world champion. he was killed tuesday afternoon while riding his bike in the presidio on arguello boulevard. as ktvu is amberleigh shows us selman out, calling for more safety measures. this easily could have been anyone of us friends gathered at park presidio to mourn ethan boys and elite cyclists who was killed here. they created a memorial for a man known for his generosity and athleticism. they say the loss is devastating, especially someone as great as him. ethan was a national and world champion in the world of track cycling, he was known for his sprinting. he knew how to navigate the city, a place he's lived for decades. he used to be a bike messenger. the ability to read traffic and you know, kind of anticipate. what people around you are going to do, and those are skills that he learned riding through the streets of san francisco, but that wasn't

enough to keep ethan safe, park, police say on tuesday around four in the afternoon, ethan was riding along argh! well, oh, near washington boulevard when there was a crash between him and a driver. he was struck by a driver who crossed into oncoming traffic. if ethan didn't have a chance to respond to that nobody would have. police declined to say if drugs or alcohol were a factor. one francis people who were at the crash scene suspect the driver was drunk from witnesses that we're actually here when i was setting up the ghost bike. it's what they told me. it's what they smelled on him. so alcohol. yeah friends say they will remember his sense of humor and kindness. he was the person that you would want to be around. you know, like you'd want to hang out with him and like, laugh with him avoid in the track cycling world and the fact that i'm not going to see him. it's gonna hurt.

for decades is now in question tonight after two conflicting court rulings, one judge has blocked access, while another judge ruled the status quo must stay in place views. elissa harrington joins us now to break down the facts and what this means for women's reproductive rights. alyssa well , christina, the ruling does not go into effect right away is positive for seven days. this gives the federal government time to appeal. the abortion medication mithi kristen, when combined with a second pill is the most common method to end pregnancy in the united states. but friday a federal judge from texas appointed by former president donald trump suspended the fda approval of the pill nationwide. this is potentially a hugely impactful decision. grace howard, the assistant professor of justice studies at san jose state university, said many knew this was coming. the supreme court overturned roe v. wade last year and an anti abortion group filed a lawsuit in november, accusing the fda of

inadequately approving if you purse don't this ruling has the potential to ban this medication in every state. even in places like california, right where abortion is still quite legal, um so this could potentially be devastating. the biden administration said it will fight this ruling, vice president kamala harris said. it sets a dangerous precedent. there is no question that the president and i are going to stand with the women of america and do everything we can to ensure that women have the ability to make decisions about their health care their reproductive healthcare. meanwhile antiabortion groups applauded this ruling. the president of the california family council called abortion drugs hazardous and released a statement that said today's ruling in texas is a victory for the health and safety of women and girls. it's simply acknowledges the truth. pregnancy is not a disease and abortion is not a cure. that ruling in texas was followed by

aval. forced it to close last month. caltrans announced today that the major highways open in both directions nearly six weeks after it was submerged by nearly 40 ft of snow in a series of avalanches. the reopening is a relief to many in the sierra, who were cut off from other towns by the closure, caltrans said. emergency crews wrapped up work there earlier this afternoon. asia is testing its bypassed water line. city officials there say that the testing of the temporary line is

successful. if it's successful, they'll be able to bring in water from their usual resources of lake berryessa and the delta . the city declared a local emergency following a breaking its water transmission line. the water main was damaged in a hillside collapsed near 6, 80, fairfield, and residents there have been asked to cut water use by 40. the east bay municipal utilities district is performing an engineering wonder to make sure an earthquake doesn't keep water away from alameda. the island has no reservoirs of its own. tom vacar spent the day in alameda, where a huge pipeline more than a half mile long will soon be protected and hidden under the oakland alameda estuary. alameda completely relies on water piped in from east bay mud through four old and vulnerable pipelines. one being replaced right now is an 80 year old, rigid, brittle cast iron pipe highly susceptible to major quakes. it is flexible. it is durable. it is very strong and it is very resilient. this

pipe will run 150 ft. below the estuary. where the ground is much more firm and more resistant to earthquakes, as opposed to the current pipe, which is much higher up far more susceptible to being destroyed. we actually placing the four existing pipelines with three new pipelines, and this is the first of those it took almost a decade to accomplish. we actually started the design of this project. with planning phases in 2014, so it has taken us a long time to get to this point, there's 3000 ft of pipe here and it's very, very heavy, and that means when it's going to be poured, it has to be pulled slowly at the rate of about 3.5 to 4 ft every minute once that is accomplished that is half the job. the other half of the job is hooking it up to the main system, which will make sure that alameda has the water it needs. another new pipe will be inserted into the old one to bring partially treated recycled

water for parks, landscaping and houston cooling towers, saving potable water for human use. we want to make sure that we can diversify that supply as much as we can and recycled water is an important part of that. it's all part of an ambitious $2.5 billion plan over the next five years. we have infrastructure, some of which is almost 100 years old. and so our job is to replace, renew and improve the infrastructure that we have included in the plan building 127 miles of new pipelines, upgrading several water treatment plants and lafayette reservoir as well as overhauling many neighborhood reservoirs and pumping plants. tom baker, ktvu fox two news, california officials say they are working to protect victims of consumer fraud. state attorney general rob bonta took part in a news conference in san diego today to announce the legislation. assembly bill 13 66 creates a

restitution fund that would compensate people who are victims of consumer protection violations. current law allows victims to receive money after a court judgment is reached, but in many cases offending businesses go bankrupt with the new restitution fund would be able to recover ill gotten gains from consumers from corporations who break the law and help make whole people who have been used , abused left in the dust of a crumbling company. this restitution fund would fall under the state treasury and be funded from penalties paid by businesses that violate the law says california has strong consumer protection laws. but other states like new york and arizona have moved ahead in providing more consumer safeguards. the federal government also established a civil penalty fund for victims. coming up. support is growing for central coast communities hit hard by winter storms. the federal aid now available also a new exhibit now open at a bay area museum. you recognize this

more help is coming to central coast communities devastated by rain and flood waters is past winter today if human disaster recovery center opened up in watson ville at the old city hall on main street. this replaces a local assistance center that was put in place following flooding on new year's eve. that site closed today. the site will house federal, state and county agencies to address a host of needs from housing to medicine, replacement and food vouchers. we do understand that it's a lot and it could be. you know the worst thing that anybody has ever gone through. so you know if you need help, please come to our disaster recovery centers. we will help you through the process. um, we'll make sure you have the appropriate documents will make sure that you know will help you with all the resources that you need to know about. the center is open from nine in the morning to seven p.m. seven days a week, except easter sunday, representative nancy pelosi was at fisherman's wharf today to discuss the impacts of the closure of california salmon season. the pacific fishery
