below average here fifties upper fifties for three, santa rosa livermore and san jose. alright four o'clock in the morning, salles here quiet picking up cones. what it is quiet. it's nice and quiet, and that's good . because you know this time of the morning. you get up this early. you deserve a nice commute. that's my opinion. anyway let's go to the bay bridge. you can see that traffic is moving along very well. no major problems there. if you're driving to any of the bay area bridges were off to a nice start , and that includes that san mateo bridge. and no problems in contra costa county at all. so where i liked where we're starting here, four oh, one. let's get back to the headlines. thank you. shock and sadness has gripped the family and friends of a santa rosa high school student who was fatally stabbed during a fight inside of a classroom. it happened in montgomery high school. that's where police say two teenagers approached a freshman before one of the students was killed. classes have been canceled at montgomery high school for the rest of the week. ktvu is amber

lee has more from the police and from the victim's family. look at all these people. all these people lost something family and friends are mourning the loss of jaden pn to outside montgomery high school in santa rosa. they say their 16 year old was in the 11th grade. he was a good boy. he was kind hearted, sweet, loving general. he's a big boy. but you wouldn't have harmed anybody, police say around 11 wednesday morning, jaden and another 16 year old went to a classroom to confront a 15 year old boy, a freshman, a viewer provided as this video showing the fight between the tines. district officials say it happened in front of 27 students , a teacher and three aides. teachers immediately jump into action and they break up the initial fight. unfortunately moments later, the fight continued. at that point, the student who was inside the classroom produced a knife. police say the weapon was a folding knife with a 4 to 5 inch

blade, and that the 15 year old stabbed jaden once in the chest and twice in the back, and that jaden's friend was stabbed in the hand. both students walk to the office to see the nurse. police say both boys were conscious and able to give statements about what happened. they were taken to the hospital where jaden died. i'm hurt. you know, sad. i'm never going to get see jayden again. you know, i'm not gonna get to laugh and joke with him. no more. those days are gone. the 15 year old ran from campus, but police say they found him hiding near a creek bed. police say they are investigating what led to the confrontation. jayden's family says he had previous trouble with the 15 year old. they slashed his tires last week, all four tires on his car. it's unclear a school officials were aware of this allegation prior to the stabbing. jaden's grandmother says her daughter jaden's mother is struggling with the loss. how is she going to get through this? how do you let her bury her baby? i don't

understand. the school district has canceled classes for the rest of the week. but the campus and the church of the roses will be open for counseling and other support services from nine am to two pm in santa rosa amberleigh ktvu fox. two news and some of the students of montgomery high . now, one community resource officers brought back to the school campus three years ago, the school board removed those officers from the campus after the death of george floyd. in minneapolis, reasonably santa rosa school district officials debated the idea of bringing back those community resource officers after hearing complaints from both students and teachers about the lack of security. this morning. an investigation is underway to determine the identity and motive of a man who set himself on fire at sproul plaza on the cal berkeley campus. one witness tells the daily cal newspaper that several people used fire extinguishers to put out the

flames despite the man shouting for everyone to get away from him. the man suffered 2nd and 3rd degree burns over much of his body. he was taken to the hospital. his condition is unknown at this time. two of the people who came to help were also burned. the wife of a missing wild 94 9 dj now, says personal information recently discovered leads them to believe jv will not be coming back. jeffrey vandergrift, known as j. v on the radio station was last seen thursday night at his san francisco home. vandergrift wife, natasha says he's still considered publicly detailed his battle with lyme disease said, quote the amount of compassion for the physical torture jv has been going through for the past two years has been overwhelming. please forgive my silence during this time, my heart is utterly broken and the pain feels unbearable. i will do my best to

provide updates. and i ask you to please keep jv in your thoughts and prayers are time now. 406 los angeles mayor karen bass now endorsing east bay congresswoman barbara lee in her race to replace diane feinstein in the u. s senate mayor bass said the congresswoman lee would bring principled and tenacious leadership to california. right now. two other members of congress are also running to replace senator feinstein, southern california congress members adam schiff. and katie porter. and there's a new poll out about whether governor gavin newsom should run for president, quinnipiac university poll says most california voters don't want governor newsom to run for president next year 70% of california voters in that survey opposed the idea of newsome joining the presidential race, and that includes 54% of democrats. 22% of those surveyed support the idea of newsome running for president. san

francisco mayor london breed may have some difficulty getting the board of supervisors to approve her plan to use tax breaks to attract new companies to the downtown area, according to the chronicle supervisor, connie chan. the board's budget share, says she does not support some of the mayor's proposals. now chan says she's concerned the proposed tax breaks could reduce revenue for city services. mayor breed is proposing to give tax discounts to new companies that moved to downtown san francisco up to $1 million per year for three years. oakland school board has rejected a budget plan that would have merged 10 schools and eliminated dozens of jobs. the board was split over the proposal after the district's teachers union said it opposed the cuts. oakland unified school district is facing a possible fiscal cliff in the coming year as pandemic era funds are set to run out. the board will have to consider a new budget proposal in the coming weeks. as of now, we do not know if the next proposals will involve possible cuts. and

governor gavin newsom announced a state of emergency and more than a dozen counties because of the recent storms. the governor issued the proclamation last night in 13 counties. they are mostly in southern california and the sierra. but sonoma county is also on that list. the proclamation activates the national guard to support crews working to clean up debris left from the recent storms. time now for oh, eight, the sierra is having its snowiest winter in more than 50 years, according to the central sierra snow lab. now, while that is considered great news for skiers and ski resorts and businesses in the lake tahoe area. there are also dangerous like the potential for avalanches so far this season, 41 ft of snow has fallen in parts of the sierra, even at lower elevations, like in colfax , with the elevation is 2400 ft. residents there are also digging out so currently i am trying to get all the snow from under my tire. it's getting a little

attorney, is reportedly asking prosecutors to eliminate most sentencing enhancement when filing charges, according to the east bay times, pamela price wrote in a memo that the policy shift is quote an effort to bring balance back to sentencing and reduce recidivism. price has pledged to reform the criminal justice system and reduce incarceration rates. the paper says there could be exceptions for some cases, including human trafficking, hate crimes and child or elder abuse. the policy is expected to be finalized by the end of the month time not for 14 new figures from santa cruz county showed that chronic homelessness has more than doubled in the past three years , and the recent report to the board of supervisors shows the county needs $78 million a year to reach his goal of producing homelessness by 25. from the 2019 levels by next year. financially the county has a gap

of about $39 million a year and is expecting less state funding going forward as the whole state is dealing with its own budget challenges between 2019 and 2022 , the number of people living on the street longer than a year rose from about 400. two more than 900. the talks continued to try to put an end to san francisco's drug crisis. the group together sf action, hosted an event last night. now they want city leaders to address the rise in illegal drug sales and overdoses with the same seriousness as they did with the covid pandemic. specifically they want the board of supervisors to approve ongoing funding for police overtime. our police department is short 541 officers, and so if we can't continue to use over time we lose the shifts that we have. so we will start losing officers on the street. if this isn't approved by march, 14th the group claims more people died of fentanyl overdoses in the city

during the pandemic than from covid, along with an increased and ongoing police effort. the goal is to empower citizens to take political action time now for 16. the situation on the streets of san francisco has the mayor and other bay area leaders supporting the bill that aims to make it easier to force those people with addiction problems or severe mental illness into treatment when they can't make the decision for themselves. ktvu is christian calfed. and tells us more about this new proposal. mental health and addiction are crisis that impact cities around the bay and up and down the state. now, state senator susan eggman from stockton is introduced a pair of bills aimed at making it easier to get someone into treatment. if it's determined they can't do it for themselves. these bills that we're talking about specific, especially sp 43 is talking about treating somebody against their will. if need be, the bill would broaden the definition of gravely ill to include the inability to provide for their own food, clothing or

shelter and would ask the court to weigh whether an individual understands their own illness and can make sound decisions. some families of those struggling with mental illness say their family members have been on the proverbial merry go round in and out of treatment, and i don't want anyone anywhere anytime to experience the suffering that my family and my son had experienced. so i'm here today as a representative voice of families of the most severely mentally ill population. jose mayor matt mehan is part of the coalition pushing for the new conservative ship law, saying it would be a last resort. but for those suffering on our streets with no ability to provide for themselves to the mental illness or addiction. we have a moral obligation to demand better from our system and facilitate their recovery. san francisco's mayor also voicing her support, saying too often the vulnerable are left to languish on her city streets. the time to act, she

highlight p i business is the vice president is set to be in san francisco tomorrow. she is scheduled to attend a roundtable discussion with asian american and pacific islander small business owners. the focus will be on small business entrepreneurship. vice president harris is also said to attend a political fundraiser during her visit to the bay area. our time now for 23, a new report from the city of san francisco pinpoints the number of jobs that were lost in the downtown area, the city's budget and legislative analyst says. more than one 47,000 jobs were lost in the downtown area and that remote working and other factors were a big factor. hotels restaurants and retail suffered the biggest job losses while tourism bounced back with about 17 million visitors in 2021, but that is still down for more than

woman who was assaulted at stanford university years ago, is now turning that pain into a path forward for others, ktvu jana katsuyama reports on her partnership with a nonprofit to open a special museum inside a building in san francisco's presidio can be so much more than places that show objects. they're trying to change the idea of what a museum can be. they can be places where you can tell the stories of real people who have real lives. experiences. and you can also help build empathy. work of building is still in process. posters and prototypes lined the walls, where the team at the nonprofit futures without violence, hopes to build a courage, museum. courage to share your story with somebody else can also give license for them to share their so this can be a place where they can find healing and hope and connection . and as part of that connection, the museum has hired camera crews to capture shirt.

short films was very scared to share my story with anyone because i saw it as a burden that seemed so stressful, so i better keep it to myself. chanel miller is among the storytellers who are no longer keeping those stories of trauma to themselves hers of being sexually assaulted on stanford university's campus by a student that made national headlines every time i've told my story around sexual assault, it's been in a courtroom or a hospital room or a police station. but in these stories, it's the courage of people pulling through the pain that shot signs in the videos that courage museum is making. each one what they call an empathy mirror where people will be able to sit in a booth. listen and learn. so many victims are not fighting for harsh sentences or jail time. they are fighting to have somebody look them in the eyes and say i am sorry that i

thank you. well it is cold this thursday morning and then south bay. hundreds of residents are shivering and have no electricity. some people in the santa cruz mountains have gone almost a week without electricity. the powerful winter storms knocked down dozens of trees and power lines and cut service yesterday's clear sky. guys let us see the damage and how hard it will be when it comes to repairing it. the weather conditions, especially the heavy snow prevented us from accessing or equipment that was damaged, so it was solely due to the weather conditions powers that since friday generators run out of propane. so do something, please. pg and e. says a two mile stretch of black road from just two highway 35. those gatto's will be closed today and friday to let the cruise restrain the power lines and restore service. people around the bay area have been bracing

for another very cold morning in the south bay. many people are taking actions before that cold weather settles in ktvu is lamonica peters reports from morgen hill. the secret is not what you wear about how many layers you wear. you know you were two or three extra layers and makes all the difference. benjamin shepherd is sitting outdoors at crafty roots on monterey highway even as the temperature continues to drop the bar and restaurant staff there say they make it a point to keep it warm indoors and use heating lamps to serve people sitting outside, especially during winter. cold spells. of course, i'm wearing sweatshirts and um, sometimes gloves if it's that cold rain jacket, but yeah, we just try to stay warm ourselves and keep the good service going whenever a freeze warning is issued, keeping your family and pets in an insulated warm area is crucial to making it through a cold night johnson garden center and morgen hill says there are also ways to keep

recent winter storms. more snow fell in that area yesterday, making it even harder for the crews to clear the roads. some people say they they've been stuck in homes and vacation rentals and places like big bear and lake arrowhead for as long as a week. and some who work at resorts in the mountains. they haven't been able to go home either. this is like kind of like a once in a century type of situation, you know there. a lot of snow and a lot of people aren't ready for it. we have not seen a plow on our streets since last wednesday. um luckily for us, we do have a generator because we lost power. a small number who were stranded , but most completely, making it hard for people to find food or get supplies. first responders and county officials say they're trying to plow those roads, but the snowg down so much has made things dangerous. residentt

is our number one priority to get to those residents so that they can have the safe environment that we hope to provide to them. san bernardino county was included in governor newsom's new state of emergency declaration issued last night. a spokesman for the governor says extra state crews are now on the ground in that area to help people. the state is trying to get more snowplows and road crews there as well. millions of americans are seeing a decrease in their snap food benefits. at the beginning of the pandemic, congress passed a temporary boost to the supplemental nutrition assistance program, but that boost just expired so recipients will receive about $90 less per month. michael outfest from the alameda county community food bank. talk to ktvu about how the change will affect people across the bay area. he also talked about what the food bank is doing to help those in need. in order to make that up. we're going to have to purchase more food, which means

we're going to need more funding right now. our food budget and just in the first seven months of our fiscal years up $2.7 million from last year, so we've got a lot of work to do in order to fill that gap. the fact is, food banks were never set up to fill gaps that large. yeah so the other big part of this is from our policy and advocacy work. we're turning to federal government. state government, local government seeking help. he also said governor newsom promised an extra $60 million for the food bank funding this year in the state budget. and, he added, community support is still needed. the biden administration is announcing a new effort today to target those swindling covid financial relief programs. the white house will ask congress for more than $1.6 billion to clean up the fraud. the money will be used to prosecute cases and prevent identity theft. many applicants of the paycheck protection program were not properly screened. $164 billion were estimated in fraudulent

ktvu is brooks jarocz has the story of one woman. it's been awful to be honest, obey area school teacher who lost her second job as a restaurant server at the start of the pandemic applied for unemployment benefits. she was approved in paid in 2020, but now an expensive problem, california's employment development department said she wasn't eligible, accusing her of fraud and claiming she was overpaid. more than $13,000. so the state began garnishing her teaching wages even before she could appeal. i was actually horrified. started crying. i mean, i was just so embarrassed. i couldn't believe this happened . i mean, i have never paid a bill late in my life. i have excellent credit. um and then just you know the fact that they reached out to my school about this. it's just it was a nightmare. every paycheck, she says close to $800 is taken out . 10,000 and counting paid back to the d or lawyer says she's not alone. we literally can't

sad story, a community in santa rosa in mourning today after a fight between three high school students turned deadly ktvu zac sos joins us now from outside montgomery high school, where classes have been canceled for the day zac sos good morning and welcome classes have been canceled. support services are being offered for students later today at a nearby church. a small memorial has been set up outside the school candles have been burning through the night. the victim just 16 years old family members identifying the slain teen as jayden pn to a junior at the school. a 15 year old freshman now charged with his murder. meantime we are learning some new details from police about the moments leading up to this fight yesterday morning, police say jaden and one other junior entered an art class they weren't assigned to and started a fight with the suspect, a teacher able to temporarily break up the fight. but moments later, the suspect allegedly pulled out a folding knife and stabbed the two

prosecutors to eliminate most sentencing enhancement when filing charges now, according to the east bay times, pamela price wrote in a memo that the policy shift is quote an effort to bring balance back to sentencing and reduce recidivism. price has pledged to reform the criminal justice system and reduce incarceration rates. the paper says there could be exceptions for some cases, including human trafficking, hate crimes and child or elder abuse. the policy is expected to be finalized by the end of the month. time is 5 14 santa cruz county show. chronic homelessness has more than doubled over the past three years, recent report to the board of supervisors shows the county needs $78 million a year to reach its goal of reducing homelessness by 25% from 2019 levels by next year. financially the county has a gap of about 39. million dollars a year and expects even less state funding.

moving forward is california deals with its own budget challenges between 2019 and 2022 . the number of people living on the street longer than a year went up from about 400 to about 900. the talks continue to try to put an end to san francisco's drug crisis. the group together sf action, hosted an event last night. they want city leaders to address the rise in illegal drug sales and overdoses with the same seriousness as they did with the covid pandemic. specifically they want the board of supervisors to approve ongoing funding for police overtime. our police department is short 541 officers, and so if we can't continue to use over time we lose the shifts that we have. so we will start losing officers on the street. if this isn't approved by march, 14th, along with an increase in ongoing police effort, the goal is to empower citizens to take political action. the group says more people died of fentanyl

overdoses in the city during the pandemic than from covid time now, 5 15 bay area elected officials are teaming up now to support legislation for statewide conservatorship reform . the goal is to get people who are addicted to drugs or suffering from mental illness into treatment when they can't make the decision for themselves . san francisco mayor london breed is co sponsoring two bills as part of the big city mayors coalition. those measures would modernize california's behavioral system and expand the definition of what is considered gravely disabled. it will focus on people who can't feed, clothe or find shelter for themselves. the court could decide and rule whether those individuals understand their illnesses or make sound decisions. these common sense changes to an outdated law will help make a significant difference for those who are struggling in crisis, whether they have an advocate or

valleys like the santa clara valley under a freeze warning from now until about nine a.m. the national weather service estimates this morning will be the coldest morning of the week . so anytime the temperature drops like this, santa clara county activates its cold emergency mode, and what that means is that all of the county's libraries become warming centers during daytime hours, like the milpitas library here behind us they serve as those warming centers during regular business hours for people to get a break from the weather. as for the county's on housed residents, overnight shelters opened up, although to get access to them. you do need to call the county's information line to get screened. many of them fill up very quickly for everyone else living and working in the south bay. staying warm is the matter of layering up and planning ahead. of course, i'm wearing sweatshirts and, um sometimes gloves if it's that cold rain jacket, but yeah, we just try to stay warm ourselves and keep the good service going.

starting this time in berkeley on 80 westbound right between ashby and powell, so it's right on the boundary there. between those two cities. there's a crash and the lanes are taken away here. two left lanes, medics and fire department a lot of chp on the scene here, and the traffic is getting busy in g up all the way into the el cerrito area already and it's just going to get worse. even when they get the crash out. i think it's going to happen. impact this is a look at westbound richmond san rafael bridge. there was a stalled vehicle on the bridge doesn't seem to be a big backup. maybe they'll get it out of the way soon. hopefully, this is a look at the bay bridge toll plans that is backed up as well. i do want to mention that if you're in the cherry land area of hayward, east llewellyn boulevard at paradise boulevard , avoid that area for a very serious crash. 601 let's get back to the headlines. all right . thank you, sal topping our news. a sad story. and this morning, we are getting new video of that fight that led to

a stabbing death of a student in santa rosa. today the community is in mourning and looking for solutions. ktvu zac sos live outside montgomery high school where classes have been canceled for today, zack. yeah and we'll classes have been canceled. support services will be offered for students at a nearby church . later today, a small memorial has been set up outside the school candles have been burning through the night. the victim just 16 years old family members identifying the slain teen as jayden yanta, a junior at the school. 15 year old freshman now charged with his murder. meantime we are learning some new details from police about the moments leading up to the fight yesterday morning, police say jaden and one other junior entered in art class they weren't assigned to and started a fight with the suspect, a teacher able to temporarily break up that fight by moments later, the suspect allegedly pulled out a folding knife and stabbed the two juniors jane

dying at the hospital students families family members gathering outside the school yesterday to comfort each other . ktvu spoke with jane's grandmother who says her daughter jane's mother is struggling. how is she going to get through this? how do you let her bury her baby? i don't understand. he was a good boy. he was kind hearted, sweet, loving general. and already questions being raised about whether something could have been done to prevent this. it's still unclear what started the fight, but police say the three had been involved in altercations in the past the other 16 year old involved now recovering from his injuries, meaning while the 15 year old suspect facing a number of charges, including attempted homicide and homicide. live in santa rosa zac sos. ktvu fox. two news, right, zack. thank you and responding to the stabbing

the santa rosa school districts and the message home to students , families and staff, it said in part, wednesday was the darkest day anyone can remember at montgomery high school, please know that our immediate focus is on ensuring the safety and mental well being of our students and staff in the aftermath of this horrific act of violence. and some of the students there in montgomery high. now, one community resource officers brought back to the school campus. three years ago, the school board removed those officers from the campus after the death of george floyd in minneapolis. recently santa rosa school district officials debated bringing back those community resource officers after hearing complaints from students and teachers about the lack of security. time is 604 turning now to san jose, where the police have been at a house all night, part of an investigation into explosives and possible illegal drugs. central p police and the bomb squad first went to that home one potomac court

yesterday afternoon. they didn't give us many details would say they arrested one person for possessing explosives. police say they will be out there for at least 24 hours. governor gavin newsom announced a state of emergency in more than a dozen counties because of the recent storms. the governor issued the proclamation last night in 13 counties. they are mostly in southern california in the sierra, but sonoma county is also on that list. the proclamation activates the national guard to support crews working to clean up debris left from the recent storms. speaking of the storms, we are getting some new information about that avalanche near palisades tahoe ski resort, temporary evacuation shelter has opened at a community center in truckee, the avalanche affected about 100 homes in one part of olympic valley, snow slammed into a three story condo. look at those pictures. it forced four of the 70 units to evacuate. some of the windows at the complex was

shattered. all of this shocked a man who was running a separate condo right down the road. it's crazy, you know, it's like, uh, we knew that you know, we're staying right here at the basis of ah, the palisades. and yeah, it was just wild like our family were freaked out. we didn't know whether we should go to the hotel. no one was hurt in the avalanche. the plastic county sheriff's office is working with the sierra avalanche center had determined when residents can safely go back home. the avalanche zone by the way, is blocked off with caution tape right now. data from the national weather service shows. the sierra currently has the most snow in the entire country . california has not seen this much snow between october and february since 19 70 the snowpack is 150% of normal in northern california, 190% in the central part of the state and 224% of normal in the southern zone. going forward. it just

u. s senate mayor bass said congresswoman lee would bring principal den tenacious leadership to california right now. two other members of congress are also running to replace senator feinstein, southern california congress members adam schiff. and katie porter and the very same day the mayor bass indoors. barbara lee congressman adam schiff rolled out a long list of endorsements from up and down california a list of more than 70 mayors. county supervisors, said the council members and other local leaders includes san francisco supervisors aaron peskin and matt dorothy. california's primary election is just over a year away. it is scheduled for march 5th of next year. the talks continued to try to put an end to san francisco's drug crisis. the group together sf action hosted an event last night. they want city leaders to address the rise in illegal drug sales and overdoses with the same seriousness as they did

with the covid pandemic. specifically they want the board of supervisors to approve ongoing funding for police overtime. our police department is short 541 officers, and so if we can't continue to use over time we lose the shifts that we have. so we will start losing officers on the street. if this isn't improved by march, 14th along with an increased an ongoing police effort. the goal is to empower citizens to take political action. the group points out. more people died of fentanyl overdoses in the city during the pandemic than from covid your time now, 609 new figures from santa cruz county show chronic homelessness has more than doubled over the past three years, and the recent report of the board of supervisors shows the county needs $78 million a year to reach a goal of reducing homelessness by 25. percent. from the 2019 levels by next year. financially the county has a gap of about $39 million a

they may be addicted to drugs or suffering from mental illness. officials say current laws leave this vulnerable segment of our population to fend for themselves. san francisco, maryland and breed in san jose mayor matt mehan or among those backing legislation for statewide conservative ship reform, where breed is co sponsoring two bills as part of the big city mayor coalition. the measures would modernize california's behavioral system and broadened the definition of what's considered gravely disabled. it would focus on those who cannot feed, clothe or find shelter for themselves. courts could rule whether these individuals understand their illness or make sound decisions. these common sense changes to an outdated law will help make a significant difference for those who are struggling in crisis, whether they have an advocate or not. the time is now but for those suffering on our streets with no ability to provide for themselves to the mental illness or addiction, we have a moral obligation to demand better. from our system and facilitate their recovery. families of

those struggling with addictions or mental illness say their loved ones are in the proverbial merry go round in and out of treatment and never truly getting the help they need. i don't want anyone anywhere anytime to experience the suffering that my family and my son have experienced. so i'm here as a representative voice of families of the most severely mentally ill population. last year, a similar attempt to change the state's conservative ship rules stalled in the legislature. but the hope this time is that rallying public support can make all the difference. this legislation will likely face opposition from advocates for the mentally ill and homeless. they're concerned that government law enforcement and the courts will deny individuals of their individual civil rights date back to you. alright, andre thank you times 6 16. but many people aren't surprised to hear that the gender pay gap in this country has not decreased much for almost two decades. there's a new study that says since 22 on average women earn about 82

cents for every dollar that a man earns those jobs includes things like childcare and frontline healthcare workers. in the meantime, women are remarkably underrepresented in high paying jobs and then executive jobs. women have been held down for centuries already in this country, and they continue to be we have, you know, large segments of the workforce concentrated in industries that we undervalued primarily because women and particularly women of color to disproportionately fulfill those positions. now the pay inequity of really affects the latino women the most they earned just 65% as much as white males last year, black women are in 70% as much asian women are the closest earning 93% of what white men are earning. the extra say there is progress possible. 6 17 is the time. let's check in with

the oakland 80 is not going to be your friend this morning. let's go to the bay bridge. that commute is moderate if you are driving into san francisco san mateo bridge is also moderately heavy. i want to mention that if you're driving on interstate 80, you might see a fire from near the freeway here. it's not visible in this camera is just behind, but there's a fire on city streets. fire department is on the scene. 6 32, let's go back to the desk. thank you. well you heard steve freeze warnings in effect for most inland parts of the bay area until nine a.m. that includes most of santa clara county, ktvu . zahle rasmus is in milpitas. now you have the details of the county's cold weather, emergency plans and it's pretty cold where you are right. yeah, and it was cold weather. emergency plans go into effect in santa clara county anytime the overnight temperature drops below 40 degrees, and during daytime hours, that means that all of santa clara county's libraries

become official designated warming centers. first people to come in and get a break from the cold. it also means that the county activates its overnight shelters. for housed residents. those overnight shelters are open. they were open overnight, although to get access to them. you need to call this the county's information line to get screened. many of them fill up very quickly. the national weather service estimates this morning will be the coldest of the week. the secret is not what you wear about how many layers you wear. you know you were two or three extra layers and makes all the difference if you're not able to bring them in, you can definitely bring them on the back patio into a garage. and if they're still too big, like i wasfore, if you make sure to deep root water them, they're definitely going to have a much better chance of getting through this cold weather. she's talking about plants, gardeners and homeowners with plants outside, want to make sure that they protect them against this cold weather. when we have that

freeze, warning, it is in effect until nine a.m. for most of santa clara county and many inland parts of the bay area, santa clara county will keep its overnight shelter program and its emergency. operations program open again tonight as it is expected to be another cold one reporting live in milpitas ali rasmus ktvu. fox two news. alright thank you, ali. well hundreds of people are without power in this very cold weather. some people in the santa cruz mountains have gone almost a week without power. the strong winter storms knocked down dozens of trees and power lines and cut service. the clear skies we're seeing now is allowing us to see some of the damage and hear about the difficulties when it comes to making those repairs. weather conditions, especially the heavy snow prevented us from accessing or equipment that was damaged, so it was solely due to the weather conditions powers out since friday. generators run out of propane. so do something,

please. now pg and e. says a two mile stretch of black road to highway 35 loss goddess will be closed today and tomorrow to allow work crews to try to get those power lines fixed and restore service time now, 6 35 in southern california will you look at the snow people are still trapped in the san bernardino mountains by all the heavy snow yesterday, even more snow fell in that area, making it even harder for crews to clear the roads. some of the people have been stuck in homes and vacation, ran those in places like big bear lake ara hood had where as long as a week and some of the people who work at the resort in the mountains. they can't go home either. this is like a kind of like, once in a century type of situation, you know there. a lot of snow and a lot of people aren't ready for it. we have not seen a plow on our streets since last wednesday . um luckily for us, we do have

a generator because we lost power. a small number of businesses are open for the people who were stranded, but most of the businesses have been closed entirely, making it harder to get some food or supplies, first, responders and county officials say they've been trying to plow those roads, but the snow coming down makes things treacherous. we know we have stranded residents. it is our number one priority to get to those residents so that they can have the safe environment that we hope to provide to them. the same brother dino county was included in governor newsom's new state of emergency declaration last night. a spokesman for the governor says extra state crews are on the ground in the area to help people and the state wants to get more snowplows and road crews out there as well. millions of americans are seeing a decrease in their snap food benefits. at the beginning of the pandemic, congress passed a temporary boost to the supplemental nutrition assistance program, but that

boost just expired so recipients will receive about $90 less per month, michael altfest from the alameda county community food bank, talk to us here at ktvu about how the change will affect people around the bay area. he also talked about what the food bank is doing to help those in need. in order to make that up. we're going to have to purchase more food, which means we're going to need more funding right now. our food budget and just in the first seven months of our fiscal years up $2.7 million from last year, so we've got a lot of work to do in order to fill that gap. the fact is, food banks were never set up to fill gaps that large. yeah so the other big part of this is from our policy and advocacy work. we're turning to federal government. state government, local government seeking help. he also said governor newsom promised an extra $60 million for food bank funding this year in the state budget, but community support and donations are still needed. alright, time
