it out of the. building absolute horror inside of a school in nashville, tennessee, the latest and this chilling new video of the shooter, breaking into the school and going on a rampage and there's a bay area braces for the arrival of our latest storm. one bay area mayor has already declared an emergency. the new responsibility now facing city inspectors. fox news this morning's onto good morning to you and thank you for joining us. welcome the mornings onto i'm dave wong. it is tuesday, march 28th let's get right to meteorologist steve paulson, who is tracking the storm for us this morning, steve. it's sprinkled on me a little bit as i was coming in, and then it stopped. but i know that was just the beginning. well, be thankful that we came in. it wasn't that bad because

probably going home. it will be because the system is arriving. it's already raining north. it will only continue to enhance the heaviest rain will be to the north. first we'll get the cold front and then you can see that's a whopper of a low. another one item mirrors as farther north in the last two systems, but still that's a really intense system. when they're that wrapped up, though they've reached their maturity, but it's going to be moderate to heavy rain starting and we'll be riding the storm out this time here for today and tomorrow. rain and wind heaviest rain looks to be about golden gate bridge north, but santa cruz mountains will get in on that as well fifties on the temps, well below average again. all right over to sell. say good morning, sir. i'll quiet out there. i hope that when it rains, it's going to be different. and you know now, buck no it right. so we're waiting here. we're looking at the bay bridge if you're driving into san francisco, the traffic is moving along pretty well. there have been no major issues. unfortunately we have to start our morning with some police activity where there is a high speed chase going on now. south bong on 8 80. now they're

heading this way. south bong and i don't know if we're going to be able to wait for them to come by. but one of the things that we know is that it is a high speed chase heading south on 80 80 heading from oakland in oakland. right now they're heading down the hayward. so we are going to make sure that we keep an eye on it for you. 401 let's get back to the headlines. alright thanks, sal. well even though the next storm is only just starting to hit the bay area, san francisco mayor london breed has already declared an emergency. the city is still recovering from earlier storms that is bracing for more rain and powerful winds. the emergency declaration gives city departments more resources to clean up and remove trees or tree limbs that fell last week, almost 1000 trees or large branches came down during the last storm. and that emergency declaration may also lead to more inspections of windows and high rise buildings, windows shattered or completely fell out of at least six skyscrapers, including the sales forced east tower on mission street, the millennium tower and 50,

california managers of those high rise buildings were ordered to repair the windows and also submit an engineering report to the city. aaron peskin, president of the board of supervisors, has been pushing for more inspections of windows in high rise buildings. and new guidelines have been issued by the city for people who live or work in those high rise buildings. people are being asked to close and large any operable windows. remove loose objects from balconies, roofs or other outdoor areas, secure scaffolding and construction equipment and alert managers if cracks are seen around the window, our time now 403 the amount of damage that's been caused by all of the rain keeps mounting. at this point, every new storm creates new problems also stops. recovery made from earlier storms and highway 101 in nevada, is one example. that's where a landslide for spg and a to take one out one of its 16 inch gas lines out of service , replacing it with the temporary gas line under one.

elementary school. the shooter is seen heavily armed with two assault style guns and a nine millimeter pistol. the person enters the church office and is seen on video walking past the children's ministry. then down a long hallway, the shooter would go on to kill 39 year old students and three adults when we send our kids to school or to any place of safety. we expect them to live, learn, have fun and come back. from that day days experience. we don't anticipate things like this. the 1st 911 calls came in at 10 13 am, while students were in class , police say within 14 minutes, officers arrived, began clearing the building and found the suspect on the second floor. two officers opened fire killing the shooter. i was hoping this day would never, ever come here in the city. but we would never wait. to make entry and to go in and to stop the threat. especially when it deals with our children. police chief john

drake is calling this a targeted attack. drake said that 28 year old suspect once attended the covenant school. he also said investigators found a manifesto maps and two additional shotguns . the victims have been identified as 60 year old katherine coons, who was the head of the school. 61 year old cynthia peek a substitute teacher and 61 year old mike hill, a custodian. the three children who died are evelyn deck house, halle scruggs and william kenny always said this one community and nation mourning the victims and yet another school shooting and in this dark hour, let us support each other. let us go and hug our children a little bit closer . elissa harrington ktvu fox two news, alyssa. thank you. well california has filed an appeal to a court ruling that blocks and forcing a state law to limit the sale of certain kinds of handguns. last week, a federal

after that pole smashed into the alley during the last storm, the community rallied support. he said he received more than 600 emails, text messages and calls from concerned residents who wanted to make sure everything was okay. in the monterey county community of paho robe, the cleanup of debris is underway where crews are busy picking everything at the left behind from that broken levee that flooded the town. officials say the cleanup will take several weeks. part of the process is clearing sidewalks so residents can put out more damaged items that can be picked up. residents were allowed to come back to the area for the first time late last week. right now. the roads between the sierra and the bay area are open. we want to give you a look at westbound interstate 80 at donner summit where you can see those lots of snow there on the ground. eastbound trucks are being screened at applegate. drivers do have to have chains on hand

in order to proceed. so keep that in mind. westbound trucks are being screened west of reno . no restrictions right now on highway 50, a runway at school international airport will be closed for the next eight weeks. runway one left, which is the shortest at the airport is going to be repaved. during that closure. the airport is also going to make improvements to adjacent taxiways, upgrade lighting and paint. new stripping and markings says it doesn't expect the construction will cause significant delays. that runway is expected to be opened by thursday. may 25th in time for the memorial day. travel weekend time. 4 34 new information coming in now about a deadly school shooting in tennessee, investigators say a former student there who had to automatic weapons killed three children and three adults at a private christian elementary school in nashville yesterday. police are still searching for a motive, but the police recovered. what they're just calling a manifesto at the home

national rifle association's that the way to stop school shootings is with campus security in a tweet, the gun rights advocacy organization said, quote school security is a deterrent. it's time to prioritize school security and skate. safeguard our children our time. 4 36 in the east bay, a group of high school students out of protest demanding change after the shooting yesterday. ice cream. you scream. we all scream for safety. yes, several students from castro valley high schools activism club gathered to castro valley boulevard and redwood road. they held up these signs and chanted for change, and they called on congress to protect students around the nation. there was another mass shooting today. like what is happening? why can't why can't we solve this issue and we find it important that we need to address this and we want to use our voices as like students as high school students that we're tired of this. we don't want to do any more lockdowns. we want this issue to be resolved. the

students hope their protests will show community members, real change is needed to help students feel safe at school. well san jose police made an arrest in connection with a fatal hit and run accident that killed in los gatos woman and injured her young daughter, ktvu lamonica. peters talked to the police and two neighbors about the danger in that area. pedestrians who are walking in the crosswalk had the legal right of way. they were doing exactly the right thing. it was the driver who was going against a solid red light who caused this accident and ultimately fatality of the adult female residents in san jose are mourning the loss of 45 year old lehman sal, who died sunday after police say she was hit by a car while walking with her young daughter and their dog near blossom hill road and lee avenue. i came out here to support my community and i felt really saddened by the story. this is a street that i drive by every day and i go to school on the same street. so i was really

ready to respond to this latest spring storm customers are being encouraged to have a plan in case the power goes out. tens of thousands of people did lose electricity in the recent storms , particularly in the peninsula in the south bay down trees there took out power lines and knocked out service and some pg customers said their power was out for a couple of days. the utility is advising the people who have have those standby generators that automatically come on during a power outage. make sure those are properly installed by a licensed electrician because they can pose a hazard to customers and cruise. alright, our time is 505 now for the very latest from nashville, tennessee, and that shooting rampage at a private elementary school investigators are looking into the background of the shooter trying to figure out a motive for the attack. ktvu s elissa harrington shows us the surveillance video of the shooter breaking into the school. in chilling surveillance video released by the metropolitan nashville police department. someone fires

multiple rounds through a glass door at the covenant school in nashville, gaining entry into this private christian elementary school. the shooter is seen heavily armed with two assault style guns and a nine millimeter pistol. the person enters the church office and is seen on video walking past the children's ministry. then down a long hallway, the shooter would go on to kill 39 year old students and three adults when we send our kids to school or to any place of safety. we expect them to live, learn, have fun and come back. from that day days experience. we don't anticipate things like this. the 1st 911 calls came in at 10 13 am while students were in class , police say within 14 minutes, officers arrived, began clearing the building and found the suspect on the second floor. two officers opened fire killing the shooter. i was hoping this day would never, ever come here in the city. but we would never wait. to make entry and to go in

filed an appeal now to a court ruling that blocks and forcing a state law to limit the sale of certain types of handguns. last week, a federal judge in orange county rejected amendments to the unsafe handgun act. specifically amendments had said in any news. semiautomatic guns should have an indicator showing when the gun is loaded and also a disconnect mechanism to stop the gun from firing when ammunition is not inserted, attorney general rob bonta said the law is saving lives caused by accidental shootings and that the rate of accidental shooting deaths in california decreased by two thirds between 2014 and 2018. after the chamber load indicators and magazine disconnect mechanisms were required for new gun models. police in vallejo are still searching for the studio responsible for killing two men and wounded a third happened late sunday night at the royal gas station at the corner of tennessee street and sonoma

probably in the last 30 minutes or so here. you can see just how much of it we're getting right now. we only expect more of it as the morning goes on, and here are some of the concerns were looking forward to today during our last round of storms, according to pg and e. they say that the rain and the erosion exposed a 16 inch gas line on the hillside. over highway one. oh, one crew say the pipeline is essentially holding onto some of that moving land and more rain today could cause it to break. that's why they took some proactive measures over the weekend, even though there hasn't actually been any damage to the gas line. pg and e rerouted that line using an eight inch pipe and laying it directly under one. oh, one. if you remember over the weekend, it closed part of the highway. but now there are worries. if today's storm is bad enough could that landslide stretch even farther down all the way to the highway and affect its new underground infrastructure? no one could be impacted. shut down things like that and all of the work they've done on the gas

line could possibly be infringed upon. this line affects about 95,000 customers. so far, no one has actually seen any disruptions to their service as a result of this calls it a temporary fix and hopes to figure out a more permanent one. once the storms calm down. there's also a water main in the same path of the landslide that could affect several communities, and marine county crews are keeping their eye on that as well. then at about three o'clock this morning, pg and e says they released a bit of gas from this area to help relieve some of the pressure. they say it's perfectly safe, though they are warning some people they might smell a little bit of it as they wake up this morning. but again likely won't be affecting most people by the time they get up today. we're live this morning in nevada. i'm james torres, ktvu, fox two news. francisco mayor london breed has already declared an emergency. the city is still recovering from earlier storms that is bracing for more rain and powerful winds. the

emergency declaration gives city departments more resources to clean up and remove trees or tree limbs that fell last week. almost 1000 trees or large branches came down during the last storm. and that emergency declaration may also lead to more inspections of windows in high rise buildings, windows shattered or completely fell out of at least six skyscrapers, including the salesforce east tower on mission street, the millennium tower and 50, california managers of those high rise buildings were ordered to repair those windows and also submit an engineering report to the city. aaron peskin, president of the board of supervisors, has been pushing for more inspections of windows in high rise buildings and new guidelines have also been issued by the city for people who live or work in those buildings. people are being asked to close and latch any operable windows, remove loose objects from balconies, roofs and other outdoor areas, secure scaffolding and construction equipment and alert managers if cracks are seen around the window. pg and e says its crews are ready to respond to this new

storm and customers are advised make plans in case the power goes out. tens of thousands of people lost power in the recent storms, especially on the peninsula and in the south. bag down trees, knocked out power lines and knocked out service. some pg and e customers lost power for a few days. pg and e is advising that if you have a standby generator that automatically comes on during a power outage. make sure it's properly installed by license electrician's because they can be a hazard to both customers and to the cruise. well we're learning more information about the deadly school shooting in tennessee. investigators now say the former student arrived armed with a semiotic medic weapon and killed three children and three adults at a private christian elementary school in nashville. ktvu andre senior, joins us now live from the studio with new details and that chilling surveillance video, andre right here behind me. claudine police are still trying to determine a

motive in yesterday's deadly school shooting, but officers recovered what they're describing as a manifesto at the suspect's home along several detailed maps of the school. the metropolitan nashville police department has now released this surveillance video of yesterday's deadly attacking and see all that shattered glass. there it shows the suspected killer firing multiple rounds through a glass door at the covenant school in nashville to gain entry into the private elementary school. the suspect has seen heavily armed with two assault style pistols or assault style rifles. right there in this video, check that out and a nine millimeter pistol. the former student would go on to kill 39 year old students and three adults. when we send our kids to school. or to any place of safety. we expect them to live, learn, have fun and come back. from that day days experience. we don't anticipate things like this. and this is a

year where seven people were killed and 48. others were hurt. i have been lobbying in dc since we survived a mass shooting in july, i have met with over 130 lawmakers. how is this still happening? how are our children still dying? and why are we failing them now? she happened to be on a family vacation in tennessee, visiting her sister in law when the shooting at that school in nashville happened. well california is appealing a judge's ruling that blocked enforcement of a state law limiting the sale of certain models of handguns. a federal judge in orange county last week ruled against amendments to the unsafe handgun act specifically the requirements that any new semiautomatic don have an indicator that shows when the gun is loaded a disconnect mechanism that would keep the gun from firing when the magazine is also not inserted. the attorney general of the laws saving lives caused by accidental shootings, bonta said . quote the rate of accidental shooting deaths in california

claudine. well, first we want to tell you about the conditions here in san francisco. it is breezy, and there's just a very, very light rain that is just starting to come down. but as you mentioned we are expecting wind gusts of about 55 miles an hour here in the city, not as intense as it was during last week's storm, but still could be enough to cause some problems you recall some of those problems. last week, there were reports of falling glass window panes fell from some high rises like 555 california street in downtown san francisco. he spoke to one man this morning who works in that building. he says he and his co workers were told to shelter in place after that happened. luckily no one was hurt. but ahead of the storm today, the san francisco department of building inspection sent out a notice. urging people living and working in high rises downtown to make sure to close and completely latch all windows so we don't have a repeat of what happened last week. they also are asking people to secure furniture and other items to their rooftops and balconies. last week, there were reports and even viral

getting ready for this storm that's coming in during last week's powerful storm, a light pole at diamond auto sales in alameda fell onto one of the cars there, the owner of the dealership personally repaired and welded some of the polls surrounding the dealership and then hired professionals to finish the job. for today's storm hits the bay area. it's been not easy. i would say. probably a big learning process for me, but now we're more or less secured and ready for the next one and the owner of that dealership says after that pole smashed into that car in that last storm, the community rallied support for him. and he's paid family is mourning the deaths of a mother and her young son who were killed in a car crash during a police pursuit. six year old jamari humble was taken off of life support in oakland's children's hospital yesterday. the boy's mother, 31 year old monica, died shortly after that crash last week. investigators say they were killed after the driver of a
