scale things up, but that's precisely why in, um and governor newsom is budget last year, there was a big increase of spending on clean vehicles and clean energy, and it's why the federal level the inflation reduction act. the infrastructure act and then a less well known one called the chips and science act. all highlighted this area, and i think most significant for california that puts a premium on clean. environment but also on social, racial and gender justice. the biggest chunk of money in the federal inflation reduction act about $60 billion was specifically for clean

energy to support low income and underserved communities, and the epa said these proposed standards could result in a 56% cut and projected greenhouse gas emissions. how significant would that change be both for the environment and those communities of color that you talked about? yeah well, it's kind of a double win or win win in the sense that every time not just in california, but across the country, we increase the amount of clean energy in our mix than a vehicle. running off . that clear off of that grid is also lower, lower missions. and so the more we up our game in terms of the number of electric vehicles and hydrogen vehicles in the mix, and we deploy more. big central station, wind and solar but also rooftop. we're winning on both fronts, and i think the real the biggest part of the story, isn't there not just that we can do it, but that there was more jobs per dollar spent available in the clean energy economy than in the dirty

ones. this is ultimately about more employment and more competitive country as well, professor. you know there's a tax credit that cost is often the biggest barrier to anyone buying an e v. how much does the market need to respond and perhaps the government to do more to make these cars more affordable? well the government's taking a good start . there's already a 75 $100 credit when you buy a new e v and on the social justice part there is a $4000 credit when you buy a used tv, so there was opportunities and then there is working with the rideshare ride . hailing companies so lift has already committed to saying everyone of their vehicles, meaning their drivers they employ. there's some complications there will be driving e v s by 2030. i think they could do it sooner. but i think those are the kinds of policies that we in the state can really benefit from. because california is the national, clean energy and really justice
